<section id="d233873e98" identifier="/us/pl/114/236/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa9daafb6-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t18/s1">18 USC 1 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Survivors’ Bill of Rights Act of 2016</shortTitle>”.</content></section>
<section id="d233873e113" identifier="/us/pl/114/236/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>SEXUAL ASSAULT SURVIVORS’ RIGHTS.</heading><subsection class="firstIndent0 fontsize10" id="ya9db4bf7-e859-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/236/s2/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Part II of <ref href="/us/usc/t18">title 18, United States Code</ref>,<sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa9db4bf8-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t18">18 USC </ref></p><p class="leftAlign firstIndent0 fontsize8" id="xa9db4bf9-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">3772 prec.</p></sidenote> <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> after chapter 237 the following:<quotedContent><chapter id="ya9dbc12a-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658174"><num class="fontsize10 bold" value="238">“CHAPTER 238—</num><heading class="fontsize10 bold">SEXUAL ASSAULT SURVIVORS’ RIGHTS</heading><toc>

<section class="centered fontsize12" id="ya9dbc12b-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658164"><num class="fontsize12" value="3772">“§ 3772.</num><heading class="fontsize12"><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa9dbc12c-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t18/s3772">18 USC 3772</ref>.</p></sidenote> Sexual assault survivors’ rights</heading><subsection class="firstIndent0 fontsize10" id="ya9dbc12d-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><heading class="fontsize10"><inline class="smallCaps">Rights of Sexual Assault Survivors</inline>.—</heading><chapeau>In addition to those rights provided in section 3771, a sexual assault survivor has the following rights:</chapeau><paragraph class="fontsize10" id="ya9dbc12e-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>The right not to be prevented from, or charged for, receiving a medical forensic examination.</content></paragraph>
<paragraph class="fontsize10" id="ya9dbc12f-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><chapeau>The right to—</chapeau><subparagraph class="fontsize10" id="ya9dbc130-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa9dbc131-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p></sidenote><content>subject to paragraph (3), have a sexual assault evidence collection kit or its probative contents preserved, without charge, for the duration of the maximum applicable statute of limitations or 20 years, whichever is shorter;</content></subparagraph>
<subparagraph class="fontsize10" id="ya9dbc132-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>be informed of any result of a sexual assault evidence collection kit, including a DNA profile match, toxicology report, or other information collected as part of a medical forensic examination, if such disclosure would not impede or compromise an ongoing investigation; and</content></subparagraph>
<subparagraph class="fontsize10" id="ya9dbc133-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>be informed in writing of policies governing the collection and preservation of a sexual assault evidence collection kit.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ya9dbc134-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><chapeau>The right to—</chapeau><subparagraph class="fontsize10" id="ya9dbc135-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa9dbc136-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Notification.</p><p class="leftAlign firstIndent0 fontsize8" id="xa9dbc137-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><content>upon written request, receive written notification from the appropriate official with custody not later than 60 days before the date of the intended destruction or disposal; and</content></subparagraph>
<subparagraph class="fontsize10" id="ya9dbc138-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>upon written request, be granted further preservation of the kit or its probative contents.<page identifier="/us/stat/130/967">130 STAT. 967</page></content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ya9dbc139-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>The right to be informed of the rights under this subsection.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ya9dbc13a-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Applicability</inline>.—</heading><content>Subsections (b) through (f) of section 3771 shall apply to sexual assault survivors.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ya9dbc13b-e859-11f0-a1e4-69761a48a15a" role="definitions" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">“(c) </num><heading class="fontsize10"><inline class="smallCaps">Definition of Sexual Assault</inline>.—</heading><content>In this section, the term ‘<term>sexual assault</term>’ means any nonconsensual sexual act proscribed by Federal, tribal, or State law, including when the victim lacks capacity to consent.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ya9dbc13c-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">“(d) </num><heading class="fontsize10"><inline class="smallCaps">Funding</inline>.—</heading><content>This section, other than paragraphs (2)(A) and (3)(B) of subsection (a), shall be carried out using funds made available under section 1402(d)(3)(A)(i) of the Victims of Crime Act of 1984 (<ref href="/us/usc/t42/s10601/d/3/A/i">42 U.S.C. 10601(d)(3)(A)(i)</ref>). No additional funds are authorized to be appropriated to carry out this section.”</content></subsection>

<subsection class="firstIndent0 fontsize10" id="ya9dbe850-e859-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/236/s2/c" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Amendment to Victims of Crime Act of 1984</inline>.—</heading><content>Section 1402(d)(3)(A)(i) of the Victims of Crime Act of 1984 (<ref href="/us/usc/t42/s10601/d/3/A/i">42 U.S.C. 10601(d)(3)(A)(i)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="insert">inserting</amendingAction> after “<quotedText>section 3771</quotedText>” the following: “<quotedText>or section 3772, as it relates to direct services,</quotedText>”.</content></subsection>

<section id="d233873e332" identifier="/us/pl/114/236/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>SEXUAL ASSAULT SURVIVORS’ NOTIFICATION GRANTS.</heading><content class="firstIndent0 fontsize10" id="xa9dc0f61-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  The Victims of Crime Act of 1984 <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> after section 1404E (<ref href="/us/usc/t42/s10603e">42 U.S.C. 10603e</ref>) the following:<quotedContent><section class="centered fontsize12" id="ya9dc5d82-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658145"><num class="fontsize12" value="1404F">“SEC. 1404F. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa9dc5d83-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s10603f">42 USC 10603f</ref>.</p></sidenote><heading class="fontsize12">SEXUAL ASSAULT SURVIVORS’ NOTIFICATION GRANTS.</heading><subsection class="firstIndent0 fontsize10" id="ya9dc5d84-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>The Attorney General may make grants as provided in section 1404(c)(1)(A) to States to develop and disseminate to entities described in subsection (c)(1) of this section written notice of applicable rights and policies for sexual assault survivors.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ya9dc5d85-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Notification of Rights</inline>.—</heading><chapeau>Each recipient of a grant awarded under subsection (a) shall make its best effort to ensure that each entity described in subsection (c)(1) provides individuals who identify as a survivor of a sexual assault, and who consent to receiving such information, with written notice of applicable rights and policies regarding—</chapeau><paragraph class="fontsize10" id="ya9dc5d86-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>the right not to be charged fees for or otherwise prevented from pursuing a sexual assault evidence collection kit;</content></paragraph>
<paragraph class="fontsize10" id="ya9dc5d87-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>the right to have a sexual assault medical forensic examination regardless of whether the survivor reports to or cooperates with law enforcement;</content></paragraph>
<paragraph class="fontsize10" id="ya9dc5d88-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><content>the availability of a sexual assault advocate;</content></paragraph>
<paragraph class="fontsize10" id="ya9dc5d89-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>the availability of protective orders and policies related to their enforcement;</content></paragraph>
<paragraph class="fontsize10" id="ya9dc5d8a-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">“(5) </num><content>policies regarding the storage, preservation, and disposal of sexual assault evidence collection kits;</content></paragraph>
<paragraph class="fontsize10" id="ya9dc5d8b-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">“(6) </num><content>the process, if any, to request preservation of sexual assault evidence collection kits or the probative evidence from such kits; and</content></paragraph>
<paragraph class="fontsize10" id="ya9dc5d8c-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">“(7) </num><content>the availability of victim compensation and restitution.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ya9dc5d8d-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">“(c) </num><heading class="fontsize10"><inline class="smallCaps">Dissemination of Written Notice</inline>.—</heading><chapeau>Each recipient of a grant awarded under subsection (a) shall—</chapeau><paragraph class="fontsize10" id="ya9dc5d8e-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>provide the written notice described in subsection (b) to medical centers, hospitals, forensic examiners, sexual assault service providers, State and local law enforcement agencies, <page identifier="/us/stat/130/968">130 STAT. 968</page>
and any other State agency or department reasonably likely to serve sexual assault survivors; and</content></paragraph>
<paragraph class="fontsize10" id="ya9dc5d8f-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa9dc5d90-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Public information.</p><p class="leftAlign firstIndent0 fontsize8" id="xa9dc5d91-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Web posting.</p></sidenote><content>make the written notice described in subsection (b) publicly available on the Internet website of the attorney general of the State.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ya9dc5d92-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">“(d) </num><heading class="fontsize10"><inline class="smallCaps">Provision To Promote Compliance</inline>.—</heading><content>The Attorney General may provide such technical assistance and guidance as necessary to help recipients meet the requirements of this section.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ya9dc5d93-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">“(e) </num><heading class="fontsize10"><inline class="smallCaps">Integration of Systems</inline>.—</heading><content>Any system developed and implemented under this section may be integrated with an existing case management system operated by the recipient of the grant if the system meets the requirements listed in this section.”</content></subsection>

<section id="d233873e464" identifier="/us/pl/114/236/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa9dc5d94-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Establishment.</p></sidenote><heading>WORKING GROUP.</heading><subsection class="firstIndent0 fontsize10" id="ya9dcf9d5-e859-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/236/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa9dcf9d6-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p><p class="leftAlign firstIndent0 fontsize8" id="xa9dcf9d7-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t42">42 USC </ref></p><p class="leftAlign firstIndent0 fontsize8" id="xa9dcf9d8-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">14043g–1.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>The Attorney General, in consultation with the Secretary of Health and Human Services (referred to in this section as the “Secretary”), shall establish a joint working group (referred to in this section as the “Working Group”) to develop, coordinate, and disseminate best practices regarding the care and treatment of sexual assault survivors and the preservation of forensic evidence.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ya9dcf9d9-e859-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/236/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Consultation With Stakeholders</inline>.—</heading><chapeau>The Working Group shall consult with—</chapeau><paragraph class="fontsize10" id="ya9dcf9da-e859-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/236/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>stakeholders in law enforcement, prosecution, forensic laboratory, counseling, forensic examiner, medical facility, and medical provider communities; and</content></paragraph>
<paragraph class="fontsize10" id="ya9dcf9db-e859-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/236/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>representatives of not less than 3 entities with demonstrated expertise in sexual assault prevention, sexual assault advocacy, or representation of sexual assault victims, of which not less than 1 representative shall be a sexual assault victim.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ya9dcf9dc-e859-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/236/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Membership</inline>.—</heading><content>The Working Group shall be composed of governmental or nongovernmental agency heads at the discretion of the Attorney General, in consultation with the Secretary.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ya9dcf9dd-e859-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/236/s4/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Duties</inline>.—</heading><chapeau>The Working Group shall—</chapeau><paragraph class="fontsize10" id="ya9dcf9de-e859-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/236/s4/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa9dcf9df-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="xa9dcf9e0-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p></sidenote><content>develop recommendations for improving the coordination of the dissemination and implementation of best practices and protocols regarding the care and treatment of sexual assault survivors and the preservation of evidence to hospital administrators, physicians, forensic examiners, and other medical associations and leaders in the medical community;</content></paragraph>
<paragraph class="fontsize10" id="ya9dcf9e1-e859-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/236/s4/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>encourage, where appropriate, the adoption and implementation of best practices and protocols regarding the care and treatment of sexual assault survivors and the preservation of evidence among hospital administrators, physicians, forensic examiners, and other medical associations and leaders in the medical community;</content></paragraph>
<paragraph class="fontsize10" id="ya9dcf9e2-e859-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/236/s4/d/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xa9dcf9e3-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="xa9dcf9e4-e859-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p></sidenote><content>develop recommendations to promote the coordination of the dissemination and implementation of best practices regarding the care and treatment of sexual assault survivors and the preservation of evidence to State attorneys general, United States attorneys, heads of State law enforcement agencies, forensic laboratory directors and managers, and other leaders in the law enforcement community;</content></paragraph>
<paragraph class="fontsize10" id="ya9dcf9e5-e859-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/236/s4/d/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>develop and implement, where practicable, incentives to encourage the adoption or implementation of best practices regarding the care and treatment of sexual assault survivors and the preservation of evidence among State attorneys general, <page identifier="/us/stat/130/969">130 STAT. 969</page>
United States attorneys, heads of State law enforcement agencies, forensic laboratory directors and managers, and other leaders in the law enforcement community;</content></paragraph>
<paragraph class="fontsize10" id="ya9dcf9e6-e859-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/236/s4/d/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>collect feedback from stakeholders, practitioners, and leadership throughout the Federal and State law enforcement, victim services, forensic science practitioner, and health care communities to inform development of future best practices or clinical guidelines regarding the care and treatment of sexual assault survivors; and</content></paragraph>
<paragraph class="fontsize10" id="ya9dcf9e7-e859-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/236/s4/d/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>perform other activities, such as activities relating to development, dissemination, outreach, engagement, or training associated with advancing victim-centered care for sexual assault survivors.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ya9dcf9e8-e859-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/236/s4/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><content>Not later than 2 years after the date of enactment of this Act, the Working Group shall submit to the Attorney General, the Secretary, and Congress a report containing the findings and recommended actions of the Working Group.</content></subsection>
