<section id="d183706e102" identifier="/us/pl/115/102/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">400 Years of African-American History Commission Act</shortTitle>”.</content></section>
<section id="d183706e112" identifier="/us/pl/115/102/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x8ee3e94f-e83f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  In this Act:</chapeau><paragraph class="fontsize10" id="y8ee3e950-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s2/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Commemoration</inline>.—</heading><content>The term “<term>commemoration</term>” means the commemoration of the 400th anniversary of the arrival of Africans in the English colonies, at Point Comfort, Virginia, in 1619.</content></paragraph>
<paragraph class="fontsize10" id="y8ee3e951-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s2/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Commission</inline>.—</heading><content>The term “<term>Commission</term>” means the 400 Years of African-American History Commission established by section 3(a).</content></paragraph>
<paragraph class="fontsize10" id="y8ee3e952-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s2/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Secretary</inline>.—</heading><content>The term “<term>Secretary</term>” means the Secretary of the Interior.</content></paragraph>

<section id="d183706e146" identifier="/us/pl/115/102/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>ESTABLISHMENT.</heading><subsection class="firstIndent0 fontsize10" id="y8ee4d3b3-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>There is established a commission, to be known as the “400 Years of African-American History Commission”.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee4d3b4-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Membership</inline>.—</heading><paragraph class="fontsize10" id="y8ee4d3b5-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8ee4d3b6-e83f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Appointments.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Composition</inline>.—</heading><chapeau>The Commission shall be composed of 15 members, of whom—</chapeau><subparagraph class="fontsize10" id="y8ee4d3b7-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>three members shall be appointed by the Secretary after considering recommendations of Governors, including the Governor of Virginia;</content></subparagraph>
<subparagraph class="fontsize10" id="y8ee4fac8-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>six members shall be appointed by the Secretary after considering recommendations of civil rights organizations and historical organizations;</content></subparagraph>
<subparagraph class="fontsize10" id="y8ee4fac9-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/b/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>one member shall be an employee of the National Park Service having experience relative to the historical and cultural resources related to the commemoration, to be appointed by the Secretary;</content></subparagraph>
<subparagraph class="fontsize10" id="y8ee4faca-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/b/1/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>two members shall be appointed by the Secretary after considering the recommendations of the Secretary of the Smithsonian Institution; and</content></subparagraph>
<subparagraph class="fontsize10" id="y8ee4facb-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/b/1/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>three members shall be individuals who have an interest in, support for, and expertise appropriate to the commemoration, appointed by the Secretary after considering the recommendations of Members of Congress.<page identifier="/us/stat/131/2249">131 STAT. 2249</page></content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y8ee4facc-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8ee4facd-e83f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p><p class="leftAlign firstIndent0 fontsize8" id="x8ee4face-e83f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Effective date.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Time of appointment</inline>.—</heading><content>Each appointment of an initial member of the Commission shall be made before the expiration of the 120-day period beginning on the date of enactment of this Act.</content></paragraph>
<paragraph class="fontsize10" id="y8ee4facf-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Term; vacancies</inline>.—</heading><subparagraph class="fontsize10" id="y8ee4fad0-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/b/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">Term</inline>.—</heading><content>A member of the Commission shall be appointed for the life of the Commission.</content></subparagraph>
<subparagraph class="fontsize10" id="y8ee4fad1-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/b/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Vacancies</inline>.—</heading><clause class="fontsize10" id="y8ee4fad2-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/b/3/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>A vacancy on the Commission shall be filled in the same manner in which the original appointment was made.</content></clause>
<clause class="fontsize10" id="y8ee4fad3-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/b/3/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><heading class="fontsize10"><inline class="smallCaps">Partial term</inline>.—</heading><content>A member appointed to fill a vacancy on the Commission shall serve for the remainder of the term for which the predecessor of the member was appointed.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y8ee4fad4-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/b/3/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8ee4fad5-e83f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Continuation of membership</inline>.—</heading><content>If a member of the Commission was appointed to the Commission as an employee of the National Park Service, and ceases to be an employee of the National Park Service, that member may continue to serve on the Commission for not longer than the 30-day period beginning on the date on which that member ceases to be an employee of the National Park Service.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee4fad6-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Duties</inline>.—</heading><chapeau>The Commission shall—</chapeau><paragraph class="fontsize10" id="y8ee4fad7-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>plan, develop, and carry out programs and activities throughout the United States—</chapeau><subparagraph class="fontsize10" id="y8ee4fad8-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>appropriate for the commemoration;</content></subparagraph>
<subparagraph class="fontsize10" id="y8ee4fad9-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>to recognize and highlight the resilience and contributions of African-Americans since 1619;</content></subparagraph>
<subparagraph class="fontsize10" id="y8ee4fada-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>to acknowledge the impact that slavery and laws that enforced racial discrimination had on the United States; and</content></subparagraph>
<subparagraph class="fontsize10" id="y8ee4fadb-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/1/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><chapeau>to educate the public about—</chapeau><clause class="fontsize10" id="y8ee4fadc-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/1/D/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the arrival of Africans in the United States; and</content></clause>
<clause class="fontsize10" id="y8ee4fadd-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/1/D/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the contributions of African-Americans to the United States;</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y8ee4fade-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>encourage civic, patriotic, historical, educational, artistic, religious, economic, and other organizations throughout the United States to organize and participate in anniversary activities to expand understanding and appreciation of—</chapeau><subparagraph class="fontsize10" id="y8ee4fadf-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the significance of the arrival of Africans in the United States; and</content></subparagraph>
<subparagraph class="fontsize10" id="y8ee4fae0-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the contributions of African-Americans to the United States;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y8ee4fae1-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>provide technical assistance to States, localities, and nonprofit organizations to further the commemoration;</content></paragraph>
<paragraph class="fontsize10" id="y8ee4fae2-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8ee4fae3-e83f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><chapeau>coordinate and facilitate for the public scholarly research on, publication about, and interpretation of—</chapeau><subparagraph class="fontsize10" id="y8ee4fae4-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the arrival of Africans in the United States; and</content></subparagraph>
<subparagraph class="fontsize10" id="y8ee4fae5-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the contributions of African-Americans to the United States;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y8ee4fae6-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>ensure that the commemoration provides a lasting legacy and long-term public benefit by assisting in the development of appropriate programs; and</content></paragraph>
<paragraph class="fontsize10" id="y8ee4fae7-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s3/c/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>help ensure that the observances of the commemoration are inclusive and appropriately recognize the experiences and <page identifier="/us/stat/131/2250">131 STAT. 2250</page>
heritage of all individuals present at the arrival of Africans in the United States.</content></paragraph>
</subsection>
</section>
<section id="d183706e376" identifier="/us/pl/115/102/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>COMMISSION MEETINGS.</heading><subsection class="firstIndent0 fontsize10" id="y8ee54908-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8ee54909-e83f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Initial Meeting</inline>.—</heading><content>Not later than 30 days after the date on which all members of the Commission have been appointed, the Commission shall hold the initial meeting of the Commission.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee5490a-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Meetings</inline>.—</heading><chapeau>The Commission shall meet—</chapeau><paragraph class="fontsize10" id="y8ee5490b-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>at least three times each year; or</content></paragraph>
<paragraph class="fontsize10" id="y8ee5490c-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>at the call of the Chairperson or the majority of the members of the Commission.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee5490d-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Quorum</inline>.—</heading><content>A majority of the voting members shall constitute a quorum, but a lesser number may hold meetings.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee5490e-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s4/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Chairperson and Vice Chairperson</inline>.—</heading><paragraph class="fontsize10" id="y8ee5490f-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s4/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Election</inline>.—</heading><content>The Commission shall elect the Chairperson and the Vice Chairperson of the Commission on an annual basis.</content></paragraph>
<paragraph class="fontsize10" id="y8ee54910-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s4/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Absence of the chairperson</inline>.—</heading><content>The Vice Chairperson shall serve as the Chairperson in the absence of the Chairperson.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee54911-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s4/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Voting</inline>.—</heading><content>The Commission shall act only on an affirmative vote of a majority of the members of the Commission.</content></subsection>

<section id="d183706e456" identifier="/us/pl/115/102/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>COMMISSION POWERS.</heading><subsection class="firstIndent0 fontsize10" id="y8ee5be42-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Gifts</inline>.—</heading><content>The Commission may solicit, accept, use, and dispose of gifts, bequests, or devises of money or other property for aiding or facilitating the work of the Commission.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee5be43-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Appointment of Advisory Committees</inline>.—</heading><content>The Commission may appoint such advisory committees as the Commission determines to be necessary to carry out this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee5be44-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s5/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Authorization of Action</inline>.—</heading><content>The Commission may authorize any member or employee of the Commission to take any action that the Commission is authorized to take under this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee5be45-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s5/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Procurement</inline>.—</heading><paragraph class="fontsize10" id="y8ee5be46-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s5/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Commission may procure supplies, services, and property, and make or enter into contracts, leases, or other legal agreements, to carry out this Act (except that a contract, lease, or other legal agreement made or entered into by the Commission shall not extend beyond the date of termination of the Commission).</content></paragraph>
<paragraph class="fontsize10" id="y8ee5be47-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s5/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Limitation</inline>.—</heading><content>The Commission may not purchase real property.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee5be48-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s5/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Postal Services</inline>.—</heading><content>The Commission may use the United States mails in the same manner and under the same conditions as other agencies of the Federal Government.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee5be49-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s5/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Grants and Technical Assistance</inline>.—</heading><chapeau>The Commission may—</chapeau><paragraph class="fontsize10" id="y8ee5be4a-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s5/f/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>provide grants in amounts not to exceed $20,000 per grant to communities and nonprofit organizations for use in developing programs to assist in the commemoration;</content></paragraph>
<paragraph class="fontsize10" id="y8ee5be4b-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s5/f/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>provide grants to research and scholarly organizations to research, publish, or distribute information relating to the arrival of Africans in the United States; and</content></paragraph>
<paragraph class="fontsize10" id="y8ee5be4c-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s5/f/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>provide technical assistance to States, localities, and nonprofit organizations to further the commemoration.</content></paragraph>

<section id="d183706e548" identifier="/us/pl/115/102/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>COMMISSION PERSONNEL MATTERS.</heading><subsection class="firstIndent0 fontsize10" id="y8ee6819d-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Compensation of Members</inline>.—</heading><page identifier="/us/stat/131/2251">131 STAT. 2251</page>
<paragraph class="fontsize10" id="y8ee6819e-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Except as provided in paragraph (2), a member of the Commission shall serve without compensation.</content></paragraph>
<paragraph class="fontsize10" id="y8ee6819f-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Federal employees</inline>.—</heading><content>A member of the Commission who is an officer or employee of the Federal Government shall serve without compensation other than the compensation received for the services of the member as an officer or employee of the Federal Government.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee681a0-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Travel Expenses</inline>.—</heading><content>A member of the Commission shall be allowed travel expenses, including per diem in lieu of subsistence, at rates authorized for an employee of an agency under <ref href="/us/usc/t5/ch57/schI">subchapter I of chapter 57 of title 5, United States Code</ref>, while away from the home or regular place of business of the member in the performance of the duties of the Commission.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee681a1-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Director and Staff</inline>.—</heading><paragraph class="fontsize10" id="y8ee681a2-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Chairperson of the Commission may, without regard to the civil service laws (including regulations), nominate an executive director to enable the Commission to perform the duties of the Commission.</content></paragraph>
<paragraph class="fontsize10" id="y8ee681a3-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Confirmation of executive director</inline>.—</heading><content>The employment of an executive director shall be subject to confirmation by the Commission.</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="y8ee681a4-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Compensation</inline>.—</heading><paragraph class="fontsize10" id="y8ee681a5-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Except as provided in paragraph (2), the Commission may fix the compensation of the executive director and other personnel without regard to the provisions of chapter 51 and <ref href="/us/usc/t5/ch53/schIII">subchapter III of chapter 53 of title 5, United States Code</ref>, relating to classification of positions and General Schedule pay rates.</content></paragraph>
<paragraph class="fontsize10" id="y8ee681a6-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Maximum rate of pay</inline>.—</heading><content>The rate of pay for the executive director and other personnel shall not exceed the rate payable for level V of the Executive Schedule under <ref href="/us/usc/t5/s5316">section 5316 of title 5, United States Code</ref>.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee681a7-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Detail of Government Employees</inline>.—</heading><paragraph class="fontsize10" id="y8ee681a8-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/e/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Federal employees</inline>.—</heading><subparagraph class="fontsize10" id="y8ee681a9-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/e/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">Detail</inline>.—</heading><content>At the request of the Commission, the head of any Federal agency may detail, on a reimbursable or nonreimbursable basis, any of the personnel of the agency to the Commission to assist the Commission in carrying out the duties of the Commission under this Act.</content></subparagraph>
<subparagraph class="fontsize10" id="y8ee681aa-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/e/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Civil service status</inline>.—</heading><content>The detail of an employee under subparagraph (A) shall be without interruption or loss of civil service status or privilege.</content></subparagraph>

<paragraph class="fontsize10" id="y8ee681ab-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/e/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">State employees</inline>.—</heading><chapeau>The Commission may—</chapeau><subparagraph class="fontsize10" id="y8ee681ac-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/e/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>accept the services of personnel detailed from the State; and</content></subparagraph>
<subparagraph class="fontsize10" id="y8ee681ad-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/e/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>reimburse the State for services of detailed personnel.</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee681ae-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Procurement of Temporary and Intermittent Services</inline>.—</heading><content>The Chairperson of the Commission may procure temporary and intermittent services in accordance with <ref href="/us/usc/t5/s3109/b">section 3109(b) of title 5, United States Code</ref>, at rates for individuals that do not exceed the daily equivalent of the annual rate of basic pay prescribed for level V of the Executive Schedule under section 5316 of such title.<page identifier="/us/stat/131/2252">131 STAT. 2252</page></content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee681af-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/g" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">(g) </num><heading class="fontsize10"><inline class="smallCaps">Volunteer and Uncompensated Services</inline>.—</heading><content>Notwithstanding <ref href="/us/usc/t31/s1342">section 1342 of title 31, United States Code</ref>, the Commission may accept and use such voluntary and uncompensated services as the Commission determines to be necessary.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee681b0-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/h" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="h">(h) </num><heading class="fontsize10"><inline class="smallCaps">Support Services</inline>.—</heading><paragraph class="fontsize10" id="y8ee681b1-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/h/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Secretary shall provide to the Commission, on a reimbursable basis, such administrative support services as the Commission may request.</content></paragraph>
<paragraph class="fontsize10" id="y8ee681b2-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/h/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Reimbursement</inline>.—</heading><content>Any reimbursement under this paragraph shall be credited to the appropriation, fund, or account used for paying the amounts reimbursed.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee681b3-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s6/i" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><heading class="fontsize10"><inline class="smallCaps">No Effect on Authority</inline>.—</heading><content>Nothing in this section supersedes the authority of the National Park Service with respect to the commemoration.</content></subsection>

<section id="d183706e772" identifier="/us/pl/115/102/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>PLANS; REPORTS.</heading><subsection class="firstIndent0 fontsize10" id="y8ee6a8c4-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s7/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Strategic Plan</inline>.—</heading><content>The Commission shall prepare a strategic plan for the activities of the Commission carried out under this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee6cfd5-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s7/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Final Report</inline>.—</heading><chapeau>Not later than July 1, 2020, the Commission shall complete and submit to Congress a final report that contains—</chapeau><paragraph class="fontsize10" id="y8ee6cfd6-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s7/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8ee6cfd7-e83f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Summary.</p></sidenote><content>a summary of the activities of the Commission;</content></paragraph>
<paragraph class="fontsize10" id="y8ee6cfd8-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s7/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>a final accounting of funds received and expended by the Commission; and</content></paragraph>
<paragraph class="fontsize10" id="y8ee6cfd9-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s7/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8ee6cfda-e83f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x8ee6cfdb-e83f-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p></sidenote><content>the findings and recommendations of the Commission.</content></paragraph>

<section id="d183706e818" identifier="/us/pl/115/102/s8" style="-uslm-lc:I658141"><num class="fontsize12" value="8">SEC. 8. </num><heading>TERMINATION OF COMMISSION.</heading><subsection class="firstIndent0 fontsize10" id="y8ee6cfdc-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s8/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Date of Termination</inline>.—</heading><content>The Commission shall terminate on July 1, 2020.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8ee6cfdd-e83f-11f0-a1e4-69761a48a15a" identifier="/us/pl/115/102/s8/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Transfer of Documents and Materials</inline>.—</heading><content>Before the date of termination specified in subsection (a), the Commission shall transfer all documents and materials of the Commission to the National Archives or another appropriate Federal entity.</content></subsection>

<section id="d183706e841" identifier="/us/pl/115/102/s9" style="-uslm-lc:I658141"><num class="fontsize12" value="9">SEC. 9. </num><heading>EXPENDITURES OF COMMISSION.</heading><content style="-uslm-lc:I658120">  All expenditures of the Commission shall be made solely from donated funds.</content></section>
