<section id="d143836e92" identifier="/us/pl/115/34/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Modernizing Government Travel Act</shortTitle>”.</content></section>
<section id="d143836e102" identifier="/us/pl/115/34/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b596e68-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t5/s5707">5 USC 5707 note</ref>.</p></sidenote><heading>FEDERAL EMPLOYEE REIMBURSEMENT FOR USE OF MODERN TRAVEL SERVICES.</heading><subsection class="firstIndent0 fontsize10" id="y1b599579-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/34/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b59957a-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="x1b59957b-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Regulations.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Not later than 90 days after the date of enactment of this Act, the Administrator of General Services shall prescribe regulations under <ref href="/us/usc/t5/s5707">section 5707 of title 5, United States Code</ref>, to provide for the reimbursement for the use of a transportation network company or innovative mobility technology company by any Federal employee traveling on official business under subchapter I of chapter 57 of such title, except that the Director of the Administrative Office of the United States Courts shall prescribe such regulations with respect to employees of the judicial branch of the Government.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y1b59957c-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/34/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="y1b59957d-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/34/s2/b/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Innovative mobility technology company</inline>.—</heading><content>The term “<term>innovative mobility technology company</term>” means an organization, including a corporation, limited liability company, partnership, sole proprietorship, or any other entity, that applies technology to expand and enhance available transportation choices, better manages demand for transportation services, or provides alternatives to driving alone.</content></paragraph>
<paragraph class="fontsize10" id="y1b59957e-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/34/s2/b/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Transportation network company</inline>.—</heading><chapeau>The term “<term>transportation network company</term>”—</chapeau><subparagraph class="fontsize10" id="y1b59957f-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/34/s2/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>means a corporation, partnership, sole proprietorship, or other entity, that uses a digital network to connect riders to drivers affiliated with the entity in order for the driver to transport the rider using a vehicle owned, leased, or otherwise authorized for use by the driver to a point chosen by the rider; and</content></subparagraph>
<subparagraph class="fontsize10" id="y1b599580-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/34/s2/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>does not include a shared-expense carpool or vanpool arrangement that is not intended to generate profit for the driver.</content></subparagraph>

<section id="d143836e167" identifier="/us/pl/115/34/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>REPORT ON TRANSPORTATION COSTS.</heading><content class="firstIndent0 fontsize10" id="x1b59bc91-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  <ref href="/us/usc/t5/s5707/c">Section 5707(c) of title 5, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> to read as follows:<page identifier="/us/stat/131/847">131 STAT. 847</page><quotedContent><subsection class="firstIndent0 fontsize10" id="y1b5a0ab2-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">“(c)</num><paragraph class="inline" id="y1b5a0ab3-e832-11f0-a1e4-69761a48a15a"><num value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b5a0ab4-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Data.</p></sidenote><chapeau>Not later than November 30 of each year, the head of each agency shall submit to the Administrator of General Services, in a format prescribed by the Administrator and approved by the Director of the Office of Management and Budget—</chapeau><subparagraph class="fontsize10" id="y1b5a0ab5-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>data on total agency payments for such items as travel and transportation of people, average costs and durations of trips, and purposes of official travel;</content></subparagraph>
<subparagraph class="fontsize10" id="y1b5a0ab6-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>data on estimated total agency payments for employee relocation; and</content></subparagraph>
<subparagraph class="fontsize10" id="y1b5a0ab7-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b5a0ab8-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Analysis.</p></sidenote><content>an analysis of the total costs of transportation service by type, and the total number of trips utilizing each transportation type for purposes of official travel.</content></subparagraph>
</paragraph>
<paragraph class="indentUp0 firstIndent0 fontsize10" id="y1b5a0ab9-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b5a0aba-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Public information.</p></sidenote><content>The Administrator of General Services shall make the data submitted pursuant to paragraph (1) publicly available upon receipt.</content></paragraph>
<paragraph class="indentUp0 firstIndent0 fontsize10" id="y1b5a0abb-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><chapeau>Not later than January 31 of each year, the Administrator of General Services shall submit to the Director of the Office of Management and Budget, the Committee on Oversight and Government Reform of the House of Representatives, and the Committee on Homeland Security and Governmental Affairs of the Senate—</chapeau><subparagraph class="fontsize10" id="y1b5a0abc-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b5a0abd-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Analysis.</p><p class="leftAlign firstIndent0 fontsize8" id="x1b5a0abe-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Survey.</p></sidenote><content>an analysis of the data submitted pursuant to paragraph (1) for the agencies listed in section 901(b) of title 31 and a survey of such data for each other agency; and</content></subparagraph>
<subparagraph class="fontsize10" id="y1b5a0abf-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>a description of any new regulations promulgated or changes to existing regulations authorized under this section.”</content></subparagraph>
