<section id="d310528e94" identifier="/us/pl/115/170/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Admiral Lloyd R. ‘Joe’ Vasey Pacific War Commemorative Display Establishment Act</shortTitle>”.</content></section>
<section id="d310528e104" identifier="/us/pl/115/170/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x49ba3db2-e838-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  In this Act:</chapeau><paragraph class="fontsize10" id="y49ba3db3-e838-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/170/s2/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Association</inline>.—</heading><chapeau>The term “<term>Association</term>” means Pacific Historic Parks, a corporation that is—</chapeau><subparagraph class="fontsize10" id="y49ba3db4-e838-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/170/s2/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>a cooperating association with the National Park Service;</content></subparagraph>
<subparagraph class="fontsize10" id="y49ba3db5-e838-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/170/s2/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>organized under the laws of the State of Hawaii; and</content></subparagraph>
<subparagraph class="fontsize10" id="y49ba3db6-e838-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/170/s2/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>described in section 501(c)(3) of the Internal Revenue Code of 1986 and exempt from taxation under section 501(a) of that Code.</content></subparagraph>

<paragraph class="fontsize10" id="y49ba3db7-e838-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/170/s2/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Director</inline>.—</heading><content>The term “<term>Director</term>” means the Director of the National Park Service.</content></paragraph>
<paragraph class="fontsize10" id="y49ba3db8-e838-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/170/s2/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Commemorative display</inline>.—</heading><content>The term “<term>commemorative display</term>” means the Pacific Theater of World War II Commemorative Display authorized to be established under section 4(a).</content></paragraph>

<section id="d310528e153" identifier="/us/pl/115/170/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>PURPOSES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x49ba64c9-e838-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  The purposes of this Act are to—</chapeau><paragraph class="fontsize10" id="y49ba64ca-e838-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/170/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>honor the brave members of the United States Armed Forces who fought on behalf of the United States of America in the Pacific Theater during World War II;</content></paragraph>
<paragraph class="fontsize10" id="y49ba64cb-e838-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/170/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>provide a place to mourn the more than 150,000 American and allied lives lost in the Pacific Theater during World War II; and</content></paragraph>
<paragraph class="fontsize10" id="y49ba64cc-e838-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/170/s3/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>educate the public about United States battles in the Pacific Theater and its role in World War II.</content></paragraph>

<section id="d310528e176" identifier="/us/pl/115/170/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>PACIFIC THEATER COMMEMORATIVE DISPLAY.</heading><subsection class="firstIndent0 fontsize10" id="y49bab2ed-e838-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/170/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Authorization To Establish Commemorative Display</inline>.—</heading><content>The Association may establish and maintain a commemorative display to honor the members of the United States Armed Forces and Allies who served in the Pacific Theater during World War II.<page identifier="/us/stat/132/1287">132 STAT. 1287</page></content></subsection>
<subsection class="firstIndent0 fontsize10" id="y49bab2ee-e838-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/170/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Use of Federal Funds Prohibited</inline>.—</heading><content>Federal funds may not be used to design, procure, prepare, install, or maintain the commemorative display, but the Director may accept and expend contributions of non-Federal funds and resources for such purposes.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y49bab2ef-e838-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/170/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Location of Commemorative Display</inline>.—</heading><paragraph class="fontsize10" id="y49bab2f0-e838-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/170/s4/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Director may allow the commemorative display to be established at a suitable location at the Pearl Harbor site of the World War II Valor in the Pacific National Monument in Honolulu, Hawaii.</content></paragraph>
<paragraph class="fontsize10" id="y49bab2f1-e838-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/170/s4/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x49bab2f2-e838-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Condition</inline>.—</heading><content>The commemorative display may not be established at any location under the jurisdiction of the Director until the Director determines that an assured source of non-Federal funding has been established for the design, procurement, installation, and maintenance of the commemorative display.</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="y49bab2f3-e838-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/115/170/s4/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Design of the Commemorative Display</inline>.—</heading><content>The final design of the commemorative display shall be subject to the approval of the Director.</content></subsection>
