<section id="d203109e90" identifier="/us/pl/114/43/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">DHS IT Duplication Reduction Act of 2015</shortTitle>”.</content></section>
<section id="d203109e100" identifier="/us/pl/114/43/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>DHS INFORMATION TECHNOLOGY DUPLICATION REDUCTION.</heading><subsection class="firstIndent0 fontsize10" id="y1ee47369-e849-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/43/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1ee4736a-e849-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="x1ee4736b-e849-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Reports.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Information Technology Duplication Reduction</inline>.—</heading><chapeau>Not later than 90 days after the date of the enactment of this Act, the Chief Information Officer of the Department of Homeland Security shall submit to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report that includes the following:</chapeau><paragraph class="fontsize10" id="y1ee4736c-e849-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/43/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The number of information technology systems at the Department of Homeland Security.</content></paragraph>
<paragraph class="fontsize10" id="y1ee4736d-e849-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/43/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>An assessment of the number of such systems exhibiting duplication or fragmentation.</content></paragraph>
<paragraph class="fontsize10" id="y1ee4736e-e849-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/43/s2/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>A strategy for reducing such duplicative systems, including an assessment of potential cost savings or cost avoidance as a result of such reduction.</content></paragraph>
<paragraph class="fontsize10" id="y1ee4736f-e849-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/43/s2/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>A methodology for determining which system should be eliminated when there is duplication or fragmentation.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y1ee47370-e849-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/43/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this Act:</chapeau><paragraph class="fontsize10" id="y1ee47371-e849-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/43/s2/b/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The term “<term>duplication or fragmentation</term>” of information technology systems means two or more systems or programs that deliver similar functionality to similar user populations.</content></paragraph>
<paragraph class="fontsize10" id="y1ee47372-e849-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/43/s2/b/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>The term “<term>information technology</term>” has the meaning given such term in <ref href="/us/usc/t40/s11101">section 11101 of title 40, United States Code</ref>.<page identifier="/us/stat/129/471">129 STAT. 471</page></content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y1ee47373-e849-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/43/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">No New Authorization of Funding</inline>.—</heading><content>This section shall be carried out using amounts otherwise appropriated or made available to the Department of Homeland Security. No additional funds are authorized to be appropriated to carry out this section.</content></subsection>
