<section id="d217362e88" identifier="/us/pl/114/325/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x6bceee65-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t28/s509">28 USC 509 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Emmett Till Unsolved Civil Rights Crimes Reauthorization Act of 2016</shortTitle>”.</content></section>
<section id="d217362e103" identifier="/us/pl/114/325/s2" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>INVESTIGATION OF UNSOLVED CIVIL RIGHTS CRIMES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x6bd026e6-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  The Emmett Till Unsolved Civil Rights Crime Act of 2007 (<ref href="/us/usc/t28/s509">28 U.S.C. 509 note</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y6bd026e7-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>in section 2—</chapeau><subparagraph class="fontsize10" id="y6bd026e8-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in paragraph (1), by <amendingAction type="delete">striking</amendingAction> “<quotedText>and</quotedText>” at the end;</content></subparagraph>
<subparagraph class="fontsize10" id="y6bd026e9-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>in paragraph (2), by <amendingAction type="delete">striking</amendingAction> the period at the end and <amendingAction type="insert">inserting</amendingAction> a semicolon; and</content></subparagraph>
<subparagraph class="fontsize10" id="y6bd026ea-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>by <amendingAction type="insert">inserting</amendingAction> after paragraph (2) the following:<quotedContent><paragraph class="indentDown1 fontsize10" id="y6bd026eb-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x6bd04dfc-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><content>meet regularly with eligible entities to coordinate the sharing of information and to discuss the status of the Department’s work under this Act;</content></paragraph>
<paragraph class="indentDown1 fontsize10" id="y6bd04dfd-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>support the full accounting of all victims whose deaths or disappearances were the result of racially motivated crimes;</content></paragraph>
<paragraph class="indentDown1 fontsize10" id="y6bd04dfe-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">“(5) </num><content>hold accountable under Federal and State law all individuals who were perpetrators of, or accomplices in, unsolved civil rights murders and such disappearances;</content></paragraph>
<paragraph class="indentDown1 fontsize10" id="y6bd04dff-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">“(6) </num><content>express the condolences of the authority to the communities affected by unsolved civil rights murders, and to the families of the victims of such murders and such disappearances;</content></paragraph>
<paragraph class="indentDown1 fontsize10" id="y6bd04e00-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">“(7) </num><content>keep families regularly informed about the status of the investigations of such murders and such disappearances of their loved ones; and</content></paragraph>
<paragraph class="indentDown1 fontsize10" id="y6bd04e01-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">“(8) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x6bd04e02-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Compliance.</p><p class="leftAlign firstIndent0 fontsize8" id="x6bd04e03-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Records.</p><p class="leftAlign firstIndent0 fontsize8" id="x6bd04e04-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Public information.</p></sidenote><content>expeditiously comply with requests for information received pursuant to <ref href="/us/usc/t5/s552">section 552 of title 5, United States Code</ref>, (commonly known as the ‘Freedom of Information Act’) and develop a singular, publicly accessible repository of these disclosed documents.”</content></paragraph>

</paragraph>
<paragraph class="fontsize10" id="y6bd04e05-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>in section 3—</chapeau><subparagraph class="fontsize10" id="y6bd04e06-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><chapeau>in subsection (b)—</chapeau><clause class="fontsize10" id="y6bd04e07-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/2/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>in paragraph (1), by <amendingAction type="delete">striking</amendingAction> “<quotedText>1969</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>1979</quotedText>”;</content></clause>

<quotedContent><paragraph class="indentDown2 fontsize10" id="y6bd04e0a-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><heading class="fontsize10"><inline class="smallCaps">Review of closed cases</inline>.—</heading><content>The Deputy Chief may, to the extent practicable, reopen and review any case involving a violation described in paragraph (1) that was closed prior to the date of the enactment of the Emmett Till Unsolved Civil Rights Crimes Reauthorization Act of 2016 without an in-person investigation or review conducted by an officer or employee of the Criminal Section of the Civil Rights Division of the Department of Justice or by an agent of the Federal Bureau of Investigation.</content></paragraph>
<paragraph class="indentDown2 fontsize10" id="y6bd04e0b-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><heading class="fontsize10"><inline class="smallCaps">Public engagement</inline>.—</heading><subparagraph class="fontsize10" id="y6bd04e0c-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Department shall hold meetings with representatives of the Civil Rights Division, Federal Bureau of Investigation, the Community Relations Service, eligible entities, and where appropriate, state and local law enforcement to discuss the status of the Department’s work under this Act.</content></subparagraph>
<subparagraph class="fontsize10" id="y6bd04e0d-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><heading class="fontsize10"><inline class="smallCaps">Authorization of appropriations</inline>.—</heading><content>In addition to amounts made available to carry out this Act under section 6, there is authorized to be appropriated to the Attorney General $1,500,000 for fiscal year 2017 and each of the next 10 subsequent fiscal years to carry out this paragraph.”</content></subparagraph>

<subparagraph class="fontsize10" id="y6bd04e0e-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>in subsection (c)—</chapeau><clause class="fontsize10" id="y6bd04e0f-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><chapeau>in paragraph (1)—</chapeau><subclause class="fontsize10" id="y6bd04e10-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/2/B/i/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>in subparagraph (A), by <amendingAction type="delete">striking</amendingAction> “<quotedText>1969</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>1979</quotedText>”;</content></subclause>
<subclause class="fontsize10" id="y6bd04e11-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/2/B/i/II" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">(II) </num><content>in subparagraph (F), by <amendingAction type="delete">striking</amendingAction> “<quotedText>and</quotedText>” at the end;</content></subclause>
<subclause class="fontsize10" id="y6bd04e12-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/2/B/i/III" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="III">(III) </num><content>in subparagraph (G), by <amendingAction type="delete">striking</amendingAction> the period at the end and <amendingAction type="insert">inserting</amendingAction> “<quotedText>; and</quotedText>”; and</content></subclause>
<subclause class="fontsize10" id="y6bd04e13-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/2/B/i/IV" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="IV">(IV) </num><content>by <amendingAction type="insert">inserting</amendingAction> after subparagraph (G) the following:<quotedContent><subparagraph class="indentDown2 fontsize10" id="y6bd07524-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="H">“(H) </num><content>the number of cases referred by an eligible entity or a State or local law enforcement agency or prosecutor to the Department within the study period, the number of such cases that resulted in Federal charges being filed, the date the charges were filed, and if the Department declines to prosecute or participate in an investigation of a case so referred, the fact that it did so, and the outreach, collaboration, and support for investigations and prosecutions of violations of criminal civil rights statutes described in section 2(3), including murders and including disappearances described in section 2(4), within Federal, State, and local jurisdictions.”</content></subparagraph>

<subparagraph class="fontsize10" id="y6bd07530-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/5/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>by <amendingAction type="amend">amending</amendingAction> subsection (b) to read as follows:<quotedContent><subsection class="indentDown2 firstIndent0 fontsize10" id="y6bd07531-e84b-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Community Relations Service of the Department of Justice</inline>.—</heading><content>Using funds appropriated under section 3(b)(4)(B), the Community Relations Service of the Department of Justice shall provide technical assistance by bringing together law enforcement agencies and communities to address tensions raised by Civil Rights era crimes.”</content></subsection>

<paragraph class="fontsize10" id="y6bd07532-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><chapeau>in section 7—</chapeau><subparagraph class="fontsize10" id="y6bd07533-e84b-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/325/s2/6/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in the heading, by <amendingAction type="delete">striking</amendingAction> “<quotedText>definition of ‘criminal civil rights statutes’</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>definitions</quotedText>”;</content></subparagraph>
