<section id="d239632e101" identifier="/us/pl/114/196/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">United States Semiquincentennial Commission Act of 2016</shortTitle>”.</content></section>
<section id="d239632e111" identifier="/us/pl/114/196/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS; PURPOSE.</heading><subsection class="firstIndent0 fontsize10" id="y1b79639b-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Findings</inline>.—</heading><chapeau>Congress finds that July 4, 2026, the 250th anniversary of the founding of the United States, as marked by the Declaration of Independence in 1776, and the historic events preceding that anniversary—</chapeau><paragraph class="fontsize10" id="y1b79639c-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>are of major significance in the development of the national heritage of the United States of individual liberty, representative government, and the attainment of equal and inalienable rights; and</content></paragraph>
<paragraph class="fontsize10" id="y1b79639d-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>have had a profound influence throughout the world.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y1b79639e-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Purpose</inline>.—</heading><content>The purpose of this Act is to establish a Commission to provide for the observance and commemoration of the 250th anniversary of the founding of the United States and related events through local, State, national, and international activities planned, encouraged, developed, and coordinated by a national commission representative of appropriate public and private authorities and organizations.</content></subsection>
</section>
<section id="d239632e144" identifier="/us/pl/114/196/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x1b79b1bf-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  In this Act:</chapeau><paragraph class="fontsize10" id="y1b79b1c0-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s3/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Commission</inline>.—</heading><content>The term “<term>Commission</term>” means the United States Semiquincentennial Commission established by section 4(a).</content></paragraph>
<paragraph class="fontsize10" id="y1b79b1c1-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s3/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Private citizen</inline>.—</heading><chapeau>The term “<term>private citizen</term>” means an individual who is not an officer or employee of—</chapeau><subparagraph class="fontsize10" id="y1b79b1c2-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s3/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Federal Government; or</content></subparagraph>
<subparagraph class="fontsize10" id="y1b79b1c3-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s3/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>a State or local government.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y1b79b1c4-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s3/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Secretary</inline>.—</heading><content>The term “<term>Secretary</term>” means the Secretary of the Interior.</content></paragraph>

<section id="d239632e189" identifier="/us/pl/114/196/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>ESTABLISHMENT OF COMMISSION.</heading><subsection class="firstIndent0 fontsize10" id="y1b7a7515-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>There is established a commission, to be known as the “United States Semiquincentennial Commission”, to plan, encourage, develop, and coordinate the commemoration of the history of the United States leading up to the 250th anniversary of the founding of the United States.<page identifier="/us/stat/130/686">130 STAT. 686</page></content></subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7a7516-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Composition</inline>.—</heading><chapeau>The Commission shall be composed of the following members:</chapeau><paragraph class="fontsize10" id="y1b7a7517-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>Four members of the Senate, of whom—</chapeau><subparagraph class="fontsize10" id="y1b7a7518-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>two shall be appointed by the majority leader of the Senate; and</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7a7519-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>two shall be appointed by the minority leader of the Senate.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y1b7a751a-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>Four members of the House of Representatives, of whom—</chapeau><subparagraph class="fontsize10" id="y1b7a751b-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>two shall be appointed by the Speaker of the House of Representatives; and</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7a751c-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>two shall be appointed by the minority leader of the House of Representatives.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y1b7a751d-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><chapeau>Sixteen members who are private citizens, of whom—</chapeau><subparagraph class="fontsize10" id="y1b7a751e-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>four shall be appointed by the majority leader of the Senate;</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7a751f-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>four shall be appointed by the minority leader of the Senate;</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7a7520-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/3/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>four shall be appointed by the Speaker of the House of Representatives;</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7a7521-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/3/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>four shall be appointed by the minority leader of the House of Representatives; and</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7a7522-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/3/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b7a7523-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">President.</p></sidenote><content>one of whom shall be designated by the President as the Chairperson.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y1b7a7524-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><chapeau>The following nonvoting ex officio members:</chapeau><subparagraph class="fontsize10" id="y1b7a7525-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>The Secretary.</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7a7526-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>The Secretary of State.</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7a7527-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/4/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>The Attorney General.</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7a7528-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/4/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>The Secretary of Defense.</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7a7529-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/4/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>The Secretary of Education.</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7a752a-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/4/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><content>The Librarian of Congress.</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7a752b-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/4/G" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="G">(G) </num><content>The Secretary of the Smithsonian Institution.</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7a752c-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/4/H" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="H">(H) </num><content>The Archivist of the United States.</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7a752d-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/b/4/I" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>The presiding officer of the Federal Council on the Arts and the Humanities.</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7a752e-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Term; Vacancies</inline>.—</heading><paragraph class="fontsize10" id="y1b7a752f-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Term</inline>.—</heading><content>A member shall be appointed for the life of the Commission.</content></paragraph>
<paragraph class="fontsize10" id="y1b7a7530-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Vacancies</inline>.—</heading><chapeau>A vacancy on the Commission—</chapeau><subparagraph class="fontsize10" id="y1b7a9c41-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>shall not affect the powers of the Commission; and</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7a9c42-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/c/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>shall be filled in the same manner as the original appointment was made.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7a9c43-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b7a9c44-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Pennsylvania.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Meetings</inline>.—</heading><content>All meetings of the Commission shall be convened at Independence Hall in Philadelphia, Pennsylvania, to honor the historical significance of the building as the site of deliberations and adoption of both the United States Declaration of Independence and Constitution.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7a9c45-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s4/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Quorum</inline>.—</heading><content>A majority of the members of the Commission shall constitute a quorum, but a lesser number of members may hold hearings.</content></subsection>

<section id="d239632e386" identifier="/us/pl/114/196/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>DUTIES.</heading><subsection class="firstIndent0 fontsize10" id="y1b7badb6-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>The Commission shall—</chapeau><paragraph class="fontsize10" id="y1b7badb7-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>prepare an overall program for commemorating the 250th anniversary of the founding of the United States and the historic events preceding that anniversary; and<page identifier="/us/stat/130/687">130 STAT. 687</page></content></paragraph>
<paragraph class="fontsize10" id="y1b7badb8-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>plan, encourage, develop, and coordinate observances and activities commemorating the historic events that preceded, and are associated with, the United States Semiquincentennial.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7badb9-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Requirements</inline>.—</heading><paragraph class="fontsize10" id="y1b7badba-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>In preparing plans and an overall program, the Commission—</chapeau><subparagraph class="fontsize10" id="y1b7badbb-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>shall give due consideration to any related plans and programs developed by State, local, and private groups; and</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7badbc-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>may designate special committees with representatives from groups described in subparagraph (A) to plan, develop, and coordinate specific activities.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y1b7badbd-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Emphasis</inline>.—</heading><chapeau>The Commission shall—</chapeau><subparagraph class="fontsize10" id="y1b7badbe-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><chapeau>emphasize the planning of events in locations of historical significance to the United States, especially in those locations that witnessed the assertion of American liberty, such as—</chapeau><clause class="fontsize10" id="y1b7badbf-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/b/2/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the 13 colonies; and</content></clause>
<clause class="fontsize10" id="y1b7badc0-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/b/2/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>leading cities, including Boston, Charleston, New York City, and Philadelphia; and</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y1b7badc1-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>give special emphasis to—</chapeau><clause class="fontsize10" id="y1b7badc2-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/b/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the role of persons and locations with significant impact on the history of the United States during the 250-year period beginning on the date of execution of the Declaration of Independence; and</content></clause>
<clause class="fontsize10" id="y1b7badc3-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/b/2/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the ideas associated with that history, which have been so important in the development of the United States, in world affairs, and in the quest for freedom of all mankind.</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y1b7badc4-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Infrastructure</inline>.—</heading><chapeau>The Commission shall—</chapeau><subparagraph class="fontsize10" id="y1b7badc5-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/b/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b7badc6-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Evaluation.</p></sidenote><content>evaluate existing infrastructure;</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7bd4dc-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Report Submitted to the President</inline>.—</heading><paragraph class="fontsize10" id="y1b7bd4dd-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Not later than 2 years after the date of enactment of this Act, the Commission shall submit to the President a comprehensive report that includes the specific recommendations of the Commission for the commemoration of the 250th anniversary and related events.</content></paragraph>
<paragraph class="fontsize10" id="y1b7bd4de-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Recommended activities</inline>.—</heading><chapeau>The report may include recommended activities such as—</chapeau><subparagraph class="fontsize10" id="y1b7bd4df-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the production, publication, and distribution of books, pamphlets, films, and other educational materials focusing on the history, culture, and political thought of the period of the American Revolution;</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7bd4e0-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/c/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>bibliographical and documentary projects and publications;</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7bd4e1-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/c/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>conferences, convocations, lectures, seminars, and other programs, especially those located in the 13 colonies, including the major cities and buildings of national historical significance of the 13 colonies;</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7bd4e2-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/c/2/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>the development of libraries, museums, historic sites, and exhibits, including mobile exhibits;<page identifier="/us/stat/130/688">130 STAT. 688</page></content></subparagraph>
<subparagraph class="fontsize10" id="y1b7bd4e3-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/c/2/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><chapeau>ceremonies and celebrations commemorating specific events, such as—</chapeau><clause class="fontsize10" id="y1b7bd4e4-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/c/2/E/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the signing of the Declaration of Independence;</content></clause>
<clause class="fontsize10" id="y1b7bd4e5-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/c/2/E/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>programs and activities focusing on the national and international significance of the United States Sem­i­quin­cen­ten­ni­al; and</content></clause>
<clause class="fontsize10" id="y1b7bd4e6-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/c/2/E/iii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">(iii) </num><content>the implications of the Sem­i­quin­cen­ten­ni­al for present and future generations; and</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y1b7bd4e7-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/c/2/F" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">(F) </num><content>encouraging Federal agencies to integrate the celebration of the Semiquincentennial into the regular activities and execution of the purpose of the agencies through such activities as the issuance of coins, medals, certificates of recognition, stamps, and the naming of vessels.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y1b7bd4e8-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Requirements</inline>.—</heading><chapeau>The report shall include—</chapeau><subparagraph class="fontsize10" id="y1b7bd4e9-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/c/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b7bd4ea-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x1b7bd4eb-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p></sidenote><content>the recommendations of the Commission for the allocation of financial and administrative responsibility among the public and private authorities and organizations recommended for participation by the Commission; and</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7bd4ec-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/c/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>proposals for such legislative enactments and administrative actions as the Commission considers necessary to carry out the recommendations.</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7bd4ed-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b7bd4ee-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">President.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Report Submitted to Congress</inline>.—</heading><chapeau>The President shall submit to Congress a report that contains—</chapeau><paragraph class="fontsize10" id="y1b7bd4ef-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the complete report of the Commission; and</content></paragraph>
<paragraph class="fontsize10" id="y1b7bd4f0-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b7bd4f1-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x1b7bd4f2-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p></sidenote><content>such comments and recommendations for legislation and such a description of administrative actions taken by the President as the President considers appropriate.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7bd4f3-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s5/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Point of Contact</inline>.—</heading><content>The Commission, acting through the secretariat of the Commission described in section 9(b), shall serve as the point of contact of the Federal Government for all State, local, international, and private sector initiatives regarding the Semiquincentennial of the founding of the United States, with the purpose of coordinating and facilitating all fitting and proper activities honoring the 250th anniversary of the founding of the United States.</content></subsection>
</section>
<section id="d239632e649" identifier="/us/pl/114/196/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>COORDINATION.</heading><subsection class="firstIndent0 fontsize10" id="y1b7c7134-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b7c7135-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>In carrying out this Act, the Commission shall consult and cooperate with, and seek advice and assistance from, appropriate Federal agencies, State and local public bodies, learned societies, and historical, patriotic, philanthropic, civic, professional, and related organizations.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7c7136-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Responsibility of Other Federal Agencies</inline>.—</heading><paragraph class="fontsize10" id="y1b7c7137-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Federal agencies shall cooperate with the Commission in planning, encouraging, developing, and coordinating appropriate commemorative activities.</content></paragraph>
<paragraph class="fontsize10" id="y1b7c7138-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Department of the interior</inline>.—</heading><subparagraph class="fontsize10" id="y1b7c7139-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b7c713a-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Study.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Secretary shall undertake a study of appropriate actions that might be taken to further preserve and develop historic sites and battlefields, at such time and in such manner as will ensure that fitting observances and exhibits may be held at appropriate sites and battlefields during the 250th anniversary celebration.</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7c713b-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b7c713c-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Recommenda-</p><p class="leftAlign firstIndent0 fontsize8" id="x1b7c713d-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">tions.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><chapeau>The Secretary shall submit to the Commission a report that contains the results of the study <page identifier="/us/stat/130/689">130 STAT. 689</page>
and the recommendations of the Secretary, in time to afford the Commission an opportunity—</chapeau><clause class="fontsize10" id="y1b7c713e-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>to review the study; and</content></clause>
<clause class="fontsize10" id="y1b7c713f-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/2/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>to incorporate in the report described in section 5(c) such findings and recommendations as the Commission considers appropriate.</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y1b7c7140-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Arts and humanities</inline>.—</heading><subparagraph class="fontsize10" id="y1b7c7141-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The presiding officer of the Federal Council on the Arts and the Humanities, the Chairperson of the National Endowment for the Arts, and the Chairperson of the National Endowment for the Humanities shall cooperate with the Commission, especially in the encouragement and coordination of scholarly works and artistic expressions focusing on the history, culture, and political thought of the period predating the United States Sem­i­quin­cen­ten­ni­al.</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7c7142-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Library of congress, smithsonian institution, and archives</inline>.—</heading><clause class="fontsize10" id="y1b7c7143-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/3/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Librarian of Congress, the Secretary of the Smithsonian Institution, and the Archivist of the United States shall cooperate with the Commission, especially in the development and display of exhibits and collections and in the development of bibliographies, catalogs, and other materials relevant to the period predating the United States Sem­i­quin­cen­ten­ni­al.</content></clause>
<clause class="fontsize10" id="y1b7c7144-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/3/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><heading class="fontsize10"><inline class="smallCaps">Location</inline>.—</heading><content>To the maximum extent practicable, displays described in subparagraph (A) shall be located in, or in facilities near to, buildings of historical significance to the American Revolution, so as to promote greater public awareness of the heritage of the United States.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y1b7c7145-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/3/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b7c7146-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Reports.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Submission of recommendations</inline>.—</heading><chapeau>Each of the officers described in this paragraph shall submit to the Commission a report containing recommendations in time to afford the Commission an opportunity—</chapeau><clause class="fontsize10" id="y1b7c7147-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/3/C/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>to review the reports; and</content></clause>
<clause class="fontsize10" id="y1b7c7148-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/3/C/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>to incorporate in the report described in section 5(c) such findings and recommendations as the Commission considers appropriate.</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y1b7c7149-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Department of state</inline>.—</heading><chapeau>The Secretary of State shall coordinate the participation of foreign nations in the celebration of the United States Semiquincentennial, including by soliciting the erection of monuments and other cultural cooperations in founding cities of the United States so as—</chapeau><subparagraph class="fontsize10" id="y1b7c714a-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s6/b/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>to celebrate the shared heritage of the United States with the many peoples and nations of the world; and</content></subparagraph>

<section id="d239632e815" identifier="/us/pl/114/196/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>POWERS.</heading><subsection class="firstIndent0 fontsize10" id="y1b7d349c-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Hearings</inline>.—</heading><content>The Commission may hold such hearings, meet and act at such times and places, take such testimony, and receive <page identifier="/us/stat/130/690">130 STAT. 690</page>
such evidence as the Commission considers advisable to carry out this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7d349d-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Information From Federal Agencies</inline>.—</heading><paragraph class="fontsize10" id="y1b7d349e-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Commission may secure directly from a Federal agency such information as the Commission considers necessary to carry out this Act.</content></paragraph>
<paragraph class="fontsize10" id="y1b7d349f-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Provision of information</inline>.—</heading><content>On request of the Chairperson of the Commission, the head of the agency shall provide the information to the Commission.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7d34a0-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Postal Services</inline>.—</heading><content>The Commission may use the United States mails in the same manner and under the same conditions as other agencies of the Federal Government.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7d34a1-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Gifts</inline>.—</heading><content>The Commission may accept, use, and dispose of gifts or donations of money, property, or personal services.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7d34a2-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Additional Powers</inline>.—</heading><chapeau>As determined necessary by the Commission, the Commission may—</chapeau><paragraph class="fontsize10" id="y1b7d34a3-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/e/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>procure supplies, services, and property;</content></paragraph>
<paragraph class="fontsize10" id="y1b7d34a4-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/e/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>make contracts;</content></paragraph>
<paragraph class="fontsize10" id="y1b7d34a5-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/e/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>expend in furtherance of this Act funds donated or received in pursuance of contracts entered into under this Act; and</content></paragraph>
<paragraph class="fontsize10" id="y1b7d34a6-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/e/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>take such actions as are necessary to enable the Commission to carry out efficiently and in the public interest the purposes of this Act.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7d34a7-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Use of Materials</inline>.—</heading><paragraph class="fontsize10" id="y1b7d34a8-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/f/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Time capsule</inline>.—</heading><chapeau>A representative portion of all books, manuscripts, miscellaneous printed matter, memorabilia, relics, and other materials relating to the United States Semiquincentennial shall be deposited in a time capsule—</chapeau><subparagraph class="fontsize10" id="y1b7d34a9-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/f/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>to be buried in Independence Mall, Philadelphia, on July 4, 2026; and</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7d34aa-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/f/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>to be unearthed on the occasion of the 500th anniversary of the United States of America on July 4, 2276.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y1b7d34ab-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/f/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Other materials</inline>.—</heading><content>All other books, manuscripts, miscellaneous printed matter, memorabilia, relics, and other materials relating to the United States Semiquincentennial, whether donated to the Commission or collected by the Commission, may be deposited for preservation in national, State, or local libraries or museums or be otherwise disposed of by the Commission, in consultation with the Librarian of Congress, the Secretary of the Smithsonian Institution, the Archivist of the United States, and the Administrator of General Services.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7d34ac-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/g" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">(g) </num><heading class="fontsize10"><inline class="smallCaps">Property</inline>.—</heading><chapeau>Any property acquired by the Commission remaining on termination of the Commission may be—</chapeau><paragraph class="fontsize10" id="y1b7d34ad-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/g/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>used by the Secretary for purposes of the National Park Service; or</content></paragraph>
<paragraph class="fontsize10" id="y1b7d34ae-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s7/g/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>disposed of as excess or surplus property.</content></paragraph>

<section id="d239632e962" identifier="/us/pl/114/196/s8" style="-uslm-lc:I658141"><num class="fontsize12" value="8">SEC. 8. </num><heading>COMMISSION PERSONNEL MATTERS.</heading><subsection class="firstIndent0 fontsize10" id="y1b7da9df-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s8/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Compensation of Members</inline>.—</heading><content>The members of the Commission shall receive no compensation for service on the Commission.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7da9e0-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s8/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Travel Expenses</inline>.—</heading><content>A member of the Commission shall be allowed travel expenses, including per diem in lieu of subsistence, at rates authorized for an employee of an agency under <ref href="/us/usc/t5/ch57/schI">subchapter I of chapter 57 of title 5, United States Code</ref>, while away from <page identifier="/us/stat/130/691">130 STAT. 691</page>
the home or regular place of business of the member in the performance of the duties of the Commission.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7da9e1-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s8/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Staff</inline>.—</heading><paragraph class="fontsize10" id="y1b7da9e2-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s8/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Chairperson of the Commission may, without regard to the civil service laws (including regulations), appoint and terminate an executive director and such other additional personnel as are necessary to enable the Commission to perform the duties of the Commission.</content></paragraph>
<paragraph class="fontsize10" id="y1b7da9e3-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s8/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Confirmation of executive director</inline>.—</heading><content>The employment of an executive director shall be subject to confirmation by the Commission.</content></paragraph>
<paragraph class="fontsize10" id="y1b7da9e4-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s8/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Compensation</inline>.—</heading><subparagraph class="fontsize10" id="y1b7da9e5-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s8/c/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Except as provided in subparagraph (B), the Chairperson of the Commission may fix the compensation of the executive director and other personnel without regard to the provisions of chapter 51 and <ref href="/us/usc/t5/ch53/schIII">subchapter III of chapter 53 of title 5, United States Code</ref>, relating to classification of positions and General Schedule pay rates.</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7da9e6-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s8/c/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Maximum rate of pay</inline>.—</heading><content>The rate of pay for the executive director and other personnel shall not exceed the rate payable for level V of the Executive Schedule under <ref href="/us/usc/t5/s5316">section 5316 of title 5, United States Code</ref>.</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="y1b7da9e7-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s8/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Detail of Federal Government Employees</inline>.—</heading><paragraph class="fontsize10" id="y1b7da9e8-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s8/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>An employee of the Federal Government may be detailed to the Commission without reimbursement.</content></paragraph>
<paragraph class="fontsize10" id="y1b7da9e9-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s8/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Civil service status</inline>.—</heading><content>The detail of the employee shall be without interruption or loss of civil service status or privilege.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7da9ea-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s8/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Procurement of Temporary and Intermittent Services</inline>.—</heading><content>The Chairperson of the Commission may procure temporary and intermittent services in accordance with <ref href="/us/usc/t5/s3109/b">section 3109(b) of title 5, United States Code</ref>, at rates for individuals that do not exceed the daily equivalent of the annual rate of basic pay prescribed for level V of the Executive Schedule under section 5316 of that title.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7da9eb-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s8/f" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">(f) </num><heading class="fontsize10"><inline class="smallCaps">Advisory Committees</inline>.—</heading><content>The Commission may appoint such advisory committees as the Commission determines necessary.</content></subsection>

<section id="d239632e1101" identifier="/us/pl/114/196/s9" style="-uslm-lc:I658141"><num class="fontsize12" value="9">SEC. 9. </num><heading>EXPENDITURES OF COMMISSION.</heading><subsection class="firstIndent0 fontsize10" id="y1b7e1f1c-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s9/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>All expenditures of the Commission shall be made solely from donated funds.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7e1f1d-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s9/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Administrative Secretariat</inline>.—</heading><chapeau>The Secretary of the Interior shall, through a competitive process, seek to enter into an arrangement with a nonprofit organization, the mission of which is consistent with the purpose of this Act. Under such arrangement, such nonprofit organization shall—</chapeau><paragraph class="fontsize10" id="y1b7e1f1e-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s9/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>serve as the secretariat of the Commission, including by serving as the point of contact under section 5(e);</content></paragraph>
<paragraph class="fontsize10" id="y1b7e1f1f-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s9/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>house the administrative offices of the Commission;</content></paragraph>
<paragraph class="fontsize10" id="y1b7e1f20-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s9/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>assume responsibility for funds of the Commission; and</content></paragraph>
<paragraph class="fontsize10" id="y1b7e1f21-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s9/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>provide to the Commission financial and administrative services, including services related to budgeting, accounting, financial reporting, personnel, and procurement.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7e1f22-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s9/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Payment for Financial and Administrative Services</inline>.—</heading><paragraph class="fontsize10" id="y1b7e1f23-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s9/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Subject to paragraph (2), payment for services provided under subsection (b)(4) shall be made in <page identifier="/us/stat/130/692">130 STAT. 692</page>
advance, or by reimbursement, from funds of the Commission in such amounts as may be agreed on by the Chairperson of the Commission and the secretariat of the Commission.</content></paragraph>
<paragraph class="fontsize10" id="y1b7e1f24-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s9/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Relationship to regulations</inline>.—</heading><subparagraph class="fontsize10" id="y1b7e1f25-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s9/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b7e1f26-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Applicability.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Erroneous payments</inline>.—</heading><content>The regulations under <ref href="/us/usc/t5/s5514">section 5514 of title 5, United States Code</ref>, relating to the collection of indebtedness of personnel resulting from erroneous payments shall apply to the collection of erroneous payments made to, or on behalf of, a Commission employee.</content></subparagraph>
<subparagraph class="fontsize10" id="y1b7e1f27-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s9/c/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">No promulgation by commission</inline>.—</heading><content>The Commission shall not be required to prescribe any regulations relating to the matters described in subparagraph (A).</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="y1b7e1f28-e860-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/196/s9/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x1b7e1f29-e860-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Annual Report</inline>.—</heading><content>Once each year during the period beginning on the date of enactment of this Act and ending on December 31, 2027, the Commission shall submit to Congress a report of the activities of the Commission, including an accounting of funds received and expended during the year covered by the report.</content></subsection>

<section id="d239632e1211" identifier="/us/pl/114/196/s10" style="-uslm-lc:I658142"><num class="fontsize12" value="10">SEC. 10. </num><heading>TERMINATION OF COMMISSION.</heading><content style="-uslm-lc:I658120">  The Commission shall terminate on December 31, 2027.</content></section>
