<section id="d199832e96" identifier="/us/pl/114/71/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">United States Commission on International Religious Freedom Reauthorization Act of 2015</shortTitle>”.</content></section>
<section id="d199832e106" identifier="/us/pl/114/71/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>SENSE OF CONGRESS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xa0e88b9c-e844-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  It is the sense of the Congress that the United States Commission on International Religious Freedom—</chapeau><paragraph class="fontsize10" id="ya0e88b9d-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>was created by Congress to independently assess and to accurately and unflinchingly describe threats to religious freedom around the world; and</content></paragraph>
<paragraph class="fontsize10" id="ya0e88b9e-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>in carrying out its prescribed duties, should use its authorized powers to ensure that efforts by the United States to advance religious freedom abroad are timely, appropriate to the circumstances, prudent, and effective.</content></paragraph>
</section>
<section id="d199832e123" identifier="/us/pl/114/71/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>EXTENSION OF AUTHORITY.</heading><content style="-uslm-lc:I658120">  Section 209 of the International Religious Freedom Act of 1998 (<ref href="/us/usc/t22/s6436">22 U.S.C. 6436</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> “<quotedText>September 30, 2015</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>September 30, 2019</quotedText>”.</content></section>
<section id="d199832e143" identifier="/us/pl/114/71/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa0e8b2af-e844-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s6433a">22 USC 6433a</ref>.</p></sidenote><heading>STRATEGIC PLAN.</heading><subsection class="firstIndent0 fontsize10" id="ya0e9c420-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="ya0e9c421-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/a/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Appropriate congressional committees</inline>.—</heading><chapeau>The term “<term>appropriate congressional committees</term>” means—</chapeau><subparagraph class="fontsize10" id="ya0e9c422-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Committee on Foreign Relations of the Senate;</content></subparagraph>
<subparagraph class="fontsize10" id="ya0e9c423-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Committee on Foreign Affairs of the House of Representatives;</content></subparagraph>
<subparagraph class="fontsize10" id="ya0e9c424-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/a/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>the Committee on Appropriations of the Senate; and</content></subparagraph>
<subparagraph class="fontsize10" id="ya0e9c425-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/a/1/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>the Committee on Appropriations of the House of Representatives.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ya0e9c426-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/a/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Commission</inline>.—</heading><content>The term “<term>Commission</term>” means the United States Commission on International Religious Freedom established under section 201 of the International Religious Freedom Act of 1998 (<ref href="/us/usc/t22/s6431">22 U.S.C. 6431</ref>).</content></paragraph>
<paragraph class="fontsize10" id="ya0e9c427-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/a/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Commissioner</inline>.—</heading><content>The term “<term>Commissioner</term>” means a member of the Commission.</content></paragraph>
<paragraph class="fontsize10" id="ya0e9c428-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/a/4" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Vice chair</inline>.—</heading><content>The term “<term>Vice Chair</term>” means the Vice Chair of the Commission who was appointed to such position by an elected official from the political party that is different <page identifier="/us/stat/129/564">129 STAT. 564</page>
from the political party of the elected official who appointed the Chair of the Commission.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ya0e9c429-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Strategic Policy and Organizational Review Planning Process</inline>.—</heading><chapeau>Not later than <sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa0e9c42a-e844-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadlines.</p></sidenote>60 days after the date of the enactment of this Act, and not less frequently than biennially thereafter, the Chair and Vice Chair of the Commission, in coordination with the Commissioners, the Ambassador-at-Large for International Religious Freedom, Commission staff, and others jointly selected by the Chair and Vice Chair, shall carry out a strategic policy and organizational review planning process that includes—</chapeau><paragraph class="fontsize10" id="ya0e9c42b-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>a review of the duties set forth in section 202 of the International Religious Freedom Act of 1998 (<ref href="/us/usc/t22/s6432">22 U.S.C. 6432</ref>) and the powers set forth in section 203 of such Act (<ref href="/us/usc/t22/s6432a">22 U.S.C. 6432a</ref>);</content></paragraph>
<paragraph class="fontsize10" id="ya0e9c42c-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the preparation of a written description of prioritized actions that the Commission is required to complete to fulfill the strategic plan required under subsection (d);</content></paragraph>
<paragraph class="fontsize10" id="ya0e9c42d-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>a review of the scope, content, and timing of the Commission’s annual report and any required changes; and</content></paragraph>
<paragraph class="fontsize10" id="ya0e9c42e-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>a review of the personnel policies set forth in section 204 of the International Religious Freedom Act of 1998 (<ref href="/us/usc/t22/s6432b">22 U.S.C. 6432b</ref>) and any required changes to such policies.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ya0e9c42f-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Unanimous Agreement</inline>.—</heading><paragraph class="fontsize10" id="ya0e9c430-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>To the greatest extent possible, the Chair, Vice Chair, and all of the Commissioners shall ensure that this section is implemented in a manner that results in unanimous agreement among the Commissioners with regard to—</chapeau><subparagraph class="fontsize10" id="ya0e9c431-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/c/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the strategic policy and organizational review planning process required under subsection (b); and</content></subparagraph>
<subparagraph class="fontsize10" id="ya0e9c432-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/c/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the strategic plan required under subsection (d).</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ya0e9c433-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Alternative approval process</inline>.—</heading><chapeau>If unanimous agreement under paragraph (1) is not possible, items for inclusion in the strategic plan may, at the joint discretion of the Chair and Vice Chair, be approved by an affirmative vote of—</chapeau><subparagraph class="fontsize10" id="ya0e9c434-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>a majority of Commissioners appointed by an elected official from the political party of the President; and</content></subparagraph>
<subparagraph class="fontsize10" id="ya0e9c435-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/c/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>a majority of Commissioners appointed by an elected official from the political party that is not the party of the President.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ya0e9c436-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa0e9c437-e844-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadlines.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Submission of Strategic Plan</inline>.—</heading><chapeau>Not later than 180 days after the date of the enactment of the Act, and not less frequently than biennially thereafter, the Chair and Vice Chair of the Commission shall jointly submit, to the appropriate congressional committees, a written strategic plan that includes—</chapeau><paragraph class="fontsize10" id="ya0e9c438-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>a description of prioritized actions for the Commission for a period of time to be specified by the Commissioners;</content></paragraph>
<paragraph class="fontsize10" id="ya0e9c439-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>a description of any changes the Commission considers necessary with regard to the scope, content, and timing of the Commission’s annual report;</content></paragraph>
<paragraph class="fontsize10" id="ya0e9c43a-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/d/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>a description of any changes the Commission considers necessary with regard to personnel matters; and</content></paragraph>
<paragraph class="fontsize10" id="ya0e9c43b-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/d/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>the Commission’s funding requirements for the period covered by the strategic plan.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ya0e9c43c-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Pending Issues</inline>.—</heading><content>The strategic plan required under subsection (d) may identify any issues or proposals that have not yet been resolved by the Commission.<page identifier="/us/stat/129/565">129 STAT. 565</page></content></subsection>
<subsection class="firstIndent0 fontsize10" id="ya0e9eb4d-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Implementation of Personnel Provisions and Annual Report</inline>.—</heading><content>Notwithstanding section 204(a) and 205(a) of the International Religious Freedom Act of 1998 (<ref href="/us/usc/t22/s6432b/a">22 U.S.C. 6432b(a)</ref> and 6533(a)), the Commission is authorized to implement provisions related to personnel and the Commission’s annual report that are included in the strategic plan submitted pursuant to this section.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ya0e9eb4e-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/g" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">(g) </num><heading class="fontsize10"><inline class="smallCaps">Congressional Oversight</inline>.—</heading><chapeau>Upon request, the Commission shall—</chapeau><paragraph class="fontsize10" id="ya0e9eb4f-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/g/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>make available for inspection any information and documents requested by the appropriate congressional committees; and</content></paragraph>
<paragraph class="fontsize10" id="ya0e9eb50-e844-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/71/s4/g/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>respond to any requests to provide testimony before the appropriate congressional committees.</content></paragraph>

<section id="d199832e394" identifier="/us/pl/114/71/s5" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>AUTHORIZATION OF APPROPRIATIONS.</heading><content class="firstIndent0 fontsize10" id="xa0e9eb51-e844-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Section 207 of the International Religious Freedom Act of 1998 (<ref href="/us/usc/t22/s6435">22 U.S.C. 6435</ref>) <amendingAction type="amend">is amended</amendingAction> to read as follows:<quotedContent><section class="centered fontsize12" id="ya0ea3972-e844-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658143"><num class="fontsize12" value="207">“SEC. 207. </num><heading class="fontsize12">AUTHORIZATION OF APPROPRIATIONS.</heading><subsection class="firstIndent0 fontsize10" id="ya0ea3973-e844-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>There are authorized to be appropriated to the Commission $3,500,000 for each of the fiscal years 2016 to 2019 to carry out the provisions of this Act and section 4 of the United States Commission on International Religious Freedom Reauthorization Act of 2015.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ya0ea3974-e844-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Availability of Funds</inline>.—</heading><chapeau>Amounts authorized to be appropriated under subsection (a) shall remain available until the earlier of—</chapeau><paragraph class="fontsize10" id="ya0ea3975-e844-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>the date on which they have been expended; or</content></paragraph>
<paragraph class="fontsize10" id="ya0ea3976-e844-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>the date on which the Commission is terminated under section 209.</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="ya0ea3977-e844-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">“(c) </num><heading class="fontsize10"><inline class="smallCaps">Limitation</inline>.—</heading><chapeau>In each fiscal year, the Commission shall only be authorized to expend amounts that have been appropriated pursuant to subsection (a) if the Commission—</chapeau><paragraph class="fontsize10" id="ya0ea3978-e844-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>complies with the requirements set forth in section 4 of the United States Commission on International Religious Freedom Reauthorization Act of 2015; and</content></paragraph>
<paragraph class="fontsize10" id="ya0ea3979-e844-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>submits the annual financial report required under section 208(e) to the appropriate congressional committees.”</content></paragraph>
