<section id="d243556e92" identifier="/us/pl/114/152/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">National Bison Legacy Act</shortTitle>”.</content></section>
<section id="d243556e102" identifier="/us/pl/114/152/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x03df5a7a-e867-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Congress finds that—</chapeau><paragraph class="fontsize10" id="y03df5a7b-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>bison are considered a historical symbol of the United States;</content></paragraph>
<paragraph class="fontsize10" id="y03df818c-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>bison were integrally linked with the economic and spiritual lives of many Indian tribes through trade and sacred ceremonies;</content></paragraph>
<paragraph class="fontsize10" id="y03df818d-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>there are more than 60 Indian tribes participating in the Intertribal Buffalo Council;</content></paragraph>
<paragraph class="fontsize10" id="y03df818e-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>numerous members of Indian tribes are involved in bison restoration on tribal land;</content></paragraph>
<paragraph class="fontsize10" id="y03df818f-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>members of Indian tribes have a combined herd on more than 1,000,000 acres of tribal land;</content></paragraph>
<paragraph class="fontsize10" id="y03df8190-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>the Intertribal Buffalo Council is a tribal organization incorporated pursuant to section 17 of the Act of June 18, 1934 (commonly known as the “Indian Reorganization Act”) (<ref href="/us/usc/t25/s477">25 U.S.C. 477</ref>);</content></paragraph>
<paragraph class="fontsize10" id="y03df8191-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>bison can play an important role in improving the types of grasses found in landscapes to the benefit of grasslands;</content></paragraph>
<paragraph class="fontsize10" id="y03df8192-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>a small group of ranchers helped save bison from extinction in the late 1800s by gathering the remnants of the decimated herds;</content></paragraph>
<paragraph class="fontsize10" id="y03df8193-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/9" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><content>bison hold significant economic value for private producers and rural communities;</content></paragraph>
<paragraph class="fontsize10" id="y03df8194-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/10" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="10">(10) </num><content>according to the 2012 Census of Agriculture of the Department of Agriculture, as of 2012, 162,110 head of bison were under the stewardship of private producers, creating jobs and providing a sustainable and healthy meat source contributing to the food security of the United States;</content></paragraph>
<paragraph class="fontsize10" id="y03df8195-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/11" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="11">(11) </num><content>on December 8, 1905, William Hornaday, Theodore Roosevelt, and others formed the American Bison Society in response to the near extinction of bison in the United States;</content></paragraph>
<paragraph class="fontsize10" id="y03df8196-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/12" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="12">(12) </num><content>on October 11, 1907, the American Bison Society sent 15 captive-bred bison from the New York Zoological Park, now known as the “Bronx Zoo”, to the first wildlife refuge in the United States, which was known as the “Wichita Mountains Wildlife Refuge”, resulting in the first successful reintroduction <page identifier="/us/stat/130/374">130 STAT. 374</page>
of a mammal species on the brink of extinction back into the natural habitat of the species;</content></paragraph>
<paragraph class="fontsize10" id="y03df8197-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/13" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="13">(13) </num><content>in 2005, the American Bison Society was reestablished, bringing together bison ranchers, managers from Indian tribes, Federal and State agencies, conservation organizations, and natural and social scientists from the United States, Canada, and Mexico to create a vision for the North American bison in the 21st century;</content></paragraph>
<paragraph class="fontsize10" id="y03df8198-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/14" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="14">(14) </num><content>there are bison herds in National Wildlife Refuges and National Parks;</content></paragraph>
<paragraph class="fontsize10" id="y03df8199-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/15" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="15">(15) </num><content>there are bison in State-managed herds across 11 States;</content></paragraph>
<paragraph class="fontsize10" id="y03df819a-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/16" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="16">(16) </num><content>there is a growing effort to celebrate and officially recognize the historical, cultural, and economic significance of the North American bison to the heritage of the United States;</content></paragraph>
<paragraph class="fontsize10" id="y03df819b-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/17" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="17">(17) </num><content>a bison is portrayed on 2 State flags;</content></paragraph>
<paragraph class="fontsize10" id="y03df819c-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/18" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="18">(18) </num><content>the bison has been adopted by 3 States as the official mammal or animal of those States;</content></paragraph>
<paragraph class="fontsize10" id="y03df819d-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/19" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="19">(19) </num><content>a bison has been depicted on the official seal of the Department of the Interior since 1912;</content></paragraph>
<paragraph class="fontsize10" id="y03df819e-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/20" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="20">(20) </num><content>the buffalo nickel played an important role in modernizing the currency of the United States;</content></paragraph>
<paragraph class="fontsize10" id="y03df819f-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/21" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="21">(21) </num><content>several sports teams have the bison as a mascot, which highlights the iconic significance of bison in the United States;</content></paragraph>
<paragraph class="fontsize10" id="y03df81a0-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/22" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="22">(22) </num><content>in the 2nd session of the 113th Congress, 22 Senators led a successful effort to enact a resolution to designate November 1, 2014, as the third annual National Bison Day; and</content></paragraph>
<paragraph class="fontsize10" id="y03df81a1-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s2/23" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="23">(23) </num><content>members of Indian tribes, bison producers, conservationists, sportsmen, educators, and other public and private partners have participated in the annual National Bison Day celebration at several events across the United States and are committed to continuing this tradition annually on the first Saturday of November.</content></paragraph>

<section id="d243556e236" identifier="/us/pl/114/152/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>ESTABLISHMENT AND ADOPTION OF THE NORTH AMERICAN BISON AS THE NATIONAL MAMMAL.</heading><subsection class="firstIndent0 fontsize10" id="y03dfa7b2-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>The mammal commonly known as the “North American bison” is adopted as the national mammal of the United States.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y03dfa7b3-e867-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/152/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Rule of Construction</inline>.—</heading><content>Nothing in this Act or the adoption of the North American bison as the national mammal of the United States shall be construed or used as a reason to alter, <page identifier="/us/stat/130/375">130 STAT. 375</page>
change, modify, or otherwise affect any plan, policy, management decision, regulation, or other action by the Federal Government.</content></subsection>
