<section id="d177735e90" identifier="/us/pl/115/125/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xadf611b7-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t6/s101">6 USC 101 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Department of Homeland Security Blue Campaign Authorization Act</shortTitle>”.</content></section>
<section id="d177735e105" identifier="/us/pl/115/125/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>ENHANCED DEPARTMENT OF HOMELAND SECURITY COORDINATION THROUGH THE BLUE CAMPAIGN.</heading><subsection class="firstIndent0 fontsize10" id="yadf686e8-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/125/s2/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Subtitle C of title IV of the Homeland Security Act of 2002 (<ref href="/us/usc/t6/s231/etseq">6 U.S.C. 231 et seq.</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following new section:<quotedContent><section class="centered fontsize12" id="yadf77149-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658143"><num class="fontsize12" value="434">“SEC. 434. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xadf7714a-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t6/s242">6 USC 242</ref>.</p></sidenote><heading class="fontsize12">DEPARTMENT OF HOMELAND SECURITY BLUE CAMPAIGN.</heading><subsection class="firstIndent0 fontsize10" id="yadf7714b-e839-11f0-a1e4-69761a48a15a" role="definitions" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><heading class="fontsize10"><inline class="smallCaps">Definition</inline>.—</heading><content>In this section, the term ‘<term>human trafficking</term>’ means an act or practice described in paragraph (9) or (10) of section 103 of the Trafficking Victims Protection Act of 2000 (<ref href="/us/usc/t22/s7102">22 U.S.C. 7102</ref>).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yadf7714c-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Establishment</inline>.—</heading><content>There is established within the Department a program, which shall be known as the ‘Blue Campaign’. The Blue Campaign shall be headed by a Director, who shall be appointed by the Secretary.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yadf7985d-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">“(c) </num><heading class="fontsize10"><inline class="smallCaps">Purpose</inline>.—</heading><content>The purpose of the Blue Campaign shall be to unify and coordinate Department efforts to address human trafficking.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yadf7985e-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">“(d) </num><heading class="fontsize10"><inline class="smallCaps">Responsibilities</inline>.—</heading><chapeau>The Secretary, working through the Director, shall, in accordance with subsection (e)—</chapeau><paragraph class="fontsize10" id="yadf7985f-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>issue Department-wide guidance to appropriate Department personnel;</content></paragraph>
<paragraph class="fontsize10" id="yadf79860-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>develop training programs for such personnel;</content></paragraph>
<paragraph class="fontsize10" id="yadf79861-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><content>coordinate departmental efforts, including training for such personnel; and</content></paragraph>
<paragraph class="fontsize10" id="yadf79862-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>provide guidance and training on trauma-informed practices to ensure that human trafficking victims are afforded prompt access to victim support service providers, in addition to the assistance required under section 107 of the Trafficking Victims Protection Act of 2000 (<ref href="/us/usc/t22/s7105">22 U.S.C. 7105</ref>), to address their immediate and long-term needs.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yadf79863-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">“(e) </num><heading class="fontsize10"><inline class="smallCaps">Guidance and Training</inline>.—</heading><chapeau>The Blue Campaign shall provide guidance and training to Department personnel and other <page identifier="/us/stat/132/316">132 STAT. 316</page>
Federal, State, tribal, and law enforcement personnel, as appropriate, regarding—</chapeau><paragraph class="fontsize10" id="yadf79864-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>programs to help identify instances of human trafficking;</content></paragraph>
<paragraph class="fontsize10" id="yadf79865-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>the types of information that should be collected and recorded in information technology systems utilized by the Department to help identify individuals suspected or convicted of human trafficking;</content></paragraph>
<paragraph class="fontsize10" id="yadf79866-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><chapeau>systematic and routine information sharing within the Department and among Federal, State, tribal, and local law enforcement agencies regarding—</chapeau><subparagraph class="fontsize10" id="yadf79867-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>individuals suspected or convicted of human trafficking; and</content></subparagraph>
<subparagraph class="fontsize10" id="yadf79868-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>patterns and practices of human trafficking;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yadf79869-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>techniques to identify suspected victims of trafficking along the United States border and at airport security checkpoints;</content></paragraph>
<paragraph class="fontsize10" id="yadf7986a-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">“(5) </num><chapeau>methods to be used by the Transportation Security Administration and personnel from other appropriate agencies to—</chapeau><subparagraph class="fontsize10" id="yadf7986b-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>train employees of the Transportation Security Administration to identify suspected victims of trafficking; and</content></subparagraph>
<subparagraph class="fontsize10" id="yadf7986c-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>serve as a liaison and resource regarding human trafficking prevention to appropriate State, local, and private sector aviation workers and the traveling public;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yadf7986d-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">“(6) </num><chapeau>utilizing resources, such as indicator cards, fact sheets, pamphlets, posters, brochures, and radio and television campaigns to—</chapeau><subparagraph class="fontsize10" id="yadf7986e-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>educate partners and stakeholders; and</content></subparagraph>
<subparagraph class="fontsize10" id="yadf7986f-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>increase public awareness of human trafficking;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yadf79870-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">“(7) </num><content>leveraging partnerships with State and local governmental, nongovernmental, and private sector organizations to raise public awareness of human trafficking; and</content></paragraph>
<paragraph class="fontsize10" id="yadf79871-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">“(8) </num><content>any other activities the Secretary determines necessary to carry out the Blue Campaign.”</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="yadf79872-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/125/s2/b" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Clerical Amendment</inline>.—</heading><content>The table of contents in section 1(b) of the Homeland Security Act of 2002 <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="insert">inserting</amendingAction> after the item relating to section 433 the following new item:<quotedContent><?GPOvSpace 04?>

<section id="d177735e318" identifier="/us/pl/115/125/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xadf79873-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="xadf79874-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t6/s242">6 USC 242 note</ref>.</p></sidenote><heading>INFORMATION TECHNOLOGY SYSTEMS.</heading><content style="-uslm-lc:I658120">  Not later than one year after the date of the enactment of this Act, the Secretary of Homeland Security shall ensure, in accordance with the Department of Homeland Security-wide guidance required under section 434(d) of the Homeland Security Act of 2002, as added by section 2 of this Act, the integration of information technology systems utilized within the Department to record and track information regarding individuals suspected or convicted of human trafficking (as such term is defined in such section).</content></section>
<section id="d177735e333" identifier="/us/pl/115/125/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>REPORT.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xadf7e695-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Not later than 18 months after the date of the enactment of this Act, the Secretary of Homeland Security shall submit to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Homeland Security of the House of Representatives a report that—<page identifier="/us/stat/132/317">132 STAT. 317</page></chapeau><paragraph class="fontsize10" id="yadf7e696-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/125/s4/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>describes the status and effectiveness of the Department of Homeland Security Blue Campaign under section 434 of the Homeland Security Act of 2002, as added by section 2 of this Act; and</content></paragraph>
<paragraph class="fontsize10" id="yadf7e697-e839-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/125/s4/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xadf7e698-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="xadf7e699-e839-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tion.</p></sidenote><content>provides a recommendation regarding the appropriate office within the Department of Homeland Security for the Blue Campaign.</content></paragraph>

<section id="d177735e357" identifier="/us/pl/115/125/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>AUTHORIZATION OF APPROPRIATIONS.</heading><content style="-uslm-lc:I658120">  There is authorized to be appropriated $819,000 to carry out section 434 of the Homeland Security Act of 2002, as added by section 2.</content></section>
