<section id="d225432e88" identifier="/us/pl/114/286/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc62e3f93-e851-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t38/s1701">38 USC 1701 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Faster Care for Veterans Act of 2016</shortTitle>”.</content></section>
<section id="d225432e103" identifier="/us/pl/114/286/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>PILOT PROGRAM ESTABLISHING A PATIENT SELF-SCHEDULING APPOINTMENT SYSTEM.</heading><subsection class="firstIndent0 fontsize10" id="yc62eb4c4-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc62eb4c5-e851-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="xc62eb4c6-e851-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Website.</p><p class="leftAlign firstIndent0 fontsize8" id="xc62eb4c7-e851-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Mobile application.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Pilot Program</inline>.—</heading><content>Not later than 120 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall commence a pilot program under which veterans use an Internet website or mobile application to schedule and confirm medical appointments at medical facilities of the Department of Veterans Affairs.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yc62eb4c8-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Selection of Locations</inline>.—</heading><content>The Secretary shall select not less than three Veterans Integrated Services Networks in which to carry out the pilot program under subsection (a).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yc62eb4c9-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc62eb4ca-e851-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadlines.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Contracts</inline>.—</heading><paragraph class="fontsize10" id="yc62eb4cb-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s2/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Authority</inline>.—</heading><content>The Secretary shall seek to enter into a contract using competitive procedures with one or more contractors to provide the scheduling capability described in subsection (a).</content></paragraph>
<paragraph class="fontsize10" id="yc62eb4cc-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s2/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Notice of competition</inline>.—</heading><content>Not later than 60 days after the date of the enactment of this Act, the Secretary shall issue a request for proposals for the contract described in paragraph (1). Such request shall be full and open to any contractor that has an existing commercially available, off-the-shelf online patient self-scheduling system that includes the capabilities specified in section 3(a).</content></paragraph>
<paragraph class="fontsize10" id="yc62eb4cd-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s2/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Selection</inline>.—</heading><content>Not later than 120 days after the date of the enactment of this Act, the Secretary shall award a contract to one or more contractors pursuant to the request for proposals under paragraph (2).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yc62eb4ce-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s2/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Duration of Pilot Program</inline>.—</heading><paragraph class="fontsize10" id="yc62eb4cf-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s2/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Except as provided by paragraph (2), the Secretary shall carry out the pilot program under subsection (a) for an 18-month period.</content></paragraph>
<paragraph class="fontsize10" id="yc62eb4d0-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s2/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc62eb4d1-e851-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Determination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Extension</inline>.—</heading><content>The Secretary may extend the duration of the pilot program under subsection (a), and may expand the selection of Veterans Integrated Services Networks under <page identifier="/us/stat/130/1460">130 STAT. 1460</page>
subsection (b), if the Secretary determines that the pilot program is reducing the wait times of veterans seeking medical care and ensuring that more available appointment times are filled.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yc62eb4d2-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s2/e" role="definitions" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Mobile Application Defined</inline>.—</heading><content>In this section, the term “<term>mobile application</term>” means a software program that runs on the operating system of a cellular telephone, tablet computer, or similar portable computing device that transmits data over a wireless connection.</content></subsection>
</section>
<section id="d225432e213" identifier="/us/pl/114/286/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>CAPABILITIES OF PATIENT SELF-SCHEDULING APPOINTMENT SYSTEM.</heading><subsection class="firstIndent0 fontsize10" id="yc62f9f33-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Minimum Capabilities</inline>.—</heading><chapeau>The Secretary of Veterans Affairs shall ensure that the patient self-scheduling appointment system used in the pilot program under section 2, and any other patient self-scheduling appointment system developed or used by the Department of Veterans Affairs, includes, at a minimum, the following capabilities:</chapeau><paragraph class="fontsize10" id="yc62f9f34-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>Capability to schedule, modify, and cancel appointments for primary care, specialty care, and mental health.</content></paragraph>
<paragraph class="fontsize10" id="yc62f9f35-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Capability to support appointments for the provision of health care regardless of whether such care is provided in person or through telehealth services.</content></paragraph>
<paragraph class="fontsize10" id="yc62f9f36-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Capability to view appointment availability in real time.</content></paragraph>
<paragraph class="fontsize10" id="yc62f9f37-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Capability to make available, in real time, appointments that were previously filled but later cancelled by other patients.</content></paragraph>
<paragraph class="fontsize10" id="yc62f9f38-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/a/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>Capability to provide prompts or reminders to veterans to schedule follow-up appointments.</content></paragraph>
<paragraph class="fontsize10" id="yc62f9f39-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/a/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>Capability to be used 24 hours per day, 7 days per week.</content></paragraph>
<paragraph class="fontsize10" id="yc62f9f3a-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/a/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>Capability to integrate with the Veterans Health Information Systems and Technology Architecture of the Department, or such successor information technology system.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yc62f9f3b-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Independent Validation and Verification</inline>.—</heading><paragraph class="fontsize10" id="yc62f9f3c-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Independent entity</inline>.—</heading><subparagraph class="fontsize10" id="yc62f9f3d-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc62f9f3e-e851-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Contracts.</p></sidenote><content>The Secretary shall seek to enter into an agreement with an appropriate non-governmental, not-for-profit entity with expertise in health information technology to independently validate and verify that the patient self-scheduling appointment system used in the pilot program under section 2, and any other patient self-scheduling appointment system developed or used by the Department of Veterans Affairs, includes the capabilities specified in subsection (a).</content></subparagraph>
<subparagraph class="fontsize10" id="yc62f9f3f-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc62f9f40-e851-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadlines.</p></sidenote><chapeau>Each independent validation and verification conducted under subparagraph (A) shall be completed as follows:</chapeau><clause class="fontsize10" id="yc62f9f41-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/b/1/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>With respect to the validation and verification of the patient self-scheduling appointment system used in the pilot program under section 2, by not later than 60 days after the date on which such pilot program commences.</content></clause>
<clause class="fontsize10" id="yc62f9f42-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/b/1/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>With respect to any other patient self-scheduling appointment system developed or used by the Department of Veterans Affairs, by not later than 60 days after the date on which such system is deployed, regardless of whether such deployment is on a limited <page identifier="/us/stat/130/1461">130 STAT. 1461</page>
basis, but not including any deployments for testing purposes.</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yc62f9f43-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">GAO evaluation</inline>.—</heading><subparagraph class="fontsize10" id="yc62f9f44-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>The Comptroller General of the United States shall evaluate each validation and verification conducted under paragraph (1).</content></subparagraph>
<subparagraph class="fontsize10" id="yc62f9f45-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc62f9f46-e851-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><content>Not later than 30 days after the date on which the Comptroller General completes an evaluation under paragraph (1), the Comptroller General shall submit to the appropriate congressional committees a report on such evaluation.</content></subparagraph>
<subparagraph class="fontsize10" id="yc62f9f47-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/b/2/C" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc62f9f48-e851-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Definition.</p></sidenote><chapeau>In this paragraph, the term “<term>appropriate congressional committees</term>” means—</chapeau><clause class="fontsize10" id="yc62f9f49-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/b/2/C/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the Committees on Veterans’ Affairs of the House of Representatives and the Senate; and</content></clause>
<clause class="fontsize10" id="yc62f9f4a-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/b/2/C/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the Committees on Appropriations of the House of Representatives and the Senate.</content></clause>

</subsection>
<subsection class="firstIndent0 fontsize10" id="yc62f9f4b-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Certification</inline>.—</heading><paragraph class="fontsize10" id="yc62f9f4c-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc62f9f4d-e851-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Capabilities included</inline>.—</heading><content>Not later than December 31, 2017, the Secretary shall certify to the Committees on Veterans’ Affairs of the House of Representatives and the Senate that the patient self-scheduling appointment system used in the pilot program under section 2, and any other patient self-scheduling appointment system developed or used by the Department of Veterans Affairs as of the date of the certification, includes the capabilities specified in subsection (a).</content></paragraph>
<paragraph class="fontsize10" id="yc62f9f4e-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xc62f9f4f-e851-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">New systems</inline>.—</heading><content>If the Secretary develops or begins using a new patient self-scheduling appointment system that is not covered by a certification made under paragraph (1), the Secretary shall certify to such committees that such new system includes the capabilities specified in subsection (a) by not later than 30 days after the date on which the Secretary determines to replace the previous patient self-scheduling appointment system.</content></paragraph>
<paragraph class="fontsize10" id="yc62f9f50-e851-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/286/s3/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Effect of capabilities not included</inline>.—</heading><content>If the Secretary does not make a timely certification under paragraph (1) or paragraph (2), the Secretary shall replace any patient self-scheduling appointment system developed by the Secretary that is in use with a commercially available, off-the-shelf online patient self-scheduling system that includes the capabilities specified in subsection (a).<page identifier="/us/stat/130/1462">130 STAT. 1462</page></content></paragraph>

<section id="d225432e393" identifier="/us/pl/114/286/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>PROHIBITION ON NEW APPROPRIATIONS.</heading><content style="-uslm-lc:I658120">  No additional funds are authorized to carry out the requirements of this Act. Such requirements shall be carried out using amounts otherwise authorized.</content></section>
