<section id="d323964e92" identifier="/us/pl/114/6/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Office of Compliance Administrative and Technical Corrections Act of 2015</shortTitle>”.</content></section>
<section id="d323964e102" identifier="/us/pl/114/6/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>PROCEDURES FOR MEDIATION AND HEARINGS UNDER CONGRESSIONAL ACCOUNTABILITY ACT OF 1995.</heading><subsection class="firstIndent0 fontsize10" id="y7bfedbe5-e846-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/6/s2/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Requiring Mediators To Be Appointed From Master List</inline>.—</heading><chapeau>Section 403 of the Congressional Accountability Act of 1995 (<ref href="/us/usc/t2/s1403">2 U.S.C. 1403</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y7bfedbe6-e846-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/6/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in subsection (b)(1), by <amendingAction type="delete">striking</amendingAction> “<quotedText>after considering recommendations by organizations composed primarily of individuals experienced in adjudicating or arbitrating personnel matters</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>from the master list developed and maintained under subsection (e)</quotedText>”; and</content></paragraph>
<paragraph class="fontsize10" id="y7bfedbe7-e846-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/6/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following new subsection:<quotedContent><subsection class="indentDown1 firstIndent0 fontsize10" id="y7bff02f8-e846-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">“(e) </num><heading class="fontsize10"><inline class="smallCaps">Master List of Mediators</inline>.—</heading><paragraph class="fontsize10" id="y7bff02f9-e846-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">Development and maintenance of master list</inline>.—</heading><content>The Executive Director shall develop and maintain a master list of individuals who are experienced in adjudicating, arbitrating, or mediating the kinds of personnel and other matters for which mediation may be held under this section. Such list may include, but not be limited to, members of the bar of a State or the District of Columbia and retired judges of the United States courts.</content></paragraph>
<paragraph class="fontsize10" id="y7bff02fa-e846-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Consideration of candidates</inline>.—</heading><content>In developing the master list under this subsection, the Executive Director shall consider candidates recommended by the Federal Mediation and Conciliation Service or the Administrative Conference of the United States.”</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="y7bff02fb-e846-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/6/s2/b" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Clarification of Deadline To Elect Proceedings After End of Period of Mediation</inline>.—</heading><content>Section 404 of such Act (<ref href="/us/usc/t2/s1404">2 U.S.C. 1404</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> “<quotedText>Not later than 90 days after a covered employee receives notice of the end of the period of mediation, but no sooner than 30 days after receipt of such notification, such covered employee</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>Not later than 90 days, but not sooner than 30 days, after the end of the period of mediation, a covered employee</quotedText>”.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y7bff02fc-e846-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/6/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Notification of Confidentiality Requirements</inline>.—</heading><page identifier="/us/stat/129/82">129 STAT. 82</page>
<paragraph class="fontsize10" id="y7bff02fd-e846-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/6/s2/c/1" role="instruction" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Mediations</inline>.—</heading><content>Section 416(b) of such Act (<ref href="/us/usc/t2/s1416/b">2 U.S.C. 1416(b)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> the period at the end and <amendingAction type="insert">inserting</amendingAction> the following: “<quotedText>, and the Executive Director shall notify each person participating in the mediation of the confidentiality requirement and of the sanctions applicable to any person who violates the confidentiality requirement.</quotedText>”.</content></paragraph>
<paragraph class="fontsize10" id="y7bff02fe-e846-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/6/s2/c/2" role="instruction" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7bff02ff-e846-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Applicability.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Hearings and deliberations</inline>.—</heading><content>Section 416(c) of such Act (<ref href="/us/usc/t2/s1416/c">2 U.S.C. 1416(c)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following: “<quotedText>The Executive Director shall notify each person participating in a proceeding or deliberation to which this subsection applies of the requirements of this subsection and of the sanctions applicable to any person who violates the requirements of this subsection.</quotedText>”.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y7bff0300-e846-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/6/s2/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7bff0301-e846-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t2/s1403">2 USC 1403 note</ref>.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Effective Date</inline>.—</heading><content>The amendments made by this section shall apply with respect to mediations and other proceedings which are first initiated after the date of the enactment of this Act.</content></subsection>

<section id="d323964e263" identifier="/us/pl/114/6/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7bff0302-e846-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t2/s1381">2 USC 1381 note</ref>.</p></sidenote><heading>ADDITIONAL TERM FOR MEMBERS OF BOARD OF DIRECTORS OF OFFICE OF COMPLIANCE.</heading><content style="-uslm-lc:I658120">  Notwithstanding section 301(e)(1) of the Congressional Accountability Act of 1995 (<ref href="/us/usc/t2/s1381/e/1">2 U.S.C. 1381(e)(1)</ref>), any individual serving as a member of the Board of Directors of the Office of Compliance as of February 28, 2015, may be appointed to serve for one additional term of 2 years.</content></section>
