<section id="d200908e102" identifier="/us/pl/114/59/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">STEM Education Act of 2015</shortTitle>”.</content></section>
<section id="d200908e112" identifier="/us/pl/114/59/s2" role="definitions" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa1342880-e846-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s6621">42 USC 6621 note</ref>.</p></sidenote><heading>DEFINITION OF STEM EDUCATION.</heading><content style="-uslm-lc:I658120">  For purposes of carrying out STEM education activities at the National Science Foundation, the Department of Energy, the National Aeronautics and Space Administration, the National Oceanic and Atmospheric Administration, the National Institute of Standards and Technology, and the Environmental Protection Agency, the term “<term>STEM education</term>” means education in the subjects of science, technology, engineering, and mathematics, including computer science.</content></section>
<section id="d200908e124" identifier="/us/pl/114/59/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa1344f91-e846-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s1862q">42 USC 1862q</ref>.</p></sidenote><heading>INFORMAL STEM EDUCATION.</heading><subsection class="firstIndent0 fontsize10" id="ya13476a2-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Grants</inline>.—</heading><chapeau>The Director of the National Science Foundation, through the Directorate for Education and Human Resources, shall continue to award competitive, merit-reviewed grants to support—</chapeau><paragraph class="fontsize10" id="ya13476a3-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>research and development of innovative out-of-school STEM learning and emerging STEM learning environments in order to improve STEM learning outcomes and engagement in STEM; and</content></paragraph>
<paragraph class="fontsize10" id="ya13476a4-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>research that advances the field of informal STEM education.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ya13476a5-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Uses of Funds</inline>.—</heading><chapeau>Activities supported by grants under this section may encompass a single STEM discipline, multiple STEM disciplines, or integrative STEM initiatives and shall include—</chapeau><paragraph class="fontsize10" id="ya13476a6-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>research and development that improves our understanding of learning and engagement in informal environments, including the role of informal environments in broadening participation in STEM; and</content></paragraph>
<paragraph class="fontsize10" id="ya13476a7-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s3/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>design and testing of innovative STEM learning models, programs, and other resources for informal learning environments to improve STEM learning outcomes and increase engagement for K–12 students, K–12 teachers, and the general public, including design and testing of the scalability of models, programs, and other resources.</content></paragraph>

<section id="d200908e173" identifier="/us/pl/114/59/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>NOYCE SCHOLARSHIP PROGRAM AMENDMENTS.</heading><subsection class="firstIndent0 fontsize10" id="ya134ebd8-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s4/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Amendments</inline>.—</heading><chapeau>Section 10A of the National Science Foundation Authorization Act of 2002 (<ref href="/us/usc/t42/s1862n–1a">42 U.S.C. 1862n–1a</ref>) <amendingAction type="amend">is amended</amendingAction>—<page identifier="/us/stat/129/541">129 STAT. 541</page></chapeau><paragraph class="fontsize10" id="ya134ebd9-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s4/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in subsection (a)(2)(B), by <amendingAction type="insert">inserting</amendingAction> “<quotedText>or bachelor’s</quotedText>” after “<quotedText>master’s</quotedText>”;</content></paragraph>
<paragraph class="fontsize10" id="ya134ebda-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s4/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>in subsection (c)—</chapeau><subparagraph class="fontsize10" id="ya134ebdb-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s4/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>by <amendingAction type="delete">striking</amendingAction> “<quotedText>and</quotedText>” at the end of paragraph (2)(B);</content></subparagraph>
<subparagraph class="fontsize10" id="ya134ebdc-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s4/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>in paragraph (3)—</chapeau><clause class="fontsize10" id="ya134ebdd-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s4/a/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>by <amendingAction type="insert">inserting</amendingAction> “<quotedText>for teachers with master’s degrees in their field</quotedText>” after “<quotedText>Teaching Fellowships</quotedText>”; and</content></clause>
<clause class="fontsize10" id="ya134ebde-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s4/a/2/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>by <amendingAction type="delete">striking</amendingAction> the period at the end of subparagraph (B) and <amendingAction type="insert">inserting</amendingAction> “<quotedText>; and</quotedText>”; and</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="ya134ebdf-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s4/a/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following new paragraph:<quotedContent><paragraph class="indentDown1 fontsize10" id="ya13512f0-e846-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><chapeau>in the case of National Science Foundation Master Teaching Fellowships for teachers with bachelor’s degrees in their field and working toward a master’s degree—</chapeau><subparagraph class="fontsize10" id="ya13512f1-e846-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>offering academic courses leading to a master’s degree and leadership training to prepare individuals to become master teachers in elementary and secondary schools; and</content></subparagraph>
<subparagraph class="fontsize10" id="ya13512f2-e846-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>offering programs both during and after matriculation in the program for which the fellowship is received to enable fellows to become highly effective mathematics and science teachers, including mentoring, training, induction, and professional development activities, to fulfill the service requirements of this section, including the requirements of subsection (e), and to exchange ideas with others in their fields.”</content></subparagraph>

<paragraph class="fontsize10" id="ya13512f3-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s4/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>in subsections (e) and (f), by <amendingAction type="delete">striking</amendingAction> “<quotedText>subsection (g)</quotedText>” each place it appears, and <amendingAction type="insert">inserting</amendingAction> “<quotedText>subsection (h)</quotedText>”;</content></paragraph>
<paragraph class="fontsize10" id="ya13512f4-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s4/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> subsections (g) through (i) as subsections (h) through (j), respectively; and</content></paragraph>
<paragraph class="fontsize10" id="ya13512f5-e846-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/59/s4/a/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>by <amendingAction type="insert">inserting</amendingAction> after subsection (f) the following new subsection:<quotedContent><subsection class="indentDown1 firstIndent0 fontsize10" id="ya13512f6-e846-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">“(g) </num><heading class="fontsize10"><inline class="smallCaps">Support for Master Teaching Fellows While Enrolled in a Master’s Degree Program</inline>.—</heading><content>A National Science Foundation Master Teacher Fellow may receive a maximum of 1 year of fellowship support while enrolled in a master’s degree program as described in subsection (c)(4)(A), except that if such fellow is enrolled in a part-time program, such amount shall be prorated according to the length of the program.”</content></subsection>
