<section id="d145877e92" identifier="/us/pl/115/32/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">U.S. Wants to Compete for a World Expo Act</shortTitle>”.</content></section>
<section id="d145877e102" identifier="/us/pl/115/32/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd45fc3f6-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s2452b">22 USC 2452b note</ref>.</p></sidenote><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xd4601217-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Congress finds the following:</chapeau><paragraph class="fontsize10" id="yd4601218-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/32/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The Bureau of International Expositions (BIE) is the organization responsible for governing World Fairs and International Expositions.</content></paragraph>
<paragraph class="fontsize10" id="yd4601219-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/32/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content><ref href="/us/pl/91/269/s1/a">Section 1(a) of Public Law 91–269</ref> (<ref href="/us/usc/t22/s2801/a">22 U.S.C. 2801(a)</ref>) found that “international expositions . . . have a significant impact on the economic growth of the region surrounding the exposition and . . . are important instruments of national policy”.</content></paragraph>
<paragraph class="fontsize10" id="yd460121a-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/32/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>The United States has not been an active member of the BIE since 2001.</content></paragraph>
<paragraph class="fontsize10" id="yd460121b-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/32/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>State and local governments and private entities in the United States have continued to participate in international expositions held in foreign countries as a means of promoting United States exports and creating jobs, but face significantly higher costs for such participation because the United States is not an active member.</content></paragraph>
<paragraph class="fontsize10" id="yd460121c-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/32/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>State and local governments and private entities in the United States have expressed interest in an international exposition being hosted in the United States, but the bid of a United States city, region, or State to host an international exposition is unlikely to be successful if the United States is not a member of the BIE.</content></paragraph>

<section id="d145877e146" identifier="/us/pl/115/32/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd460121d-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s2452b">22 USC 2452b note</ref>.</p></sidenote><heading>SENSE OF CONGRESS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xd460392e-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  It is the sense of Congress that—</chapeau><paragraph class="fontsize10" id="yd460392f-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/32/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the United States should rejoin the BIE immediately to promote domestic job creation, global branding, and tourism to the United States; and</content></paragraph>
<paragraph class="fontsize10" id="yd4603930-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/32/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the Secretary of State, in partnership with the Secretary of Commerce, State and local governments, and private and non-profit entities, should take all necessary steps to facilitate the timely submission of a request to rejoin the BIE.<page identifier="/us/stat/131/844">131 STAT. 844</page></content></paragraph>

<section id="d145877e172" identifier="/us/pl/115/32/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd4603931-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s2452b">22 USC 2452b note</ref>.</p></sidenote><heading>AUTHORIZATION.</heading><subsection class="firstIndent0 fontsize10" id="yd4603932-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/32/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>The Secretary of State is authorized to take such actions as the Secretary determines necessary for the United States to rejoin and maintain membership in the BIE.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yd4603933-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/32/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Authorization To Accept Private Contributions</inline>.—</heading><content>In addition to funds otherwise available to the Secretary to carry out this section, the Secretary is authorized to accept contributions for such purpose.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yd4603934-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/32/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Notification</inline>.—</heading><content>The Secretary of State shall notify the Committees on Foreign Affairs and Appropriations of the House of Representatives and the Committees on Foreign Relations and Appropriations of the Senate upon taking any action under subsection (a).</content></subsection>

<section id="d145877e209" identifier="/us/pl/115/32/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xd4606045-e832-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s2452b">22 USC 2452b note</ref>.</p></sidenote><heading>CONTINUATION OF PROHIBITION ON USE OF FEDERAL FUNDS FOR WORLD’S FAIR PAVILIONS AND EXHIBITS.</heading><subsection class="firstIndent0 fontsize10" id="yd4606046-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/32/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Continuation of Prohibition</inline>.—</heading><content>Nothing in this Act may be construed to authorize any obligation or expenditure prohibited by section 204 of the Admiral James W. Nance and Meg Donovan Foreign Relations Authorization Act, Fiscal Years 2000 and 2001 (<ref href="/us/usc/t22/s2452b">22 U.S.C. 2452b</ref>) (relating to limitations on the obligation or expenditure of funds by the Department of State for a United States pavilion or exhibit at an international exposition or world’s fair registered by the BIE).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yd4606047-e832-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/32/s5/b" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Prohibition on Solicitation of Funds</inline>.—</heading><content>Section 204(b)(1)(C) of the Admiral James W. Nance and Meg Donovan Foreign Relations Authorization Act, Fiscal Years 2000 and 2001 (<ref href="/us/usc/t22/s2452b/b/1/C">22 U.S.C. 2452b(b)(1)(C)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="insert">inserting</amendingAction> after “<quotedText>expositions</quotedText>” the following: “<quotedText>, except that no employees of the Department of State may, in their official capacity, solicit funds to pay expenses for a United States pavilion or other major exhibit at any international exposition or world’s fair registered by the Bureau of International Expositions</quotedText>”.</content></subsection>
