<section id="d247466e92" identifier="/us/pl/114/123/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">United States-Jordan Defense Cooperation Act of 2015</shortTitle>”.</content></section>
<section id="d247466e102" identifier="/us/pl/114/123/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x9dab8c71-e86d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Congress makes the following findings:</chapeau><paragraph class="fontsize10" id="y9dab8c72-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>As of January 22, 2015, the United States Government has provided $3,046,343,000 in assistance to respond to the Syria humanitarian crisis, of which nearly $467,000,000 has been provided to the Hashemite Kingdom of Jordan.</content></paragraph>
<paragraph class="fontsize10" id="y9dab8c73-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>As of January 2015, according to the United Nations High Commissioner for Refugees, there were 621,937 registered Syrian refugees in Jordan and 83.8 percent of whom lived outside refugee camps.</content></paragraph>
<paragraph class="fontsize10" id="y9dab8c74-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>In 2000, the United States and Jordan signed a free-trade agreement that went into force in 2001.</content></paragraph>
<paragraph class="fontsize10" id="y9dab8c75-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>In 1996, the United States granted Jordan major non-NATO ally status.</content></paragraph>
<paragraph class="fontsize10" id="y9dab8c76-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>Jordan is suffering from the Syrian refugee crisis and the threat of the Islamic State of Iraq and the Levant (ISIL).</content></paragraph>
<paragraph class="fontsize10" id="y9dab8c77-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s2/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>The Government of Jordan was elected as a non-permanent member of the United Nations Security Council for a 2-year term ending in December 2015.</content></paragraph>
<paragraph class="fontsize10" id="y9dab8c78-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s2/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>Enhanced support for defense cooperation with Jordan is important to the national security of the United States, including through creation of a status in law for Jordan similar to the countries in the North Atlantic Treaty Organization, Japan, Australia, the Republic of Korea, Israel, and New Zealand, with respect to consideration by Congress of foreign military sales to Jordan.</content></paragraph>
<paragraph class="fontsize10" id="y9dab8c79-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s2/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>The Colorado National Guard’s relationship with the Jordanian military provides a significant benefit to both the United States and Jordan.</content></paragraph>
<paragraph class="fontsize10" id="y9dab8c7a-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s2/9" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9dab8c7b-e86d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Moaz</p><p class="leftAlign firstIndent0 fontsize8" id="x9dab8c7c-e86d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">al-Kasasbeh.</p></sidenote><content>Jordanian pilot Moaz al-Kasasbeh was brutally murdered by ISIL.</content></paragraph>
<paragraph class="fontsize10" id="y9dab8c7d-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s2/10" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="10">(10) </num><content>On February 3, 2015, Secretary of State John Kerry and Jordanian Foreign Minister Nasser Judeh signed a new Memorandum of Understanding that reflects the intention to increase United States assistance to the Government of Jordan <page identifier="/us/stat/130/118">130 STAT. 118</page>
from $660,000,000 to $1,000,000,000 for each of the years 2015 through 2017.</content></paragraph>
<paragraph class="fontsize10" id="y9dab8c7e-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s2/11" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="11">(11) </num><chapeau>On December 5, 2014, in an interview on CBS This Morning, Jordanian King Abdullah II stated—</chapeau><subparagraph class="fontsize10" id="y9dab8c7f-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s2/11/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in reference to ISIL, “This is a Muslim problem. We need to take ownership of this. We need to stand up and say what is wrong”; and</content></subparagraph>
<subparagraph class="fontsize10" id="y9dab8c80-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s2/11/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>“This is our war. This is a war inside Islam. So we have to own up to it. We have to take the lead. We have to start fighting back.”.</content></subparagraph>

<section id="d247466e185" identifier="/us/pl/114/123/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>STATEMENT OF POLICY.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x9dabb391-e86d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  It should be the policy of the United States—</chapeau><paragraph class="fontsize10" id="y9dabb392-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>to support the Hashemite Kingdom of Jordan in its response to the Syrian refugee crisis;</content></paragraph>
<paragraph class="fontsize10" id="y9dabb393-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>to provide necessary assistance to alleviate the domestic burden to provide basic needs for the assimilated Syrian refugees;</content></paragraph>
<paragraph class="fontsize10" id="y9dabb394-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s3/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>to cooperate with Jordan to combat the terrorist threat from the Islamic State of Iraq and the Levant (ISIL) or other terrorist organizations; and</content></paragraph>
<paragraph class="fontsize10" id="y9dabb395-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s3/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>to help secure the border between Jordan and its neighbors Syria and Iraq.</content></paragraph>

<section id="d247466e213" identifier="/us/pl/114/123/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>SENSE OF CONGRESS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x9dabdaa6-e86d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  It is the sense of Congress that—</chapeau><paragraph class="fontsize10" id="y9dabdaa7-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s4/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>expeditious consideration of certifications of letters of offer to sell defense articles, defense services, design and construction services, and major defense equipment to the Hashemite Kingdom of Jordan under section 36(b) of the Arms Export Control Act (<ref href="/us/usc/t22/s2776/b">22 U.S.C. 2776(b)</ref>) is fully consistent with United States security and foreign policy interests and the objectives of world peace and security;</content></paragraph>
<paragraph class="fontsize10" id="y9dabdaa8-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s4/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Congress welcomes the statement of King Abdullah II quoted in section (2)(11); and</content></paragraph>
<paragraph class="fontsize10" id="y9dabdaa9-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s4/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>it is in the interest of peace and stability for regional members of the Global Coalition to Combat ISIL to continue their commitment to, and increase their involvement in, addressing the threat posed by ISIL.</content></paragraph>

<section id="d247466e239" identifier="/us/pl/114/123/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x9dabdaaa-e86d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s2753">22 USC 2753 note</ref>.</p><p class="leftAlign firstIndent0 fontsize8" id="x9dabdaab-e86d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p><p class="leftAlign firstIndent0 fontsize8" id="x9dabdaac-e86d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Effective date.</p></sidenote><heading>ENHANCED DEFENSE COOPERATION.</heading><subsection class="firstIndent0 fontsize10" id="y9dac28cd-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>During the 3-year period beginning on the date of the enactment of this Act, the Hashemite Kingdom of Jordan shall be treated as if it were a country listed in the provisions of law described in subsection (b) for purposes of applying and administering such provisions of law.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y9dac28ce-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Arms Export Control Act</inline>.—</heading><chapeau>The provisions of law described in this subsection are—</chapeau><paragraph class="fontsize10" id="y9dac28cf-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s5/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>subsections (b)(2), (d)(2)(B), (d)(3)(A)(i), and (d)(5) of section 3 of the Arms Export Control Act (<ref href="/us/usc/t22/s2753">22 U.S.C. 2753</ref>);</content></paragraph>
<paragraph class="fontsize10" id="y9dac28d0-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s5/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>subsections (e)(2)(A), (h)(1)(A), and (h)(2) of section 21 of such Act (<ref href="/us/usc/t22/s2761">22 U.S.C. 2761</ref>);</content></paragraph>
<paragraph class="fontsize10" id="y9dac28d1-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s5/b/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>subsections (b)(1), (b)(2), (b)(6), (c), and (d)(2)(A) of section 36 of such Act (<ref href="/us/usc/t22/s2776">22 U.S.C. 2776</ref>);</content></paragraph>
<paragraph class="fontsize10" id="y9dac28d2-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s5/b/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>section 62(c)(1) of such Act (<ref href="/us/usc/t22/s2796a/c/1">22 U.S.C. 2796a(c)(1)</ref>); and</content></paragraph>
<paragraph class="fontsize10" id="y9dac28d3-e86d-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/123/s5/b/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>section 63(a)(2) of such Act (<ref href="/us/usc/t22/s2796b/a/2">22 U.S.C. 2796b(a)(2)</ref>).<page identifier="/us/stat/130/119">130 STAT. 119</page></content></paragraph>

<section id="d247466e319" identifier="/us/pl/114/123/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>MEMORANDUM OF UNDERSTANDING.</heading><content style="-uslm-lc:I658120">  Subject to the availability of appropriations, the Secretary of State is authorized to enter into a memorandum of understanding with the Hashemite Kingdom of Jordan to increase economic support funds, military cooperation, including joint military exercises, personnel exchanges, support for international peacekeeping missions, and enhanced strategic dialogue.</content></section>
