<section id="d190298e92" identifier="/us/pl/114/93/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Equity in Government Compensation Act of 2015</shortTitle>”.</content></section>
<section id="d190298e102" identifier="/us/pl/114/93/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x2a0e16c3-e841-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  In this Act:</chapeau><paragraph class="fontsize10" id="y2a0e16c4-e841-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/93/s2/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Director</inline>.—</heading><content>The term “<term>Director</term>” means the Director of the Federal Housing Finance Agency.</content></paragraph>
<paragraph class="fontsize10" id="y2a0e16c5-e841-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/93/s2/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Enterprise</inline>.—</heading><chapeau>The term “<term>enterprise</term>” means—</chapeau><subparagraph class="fontsize10" id="y2a0e16c6-e841-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/93/s2/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Federal National Mortgage Association and any affiliate thereof; and</content></subparagraph>
<subparagraph class="fontsize10" id="y2a0e16c7-e841-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/93/s2/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Federal Home Loan Mortgage Corporation and any affiliate thereof.</content></subparagraph>

<section id="d190298e137" identifier="/us/pl/114/93/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>REASONABLE PAY FOR CHIEF EXECUTIVE OFFICERS.</heading><subsection class="firstIndent0 fontsize10" id="y2a0e3dd8-e841-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/93/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Suspension of Current Compensation Package and Limitation</inline>.—</heading><content>The Director shall suspend the compensation packages approved for 2015 for the chief executive officers of each enterprise and, in lieu of such packages, subject to the limitation under subsection (b), establish the compensation and benefits for each such chief executive officer at the same level in effect for such officer as of January 1, 2015, and such compensation and benefits may not thereafter be increased.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2a0e3dd9-e841-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/93/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Limitation on Bonuses</inline>.—</heading><content>Subsection (a) shall not be construed to affect the applicability of section 16 of the STOCK Act (<ref href="/us/usc/t12/s4518a">12 U.S.C. 4518a</ref>) to the chief executive officer of each enterprise.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2a0e3dda-e841-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/93/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Applicability</inline>.—</heading><content>Subsection (a) shall only apply to a chief executive officer of an enterprise if the enterprise is in conservatorship or receivership pursuant to section 1367 of the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 (<ref href="/us/usc/t12/s4617">12 U.S.C. 4617</ref>).<page identifier="/us/stat/129/1311">129 STAT. 1311</page></content></subsection>

<section id="d190298e180" identifier="/us/pl/114/93/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x2a0e3ddb-e841-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t12/s4518">12 USC 4518 note</ref>.</p></sidenote><heading>FANNIE AND FREDDIE CHIEF EXECUTIVE OFFICERS NOT FEDERAL EMPLOYEES.</heading><content style="-uslm-lc:I658120">  Any chief executive officer affected by any provision under section 3 shall not be considered a Federal employee.</content></section>
