<section id="d331556e85" identifier="/us/pl/114/25/s1" role="instruction" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>EXTENSION OF AUTHORIZATION FOR DEPARTMENT OF VETERANS AFFAIRS MAJOR MEDICAL FACILITY PROJECT PREVIOUSLY AUTHORIZED.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x7b47b0c1-e857-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Section 2(a) of the Construction Authorization and Choice Improvement Act (<ref href="/us/pl/114/19">Public Law 114–19</ref>)<sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7b47b0c2-e857-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><i>Ante</i>, p. 215.</p></sidenote> <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y7b47b0c3-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s1/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="delete">striking</amendingAction> “<quotedText>in fiscal year 2015,</quotedText>”; and</content></paragraph>
<paragraph class="fontsize10" id="y7b47b0c4-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s1/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="delete">striking</amendingAction> “<quotedText>$900,000,000</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>$1,050,000,000</quotedText>”.</content></paragraph>

<section id="d331556e124" identifier="/us/pl/114/25/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>LIMITED, ONE-TIME AUTHORITY TO TRANSFER SPECIFIC AMOUNTS TO CARRY OUT MAJOR MEDICAL FACILITY PROJECT IN DENVER, COLORADO.</heading><subsection class="firstIndent0 fontsize10" id="y7b4825f5-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Of the unobligated balances of amounts available to the Department of Veterans Affairs for fiscal year 2015, the Secretary of Veterans Affairs may transfer amounts from the appropriations accounts under the following headings, in the amounts and from the activities specified, to the appropriations account under the heading “<headingText>Construction, Major Projects</headingText>”:</chapeau><paragraph class="fontsize10" id="y7b4825f6-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>“Medical Services”, $6,494,000 to be derived from amounts available for the Human Capital Investment Plan.</content></paragraph>
<paragraph class="fontsize10" id="y7b4825f7-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>“Medical Support and Compliance”, $1,611,000 to be derived from amounts available for the Human Capital Investment Plan.</content></paragraph>
<paragraph class="fontsize10" id="y7b4825f8-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s2/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>“Medical Facilities”, $80,735,000 to be derived from amounts available for green energy projects of the Department and human capital investment plans.</content></paragraph>
<paragraph class="fontsize10" id="y7b484d09-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s2/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>“National Cemetery Administration”, $60,000 to be derived from amounts available for the Human Capital Investment Plan.</content></paragraph>
<paragraph class="fontsize10" id="y7b484d0a-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s2/a/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>“General Administration”, $1,130,000 to be derived from amounts available for the Office of the Secretary.</content></paragraph>
<paragraph class="fontsize10" id="y7b484d0b-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s2/a/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>“General Operating Expenses, Veterans Benefits Administration”, $670,000 to be derived from amounts available for the Human Capital Investment Plan.</content></paragraph>
<paragraph class="fontsize10" id="y7b484d0c-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s2/a/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>“Information Technology Systems”, $240,000 to be derived from amounts available for the Human Capital Investment Plan.<page identifier="/us/stat/129/318">129 STAT. 318</page></content></paragraph>
<paragraph class="fontsize10" id="y7b484d0d-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s2/a/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>“Construction, Minor Projects”, $3,000,000 to be derived from amounts available for minor construction projects at the staff offices of the Department.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y7b484d0e-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Transfer of Amounts Available in Funds</inline>.—</heading><paragraph class="fontsize10" id="y7b484d0f-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Revolving supply fund</inline>.—</heading><content>Of the unobligated balances of amounts available in the revolving supply fund of the Department under <ref href="/us/usc/t38/s8121">section 8121 of title 38, United States Code</ref>, the Secretary may transfer $20,030,000 to the appropriations account under the heading “<headingText>Construction, Major Projects</headingText>”.</content></paragraph>
<paragraph class="fontsize10" id="y7b484d10-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Franchise fund</inline>.—</heading><content>Of the unobligated balances of amounts available in the Department of Veterans Affairs Franchise Fund established in title I of the Departments of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 1997 (<ref href="/us/pl/104/204">Public Law 104–204</ref>; <ref href="/us/usc/t31/s501">31 U.S.C. 501 note</ref>), the Secretary may transfer $36,030,000 to the appropriations account under the heading “<headingText>Construction, Major Projects</headingText>”.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y7b484d11-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Use of Amounts and Availability</inline>.—</heading><chapeau>The amounts transferred under subsections (a) and (b) shall—</chapeau><paragraph class="fontsize10" id="y7b484d12-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s2/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>be used only to carry out the major medical facility construction project in Denver, Colorado, specified in section 2 of the Construction Authorization and Choice Improvement Act (<ref href="/us/pl/114/19">Public Law 114–19</ref>); and</content></paragraph>
<paragraph class="fontsize10" id="y7b484d13-e857-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/25/s2/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>remain available until September 30, 2016.</content></paragraph>
