<section id="d177204e92" identifier="/us/pl/115/131/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x796c8426-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t38/s101">38 USC 101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Veterans Care Financial Protection Act of 2017</shortTitle>”.</content></section>
<section id="d177204e107" identifier="/us/pl/115/131/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>SECRETARY OF VETERANS AFFAIRS NOTICE OF DISHONEST, PREDATORY, OR OTHERWISE UNLAWFUL PRACTICES TARGETING INDIVIDUALS WHO ARE ELIGIBLE FOR INCREASED PENSION ON BASIS OF NEED FOR REGULAR AID AND ATTENDANCE.</heading><subsection class="firstIndent0 fontsize10" id="y796cd247-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/131/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x796cd248-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t38/s1501">38 USC 1501 note</ref>.</p></sidenote><inline class="smallCaps">Notice Required</inline>.—</heading><content>The Secretary of Veterans Affairs shall include on the internet website of the Department of Veterans Affairs a warning to veterans relating to dishonest, predatory, or otherwise unlawful practices targeting individuals who are eligible for increased pension under <ref href="/us/usc/t38/ch15">chapter 15 of title 38, United States Code</ref>, on the basis of need for regular aid and attendance.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y796cd249-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/131/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">GAO Study</inline>.—</heading><paragraph class="fontsize10" id="y796cd24a-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/131/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x796cd24b-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><inline class="smallCaps">Study required</inline>.—</heading><chapeau>Not later than 18 months after the date of the enactment of this Act, the Comptroller General of the United States shall complete a study on financial exploitation of veterans. Such study shall include—</chapeau><subparagraph class="fontsize10" id="y796cd24c-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/131/s2/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>an analysis of the types of standards used by Federal and State agencies intended to protect vulnerable populations from financial exploitation; and</content></subparagraph>
<subparagraph class="fontsize10" id="y796cd24d-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/131/s2/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>an analysis of the types of financial exploitation facing veterans who are eligible for increased pension under <ref href="/us/usc/t38/ch15">chapter 15 of title 38, United States Code</ref>, on the basis of need for regular aid and attendance and any gaps in efforts to address these issues.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y796cd24e-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/131/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Reports</inline>.—</heading><subparagraph class="fontsize10" id="y796cd24f-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/131/s2/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">Preliminary report</inline>.—</heading><content>Not later than one year after the date of the enactment of this Act, the Comptroller General shall submit to Congress a preliminary report on the study required under paragraph (1).</content></subparagraph>
<subparagraph class="fontsize10" id="y796cf960-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/131/s2/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Final report</inline>.—</heading><content>Not later than 18 months after the date of the enactment of this Act, the Comptroller <page identifier="/us/stat/132/335">132 STAT. 335</page>
General shall submit to Congress a final report on such study.</content></subparagraph>
