<section id="d200315e94" identifier="/us/pl/114/65/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Federal Vehicle Repair Cost Savings Act of 2015</shortTitle>”.</content></section>
<section id="d200315e104" identifier="/us/pl/114/65/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xa0c5a46b-e845-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Congress finds that, in March 2013, the Government Accountability Office issued a report that confirmed that—</chapeau><paragraph class="fontsize10" id="ya0c5a46c-e845-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/65/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>there are approximately 588,000 vehicles in the civilian Federal fleet;</content></paragraph>
<paragraph class="fontsize10" id="ya0c5a46d-e845-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/65/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Federal agencies spent approximately $975,000,000 on repair and maintenance of the Federal fleet in 2011;</content></paragraph>
<paragraph class="fontsize10" id="ya0c5a46e-e845-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/65/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>remanufactured vehicle components, such as engines, starters, alternators, steering racks, and clutches, tend to be less expensive than comparable new replacement parts; and</content></paragraph>
<paragraph class="fontsize10" id="ya0c5a46f-e845-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/65/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>the United States Postal Service and the Department of the Interior both informed the Government Accountability Office that the respective agencies rely on the use of remanufactured vehicle components to reduce costs.</content></paragraph>

<section id="d200315e131" identifier="/us/pl/114/65/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xa0c5a470-e845-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  In this Act—</chapeau><paragraph class="fontsize10" id="ya0c5a471-e845-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/65/s3/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the term “<term>Federal agency</term>” has the meaning given that term in <ref href="/us/usc/t40/s102">section 102 of title 40, United States Code</ref>; and</content></paragraph>
<paragraph class="fontsize10" id="ya0c5a472-e845-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/65/s3/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the term “<term>remanufactured vehicle component</term>” means a vehicle component (including an engine, transmission, alternator, starter, turbocharger, steering, or suspension component) that has been returned to same-as-new, or better, condition and performance by a standardized industrial process that incorporates technical specifications (including engineering, quality, and testing standards) to yield fully warranted products.</content></paragraph>

<section id="d200315e153" identifier="/us/pl/114/65/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>REQUIREMENT TO USE REMANUFACTURED VEHICLE COMPONENTS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xa0c5f293-e845-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  The head of each Federal agency—</chapeau><paragraph class="fontsize10" id="ya0c5f294-e845-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/65/s4/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>shall encourage the use of remanufactured vehicle components to maintain Federal vehicles, if using such components reduces the cost of maintaining the Federal vehicles while maintaining quality; and<page identifier="/us/stat/129/552">129 STAT. 552</page></content></paragraph>
<paragraph class="fontsize10" id="ya0c5f295-e845-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/65/s4/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>shall not encourage the use of remanufactured vehicle components to maintain Federal vehicles, if using such components—</chapeau><subparagraph class="fontsize10" id="ya0c5f296-e845-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/65/s4/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>does not reduce the cost of maintaining Federal vehicles;</content></subparagraph>
<subparagraph class="fontsize10" id="ya0c5f297-e845-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/65/s4/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>lowers the quality of vehicle performance, as determined by the employee of the Federal agency responsible for the repair decision; or</content></subparagraph>
<subparagraph class="fontsize10" id="ya0c5f298-e845-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/65/s4/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>delays the return to service of a vehicle.</content></subparagraph>
