<section id="d249219e90" identifier="/us/pl/114/118/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">District of Columbia Courts, Public Defender Service, and Court Services and Offender Supervision Agency Act of 2015</shortTitle>”.</content></section>
<section id="d249219e100" identifier="/us/pl/114/118/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>AUTHORITIES OF DISTRICT OF COLUMBIA COURTS.</heading><subsection class="firstIndent0 fontsize10" id="y78c9e8da-e86e-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/118/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Authorization To Collect Debts and Erroneous Payments From Employees</inline>.—</heading><paragraph class="fontsize10" id="y78c9e8db-e86e-11f0-a1e4-69761a48a15a" identifier="/us/pl/114/118/s2/a/1" role="instruction" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Subchapter II of chapter 17 of title 11, District of Columbia Official Code, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><section class="centered fontsize12" id="y78cafa4c-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658166"><num class="fontsize12" value="11–1733">“§ 11–1733.</num><heading class="fontsize12"> Collection, compromise, and waiver of employee debts and erroneous payments</heading><subsection class="indentDown1 firstIndent0 fontsize10" id="y78cafa4d-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><heading class="fontsize10"><inline class="smallCaps">Collection of Debts and Erroneous Payments Made to Employees</inline>.—</heading><paragraph class="fontsize10" id="y78cafa4e-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">Authority to collect</inline>.—</heading><content>If the Executive Officer determines that an employee or former employee of the District of Columbia Courts is indebted to the District of Columbia Courts because of an erroneous payment made to or on behalf of the employee or former employee, or any other debt, the Executive Officer may collect the amount of the debt in accordance with this subsection.</content></paragraph>
<paragraph class="fontsize10" id="y78cafa4f-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Timing of collection</inline>.—</heading><content>The Executive Officer may collect a debt from an employee under this subsection in monthly installments or at officially established regular pay period intervals, by deduction in reasonable amounts from the current pay of the employee.</content></paragraph>
<paragraph class="fontsize10" id="y78cafa50-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><heading class="fontsize10"><inline class="smallCaps">Source of deductions</inline>.—</heading><content>The Executive Officer may make a deduction under paragraph (2) from any wages, salary, compensation, remuneration for services, or other authorized pay, including incentive pay, back pay, and lump sum leave payments, but not including retirement pay.</content></paragraph>
<paragraph class="fontsize10" id="y78cb2161-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><heading class="fontsize10"><inline class="smallCaps">Limit on amount</inline>.—</heading><chapeau>In making deductions under paragraph (2) with respect to an employee, the Executive Officer—</chapeau><subparagraph class="fontsize10" id="y78cb2162-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>except as provided in subparagraph (B), may not deduct more than 20 percent of the disposable pay of the employee for any period; and<page identifier="/us/stat/130/10">130 STAT. 10</page></content></subparagraph>
<subparagraph class="fontsize10" id="y78cb2163-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>upon consent of the employee, may deduct more than 20 percent of the disposable pay of the employee for any period.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y78cb2164-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">“(5) </num><heading class="fontsize10"><inline class="smallCaps">Collections after employment</inline>.—</heading><chapeau>If the employment of an employee ends before the Executive Officer completes the collection of the amount of the employee’s debt under this subsection, deductions may be made—</chapeau><subparagraph class="fontsize10" id="y78cb2165-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>from later non-periodic government payments of any nature due the former employee, except retirement pay; and</content></subparagraph>
<subparagraph class="fontsize10" id="y78cb2166-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>without regard to the limit under paragraph (4)(A).</content></subparagraph>
</paragraph>
</subsection>
<subsection class="indentDown1 firstIndent0 fontsize10" id="y78cb2167-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Notice and Hearing Required</inline>.—</heading><paragraph class="fontsize10" id="y78cb2168-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>Except as provided in paragraph (3), prior to initiating any proceeding under subsection (a) to collect any debt from an individual, the Executive Officer shall provide the individual with—</chapeau><subparagraph class="fontsize10" id="y78cb2169-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x78cb216a-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><chapeau>written notice, not later than 30 days before the date on which the Executive Officer initiates the proceeding, that informs the individual of—</chapeau><clause class="fontsize10" id="y78cb216b-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>the nature and amount of the debt determined by the District of Columbia Courts to be due;</content></clause>
<clause class="fontsize10" id="y78cb216c-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>the intention of the Courts to initiate a proceeding to collect the debt through deductions from pay; and</content></clause>
<clause class="fontsize10" id="y78cb216d-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><content>an explanation of the rights of the individual under this section;</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y78cb216e-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>an opportunity to inspect and copy Court records relating to the debt;</content></subparagraph>
<subparagraph class="fontsize10" id="y78cb216f-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>an opportunity to enter into a written agreement with the Courts, under terms agreeable to the Executive Officer, to establish a schedule for the repayment of the debt; and</content></subparagraph>
<subparagraph class="fontsize10" id="y78cb2170-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">“(D) </num><chapeau>an opportunity for a hearing in accordance with paragraph (2) on the determination of the Courts—</chapeau><clause class="fontsize10" id="y78cb2171-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>concerning the existence or amount of the debt; and</content></clause>
<clause class="fontsize10" id="y78cb2172-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>in the case of an individual whose repayment schedule is established other than by a written agreement under subparagraph (C), concerning the terms of the repayment schedule.</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y78cb2173-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Procedures for hearings</inline>.—</heading><subparagraph class="fontsize10" id="y78cb2174-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x78cb2175-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Availability of hearing upon request</inline>.—</heading><content>Except as provided in paragraph (3), the Executive Officer shall provide a hearing under this paragraph if an individual, not later than 15 days after the date on which the individual receives a notice under paragraph (1)(A), and in accordance with any procedures that the Executive Officer prescribes, files a petition requesting the hearing.</content></subparagraph>
<subparagraph class="fontsize10" id="y78cb2176-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><heading class="fontsize10"><inline class="smallCaps">Basis for hearing</inline>.—</heading><chapeau>A hearing under this paragraph shall be on the written submissions unless the hearing officer determines that the existence or amount of the debt—</chapeau><clause class="fontsize10" id="y78cb2177-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>turns on an issue of credibility or veracity; or</content></clause>
<clause class="fontsize10" id="y78cb2178-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>cannot be resolved by a review of the documentary evidence.<page identifier="/us/stat/130/11">130 STAT. 11</page></content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y78cb2179-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><heading class="fontsize10"><inline class="smallCaps">Stay of collection proceedings</inline>.—</heading><content>The timely filing of a petition for a hearing under subparagraph (A) shall stay the commencement of collection proceedings under this section.</content></subparagraph>
<subparagraph class="fontsize10" id="y78cb217a-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">“(D) </num><heading class="fontsize10"><inline class="smallCaps">Independent officer</inline>.—</heading><content>An independent hearing officer appointed in accordance with regulations promulgated under subsection (e) shall conduct a hearing under this paragraph.</content></subparagraph>
<subparagraph class="fontsize10" id="y78cb217b-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">“(E) </num><heading class="fontsize10"><inline class="smallCaps">Deadline for decision</inline>.—</heading><content>The hearing officer shall issue a final decision regarding the questions covered by the hearing at the earliest practicable date, and not later than 60 days after the date of the hearing.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y78cb217c-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x78cb217d-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Exception</inline>.—</heading><chapeau>Paragraphs (1) and (2) shall not apply to a routine intra-Courts adjustment of pay that is attributable to a clerical or administrative error or delay in processing pay documents that occurred within the 4 pay periods preceding the adjustment or to any adjustment that amounts to not more than $50, if at the time of the adjustment, or as soon thereafter as practical, the Executive Officer provides the individual—</chapeau><subparagraph class="fontsize10" id="y78cb217e-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x78cb217f-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Notice.</p></sidenote><content>written notice of the nature and amount of the adjustment; and</content></subparagraph>
<subparagraph class="fontsize10" id="y78cb2180-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>a point of contact for contesting the adjustment.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="indentDown1 firstIndent0 fontsize10" id="y78cb2181-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">“(c) </num><heading class="fontsize10"><inline class="smallCaps">Compromise</inline>.—</heading><paragraph class="fontsize10" id="y78cb2182-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">Authority to compromise claims</inline>.—</heading><chapeau>The Executive Officer may—</chapeau><subparagraph class="fontsize10" id="y78cb2183-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>compromise a claim to collect a debt under this section if the amount involved is not more than $100,000; and</content></subparagraph>
<subparagraph class="fontsize10" id="y78cb2184-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><chapeau>suspend or end collection action on a claim described in subparagraph (A) if the Executive Officer determines that—</chapeau><clause class="fontsize10" id="y78cb2185-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>no person liable on the claim has the present or prospective ability to pay a significant amount of the claim; or</content></clause>
<clause class="fontsize10" id="y78cb2186-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>the cost of collecting the claim is likely to be more than the amount recovered.</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y78cb2187-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Effect of compromise</inline>.—</heading><content>A compromise under this subsection shall be final and conclusive unless obtained by fraud, misrepresentation, presenting a false claim, or mutual mistake of fact.</content></paragraph>
<paragraph class="fontsize10" id="y78cb2188-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><heading class="fontsize10"><inline class="smallCaps">No liability of official responsible for compromise</inline>.—</heading><content>An accountable official shall not be liable for an amount paid or for the value of property lost or damaged if the amount or value is not recovered because of a compromise under this subsection.</content></paragraph>
</subsection>
<subsection class="indentDown1 firstIndent0 fontsize10" id="y78cb2189-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">“(d) </num><heading class="fontsize10"><inline class="smallCaps">Waiver of Claim</inline>.—</heading><paragraph class="fontsize10" id="y78cb218a-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">Authority to waive claims</inline>.—</heading><chapeau>Upon application from a person liable on a claim to collect a debt under this section, the Executive Officer may, with written justification, waive the claim if collection would be—</chapeau><subparagraph class="fontsize10" id="y78cb218b-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>against equity;</content></subparagraph>
<subparagraph class="fontsize10" id="y78cb218c-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>against good conscience; and</content></subparagraph>
<subparagraph class="fontsize10" id="y78cb218d-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>not in the best interests of the District of Columbia Courts.<page identifier="/us/stat/130/12">130 STAT. 12</page></content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y78cb218e-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Limitations on authority</inline>.—</heading><chapeau>The Executive Officer may not waive a claim under this subsection if the Executive Officer—</chapeau><subparagraph class="fontsize10" id="y78cb218f-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>determines that there exists, in connection with the claim, an indication of fraud, misrepresentation, fault, or lack of good faith on the part of the employee, the former employee, or any other person that has an interest in obtaining a waiver of the claim; or</content></subparagraph>
<subparagraph class="fontsize10" id="y78cb2190-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x78cb2191-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Time period.</p></sidenote><content>receives the application for waiver later than 3 years after the later of the date on which the erroneous payment was discovered or the date of enactment of this section, unless the claim involves money owed for Federal health benefits, Federal life insurance, or Federal retirement benefits.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y78cb2192-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><heading class="fontsize10"><inline class="smallCaps">Denial of application for waiver</inline>.—</heading><content>A decision by the Executive Officer to deny an application for a waiver under this subsection shall be the final administrative decision of the District government.</content></paragraph>
<paragraph class="fontsize10" id="y78cb2193-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x78cb2194-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Refund of amounts already collected against claim subsequently waived</inline>.—</heading><content>If the Executive Officer waives a claim against an employee or former employee under this section after the District of Columbia Courts have been reimbursed for the claim in whole or in part, the Executive Officer shall provide the employee or former employee a refund of the amount of the reimbursement upon application for the refund, if the Executive Officer receives the application not later than 2 years after the effective date of the waiver.</content></paragraph>
<paragraph class="fontsize10" id="y78cb2195-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">“(5) </num><heading class="fontsize10"><inline class="smallCaps">Effect on accounts of courts</inline>.—</heading><content>In the audit and settlement of accounts of any accountable official, full credit shall be given for any amounts with respect to which collection by the District of Columbia Courts is waived under this subsection.</content></paragraph>
<paragraph class="fontsize10" id="y78cb2196-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">“(6) </num><heading class="fontsize10"><inline class="smallCaps">Validity of payments</inline>.—</heading><content>An erroneous payment or debt, the collection of which is waived under this subsection, shall be a valid payment for all purposes.</content></paragraph>
<paragraph class="fontsize10" id="y78cb2197-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">“(7) </num><heading class="fontsize10"><inline class="smallCaps">No effect on other authorities</inline>.—</heading><content>Nothing in this subsection shall be construed to affect the authority of the District of Columbia under any other statute to litigate, settle, compromise, or waive any claim of the District of Columbia.</content></paragraph>

<subsection class="indentDown1 firstIndent0 fontsize10" id="y78cb2198-e86e-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">“(e) </num><heading class="fontsize10"><inline class="smallCaps">Regulations</inline>.—</heading><content>The authority of the Executive Officer under this section shall be subject to regulations promulgated by the Joint Committee.”</content></subsection>

Columbia Courts whose responsibilities warrant the wearing of uniforms if the cost of furnishing a uniform to an employee during a year does not exceed the amount applicable for the year under <ref href="/us/usc/t5/s5901/a/1">section 5901(a)(1) of title 5, United States Code</ref> (relating to the uniform allowance for employees of the Government of the United States).</quotedText>”.</content></subsection>
