<paragraph class="fontsize10" id="y1313bc51-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Administrator</inline>.—</heading><content>The term “<term>Administrator</term>” means the Under Secretary of Commerce for Oceans and Atmosphere and Administrator of the National Oceanic and Atmospheric Administration.</content></paragraph>
<paragraph class="fontsize10" id="y1313bc52-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Cooperative activities of the administration</inline>.—</heading><content>The terms “cooperative activities of the Administration” means cooperative activities between the Administration and an external entity, such as the Cooperative Institutes, Sea Grant Colleges, National Estuarine Research Reserves, the National Oceanographic Partnership Program established under <ref href="/us/usc/t10/ch665">chapter 665 of title 10, United States Code</ref>, and regional associations of the Integrated Ocean Observing System.</content></paragraph>
<paragraph class="fontsize10" id="y1313bc53-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/4" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Data specifications</inline>.—</heading><content>The term “<term>data specifications</term>” shall refer to the type, resolution, periodicity, and quality of data required by an program of the Administration.</content></paragraph>
<paragraph class="fontsize10" id="y1313bc54-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><heading class="fontsize10"><inline class="smallCaps">Test or training range</inline>.—</heading><page identifier="/us/stat/132/5282">132 STAT. 5282</page>
<subparagraph class="fontsize10" id="y1313bc55-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/5/A" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>The term “<term>test or training range</term>” means an area designated for operating unmanned maritime systems and other types of systems for the purpose of—</chapeau><clause class="fontsize10" id="y1313bc56-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/5/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>evaluating the performance of such systems; or</content></clause>
<clause class="fontsize10" id="y1313bc57-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/5/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>training personnel on operating procedures for such systems.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y1313bc58-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/5/B" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Inclusions</inline>.—</heading><content>The term “<term>test or training range</term>” may include specialized fixed or portable instrumentation for the operation of unmanned maritime systems and other types of systems.</content></subparagraph>

<paragraph class="fontsize10" id="y1313bc59-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><heading class="fontsize10"><inline class="smallCaps">Unmanned maritime systems</inline>.—</heading><subparagraph class="fontsize10" id="y1313bc5a-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/6/A" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>The term “<term>unmanned maritime systems</term>” means remotely operated or autonomous vehicles produced by the commercial sector—</chapeau><clause class="fontsize10" id="y1313bc5b-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/6/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>designed to function without an on-board human presence; and</content></clause>
<clause class="fontsize10" id="y1313bc5c-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/6/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>that may include associated components such as control and communications, instrumentation, data transmission, and processing systems.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y1313bc5d-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/6/B" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Examples</inline>.—</heading><chapeau>The term “<term>unmanned maritime systems</term>” includes the following:</chapeau><clause class="fontsize10" id="y1313bc5e-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/6/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>Unmanned undersea vehicles.</content></clause>
<clause class="fontsize10" id="y1313bc5f-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/6/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>Unmanned surface vehicles.</content></clause>
<clause class="fontsize10" id="y1313bc60-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/6/B/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>Autonomous underwater vehicles.</content></clause>
<clause class="fontsize10" id="y1313bc61-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/6/B/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>Autonomous surface vehicles.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y1313bc62-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s2/6/C" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><heading class="fontsize10"><inline class="smallCaps">Treatment of aerial vehicles</inline>.—</heading><content>The term “<term>unmanned maritime systems</term>” includes unmanned aerial vehicles and autonomous aerial vehicles that are used to address maritime issues to the extent the Administrator determines it is necessary and appropriate to achieve the purposes of this Act.</content></subparagraph>

<section id="d139602e323" identifier="/us/pl/115/394/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1313e373-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t33/s4102">33 USC 4102</ref>.</p></sidenote><heading>COORDINATION REGARDING ASSESSMENT AND ACQUISITION BY NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION OF UNMANNED MARITIME SYSTEMS.</heading><subsection class="firstIndent0 fontsize10" id="y13154304-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Establishment</inline>.—</heading><chapeau>The Administrator shall direct the Office of Oceanic and Atmospheric Research (in this Act referred to as “OAR”) and the Office of Marine and Aviation Operations (in this Act referred to as “OMAO”)—</chapeau><paragraph class="fontsize10" id="y13154305-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>to coordinate the Administration’s research, assessment, and acquisition of unmanned maritime systems; and</content></paragraph>
<paragraph class="fontsize10" id="y13154306-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>to consider the use of unmanned maritime systems in cooperative activities of the Administration.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y13154307-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Coordination Within the Administration</inline>.—</heading><paragraph class="fontsize10" id="y13154308-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Unmanned systems executive oversight board</inline>.—</heading><chapeau>In meeting the requirements described in subsection (a), the Administrator shall—</chapeau><subparagraph class="fontsize10" id="y13154309-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>utilize the Unmanned Systems Executive Oversight Board (in this Act referred to as the “USEOB”) as the coordinating mechanism; and</content></subparagraph>
<subparagraph class="fontsize10" id="y1315430a-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>ensure that OAR and OMAO address requirements throughout the Administration.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y1315430b-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Included</inline>.—</heading><chapeau>In utilizing the USEOB under paragraph (1), the Administrator shall ensure that representation on the USEOB is included from the following:<page identifier="/us/stat/132/5283">132 STAT. 5283</page></chapeau><subparagraph class="fontsize10" id="y1315430c-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>The Office of Ocean Exploration (OER).</content></subparagraph>
<subparagraph class="fontsize10" id="y1315430d-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>The program office of the Integrated Ocean Observing System.</content></subparagraph>
<subparagraph class="fontsize10" id="y1315430e-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/b/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1315430f-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Determination.</p></sidenote><content>Such other offices of the Administration as the Administrator determines are actively engaged with unmanned maritime systems.</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="y13154310-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Coordination With the Navy</inline>.—</heading><paragraph class="fontsize10" id="y13154311-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>In carrying out this Act, the Administrator shall—</chapeau><subparagraph class="fontsize10" id="y13154312-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>make efforts to coordinate with the Secretary of the Navy to leverage expertise in the development and operational transition of unmanned maritime systems;</content></subparagraph>
<subparagraph class="fontsize10" id="y13154313-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>align with, utilize, and inform the Deputy Under Secretary of Commerce for Operations and the Oceanographer of the Navy’s strategic and operational priorities, particularly for missions and geography within the Administration’s purview;</content></subparagraph>
<subparagraph class="fontsize10" id="y13154314-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>seek to utilize Naval unmanned systems test or training ranges, such as the Gulf of Mexico Unmanned Systems Test and Training Range of the Naval Meteorology and Oceanography Command, and maximize interagency cooperation and sharing of best practices; and</content></subparagraph>
<subparagraph class="fontsize10" id="y13154315-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/1/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x13154316-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Memorandum.</p></sidenote><chapeau>to formalize coordination, execute a memorandum of understanding with the Secretary of the Navy that includes—</chapeau><clause class="fontsize10" id="y13154317-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/1/D/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>incorporating consideration of priorities and requirements of the Administration into research and development activities conducted by the Secretary of the Navy;</content></clause>
<clause class="fontsize10" id="y13154318-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/1/D/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x13154319-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p></sidenote><content>consultation intended to encourage and facilitate efforts by the Administration to partner with the Navy to procure unmanned maritime systems and to establish, instrument, and operate test or training ranges and related facilities;</content></clause>
<clause class="fontsize10" id="y1315431a-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/1/D/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1315431b-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Procedures.</p></sidenote><content>adopting procedures defined by the Secretary of the Navy for the Administration to access and utilize test or training ranges or related Naval facilities for purposes identified in paragraph (2)(B); and</content></clause>
<clause class="fontsize10" id="y1315431c-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/1/D/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>such other topics as the Administrator considers necessary or advisable, including mapping, bathymetry, observations, and ocean exploration.</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y1315431d-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Location</inline>.—</heading><chapeau>The Administrator shall, if practicable, carry out the activities authorized by this Act at a facility where the Navy and the Administration are co-located, for the following purposes:</chapeau><subparagraph class="fontsize10" id="y1315431e-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>Gaining efficiencies through collaboration.</content></subparagraph>
<subparagraph class="fontsize10" id="y1315431f-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>Advancing development of unmanned maritime systems, including—</chapeau><clause class="fontsize10" id="y13154320-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>systems research and development;</content></clause>
<clause class="fontsize10" id="y13154321-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/2/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>systems testing;</content></clause>
<clause class="fontsize10" id="y13154322-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/2/B/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>systems modifications; and</content></clause>
<clause class="fontsize10" id="y13154323-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/2/B/iv" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">(iv) </num><content>systems integration.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y13154324-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/c/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>Accelerating transition from concept to manufacturing and acquisition.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y13154325-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Coordination With Other Federal Agencies</inline>.—</heading><content>In carrying out this Act, the Administrator and the Secretary of the Navy may utilize the National Oceanographic Partnership Program, <page identifier="/us/stat/132/5284">132 STAT. 5284</page>
established under <ref href="/us/usc/t10/ch665">chapter 665 of title 10, United States Code</ref>, as a mechanism for providing interagency coordination for the advancement of unmanned maritime systems.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y13154326-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x13154327-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Coordination With Academic Sector</inline>.—</heading><chapeau>In carrying out this Act, the Administrator, in consultation with the Secretary of the Navy, may coordinate and co-locate with an academic research institution, or consortium of academic research institutions, for the following purposes:</chapeau><paragraph class="fontsize10" id="y13154328-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/e/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>Maximizing opportunities for research and development of unmanned maritime systems.</content></paragraph>
<paragraph class="fontsize10" id="y13154329-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/e/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Providing training in unmanned maritime systems as part of an accredited certificate or degree program of education.</content></paragraph>
<paragraph class="fontsize10" id="y1315432a-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/e/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Facilitating the commercialization of unmanned maritime systems through public-private partnerships that includes academic research institutions, private industry, and public safety agencies.</content></paragraph>
<paragraph class="fontsize10" id="y1315432b-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/e/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Arranging access to and use of additional facilities that support testing and assessment of or training with respect to unmanned maritime systems under environmental conditions of interest, increasing operational tolerance under such conditions, certifying operational capacity under such conditions, whether real or simulated, and training operators of unmanned maritime systems in real or simulated environments.</content></paragraph>
<paragraph class="fontsize10" id="y1315432c-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/e/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>Facilitating engagement with other academic institutions with interest or relevant expertise in unmanned maritime systems.</content></paragraph>
<paragraph class="fontsize10" id="y1315432d-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/e/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>Promoting information sharing between the academic, environmental, and military institutions to lead to more robust, mission-oriented unmanned maritime systems.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y1315432e-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Engagement With the Private Sector</inline>.<sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1315432f-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultations.</p></sidenote>—</heading><chapeau>Other than as described in subsection (e), the Administrator, in consultation with the Secretary of the Navy, may, in carrying out this Act, to the extent practicable, coordinate and consult with the private sector—</chapeau><paragraph class="fontsize10" id="y13154330-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/f/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>to support the commercialization of unmanned maritime systems; and</content></paragraph>
<paragraph class="fontsize10" id="y13154331-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s3/f/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>to assist with their assessment of commercially available unmanned maritime systems to support the missions and goals of the Navy, the Administration, and cooperative activities of the Administration.</content></paragraph>
</subsection>

<section id="d139602e603" identifier="/us/pl/115/394/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x13154332-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t33/s4103">33 USC 4103</ref>.</p></sidenote><heading>REGULAR ASSESSMENT OF UNMANNED MARITIME SYSTEMS TO SUPPORT NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION MISSIONS.</heading><subsection class="firstIndent0 fontsize10" id="y13159153-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>The Administrator, acting through the Assistant Administrator for Oceanic and Atmospheric Research and the Director of the Office of Marine and Aviation Operations and the National Oceanic and Atmospheric Administration Commissioned Officer Corps, shall regularly assess publicly and commercially available unmanned maritime systems for potential use to support missions of the Administration.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y13159154-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Science-based Assessments</inline>.—</heading><content>The Administrator shall carry out subsection (a) through the Assistant Administrator for all matters relating to assessment of the suitability, feasibility, and cost-effectiveness of unmanned maritime systems to meet data specifications required by programs of the Administration.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y13159155-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Assessment of Operational Utility</inline>.—</heading><content>The Administrator shall carry out subsection (a) through the Director for all matters <page identifier="/us/stat/132/5285">132 STAT. 5285</page>
relating to assessment of whether unmanned maritime systems are operationally reliable, feasible, and cost effective enough to make observations required by programs of the Administration.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y13159156-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s4/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Engagement</inline>.<sidenote><p class="leftAlign firstIndent0 fontsize8" id="x13159157-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultations.</p></sidenote>—</heading><chapeau>The Assistant Administrator and the Director shall jointly—</chapeau><paragraph class="fontsize10" id="y13159158-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s4/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>convene and consult the Unmanned Maritime Systems Ocean Technology Coordinating Committee established under section 3(b); and</content></paragraph>
<paragraph class="fontsize10" id="y13159159-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s4/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>consult with the heads of other offices of the Administration, the academic sector, and developers and manufacturers of unmanned maritime systems to conduct the assessments under subsection (a).</content></paragraph>

<section id="d139602e667" identifier="/us/pl/115/394/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1315915a-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t33/s4104">33 USC 4104</ref>.</p></sidenote><heading>ACQUISITION OF UNMANNED MARITIME SYSTEMS.</heading><subsection class="firstIndent0 fontsize10" id="y1315df7b-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>The Administrator shall coordinate and centralize the acquisition by the Administration of unmanned maritime systems to meet the prioritized list of data requirements identified by OAR and OMAO in carrying out this Act in their regular assessments and approved by the USEOB.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y1315df7c-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Memoranda of Understanding</inline>.—</heading><chapeau>In order to realize greater savings and efficiency, the Administrator may develop and execute a memorandum of agreement with the Secretary of the Navy to—</chapeau><paragraph class="fontsize10" id="y1315df7d-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s5/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>participate in procurements conducted by the signatories to the memorandum of understanding;</content></paragraph>
<paragraph class="fontsize10" id="y1315df7e-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s5/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>accept decommissioned unmanned maritime systems from the Navy;</content></paragraph>
<paragraph class="fontsize10" id="y1315df7f-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s5/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1315df80-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Policies.</p><p class="leftAlign firstIndent0 fontsize8" id="x1315df81-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Procedures.</p></sidenote><content>develop policies and procedures to share unmanned maritime systems; or</content></paragraph>
<paragraph class="fontsize10" id="y1315df82-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s5/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>provide for other means of creating efficiency and savings in Federal acquisition of unmanned maritime systems.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y1315df83-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s5/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Rule of Construction</inline>.—</heading><content>Nothing in this Act shall be construed to modify Federal procurement law.</content></subsection>

<section id="d139602e729" identifier="/us/pl/115/394/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1315df84-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t33/s4105">33 USC 4105</ref>.</p></sidenote><heading>REPORTS ON UNMANNED MARITIME SYSTEMS AND USAGE FOR MISSION OF THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION.</heading><subsection class="firstIndent0 fontsize10" id="y13162da5-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>In carrying out this Act, the Administrator shall, not later than one year after the date of the enactment of this Act, and every 4 years thereafter, submit to the appropriate committees of Congress a report on the usage of unmanned maritime systems for the mission of the Administration.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y13162da6-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Contents</inline>.—</heading><chapeau>Each report submitted under subsection (a) shall include, for the period covered by the report, the following:</chapeau><paragraph class="fontsize10" id="y13162da7-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s6/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x13162da8-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Inventory.</p><p class="leftAlign firstIndent0 fontsize8" id="x13162da9-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Summary.</p></sidenote><content>An inventory of current unmanned maritime systems used by programs of the Administration, a summary of the data they have returned, and the benefits realized from having such data.</content></paragraph>
<paragraph class="fontsize10" id="y13162daa-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s6/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x13162dab-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Lists.</p></sidenote><content>A prioritized list of data requirements of the Administration that could be met with unmanned maritime systems, and the commercially available unmanned maritime systems with the operational capabilities to collect such data.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y13162dac-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s6/c" role="definitions" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Appropriate Committees of Congress Defined</inline>.—</heading><chapeau>In this section, the term “<term>appropriate committees of Congress</term>” means—</chapeau><paragraph class="fontsize10" id="y13162dad-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s6/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the Committee on Appropriations, the Committee on Armed Services, and the Committee on Commerce, Science, and Transportation of the Senate; and<page identifier="/us/stat/132/5286">132 STAT. 5286</page></content></paragraph>

<section id="d139602e797" identifier="/us/pl/115/394/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x13162daf-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t33/s4106">33 USC 4106</ref>.</p></sidenote><heading>FUNDING AND ADDITIONAL AUTHORITIES.</heading><subsection class="firstIndent0 fontsize10" id="y1316a2e0-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s7/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Funding</inline>.—</heading><content>The Administrator shall carry out this Act using existing amounts appropriated or otherwise made available to the Administration.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y1316a2e1-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s7/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Additional Authorities</inline>.—</heading><chapeau>In carrying out this Act, the Administrator may—</chapeau><paragraph class="fontsize10" id="y1316a2e2-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s7/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1316a2e3-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Contracts.</p></sidenote><content>enter into contracts, cooperative agreements, and other transactions with any domestic or foreign government;</content></paragraph>
<paragraph class="fontsize10" id="y1316a2e4-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s7/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>notwithstanding <ref href="/us/usc/t31/s1342">section 1342 of title 31, United States Code</ref>, accept donations and voluntary and uncompensated services;</content></paragraph>
<paragraph class="fontsize10" id="y1316a2e5-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s7/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>accept funds from other Federal departments and agencies;</content></paragraph>
<paragraph class="fontsize10" id="y1316a2e6-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s7/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1316a2e7-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Contracts.</p><p class="leftAlign firstIndent0 fontsize8" id="x1316a2e8-e830-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Grants.</p></sidenote><content>utilize the National Oceanographic Partnership Program established under <ref href="/us/usc/t10/ch665">chapter 665 of title 10, United States Code</ref>, to accept funds from other Federal departments and agencies, to accept donations, and to enter into contracts and award grants;</content></paragraph>
<paragraph class="fontsize10" id="y1316a2e9-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s7/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>under an agreement entered into under paragraph (1), transfer funds appropriated to carry our this Act to any organization; and</content></paragraph>
<paragraph class="fontsize10" id="y1316a2ea-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s7/b/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><chapeau>use, with their consent, with or without reimbursement, and subject to the availability of appropriations, the land, services, equipment, personnel, and facilities of—</chapeau><subparagraph class="fontsize10" id="y1316a2eb-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s7/b/6/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>any department, agency, or instrumentality of the United States;</content></subparagraph>
<subparagraph class="fontsize10" id="y1316a2ec-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s7/b/6/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>any State or local government or tribal government; or</content></subparagraph>
<subparagraph class="fontsize10" id="y1316a2ed-e830-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/394/s7/b/6/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>any foreign government or international organization.</content></subparagraph>
