<section id="d243319e88" identifier="/us/pl/114/155/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x94135b85-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s3711">42 USC 3711 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Bulletproof Vest Partnership Grant Program Reauthorization Act of 2015</shortTitle>”.</content></section>
<section id="d243319e103" identifier="/us/pl/114/155/s2" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>EXTENSION OF AUTHORIZATION OF APPROPRIATIONS FOR BULLETPROOF VEST PARTNERSHIP GRANT PROGRAM.</heading><content class="firstIndent0 fontsize10" id="x94135b86-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Section 1001(a)(23) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<ref href="/us/usc/t42/s3793/a/23">42 U.S.C. 3793(a)(23)</ref>) <amendingAction type="amend">is amended</amendingAction> to read as follows:<quotedContent><paragraph class="indentUp0 firstIndent0 fontsize10" id="y94135b87-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="23">“(23) </num><content>There is authorized to be appropriated to carry out part Y, $25,000,000 for each of fiscal years 2016 through 2020.”</content></paragraph>

<section id="d243319e124" identifier="/us/pl/114/155/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>EXPIRATION OF APPROPRIATED FUNDS.</heading><content class="firstIndent0 fontsize10" id="x94138298-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Section 2501 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<ref href="/us/usc/t42/s3796ll">42 U.S.C. 3796ll</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><subsection class="firstIndent0 fontsize10" id="y94138299-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="h">“(h) </num><heading class="fontsize10"><inline class="smallCaps">Expiration of Appropriated Funds</inline>.—</heading><paragraph class="fontsize10" id="y9413829a-e866-11f0-a1e4-69761a48a15a" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">Definition</inline>.—</heading><content>In this subsection, the term ‘<term>appropriated funds</term>’ means any amounts that are appropriated for any of fiscal years 2016 through 2020 to carry out this part.</content></paragraph>
<paragraph class="fontsize10" id="y9413829b-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9413829c-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Expiration</inline>.—</heading><content>All appropriated funds that are not obligated on or before December 31, 2022 shall be transferred to the General Fund of the Treasury not later than January 31, 2023.”</content></paragraph>

<section id="d243319e173" identifier="/us/pl/114/155/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>SENSE OF CONGRESS ON 2-YEAR LIMITATION ON FUNDS.</heading><content style="-uslm-lc:I658120">  It is the sense of Congress that amounts made available to carry out part Y of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<ref href="/us/usc/t42/s3796ll/etseq">42 U.S.C. 3796ll et seq.</ref>) should be made available through the end of the first fiscal year following the fiscal year for which the amounts are appropriated and should not be made available until expended.</content></section>
<section id="d243319e183" identifier="/us/pl/114/155/s5" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>MATCHING FUNDS LIMITATION.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x9413a9ad-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Section 2501(f) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<ref href="/us/usc/t42/s3796ll/f">42 U.S.C. 3796ll(f)</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y9413a9ae-e866-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/155/s5/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> paragraph (3) as paragraph (4); and</content></paragraph>
<paragraph class="fontsize10" id="y9413a9af-e866-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/155/s5/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="insert">inserting</amendingAction> after paragraph (2) the following:<page identifier="/us/stat/130/390">130 STAT. 390</page>
<quotedContent><paragraph class="indentUp0 fontsize10" id="y9413d0c0-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><heading class="fontsize10"><inline class="smallCaps">Limitation on matching funds</inline>.—</heading><content>A State, unit of local government, or Indian tribe may not use funding received under any other Federal grant program to pay or defer the cost, in whole or in part, of the matching requirement under paragraph (1).”</content></paragraph>

<section id="d243319e228" identifier="/us/pl/114/155/s6" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>APPLICATION OF BULLETPROOF VEST PARTNERSHIP GRANT PROGRAM REQUIREMENTS TO ANY ARMOR VEST OR BODY ARMOR PURCHASED WITH FEDERAL GRANT FUNDS.</heading><content class="firstIndent0 fontsize10" id="x9413d0c1-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Section 521 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<ref href="/us/usc/t42/s3766a">42 U.S.C. 3766a</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><subsection class="firstIndent0 fontsize10" id="y9413f7d2-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">“(c)</num><paragraph class="inline" id="y9413f7d3-e866-11f0-a1e4-69761a48a15a"><num value="1">(1) </num><chapeau>Notwithstanding any other provision of law, a grantee that uses funds made available under this part to purchase an armor vest or body armor shall—</chapeau><subparagraph class="fontsize10" id="y9413f7d4-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9413f7d5-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Compliance.</p></sidenote><content>comply with any requirements established for the use of grants made under part Y;</content></subparagraph>
<subparagraph class="fontsize10" id="y9413f7d6-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>have a written policy requiring uniformed patrol officers to wear an armor vest or body armor; and</content></subparagraph>
<subparagraph class="fontsize10" id="y9413f7d7-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>use the funds to purchase armor vests or body armor that meet any performance standards established by the Director of the Bureau of Justice Assistance.</content></subparagraph>

<paragraph class="indentUp0 firstIndent0 fontsize10" id="y9413f7d8-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>In this subsection, the terms ‘armor vest’ and ‘body armor’ have the meanings given such terms in section 2503.”</content></paragraph>

<section id="d243319e279" identifier="/us/pl/114/155/s7" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>UNIQUELY FITTED ARMOR VESTS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x94141ee9-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Section 2501(c) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<ref href="/us/usc/t42/s3796ll/c">42 U.S.C. 3796ll(c)</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y94141eea-e866-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/155/s7/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in paragraph (2), by <amendingAction type="delete">striking</amendingAction> “<quotedText>and</quotedText>” at the end;</content></paragraph>
<paragraph class="fontsize10" id="y94141eeb-e866-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/155/s7/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>in paragraph (3), by <amendingAction type="delete">striking</amendingAction> “<quotedText>; or</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>; and</quotedText>”;</content></paragraph>
<paragraph class="fontsize10" id="y94141eec-e866-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/155/s7/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> paragraph (4) as paragraph (5); and</content></paragraph>
<paragraph class="fontsize10" id="y94141eed-e866-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/155/s7/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>by <amendingAction type="insert">inserting</amendingAction> after paragraph (3) the following:<quotedContent><paragraph class="indentUp0 fontsize10" id="y94141eee-e866-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>provides armor vests to law enforcement officers that are uniquely fitted for such officers, including vests uniquely fitted to individual female law enforcement officers; or”</content></paragraph>
