<section id="d340712e92" identifier="/us/pl/114/132/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Directing Dollars to Disaster Relief Act of 2015</shortTitle>”.</content></section>
<section id="d340712e102" identifier="/us/pl/114/132/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x2d4bf5da-e86c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s5165e">42 USC 5165e note</ref>.</p></sidenote><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x2d4c43fb-e86c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  In this Act—</chapeau><paragraph class="fontsize10" id="y2d4c43fc-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s2/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>the term “<term>administrative cost</term>”—</chapeau><subparagraph class="fontsize10" id="y2d4c43fd-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s2/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>means a cost incurred by the Agency in support of the delivery of disaster assistance for a major disaster; and</content></subparagraph>
<subparagraph class="fontsize10" id="y2d4c43fe-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s2/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>does not include a cost incurred by a grantee or subgrantee;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2d4c43ff-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s2/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the term “<term>Administrator</term>” means the Administrator of the Agency;</content></paragraph>
<paragraph class="fontsize10" id="y2d4c4400-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s2/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>the term “<term>Agency</term>” means the Federal Emergency Management Agency;</content></paragraph>
<paragraph class="fontsize10" id="y2d4c4401-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s2/4" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>the term “<term>direct administrative cost</term>” means a cost incurred by a grantee or subgrantee of a program authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<ref href="/us/usc/t42/s5121/etseq">42 U.S.C. 5121 et seq.</ref>) that can be identified separately and assigned to a specific project;</content></paragraph>
<paragraph class="fontsize10" id="y2d4c4402-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s2/5" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>the term “<term>hazard mitigation program</term>” means the hazard mitigation grant program authorized under section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<ref href="/us/usc/t42/s5170c">42 U.S.C. 5170c</ref>);</content></paragraph>
<paragraph class="fontsize10" id="y2d4c4403-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s2/6" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>the term “<term>individual assistance program</term>” means the individual assistance grant program authorized under sections 408, 410, 415, 416, 426, and 502(a) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<ref href="/us/usc/t42/s5174">42 U.S.C. 5174</ref>, 5177, 5182, 5183, 5189d, and 5192(a));</content></paragraph>
<paragraph class="fontsize10" id="y2d4c4404-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s2/7" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>the term “<term>major disaster</term>” means a major disaster declared by the President under section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<ref href="/us/usc/t42/s5170">42 U.S.C. 5170</ref>);</content></paragraph>
<paragraph class="fontsize10" id="y2d4c6b15-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s2/8" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>the term “<term>mission assignment</term>” has the meaning given the term in section 641 of the Post-Katrina Emergency Management Reform Act of 2006 (<ref href="/us/usc/t6/s741">6 U.S.C. 741</ref>); and<page identifier="/us/stat/130/294">130 STAT. 294</page></content></paragraph>
<paragraph class="fontsize10" id="y2d4c6b16-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s2/9" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><content>the term “<term>public assistance program</term>” means the public assistance grant program authorized under sections 403(a)(3), 406, 418, 419, 428, and 502(a) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (<ref href="/us/usc/t42/s5170b/a/3">42 U.S.C. 5170b(a)(3)</ref>, 5172, 5185, 5186, 5189f, and 5192(a)).</content></paragraph>

<section id="d340712e196" identifier="/us/pl/114/132/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x2d4c6b17-e86c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s5165e">42 USC 5165e</ref>.</p></sidenote><heading>INTEGRATED PLAN FOR ADMINISTRATIVE COST REDUCTION.</heading><subsection class="firstIndent0 fontsize10" id="y2d4cb938-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x2d4cb939-e86c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Not later than 365 days after the date of enactment of this Act, the Administrator shall—</chapeau><paragraph class="fontsize10" id="y2d4cb93a-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><chapeau>develop and implement an integrated plan to control and reduce administrative costs for major disasters, which shall include—</chapeau><subparagraph class="fontsize10" id="y2d4cb93b-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s3/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>steps the Agency will take to reduce administrative costs;</content></subparagraph>
<subparagraph class="fontsize10" id="y2d4cb93c-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s3/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>milestones needed for accomplishing the reduction of administrative costs;</content></subparagraph>
<subparagraph class="fontsize10" id="y2d4cb93d-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s3/a/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>strategic goals for the average annual percentage of administrative costs of major disasters for each fiscal year;</content></subparagraph>
<subparagraph class="fontsize10" id="y2d4cb93e-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s3/a/1/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>the assignment of clear roles and responsibilities, including the designation of officials responsible for monitoring and measuring performance; and</content></subparagraph>
<subparagraph class="fontsize10" id="y2d4cb93f-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s3/a/1/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>a timetable for implementation;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2d4cb940-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>compare the costs and benefits of tracking the administrative cost data for major disasters by the public assistance, individual assistance, hazard mitigation, and mission assignment programs, and if feasible, track this information; and</content></paragraph>
<paragraph class="fontsize10" id="y2d4cb941-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s3/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>clarify Agency guidance and minimum documentation requirements for a direct administrative cost claimed by a grantee or subgrantee of a public assistance grant program.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y2d4cb942-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x2d4cb943-e86c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Congressional Update</inline>.—</heading><content>Not later than 90 days after the date of enactment of this Act, the Administrator shall brief the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives on the plan required to be developed under subsection (a)(1).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2d4cb944-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x2d4cb945-e86c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Reports.</p><p class="leftAlign firstIndent0 fontsize8" id="x2d4cb946-e86c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Notification.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Updates</inline>.—</heading><content>If the Administrator modifies the plan or the timetable under subsection (a), the Administrator shall submit to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a report notifying Congress of the modification, which shall include the details of the modification.</content></subsection>

<section id="d340712e285" identifier="/us/pl/114/132/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x2d4cb947-e86c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Time periods.</p><p class="leftAlign firstIndent0 fontsize8" id="x2d4cb948-e86c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s5165e">42 USC 5165e note</ref>.</p><p class="leftAlign firstIndent0 fontsize8" id="x2d4cb949-e86c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Effective date.</p></sidenote><heading>REPORTING REQUIREMENT.</heading><subsection class="firstIndent0 fontsize10" id="y2d4d548a-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Annual Report</inline>.—</heading><content>Not later than November 30 of each year for 7 years beginning on the date of enactment of this Act, the Administrator shall submit to Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a report on the development and implementation of the integrated plan required under section 3 for the previous fiscal year.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2d4d548b-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Report Updates</inline>.—</heading><paragraph class="fontsize10" id="y2d4d548c-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s4/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Three year update</inline>.—</heading><content>Not later than 3 years after the date on which the Administrator submits a report under subsection (a), the Administrator shall submit an updated report for the previous 3-fiscal-year period.<page identifier="/us/stat/130/295">130 STAT. 295</page></content></paragraph>
<paragraph class="fontsize10" id="y2d4d548d-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s4/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Five year update</inline>.—</heading><content>Not later than 5 years after the date on which the Administrator submits a report under subsection (a), the Administrator shall submit an updated report for the previous 5-fiscal-year period.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y2d4d548e-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Contents of Reports</inline>.—</heading><chapeau>Each report required under subsections (a) and (b) shall contain, at a minimum—</chapeau><paragraph class="fontsize10" id="y2d4d548f-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s4/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the total amount spent on administrative costs for the fiscal year period for which the report is being submitted;</content></paragraph>
<paragraph class="fontsize10" id="y2d4d5490-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s4/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the average annual percentage of administrative costs for the fiscal year period for which the report is being submitted;</content></paragraph>
<paragraph class="fontsize10" id="y2d4d5491-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s4/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x2d4d5492-e86c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Assessment.</p></sidenote><content>an assessment of the effectiveness of the plan developed under section 3(a)(1);</content></paragraph>
<paragraph class="fontsize10" id="y2d4d5493-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s4/c/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x2d4d5494-e86c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Analysis.</p></sidenote><chapeau>an analysis of—</chapeau><subparagraph class="fontsize10" id="y2d4d5495-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s4/c/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>whether the Agency is achieving the strategic goals established under section 3(a)(1)(C); and</content></subparagraph>
<subparagraph class="fontsize10" id="y2d4d5496-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s4/c/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>in the case of the Agency not achieving such strategic goals, what is preventing the Agency from doing so;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y2d4d5497-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s4/c/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>any actions the Agency has identified as useful in improving upon and reaching the goals for administrative costs established under section 3(a)(1)(C); and</content></paragraph>
<paragraph class="fontsize10" id="y2d4d5498-e86c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/132/s4/c/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>any data described in section 3(a)(2), if the Agency determines it is feasible to track such data.</content></paragraph>
</subsection>
