<section id="d334205e102" identifier="/us/pl/114/215/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">John F. Kennedy Centennial Commission Act</shortTitle>”.</content></section>
<section id="d334205e112" identifier="/us/pl/114/215/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>ESTABLISHMENT.</heading><content style="-uslm-lc:I658120">  There is established a commission to be known as the “John F. Kennedy Centennial Commission” (in this Act referred to as the “Commission”).</content></section>
<section id="d334205e119" identifier="/us/pl/114/215/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>DUTIES OF COMMISSION.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xf3cba4f1-e85c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  The Commission shall—</chapeau><paragraph class="fontsize10" id="yf3cba4f2-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>plan, develop, and carry out such activities as the Commission considers fitting and proper to honor John F. Kennedy on the occasion of the 100th anniversary of his birth;</content></paragraph>
<paragraph class="fontsize10" id="yf3cba4f3-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>provide advice and assistance to Federal, State, and local governmental agencies, as well as civic groups to carry out activities to honor John F. Kennedy on the occasion of the 100th anniversary of his birth;</content></paragraph>
<paragraph class="fontsize10" id="yf3cba4f4-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s3/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>develop activities that may be carried out by the Federal Government that are fitting and proper to honor John F. Kennedy on the occasion of the 100th anniversary of his birth; and</content></paragraph>
<paragraph class="fontsize10" id="yf3cba4f5-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s3/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>submit to the President and Congress reports pursuant to section 7.</content></paragraph>
</section>
<section id="d334205e147" identifier="/us/pl/114/215/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>MEMBERSHIP.</heading><subsection class="firstIndent0 fontsize10" id="yf3cc4136-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Number and Appointment</inline>.—</heading><chapeau>The Commission shall be composed of 11 members as follows:</chapeau><paragraph class="fontsize10" id="yf3cc4137-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The Secretary of the Interior.</content></paragraph>
<paragraph class="fontsize10" id="yf3cc4138-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf3cc4139-e85c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">President.</p></sidenote><content>Four members appointed by the President after considering the recommendations of the Board of Trustees of the John F. Kennedy Library Foundation.</content></paragraph>
<paragraph class="fontsize10" id="yf3cc413a-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Two Members of the House of Representatives appointed by the Speaker of the House of Representatives.</content></paragraph>
<paragraph class="fontsize10" id="yf3cc413b-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>One Member of the House of Representatives appointed by the minority leader of the House of Representatives.</content></paragraph>
<paragraph class="fontsize10" id="yf3cc413c-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/a/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>Two Members of the Senate appointed by the majority leader of the Senate.</content></paragraph>
<paragraph class="fontsize10" id="yf3cc413d-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/a/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>One Member of the Senate appointed by the minority leader of the Senate.<page identifier="/us/stat/130/831">130 STAT. 831</page></content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf3cc413e-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Ex Officio Member</inline>.—</heading><content>The Archivist of the United States shall serve in an ex officio capacity on the Commission to provide advice and information to the Commission.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3cc413f-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Terms</inline>.—</heading><content>Each member shall be appointed for the life of the Commission.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3cc4140-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Deadline for Appointment</inline>.—</heading><content>All members of the Commission shall be appointed not later than 90 days after the date of the enactment of this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3cc4141-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Vacancies</inline>.—</heading><chapeau>A vacancy on the Commission shall—</chapeau><paragraph class="fontsize10" id="yf3cc4142-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/e/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>not affect the powers of the Commission; and</content></paragraph>
<paragraph class="fontsize10" id="yf3cc4143-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/e/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>be filled in the manner in which the original appointment was made.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf3cc4144-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Rates of Pay</inline>.—</heading><content>Members shall not receive compensation for the performance of their duties on behalf of the Commission.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3cc4145-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/g" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">(g) </num><heading class="fontsize10"><inline class="smallCaps">Travel Expenses</inline>.—</heading><content>Each member of the Commission shall be reimbursed for travel and per diem in lieu of subsistence expenses during the performance of duties of the Commission while away from home or his or her regular place of business, in accordance with applicable provisions under <ref href="/us/usc/t5/ch57/schI">subchapter I of chapter 57 of title 5, United States Code</ref>.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3cc4146-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/h" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="h">(h) </num><heading class="fontsize10"><inline class="smallCaps">Quorum</inline>.—</heading><content>A majority of the members of the Commission shall constitute a quorum to conduct business, but two or more members may hold hearings.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3cc4147-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s4/i" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><heading class="fontsize10"><inline class="smallCaps">Chairperson</inline>.—</heading><content>The chairperson of the Commission shall be elected by a majority vote of the members of the Commission.</content></subsection>
</section>
<section id="d334205e285" identifier="/us/pl/114/215/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>DIRECTOR AND STAFF OF COMMISSION.</heading><subsection class="firstIndent0 fontsize10" id="yf3cc6858-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf3cc6859-e85c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Appointments.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Director and Staff</inline>.—</heading><content>The Commission shall appoint an executive director and such other additional employees as are necessary to enable the Commission to perform its duties.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3cc685a-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Applicability of Certain Civil Service Laws</inline>.—</heading><content>The executive director and employees of the Commission may be appointed without regard to the provisions of <ref href="/us/usc/t5">title 5, United States Code</ref>, governing appointments in the competitive service, and may be paid without regard to the provisions of chapter 51 and subchapter III of chapter 53 of such title relating to classification and General Schedule pay rates, except that the rate of pay for the executive director and other employees may not exceed the rate payable for level V of the Executive Schedule under section 5316 of such title.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3cc685b-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s5/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Detail of Federal Employees</inline>.—</heading><content>Upon request of the Commission, the Secretary of the Interior or the Archivist of the United States may detail, on a reimbursable basis, any of the employees of that department or agency to the Commission to assist it in carrying out its duties under this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3cc685c-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s5/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Experts and Consultants</inline>.—</heading><content>The Commission may procure such temporary and intermittent services as are necessary to enable the Commission to perform its duties.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3cc685d-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s5/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Volunteer and Uncompensated Services</inline>.—</heading><content>Notwithstanding <ref href="/us/usc/t31/s1342">section 1342 of title 31, United States Code</ref>, the Commission may accept and use voluntary and uncompensated services as the Commission determines necessary.</content></subsection>

<section id="d334205e346" identifier="/us/pl/114/215/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>POWERS OF COMMISSION.</heading><subsection class="firstIndent0 fontsize10" id="yf3ccb67e-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Hearings</inline>.—</heading><content>The Commission may, for the purpose of carrying out this Act, hold hearings, sit and act at times and places, take testimony, and receive evidence as the Commission considers appropriate.<page identifier="/us/stat/130/832">130 STAT. 832</page></content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3ccb67f-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Mails</inline>.—</heading><content>The Commission may use the United States mails in the same manner and under the same conditions as other departments and agencies of the United States.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3ccb680-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s6/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Obtaining Official Data</inline>.—</heading><content>The Commission may secure directly from any department or agency of the United States information necessary to enable it to carry out its duties under this Act. Upon request of the chairperson of the Commission, the head of that department or agency shall furnish that information to the Commission.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3ccb681-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s6/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Gifts, Bequests, Devises</inline>.—</heading><content>The Commission may solicit, accept, use, and dispose of gifts, bequests, or devises of money, services, or property, both real and personal, for the purpose of aiding or facilitating its work.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3ccb682-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s6/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Available Space</inline>.—</heading><content>Upon the request of the Commission, the Administrator of General Services shall make available nationwide to the Commission, at a normal rental rate for Federal agencies, such assistance and facilities as may be necessary for the Commission to carry out its duties under this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3ccb683-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s6/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Contract Authority</inline>.—</heading><content>The Commission may enter into contracts with and compensate government and private agencies or persons to enable the Commission to discharge its duties under this Act.</content></subsection>

<section id="d334205e409" identifier="/us/pl/114/215/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>REPORTS.</heading><subsection class="firstIndent0 fontsize10" id="yf3cd04a4-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s7/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Annual Reports</inline>.—</heading><content>The Commission shall submit to the President and the Congress annual reports on the revenue and expenditures of the Commission, including a list of each gift, bequest, or devise to the Commission with a value of more than $250, together with the identity of the donor of each gift, bequest, or devise.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3cd04a5-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s7/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Interim Reports</inline>.—</heading><content>The Commission may submit to the President and Congress interim reports as the Commission considers appropriate.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf3cd04a6-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s7/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf3cd04a7-e85c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Summary.</p><p class="leftAlign firstIndent0 fontsize8" id="xf3cd04a8-e85c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="xf3cd04a9-e85c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">tions.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Final Report</inline>.—</heading><chapeau>Not later than August 31, 2017, the Commission shall submit a final report to the President and the Congress containing—</chapeau><paragraph class="fontsize10" id="yf3cd04aa-e85c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/215/s7/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>a summary of the activities of the Commission;</content></paragraph>

<section id="d334205e463" identifier="/us/pl/114/215/s8" style="-uslm-lc:I658141"><num class="fontsize12" value="8">SEC. 8. </num><heading>TERMINATION.</heading><content style="-uslm-lc:I658120">  The Commission may terminate on such date as the Commission may determine after it submits its final report pursuant to section 7(c), but not later than September 30, 2017.</content></section>
<section id="d334205e470" identifier="/us/pl/114/215/s9" style="-uslm-lc:I658141"><num class="fontsize12" value="9">SEC. 9. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf3cd04ad-e85c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Public information.</p></sidenote><heading>ANNUAL AUDIT.</heading><content style="-uslm-lc:I658120">  The Inspector General of the Department of the Interior may perform an audit of the Commission, shall make the results of any audit performed available to the public, and shall transmit such results to the Committee on Oversight and Government Reform of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate.<page identifier="/us/stat/130/833">130 STAT. 833</page></content></section>
<section id="d334205e483" identifier="/us/pl/114/215/s10" style="-uslm-lc:I658142"><num class="fontsize12" value="10">SEC. 10. </num><heading>PROHIBITION ON OBLIGATION OF FEDERAL FUNDS.</heading><content style="-uslm-lc:I658120">  No Federal funds may be obligated to carry out this Act.</content></section>
