<enactingFormula style="-uslm-lc:I658120"><i>  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</i></enactingFormula><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x5b8db9ec-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Taiwan Travel Act.</p></sidenote>
<section id="d177019e88" identifier="/us/pl/115/135/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Taiwan Travel Act</shortTitle>”.</content></section>
<section id="d177019e98" identifier="/us/pl/115/135/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x5b8e080d-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Congress finds the following:</chapeau><paragraph class="fontsize10" id="y5b8e080e-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/135/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The Taiwan Relations Act (<ref href="/us/usc/t22/s3301/etseq">22 U.S.C. 3301 et seq.</ref>), enacted in 1979, has continued for 37 years to be a cornerstone of relations between the United States and Taiwan and has served as an anchor for peace and security in the Western Pacific area.</content></paragraph>
<paragraph class="fontsize10" id="y5b8e080f-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/135/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>The Taiwan Relations Act declares that peace and stability in the Western Pacific area are in the political, security, and economic interests of the United States and are matters of international concern.</content></paragraph>
<paragraph class="fontsize10" id="y5b8e0810-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/135/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>The United States considers any effort to determine the future of Taiwan by other than peaceful means, including by boycotts or embargoes, a threat to the peace and security of the Western Pacific area and of grave concern to the United States.</content></paragraph>
<paragraph class="fontsize10" id="y5b8e0811-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/135/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Taiwan has succeeded in a momentous transition to democracy beginning in the late 1980s and has been a beacon of democracy in Asia, and Taiwan’s democratic achievements inspire many countries and people in the region.</content></paragraph>
<paragraph class="fontsize10" id="y5b8e0812-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/135/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>Visits to a country by United States Cabinet members and other high-ranking officials are an indicator of the breadth and depth of ties between the United States and such country.</content></paragraph>
<paragraph class="fontsize10" id="y5b8e0813-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/135/s2/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>Since the enactment of the Taiwan Relations Act, relations between the United States and Taiwan have suffered from insufficient high-level communication due to the self-imposed restrictions that the United States maintains on high-level visits with Taiwan.</content></paragraph>

<section id="d177019e140" identifier="/us/pl/115/135/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>SENSE OF CONGRESS; STATEMENT OF POLICY.</heading><subsection class="firstIndent0 fontsize10" id="y5b8e2f24-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/135/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Sense of Congress</inline>.—</heading><content>It is the sense of Congress that the United States Government should encourage visits between officials from the United States and Taiwan at all levels.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y5b8e2f25-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/135/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Statement of Policy</inline>.—</heading><chapeau>It should be the policy of the United States to—<page identifier="/us/stat/132/342">132 STAT. 342</page></chapeau><paragraph class="fontsize10" id="y5b8e2f26-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/135/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>allow officials at all levels of the United States Government, including Cabinet-level national security officials, general officers, and other executive branch officials, to travel to Taiwan to meet their Taiwanese counterparts;</content></paragraph>
<paragraph class="fontsize10" id="y5b8e2f27-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/135/s3/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>allow high-level officials of Taiwan to enter the United States, under conditions which demonstrate appropriate respect for the dignity of such officials, and to meet with officials of the United States, including officials from the Department of State and the Department of Defense and other Cabinet agencies; and</content></paragraph>
<paragraph class="fontsize10" id="y5b8e2f28-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/135/s3/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>encourage the Taipei Economic and Cultural Representative Office, and any other instrumentality established by Taiwan, to conduct business in the United States, including activities which involve participation by Members of Congress, officials of Federal, State, or local governments of the United States, or any high-level official of Taiwan.</content></paragraph>
