<section id="d224669e94" identifier="/us/pl/114/291/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">United States–Caribbean Strategic Engagement Act of 2016</shortTitle>”.</content></section>
<section id="d224669e104" identifier="/us/pl/114/291/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>STATEMENT OF POLICY.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xe690004e-e850-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Congress declares that it is the policy of the United States to increase engagement with the governments of the Caribbean region and with civil society, including the private sector, in both the United States and the Caribbean, in a concerted effort to—</chapeau><paragraph class="fontsize10" id="ye690275f-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>enhance diplomatic relations between the United States and the Caribbean region;</content></paragraph>
<paragraph class="fontsize10" id="ye6902760-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>increase economic cooperation between the United States and the Caribbean region;</content></paragraph>
<paragraph class="fontsize10" id="ye6902761-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>support regional economic, political, and security integration efforts in the Caribbean region;</content></paragraph>
<paragraph class="fontsize10" id="ye6902762-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>encourage enduring economic development and increased regional economic diversification and global competitiveness;</content></paragraph>
<paragraph class="fontsize10" id="ye6902763-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>reduce levels of crime and violence, curb the trafficking of illicit drugs, strengthen the rule of law, and improve citizen security;</content></paragraph>
<paragraph class="fontsize10" id="ye6902764-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s2/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>improve energy security by increasing access to diverse, reliable, and affordable power;</content></paragraph>
<paragraph class="fontsize10" id="ye6902765-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s2/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>advance cooperation on democracy and human rights at multilateral fora;</content></paragraph>
<paragraph class="fontsize10" id="ye6902766-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s2/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>continue support for public health advances and cooperation on health concerns and threats to the Caribbean region; and</content></paragraph>
<paragraph class="fontsize10" id="ye6902767-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s2/9" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><content>expand Internet access throughout the region, especially to countries lacking the appropriate infrastructure.</content></paragraph>

<section id="d224669e157" identifier="/us/pl/114/291/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe6902768-e850-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="xe6902769-e850-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Coordination.</p></sidenote><heading>STRATEGY.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xe690758a-e850-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Not later than 180 days after the date of the enactment of this Act, the Secretary of State, in coordination with the Administrator of the United States Agency for International Development (USAID), shall submit to the appropriate congressional committees a multi-year strategy for United States engagement to support the efforts of interested nations in the Caribbean region that—<page identifier="/us/stat/130/1498">130 STAT. 1498</page></chapeau><paragraph class="fontsize10" id="ye690758b-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>identifies Department of State and USAID priorities, in coordination with other executive branch agencies, for United States policy towards the Caribbean region;</content></paragraph>
<paragraph class="fontsize10" id="ye690758c-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>outlines an approach to partner with governments of the Caribbean region to improve citizen security, reduce the trafficking of illicit drugs, strengthen the rule of law, and improve the effectiveness and longevity of the Caribbean Basin Security Initiative;</content></paragraph>
<paragraph class="fontsize10" id="ye690758d-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s3/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>establishes a comprehensive, integrated, multi-year strategy to encourage efforts of the Caribbean region to implement regional and national strategies that improve energy security, by increasing access to all available sources of energy, including by taking advantage of the indigenous energy sources of the Caribbean and the ongoing energy revolution in the United States;</content></paragraph>
<paragraph class="fontsize10" id="ye690758e-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s3/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>outlines an approach to improve diplomatic engagement with the governments of the Caribbean region, including with respect to human rights and democracy;</content></paragraph>
<paragraph class="fontsize10" id="ye690758f-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s3/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>Describes how the United States can develop an approach to supporting Caribbean countries in efforts they are willing to undertake with their own resources to diversify their economies;</content></paragraph>
<paragraph class="fontsize10" id="ye6907590-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s3/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>describes ways to ensure the active participation of citizens of the Caribbean in existing program and initiatives administered by the Department of State’s Bureau of Educational and Cultural Affairs; and</content></paragraph>
<paragraph class="fontsize10" id="ye6907591-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s3/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>reflects the input of other executive branch agencies, as appropriate.</content></paragraph>

<section id="d224669e208" identifier="/us/pl/114/291/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>BRIEFINGS.</heading><content style="-uslm-lc:I658120">  The Secretary of State shall offer to the appropriate congressional committees annual briefings that review Department of State efforts to implement the strategy for United States engagement with the Caribbean region in accordance with section 3.</content></section>
<section id="d224669e215" identifier="/us/pl/114/291/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe6907592-e850-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">President.</p></sidenote><heading>PROGRESS REPORT.</heading><content style="-uslm-lc:I658120">  Not later than 2 years after the submission of the strategy required under section 3, the President shall submit to the appropriate congressional committees a report on progress made toward implementing the strategy\\.</content></section>
<section id="d224669e225" identifier="/us/pl/114/291/s6" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>REPORTING COST OFFSET.</heading><content style="-uslm-lc:I658120">  Section 601(c)(4) of the Foreign Service Act of 1980 (<ref href="/us/usc/t22/s4001/c/4">22 U.S.C. 4001(c)(4)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> “<quotedText>the following:</quotedText>” and all that follows through “<quotedText>(B) A workforce plan</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>a workforce plan</quotedText>”.</content></section>
<section id="d224669e244" identifier="/us/pl/114/291/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xe6909ca3-e850-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  In this Act:</chapeau><paragraph class="fontsize10" id="ye6909ca4-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s7/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Appropriate congressional committees</inline>.—</heading><content>The term “<term>appropriate congressional committees</term>” means the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate.</content></paragraph>
<paragraph class="fontsize10" id="ye6909ca5-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s7/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Caribbean region</inline>.—</heading><content>The term “<term>Caribbean region</term>” means the Caribbean Basin Security Initiative beneficiary countries.<page identifier="/us/stat/130/1499">130 STAT. 1499</page></content></paragraph>
<paragraph class="fontsize10" id="ye6909ca6-e850-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/291/s7/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Security assistance</inline>.—</heading><content>The term “<term>security assistance</term>” has the meaning given such term in section 502B(d)(2) of the Foreign Assistance Act of 1961 (<ref href="/us/usc/t22/s2304/d/2">22 U.S.C. 2304(d)(2)</ref>).</content></paragraph>
