<section id="d156548e90" identifier="/us/pl/115/233/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">National Suicide Hotline Improvement Act of 2018</shortTitle>”.</content></section>
<section id="d156548e100" identifier="/us/pl/115/233/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x0099e90a-e836-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  In this Act—</chapeau><paragraph class="fontsize10" id="y0099e90b-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s2/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the term “<term>Commission</term>” means the Federal Communications Commission;</content></paragraph>
<paragraph class="fontsize10" id="y0099e90c-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s2/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the term “<term>covered dialing code</term>” means a simple, easy-to-remember, 3-digit dialing code; and</content></paragraph>
<paragraph class="fontsize10" id="y0099e90d-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s2/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><chapeau>the term “<term>N11 dialing code</term>” means an abbreviated dialing code consisting of 3 digits, of which—</chapeau><subparagraph class="fontsize10" id="y0099e90e-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s2/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the first digit may be any digit other than “1” or “0”; and</content></subparagraph>
<subparagraph class="fontsize10" id="y0099e90f-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s2/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>each of the last 2 digits is “1”.</content></subparagraph>

</section>
<section id="d156548e132" identifier="/us/pl/115/233/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>STUDIES AND REPORTS.</heading><subsection class="firstIndent0 fontsize10" id="y009b2190-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Primary Study</inline>.—</heading><paragraph class="fontsize10" id="y009b2191-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x009b2192-e836-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>The Commission, in coordination with the Assistant Secretary for Mental Health and Substance Use and the Secretary of Veterans Affairs, shall conduct a study that—</chapeau><subparagraph class="fontsize10" id="y009b2193-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x009b2194-e836-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Examination.</p></sidenote><content>examines the feasibility of designating an N11 dialing code or other covered dialing code to be used for a national suicide prevention and mental health crisis hotline system; and</content></subparagraph>
<subparagraph class="fontsize10" id="y009b2195-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x009b2196-e836-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Analysis.</p></sidenote><content>analyzes the effectiveness of the National Suicide Prevention Lifeline as of the date on which the study is initiated, including how well the lifeline is working to address the needs of veterans.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y009b2197-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Requirements</inline>.—</heading><subparagraph class="fontsize10" id="y009b2198-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">Commission</inline>.—</heading><chapeau>In conducting the study under paragraph (1), the Commission shall—</chapeau><clause class="fontsize10" id="y009b2199-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><chapeau>consider—</chapeau><subclause class="fontsize10" id="y009b219a-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/A/i/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>each of the N11 dialing codes, including the codes that are used for other purposes; and</content></subclause>
<subclause class="fontsize10" id="y009b219b-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/A/i/II" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">(II) </num><content>other covered dialing codes;<page identifier="/us/stat/132/2425">132 STAT. 2425</page></content></subclause>
</clause>
<clause class="fontsize10" id="y009b219c-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x009b219d-e836-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p></sidenote><content>consult with the North American Numbering Council; and</content></clause>
<clause class="fontsize10" id="y009b219e-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/A/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x009b219f-e836-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Review.</p></sidenote><content>review the information provided by the Assistant Secretary for Mental Health and Substance Use and the Secretary of Veterans Affairs under subparagraphs (B) and (C), respectively, of this paragraph.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y009b21a0-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">SAMHSA study and report to assist commission</inline>.—</heading><chapeau>To assist<sidenote><p class="leftAlign firstIndent0 fontsize8" id="x009b21a1-e836-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Analysis.</p></sidenote> the Commission in conducting the study under paragraph (1), the Assistant Secretary for Mental Health and Substance Use shall analyze and, not later than 180 days after the date of enactment of this Act, report to the Commission on—</chapeau><clause class="fontsize10" id="y009b21a2-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><chapeau>the potential impact of the designation of an N11 dialing code, or other covered dialing code, for a suicide prevention and mental health crisis hotline system on—</chapeau><subclause class="fontsize10" id="y009b21a3-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/B/i/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>suicide prevention;</content></subclause>
<subclause class="fontsize10" id="y009b21a4-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/B/i/II" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">(II) </num><content>crisis services; and</content></subclause>
<subclause class="fontsize10" id="y009b21a5-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/B/i/III" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="III">(III) </num><chapeau>other suicide prevention and mental health crisis hotlines, including—</chapeau><item class="fontsize10" id="y009b21a6-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/B/i/III/aa" style="-uslm-lc:I658130"><num class="fontsize10" style="-uslm-lc:emspace2" value="aa">(aa) </num><content>the National Suicide Prevention Lifeline; and</content></item>
<item class="fontsize10" id="y009b21a7-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/B/i/III/bb" style="-uslm-lc:I658130"><num class="fontsize10" style="-uslm-lc:emspace2" value="bb">(bb) </num><content>the Veterans Crisis Line; and</content></item>
</subclause>
</clause>
<clause class="fontsize10" id="y009b21a8-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x009b21a9-e836-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x009b21aa-e836-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p></sidenote><chapeau>possible recommendations for improving the National Suicide Prevention Lifeline generally, which may include—</chapeau><subclause class="fontsize10" id="y009b21ab-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/B/ii/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>increased public education and awareness; and</content></subclause>
<subclause class="fontsize10" id="y009b21ac-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/B/ii/II" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">(II) </num><content>improved infrastructure and operations.</content></subclause>
</clause>
</subparagraph>
<subparagraph class="fontsize10" id="y009b21ad-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/a/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><heading class="fontsize10"><inline class="smallCaps">VA study and report to assist commission</inline>.—</heading><content>To assist the Commission in conducting the study under paragraph (1), the Secretary of Veterans Affairs shall study and, not later than 180 days after the date of enactment of this Act, report to the Commission on how well the National Suicide Prevention Lifeline and the Veterans Crisis Line, as in effect on the date on which the study is initiated, is working to address the needs of veterans.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y009b21ae-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x009b21af-e836-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x009b21b0-e836-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p><p class="leftAlign firstIndent0 fontsize8" id="x009b21b1-e836-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Primary Commission Report</inline>.—</heading><paragraph class="fontsize10" id="y009b21b2-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>Not later than 1 year after the date of enactment of this Act, the Commission, in coordination with the Assistant Secretary for Mental Health and Substance Use and the Secretary of Veterans Affairs, shall submit a report on the study conducted under subsection (a) that recommends whether a particular N11 dialing code or other covered dialing code should be used for a national suicide prevention and mental health crisis hotline system to—</chapeau><subparagraph class="fontsize10" id="y009b21b3-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Committee on Commerce, Science, and Transportation of the Senate;</content></subparagraph>
<subparagraph class="fontsize10" id="y009b21b4-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Committee on Health, Education, Labor, and Pensions of the Senate;</content></subparagraph>
<subparagraph class="fontsize10" id="y009b21b5-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>the Committee on Veterans’ Affairs of the Senate;</content></subparagraph>
<subparagraph class="fontsize10" id="y009b21b6-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/1/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>the Committee on Energy and Commerce of the House of Representatives; and</content></subparagraph>
<subparagraph class="fontsize10" id="y009b21b7-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/1/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>the Committee on Veterans’ Affairs of the House of Representatives.<page identifier="/us/stat/132/2426">132 STAT. 2426</page></content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y009b48c8-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Additional contents</inline>.—</heading><chapeau>If the report submitted by the Commission under paragraph (1) recommends that a dialing code should be used, the report shall also—</chapeau><subparagraph class="fontsize10" id="y009b48c9-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>outline the logistics of designating such a dialing code;</content></subparagraph>
<subparagraph class="fontsize10" id="y009b48ca-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x009b48cb-e836-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Cost estimate.</p></sidenote><chapeau>estimate the costs associated with designating such a dialing code, including—</chapeau><clause class="fontsize10" id="y009b48cc-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><chapeau>the costs incurred by service providers, including—</chapeau><subclause class="fontsize10" id="y009b48cd-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/2/B/i/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>translation changes in the network; and</content></subclause>
<subclause class="fontsize10" id="y009b48ce-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/2/B/i/II" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">(II) </num><content>cell site analysis and reprogramming by wireless carriers; and</content></subclause>
</clause>
<clause class="fontsize10" id="y009b48cf-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/2/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the costs incurred by States and localities;</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y009b48d0-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>provide recommendations for designating such a dialing code;</content></subparagraph>
<subparagraph class="fontsize10" id="y009b48d1-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/2/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x009b48d2-e836-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Analysis.</p></sidenote><content>provide a cost-benefit analysis comparing the recommended dialing code with the National Suicide Prevention Lifeline, as in effect on the date on which the report is submitted; and</content></subparagraph>
<subparagraph class="fontsize10" id="y009b48d3-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/2/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><chapeau>make other recommendations, as appropriate, for improving the National Suicide Prevention Lifeline generally, which may include—</chapeau><clause class="fontsize10" id="y009b48d4-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/2/E/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>increased public education and awareness; and</content></clause>
<clause class="fontsize10" id="y009b48d5-e836-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/233/s3/b/2/E/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>improved infrastructure and operations.</content></clause>

This Act shall be carried out using amounts otherwise authorized.</content></section>
