<section id="d339041e92" identifier="/us/pl/114/151/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Protect and Preserve International Cultural Property Act</shortTitle>”.</content></section>
<section id="d339041e102" identifier="/us/pl/114/151/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>SENSE OF CONGRESS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x23433df7-e867-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  It is the sense of Congress that the President should establish an interagency coordinating committee to coordinate the efforts of the executive branch to protect and preserve international cultural property at risk from political instability, armed conflict, or natural or other disasters. Such committee should—</chapeau><paragraph class="fontsize10" id="y23433df8-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>be chaired by a Department of State employee of Assistant Secretary rank or higher, concurrent with that employee’s other duties;</content></paragraph>
<paragraph class="fontsize10" id="y23433df9-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>include representatives of the Smithsonian Institution and Federal agencies with responsibility for the preservation and protection of international cultural property;</content></paragraph>
<paragraph class="fontsize10" id="y23433dfa-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>consult with governmental and nongovernmental organizations, including the United States Committee of the Blue Shield, museums, educational institutions, and research institutions, and participants in the international art and cultural property market on efforts to protect and preserve international cultural property;</content></paragraph>
<paragraph class="fontsize10" id="y23433dfb-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><chapeau>coordinate core United States interests in—</chapeau><subparagraph class="fontsize10" id="y23433dfc-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s2/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>protecting and preserving international cultural property;</content></subparagraph>
<subparagraph class="fontsize10" id="y23433dfd-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s2/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>preventing and disrupting looting and illegal trade and trafficking in international cultural property, particularly exchanges that provide revenue to terrorist and criminal organizations;</content></subparagraph>
<subparagraph class="fontsize10" id="y23433dfe-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s2/4/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>protecting sites of cultural and archaeological significance; and</content></subparagraph>
<subparagraph class="fontsize10" id="y23433dff-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s2/4/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>providing for the lawful exchange of international cultural property.</content></subparagraph>
</paragraph>
</section>
<section id="d339041e149" identifier="/us/pl/114/151/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x23433e00-e867-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">President.</p></sidenote><heading>EMERGENCY PROTECTION FOR SYRIAN CULTURAL PROPERTY.</heading><subsection class="firstIndent0 fontsize10" id="y23444f71-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>The President shall exercise the authority of the President under section 304 of the Convention on Cultural Property Implementation Act (<ref href="/us/usc/t19/s2603">19 U.S.C. 2603</ref>) to impose import restrictions set forth in section 307 of that Act (<ref href="/us/usc/t19/s2606">19 U.S.C. 2606</ref>) <page identifier="/us/stat/130/370">130 STAT. 370</page>
with respect to any archaeological or ethnological material of Syria—</chapeau><paragraph class="fontsize10" id="y23444f72-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x23444f73-e867-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><content>not later than 90 days after the date of the enactment of this Act;</content></paragraph>
<paragraph class="fontsize10" id="y23444f74-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>without regard to whether Syria is a State Party (as defined in section 302 of that Act (<ref href="/us/usc/t19/s2601">19 U.S.C. 2601</ref>)); and</content></paragraph>
<paragraph class="fontsize10" id="y23444f75-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><chapeau>notwithstanding—</chapeau><subparagraph class="fontsize10" id="y23444f76-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/a/3/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the requirement of subsection (b) of section 304 of that Act (<ref href="/us/usc/t19/s2603/b">19 U.S.C. 2603(b)</ref>) that an emergency condition (as defined in subsection (a) of that section) applies; and</content></subparagraph>
<subparagraph class="fontsize10" id="y23444f77-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/a/3/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the limitations under subsection (c) of that section.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y23444f78-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Annual Determination Regarding Certification</inline>.—</heading><paragraph class="fontsize10" id="y23444f79-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Determination</inline>.—</heading><subparagraph class="fontsize10" id="y23444f7a-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x23444f7b-e867-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Notification.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The President shall, not less often than annually, determine whether at least 1 of the conditions specified in subparagraph (B) is met, and shall notify the appropriate congressional committees of such determination.</content></subparagraph>
<subparagraph class="fontsize10" id="y23444f7c-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Conditions</inline>.—</heading><chapeau>The conditions referred to in subparagraph (A) are the following:</chapeau><clause class="fontsize10" id="y23444f7d-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/b/1/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>The Government of Syria is incapable, at the time a determination under such subparagraph is made, of fulfilling the requirements to request an agreement under section 303 of the Convention on Cultural Property Implementation Act (<ref href="/us/usc/t19/s2602">19 U.S.C. 2602</ref>), including the requirements under subsection (a)(3) of that section.</content></clause>
<clause class="fontsize10" id="y23444f7e-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/b/1/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>It would be against the United States national interest to enter into such an agreement.</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y23444f7f-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x23444f80-e867-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Termination of restrictions</inline>.—</heading><subparagraph class="fontsize10" id="y23444f81-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/b/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Except as provided in subparagraph (B), the import restrictions referred to in subsection (a) shall terminate on the date that is 5 years after the date on which the President determines that neither of the conditions specified in paragraph (1)(B) are met.</content></subparagraph>
<subparagraph class="fontsize10" id="y23444f82-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/b/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Request for termination</inline>.—</heading><chapeau>If Syria requests to enter into an agreement with the United States pursuant to section 303 of the Convention on Cultural Property Implementation Act (<ref href="/us/usc/t19/s2602">19 U.S.C. 2602</ref>) on or after the date on which the President determines that neither of the conditions specified in paragraph (1)(B) are met, the import restrictions referred to in subsection (a) shall terminate on the earlier of—</chapeau><clause class="fontsize10" id="y23444f83-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/b/2/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the date that is 3 years after the date on which Syria makes such a request; or</content></clause>
<clause class="fontsize10" id="y23444f84-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/b/2/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>the date on which the United States and Syria enter into such an agreement.</content></clause>
</subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y23444f85-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Waiver</inline>.—</heading><paragraph class="fontsize10" id="y23444f86-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x23444f87-e867-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Certification.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The President may waive the import restrictions referred to in subsection (a) for specified archaeological and ethnological material of Syria if the President certifies to the appropriate congressional committees that the conditions described in paragraph (2) are met.</content></paragraph>
<paragraph class="fontsize10" id="y23444f88-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Conditions</inline>.—</heading><chapeau>The conditions referred to in paragraph (1) are the following:</chapeau><subparagraph class="fontsize10" id="y23444f89-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/c/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A)</num><clause class="inline" id="y23444f8a-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/c/2/A/i"><num value="i">(i) </num><content>The owner or lawful custodian of the specified archaeological or ethnological material of Syria has <page identifier="/us/stat/130/371">130 STAT. 371</page>
requested that such material be temporarily located in the United States for protection purposes; or</content></clause>
<clause class="indentUp0 fontsize10" id="y23444f8b-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/c/2/A/ii" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x23444f8c-e867-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p></sidenote><content>if no owner or lawful custodian can reasonably be identified, the President determines that, for purposes of protecting and preserving such material, the material should be temporarily located in the United States.</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y23444f8d-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/c/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>Such material shall be returned to the owner or lawful custodian when requested by such owner or lawful custodian.</content></subparagraph>
<subparagraph class="fontsize10" id="y23444f8e-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/c/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>There is no credible evidence that granting a waiver under this subsection will contribute to illegal trafficking in archaeological or ethnological material of Syria or financing of criminal or terrorist activities.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y23444f8f-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Action</inline>.—</heading><content>If the President grants a waiver under this subsection, the specified archaeological or ethnological material of Syria that is the subject of such waiver shall be placed in the temporary custody of the United States Government or in the temporary custody of a cultural or educational institution within the United States for the purpose of protection, restoration, conservation, study, or exhibition, without profit.</content></paragraph>
<paragraph class="fontsize10" id="y23444f90-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/c/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Immunity from seizure</inline>.—</heading><content>Any archaeological or ethnological material that enters the United States pursuant to a waiver granted under this section shall have immunity from seizure under <ref href="/us/pl/89/259">Public Law 89–259</ref> (<ref href="/us/usc/t22/s2459">22 U.S.C. 2459</ref>)<sidenote><p class="leftAlign firstIndent0 fontsize8" id="x23444f91-e867-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Applicability.</p></sidenote>. All provisions of <ref href="/us/pl/89/259">Public Law 89–259</ref> shall apply to such material as if immunity from seizure had been granted under that Public Law.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y23444f92-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="y23444f93-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/d/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Appropriate congressional committees</inline>.—</heading><chapeau>The term “<term>appropriate congressional committees</term>” means—</chapeau><subparagraph class="fontsize10" id="y23444f94-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/d/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the Committee on Foreign Relations and the Committee on Finance of the Senate; and</content></subparagraph>
<subparagraph class="fontsize10" id="y23444f95-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/d/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the Committee on Foreign Affairs and the Committee on Ways and Means of the House of Representatives.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y23444f96-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s3/d/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Archaeological or ethnological material of syria</inline>.—</heading><content>The term “<term>archaeological or ethnological material of Syria</term>” means cultural property (as defined in section 302 of the Convention on Cultural Property Implementation Act (<ref href="/us/usc/t19/s2601">19 U.S.C. 2601</ref>)) that is unlawfully removed from Syria on or after March 15, 2011.</content></paragraph>
</subsection>
</section>
<section id="d339041e440" identifier="/us/pl/114/151/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x23444f97-e867-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">President.</p><p class="leftAlign firstIndent0 fontsize8" id="x23444f98-e867-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Time period.</p></sidenote><heading>REPORT.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x23449cb9-e867-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Not later than 1 year after the date of the enactment of this Act, and annually thereafter for the next 6 years, the President shall submit to the appropriate congressional committees a report on the efforts of the executive branch, during the 12-month period preceding the submission of the report, to protect and preserve international cultural property, including—</chapeau><paragraph class="fontsize10" id="y23449cba-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s4/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>whether an interagency coordinating committee as described in section 2 has been established and, if such a committee has been established, a description of the activities undertaken by such committee, including a list of the entities participating in such activities;</content></paragraph>
<paragraph class="fontsize10" id="y23449cbb-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s4/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>a description of measures undertaken pursuant to relevant statutes, including—</chapeau><subparagraph class="fontsize10" id="y23449cbc-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s4/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>actions to implement and enforce section 3 of this Act and section 3002 of the Emergency Protection for Iraqi <page identifier="/us/stat/130/372">130 STAT. 372</page>
Cultural Antiquities Act of 2004 (<ref href="/us/pl/108/429">Public Law 108–429</ref>; <ref href="/us/stat/118/2599">118 Stat. 2599</ref>), including measures to dismantle international networks that traffic illegally in cultural property;</content></subparagraph>
<subparagraph class="fontsize10" id="y23449cbd-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s4/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>a description of any requests for a waiver under section 3(c) of this Act and, for each such request, whether a waiver was granted;</content></subparagraph>
<subparagraph class="fontsize10" id="y23449cbe-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s4/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x23449cbf-e867-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">List.</p></sidenote><content>a list of the statutes and regulations employed in criminal, civil, and civil forfeiture actions to prevent illegal trade and trafficking in cultural property;</content></subparagraph>
<subparagraph class="fontsize10" id="y23449cc0-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s4/2/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>actions undertaken to ensure the consistent and effective application of law in cases relating to illegal trade and trafficking in cultural property; and</content></subparagraph>
<subparagraph class="fontsize10" id="y23449cc1-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s4/2/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>actions undertaken to promote the legitimate commercial and non-commercial exchange and movement of cultural property; and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y23449cc2-e867-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/151/s4/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>actions undertaken in fulfillment of international agreements on cultural property protection, including the Convention for the Protection of Cultural Property in the Event of Armed Conflict, done at The Hague May 14, 1954.</content></paragraph>
