<section id="d341102e92" identifier="/us/pl/114/124/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Research Excellence and Advancements for Dyslexia Act</shortTitle>” or the “<shortTitle role="act">READ Act</shortTitle>”.</content></section>
<section id="d341102e105" identifier="/us/pl/114/124/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7286c71c-e86d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s1862r">42 USC 1862r note</ref>.</p></sidenote><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x7286ee2d-e86d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  The Congress finds the following:</chapeau><paragraph class="fontsize10" id="y7286ee2e-e86d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/124/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>As many as 1 out of 6, or 8,500,000, American school children may have dyslexia.</content></paragraph>
<paragraph class="fontsize10" id="y7286ee2f-e86d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/124/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Since 1975, dyslexia has been included in the list of qualifying learning disabilities under the Education for All Handicapped Children Act of 1975 and the Individuals with Disabilities Education Act.</content></paragraph>

<section id="d341102e127" identifier="/us/pl/114/124/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7286ee30-e86d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s1862r">42 USC 1862r note</ref>.</p></sidenote><heading>RESEARCH IN DISABILITIES EDUCATION.</heading><subsection class="firstIndent0 fontsize10" id="y72871541-e86d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/124/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Program</inline>.—</heading><content>Nothing in this Act alters the National Science Foundation’s Research in Disabilities Education program for fundamental and implementation research about learners (of all ages) with disabilities, including dyslexia, in science, technology, engineering, and mathematics (STEM). The National Science Foundation shall continue to encourage efforts to understand and address disability-based differences in STEM education and workforce participation, including differences for dyslexic learners.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y72871542-e86d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/124/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Line Item</inline>.—</heading><content>The Director of the National Science Foundation shall include the amount requested for the Research in Disabilities Education program in the Foundation’s annual congressional budget justification.</content></subsection>

<section id="d341102e156" identifier="/us/pl/114/124/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x72873c53-e86d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s1862r–1">42 USC 1862r–1</ref>.</p></sidenote><heading>DYSLEXIA.</heading><subsection class="firstIndent0 fontsize10" id="y7287b184-e86d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/124/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Consistent with subsection (c), the National Science Foundation shall support multi-directorate, merit-reviewed, and competitively awarded research on the science of specific learning disability, including dyslexia, such as research on the early identification of children and students with dyslexia, professional development for teachers and administrators of students with dyslexia, curricula and educational tools needed for children with dyslexia, and implementation and scaling of successful models of dyslexia intervention. Research supported under this subsection shall be conducted with the goal of practical application.<page identifier="/us/stat/130/121">130 STAT. 121</page></content></subsection>
<subsection class="firstIndent0 fontsize10" id="y7287b185-e86d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/124/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Awards</inline>.—</heading><content>To promote development of early career researchers, in awarding funds under subsection (a) the National Science Foundation shall prioritize applications for funding submitted by early career researchers.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y7287b186-e86d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/124/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Coordination</inline>.—</heading><content>To prevent unnecessary duplication of research, activities under this Act shall be coordinated with similar activities supported by other Federal agencies, including research funded by the Institute of Education Sciences and the National Institutes of Health.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y7287b187-e86d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/124/s4/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7287b188-e86d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Time period.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Funding</inline>.—</heading><content>The National Science Foundation shall devote not less than $5,000,000 to research described in subsection (a), which shall include not less than $2,500,000 for research on the science of dyslexia, for each of fiscal years 2017 through 2021, subject to the availability of appropriations, to come from amounts made available for the Research and Related Activities account or the Education and Human Resources Directorate under subsection (e). This section shall be carried out using funds otherwise appropriated by law after the date of enactment of this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y7287b189-e86d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/124/s4/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7287b18a-e86d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Time period.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Authorization</inline>.—</heading><content>For each of fiscal years 2016 through 2021, there are authorized out of funds appropriated to the National Science Foundation, $5,000,000 to carry out the activities described in subsection (a).</content></subsection>

<section id="d341102e221" identifier="/us/pl/114/124/s5" role="definitions" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x7287b18b-e86d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s1862r–1">42 USC 1862r–1 note</ref>.</p></sidenote><heading>DEFINITION OF SPECIFIC LEARNING DISABILITY.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x7287ffac-e86d-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  In this Act, the term “<term>specific learning disability</term>”—</chapeau><paragraph class="fontsize10" id="y7287ffad-e86d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/124/s5/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>means a disorder in 1 or more of the basic psychological processes involved in understanding or in using language, spoken or written, which disorder may manifest itself in the imperfect ability to listen, think, speak, read, write, spell, or do mathematical calculations;</content></paragraph>
<paragraph class="fontsize10" id="y7287ffae-e86d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/124/s5/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>includes such conditions as perceptual disabilities, brain injury, minimal brain dysfunction, dyslexia, and developmental aphasia; and</content></paragraph>
<paragraph class="fontsize10" id="y7287ffaf-e86d-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/124/s5/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>does not include a learning problem that is primarily the result of visual, hearing, or motor disabilities, of intellectual disability, of emotional disturbance, or of environmental, cultural, or economic disadvantage.</content></paragraph>
