<enactingFormula style="-uslm-lc:I658120"><i>  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</i></enactingFormula><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x6ffcbadc-e840-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Grassroots Rural and Small Community Water Systems Assistance Act.</p></sidenote>
<section id="d184715e88" identifier="/us/pl/114/98/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x6ffcbadd-e840-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s201">42 USC 201 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Grassroots Rural and Small Community Water Systems Assistance Act</shortTitle>”.</content></section>
<section id="d184715e103" identifier="/us/pl/114/98/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x6ffce1ee-e840-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s300j–1">42 USC 300j–1 note</ref>.</p></sidenote><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x6ffd08ff-e840-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Congress finds that—</chapeau><paragraph class="fontsize10" id="y6ffd0900-e840-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/98/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the Safe Drinking Water Act Amendments of 1996 (<ref href="/us/pl/104/182">Public Law 104–182</ref>) authorized technical assistance for small and rural communities to assist those communities in complying with regulations promulgated pursuant to the Safe Drinking Water Act (<ref href="/us/usc/t42/s300f/etseq">42 U.S.C. 300f et seq.</ref>);</content></paragraph>
<paragraph class="fontsize10" id="y6ffd0901-e840-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/98/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>technical assistance and compliance training—</chapeau><subparagraph class="fontsize10" id="y6ffd0902-e840-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/98/s2/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>ensures that Federal regulations do not overwhelm the resources of small and rural communities; and</content></subparagraph>
<subparagraph class="fontsize10" id="y6ffd0903-e840-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/98/s2/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>provides small and rural communities lacking technical resources with the necessary skills to improve and protect water resources;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y6ffd0904-e840-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/98/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>across the United States, more than 90 percent of the community water systems serve a population of less than 10,000 individuals;</content></paragraph>
<paragraph class="fontsize10" id="y6ffd0905-e840-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/98/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>small and rural communities have the greatest difficulty providing safe, affordable public drinking water and wastewater services due to limited economies of scale and lack of technical expertise; and</content></paragraph>
<paragraph class="fontsize10" id="y6ffd0906-e840-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/98/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>in addition to being the main source of compliance assistance, small and rural water technical assistance has been the main source of emergency response assistance in small and rural communities.</content></paragraph>

<section id="d184715e158" identifier="/us/pl/114/98/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>SENSE OF CONGRESS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x6ffd3017-e840-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  It is the sense of Congress that—</chapeau><paragraph class="fontsize10" id="y6ffd3018-e840-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/98/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>to assist small and rural communities most effectively, the Administrator of the Environmental Protection Agency should prioritize the types of technical assistance that are most beneficial to those communities, based on input from those communities; and</content></paragraph>
<paragraph class="fontsize10" id="y6ffd3019-e840-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/98/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>local support is the key to making Federal assistance initiatives work in small and rural communities to the maximum benefit.<page identifier="/us/stat/129/2200">129 STAT. 2200</page></content></paragraph>
</section>
<section id="d184715e179" identifier="/us/pl/114/98/s4" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>FUNDING PRIORITIES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x6ffd572a-e840-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Section 1442(e) of the Safe Drinking Water Act (<ref href="/us/usc/t42/s300j–1/e">42 U.S.C. 300j–1(e)</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y6ffd572b-e840-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/98/s4/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by designating the first through seventh sentences as paragraphs (1) through (7), respectively;</content></paragraph>
<paragraph class="fontsize10" id="y6ffd572c-e840-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/98/s4/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>in paragraph (5) (as so designated), by <amendingAction type="delete">striking</amendingAction> “<quotedText>1997 through 2003</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>2015 through 2020</quotedText>”; and</content></paragraph>
<paragraph class="fontsize10" id="y6ffd572d-e840-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/98/s4/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><paragraph class="indentUp0 fontsize10" id="y6ffd7e3e-e840-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">“(8) </num><heading class="fontsize10"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x6ffd7e3f-e840-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Grants.</p><p class="leftAlign firstIndent0 fontsize8" id="x6ffd7e40-e840-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Contracts.</p></sidenote><inline class="smallCaps">Nonprofit organizations</inline>.—</heading><subparagraph class="fontsize10" id="y6ffd7e41-e840-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Administrator may use amounts made available to carry out this section to provide grants or cooperative agreements to nonprofit organizations that provide to small public water systems onsite technical assistance, circuit-rider technical assistance programs, multistate, regional technical assistance programs, onsite and regional training, assistance with implementing source water protection plans, and assistance with implementing monitoring plans, rules, regulations, and water security enhancements.</content></subparagraph>
<subparagraph class="fontsize10" id="y6ffd7e42-e840-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><heading class="fontsize10"><inline class="smallCaps">Preference</inline>.—</heading><content>To ensure that technical assistance funding is used in a manner that is most beneficial to the small and rural communities of a State, the Administrator shall give preference under this paragraph to nonprofit organizations that, as determined by the Administrator, are the most qualified and experienced in providing training and technical assistance to small public water systems and that the small community water systems in that State find to be the most beneficial and effective.</content></subparagraph>
<subparagraph class="fontsize10" id="y6ffd7e43-e840-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><heading class="fontsize10"><inline class="smallCaps">Limitation</inline>.—</heading><content>No grant or cooperative agreement provided or otherwise made available under this section may be used for litigation pursuant to section 1449.”</content></subparagraph>
