<section id="d308770e88" identifier="/us/pl/115/185/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcd325bbd-e837-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t34/s10101">34 USC 10101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Project Safe Neighborhoods Grant Program Authorization Act of 2018</shortTitle>”.</content></section>
<section id="d308770e103" identifier="/us/pl/115/185/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcd325bbe-e837-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t34/s60701">34 USC 60701</ref>.</p></sidenote><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xcd3282cf-e837-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  For the purposes of this Act—</chapeau><paragraph class="fontsize10" id="ycd3282d0-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s2/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the term “<term>firearms offenses</term>” means an offense under section 922 or 924 of <ref href="/us/usc/t18">title 18, United States Code</ref>;</content></paragraph>
<paragraph class="fontsize10" id="ycd3282d1-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s2/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the term “<term>Program</term>” means the Project Safe Neighborhoods Block Grant Program established under section 3; and</content></paragraph>
<paragraph class="fontsize10" id="ycd3282d2-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s2/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>the term “<term>transnational organized crime group</term>” has the meaning given such term in section 36(k)(6) of the State Department Basic Authorities Act of 1956 (<ref href="/us/usc/t22/s2708/k/6">22 U.S.C. 2708(k)(6)</ref>).</content></paragraph>

<section id="d308770e138" identifier="/us/pl/115/185/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcd3282d3-e837-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t34/s60702">34 USC 60702</ref>.</p></sidenote><heading>ESTABLISHMENT.</heading><content style="-uslm-lc:I658120">  The Attorney General of the United States is authorized to establish and carry out a program, to be known as the “Project Safe Neighborhoods Block Grant Program” within the Office of Justice Programs at the Department of Justice.</content></section>
<section id="d308770e151" identifier="/us/pl/115/185/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcd3282d4-e837-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t34/s60703">34 USC 60703</ref>.</p></sidenote><heading>PURPOSE.</heading><subsection class="firstIndent0 fontsize10" id="ycd32cff5-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Project Safe Neighborhoods Block Grant Program</inline>.—</heading><chapeau>The purpose of the Program is to foster and improve existing partnerships between Federal, State, and local agencies, including the United States Attorney in each Federal judicial district, entities representing members of the community affected by increased violence, victims’ advocates, and researchers to create safer neighborhoods through sustained reductions in violent crimes by—</chapeau><paragraph class="fontsize10" id="ycd32cff6-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s4/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>developing and executing comprehensive strategic plans to reduce violent crimes, including the enforcement of gun laws, and prioritizing efforts focused on identified subsets of individuals or organizations responsible for increasing violence in a particular geographic area;</content></paragraph>
<paragraph class="fontsize10" id="ycd32cff7-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s4/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>developing evidence-based and data-driven intervention and prevention initiatives, including juvenile justice projects and activities which may include street-level outreach, conflict mediation, provision of treatment and social services, and the changing of community norms, in order to reduce violence; and<page identifier="/us/stat/132/1486">132 STAT. 1486</page></content></paragraph>
<paragraph class="fontsize10" id="ycd32cff8-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s4/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>collecting data on outcomes achieved through the Program, including the effect on the violent crime rate, incarceration rate, and recidivism rate of the jurisdiction.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ycd32cff9-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Additional Purpose Areas</inline>.—</heading><chapeau>In addition to the purpose described in subsection (a), the Attorney General may use funds authorized under this Act for any of the following purposes—</chapeau><paragraph class="fontsize10" id="ycd32cffa-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>competitive and evidence-based programs to reduce gun crime and gang violence;</content></paragraph>
<paragraph class="fontsize10" id="ycd32cffb-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the Edward Byrne criminal justice innovation program;</content></paragraph>
<paragraph class="fontsize10" id="ycd32cffc-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s4/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>community-based violence prevention initiatives; or</content></paragraph>
<paragraph class="fontsize10" id="ycd32cffd-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s4/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>gang and youth violence education, prevention and intervention, and related activities.</content></paragraph>

<section id="d308770e217" identifier="/us/pl/115/185/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcd32cffe-e837-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t34/s60704">34 USC 60704</ref>.</p></sidenote><heading>RULES AND REGULATIONS.</heading><subsection class="firstIndent0 fontsize10" id="ycd32f70f-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>The Attorney General shall issue guidance to create, carry out, and administer the Program in accordance with this section.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycd32f710-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Funds to Be Directed to Local Control</inline>.—</heading><content>Amounts made available as grants under the Program shall be, to the greatest extent practicable, locally controlled to address problems that are identified locally.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycd32f711-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s5/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Task Forces</inline>.—</heading><content>Thirty percent of the amounts made available as grants under the Program each fiscal year shall be granted to Gang Task Forces in regions experiencing a significant or increased presence of criminal or transnational organizations engaging in high levels of violent crime, firearms offenses, human trafficking, and drug trafficking.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ycd32f712-e837-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/185/s5/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Priority</inline>.—</heading><content>Amounts made available as grants under the Program shall be used to prioritize the investigation and prosecution of individuals who have an aggravating or leadership role in a criminal or transnational organization described in subsection (c).</content></subsection>

<section id="d308770e263" identifier="/us/pl/115/185/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xcd331e23-e837-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t34/s60705">34 USC 60705</ref>.</p></sidenote><heading>AUTHORIZATION OF APPROPRIATIONS.</heading><content style="-uslm-lc:I658120">  There are authorized to be appropriated to the Attorney General to carry out the Program $50,000,000 for each of fiscal years 2019 through 2021.</content></section>
