<section id="d353252e191" identifier="/us/pl/114/102/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>STATEMENT OF POLICY.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xe8794cb7-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  It shall be the policy of the United States to—</chapeau><paragraph class="fontsize10" id="ye8794cb8-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>prevent Hizballah’s global logistics and financial network from operating in order to curtail funding of its domestic and international activities; and</content></paragraph>
<paragraph class="fontsize10" id="ye8794cb9-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>utilize all available diplomatic, legislative, and executive avenues to combat the global criminal activities of Hizballah as a means to block that organization’s ability to fund its global terrorist activities.<page identifier="/us/stat/129/2206">129 STAT. 2206</page></content></paragraph>

<title id="d353252e211" identifier="/us/pl/114/102/tI" style="-uslm-lc:I658178"><num value="I">TITLE I—</num><heading>PREVENTION OF ACCESS BY HIZBALLAH TO INTERNATIONAL FINANCIAL AND OTHER INSTITUTIONS</heading>
<section id="d353252e216" identifier="/us/pl/114/102/tI/s101" style="-uslm-lc:I658143"><num class="fontsize12" value="101">SEC. 101. </num><heading>REPORT ON IMPOSITION OF SANCTIONS ON CERTAIN SATELLITE PROVIDERS THAT CARRY AL-MANAR TV.</heading><subsection class="firstIndent0 fontsize10" id="ye8799ada-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s101/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe8799adb-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">President.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>Not later than 90 days after the date of the enactment of this Act, the President shall submit to the appropriate congressional committees and leadership a report on the following:</chapeau><paragraph class="fontsize10" id="ye8799adc-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s101/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The activities of all satellite, broadcast, Internet, or other providers that have knowingly entered into a contractual relationship with al-Manar TV, and any affiliates or successors thereof.</content></paragraph>
<paragraph class="fontsize10" id="ye8799add-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s101/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>With respect to all providers described in paragraph (1)—</chapeau><subparagraph class="fontsize10" id="ye8799ade-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s101/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>an identification of those providers that have been sanctioned pursuant to Executive Order 13224 (<ref href="/us/usc/t50/s1701">50 U.S.C. 1701 note</ref>; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism); and</content></subparagraph>
<subparagraph class="fontsize10" id="ye8799adf-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s101/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>an identification of those providers that have not been sanctioned pursuant to Executive Order 13224 and, with respect to each such provider, any information indicating that the provider has knowingly entered into a contractual relationship with al-Manar TV, and any affiliates or successors of al-Manar TV.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ye8799ae0-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s101/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Form of Report</inline>.—</heading><content>The report required by subsection (a) shall be submitted in unclassified form to the greatest extent possible, but may include a classified annex.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ye879c1f1-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s101/c" role="definitions" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Appropriate Congressional Committees and Leadership Defined</inline>.—</heading><chapeau>In this section, the term “<term>appropriate congressional committees and leadership</term>” means—</chapeau><paragraph class="fontsize10" id="ye879c1f2-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s101/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the Speaker, the minority leader, the Committee on Foreign Affairs, the Committee on Financial Services, and the Permanent Select Committee on Intelligence of the House of Representatives; and</content></paragraph>
<paragraph class="fontsize10" id="ye879c1f3-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s101/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the majority leader, the minority leader, the Committee on Foreign Relations, the Committee on Banking, Housing, and Urban Affairs, and the Select Committee on Intelligence of the Senate.</content></paragraph>

<section id="d353252e285" identifier="/us/pl/114/102/tI/s102" style="-uslm-lc:I658143"><num class="fontsize12" value="102">SEC. 102. </num><heading>SANCTIONS WITH RESPECT TO FINANCIAL INSTITUTIONS THAT ENGAGE IN CERTAIN TRANSACTIONS.</heading><subsection class="firstIndent0 fontsize10" id="ye87b2184-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Prohibitions and Conditions With Respect to Certain Accounts Held by Foreign Financial Institutions</inline>.—</heading><paragraph class="fontsize10" id="ye87b2185-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe87b2186-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="xe87b2187-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">President.</p><p class="leftAlign firstIndent0 fontsize8" id="xe87b2188-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Regulations.</p><p class="leftAlign firstIndent0 fontsize8" id="xe87b2189-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Not later than 120 days after the date of the enactment of this Act, the President shall prescribe regulations to prohibit, or impose strict conditions on, the opening or maintaining in the United States of a correspondent account or a payable-through account by a foreign financial institution that the President determines, on or after such date of enactment, engages in an activity described in paragraph (2).<page identifier="/us/stat/129/2207">129 STAT. 2207</page></content></paragraph>
<paragraph class="fontsize10" id="ye87b218a-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Activities described</inline>.—</heading><chapeau>A foreign financial institution engages in an activity described in this paragraph if the foreign financial institution—</chapeau><subparagraph class="fontsize10" id="ye87b218b-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>knowingly facilitates a significant transaction or transactions for Hizballah;</content></subparagraph>
<subparagraph class="fontsize10" id="ye87b218c-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>knowingly facilitates a significant transaction or transactions of a person identified on the list of specially designated nationals and blocked persons maintained by the Office of Foreign Assets Control of the Department of the Treasury and the property and interests in property of which are blocked pursuant to the International Emergency Economic Powers Act (<ref href="/us/usc/t50/s1701/etseq">50 U.S.C. 1701 et seq.</ref>) for acting on behalf of or at the direction of, or being owned or controlled by, Hizballah;</content></subparagraph>
<subparagraph class="fontsize10" id="ye87b218d-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/a/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>knowingly engages in money laundering to carry out an activity described in subparagraph (A) or (B); or</content></subparagraph>
<subparagraph class="fontsize10" id="ye87b218e-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/a/2/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><content>knowingly facilitates a significant transaction or transactions or provides significant financial services to carry out an activity described in subparagraph (A), (B), or (C).</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ye87b218f-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe87b2190-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Applicability.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Penalties</inline>.—</heading><content>The penalties provided for in subsections (b) and (c) of section 206 of the International Emergency Economic Powers Act (<ref href="/us/usc/t50/s1705">50 U.S.C. 1705</ref>) shall apply to a person that violates, attempts to violate, conspires to violate, or causes a violation of regulations prescribed under this subsection to the same extent that such penalties apply to a person that commits an unlawful act described in subsection (a) of such section 206.</content></paragraph>
<paragraph class="fontsize10" id="ye87b2191-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><heading class="fontsize10"><inline class="smallCaps">Procedures for judicial review of classified information</inline>.—</heading><subparagraph class="fontsize10" id="ye87b2192-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/a/4/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>If a finding under this subsection, or a prohibition, condition, or penalty imposed as a result of any such finding, is based on classified information (as defined in section 1(a) of the Classified Information Procedures Act (<ref href="/us/usc/t18/app">18 U.S.C. App.</ref>)) and a court reviews the finding or the imposition of the prohibition, condition, or penalty, the President may submit such information to the court ex parte and in camera.</content></subparagraph>
<subparagraph class="fontsize10" id="ye87b2193-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/a/4/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><heading class="fontsize10"><inline class="smallCaps">Rule of construction</inline>.—</heading><content>Nothing in this paragraph shall be construed to confer or imply any right to judicial review of any finding under this subsection or any prohibition, condition, or penalty imposed as a result of any such finding.</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="ye87b2194-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Waiver</inline>.—</heading><paragraph class="fontsize10" id="ye87b2195-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe87b2196-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">President.</p><p class="leftAlign firstIndent0 fontsize8" id="xe87b2197-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Time periods.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>The President may waive, on a case-by-case basis, the application of a prohibition or condition imposed with respect to a foreign financial institution pursuant to subsection (a) for a period of not more than 180 days, and may renew the waiver for additional periods of not more than 180 days, on and after the date on which the President—</chapeau><subparagraph class="fontsize10" id="ye87b2198-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/b/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe87b2199-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p></sidenote><content>determines that such a waiver is in the national security interests of the United States; and</content></subparagraph>
<subparagraph class="fontsize10" id="ye87b219a-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/b/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe87b219b-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Reports.</p></sidenote><content>submits to the appropriate congressional committees a report describing the reasons for such determination.</content></subparagraph>

<subparagraph class="fontsize10" id="ye87b48b2-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/c/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>has taken and is continuing to take significant verifiable steps toward terminating the activity described in that subsection; and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ye87b48b3-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the President has received reliable assurances from the government with primary jurisdiction over the foreign financial institution that the foreign financial institution will not engage in any activity described in subsection (a)(2) in the future.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ye87b48b4-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Report on Foreign Central Banks</inline>.—</heading><paragraph class="fontsize10" id="ye87b48b5-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>Not later than 90 days after the date of the enactment of this Act, and every 180 days thereafter, the Secretary of the Treasury shall submit to the appropriate congressional committees a report that—</chapeau><subparagraph class="fontsize10" id="ye87b48b6-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/d/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe87b48b7-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p></sidenote><content>identifies each foreign central bank that the Secretary determines engages in one or more activities described in subsection (a)(2)(D); and</content></subparagraph>

<subparagraph class="fontsize10" id="ye87b48c3-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/f/1/E" role="definitions" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><heading class="fontsize10"><inline class="smallCaps">Hizballah</inline>.—</heading><chapeau>The term “<term>Hizballah</term>” means—<page identifier="/us/stat/129/2209">129 STAT. 2209</page></chapeau><clause class="fontsize10" id="ye87b48c4-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/f/1/E/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>the entity known as Hizballah and designated by the Secretary of State as a foreign terrorist organization pursuant to section 219 of the Immigration and Nationality Act (<ref href="/us/usc/t8/s1189">8 U.S.C. 1189</ref>); or</content></clause>
<clause class="fontsize10" id="ye87b48c5-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/f/1/E/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><chapeau>any person—</chapeau><subclause class="fontsize10" id="ye87b48c6-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tI/s102/f/1/E/ii/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>the property or interests in property of which are blocked pursuant to the International Emergency Economic Powers Act (<ref href="/us/usc/t50/s1701/etseq">50 U.S.C. 1701 et seq.</ref>); and</content></subclause>

<section id="d353252e847" identifier="/us/pl/114/102/tII/s203" style="-uslm-lc:I658143"><num class="fontsize12" value="203">SEC. 203. </num><heading>REWARDS FOR JUSTICE AND HIZBALLAH’S FUNDRAISING, FINANCING, AND MONEY LAUNDERING ACTIVITIES.</heading><subsection class="firstIndent0 fontsize10" id="ye87c3242-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s203/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><content>Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall submit to the appropriate congressional committees a report that details actions taken by the Department of State through the Department of State rewards program under section 36 of the State Department Basic Authorities Act (<ref href="/us/usc/t22/s2708">22 U.S.C. 2708</ref>) to obtain information on fundraising, financing, and money laundering activities of Hizballah and its agents and affiliates.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ye87c3243-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s203/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe87c3244-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadlines.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Briefing</inline>.—</heading><content>Not later than 90 days after the date of the enactment of this Act, and annually thereafter, the Secretary of State shall provide a briefing to the appropriate congressional <page identifier="/us/stat/129/2211">129 STAT. 2211</page>
committees on the status of the actions described in subsection (a).</content></subsection>

<section id="d353252e900" identifier="/us/pl/114/102/tII/s204" style="-uslm-lc:I658143"><num class="fontsize12" value="204">SEC. 204. </num><heading>REPORT ON ACTIVITIES OF FOREIGN GOVERNMENTS TO DISRUPT GLOBAL LOGISTICS NETWORKS AND FUNDRAISING, FINANCING, AND MONEY LAUNDERING ACTIVITIES OF HIZBALLAH.</heading><subsection class="firstIndent0 fontsize10" id="ye87cf598-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><paragraph class="fontsize10" id="ye87cf599-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe87cf59a-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Lists.</p><p class="leftAlign firstIndent0 fontsize8" id="xe87cf59b-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Assessments.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>Not later than 90 days after the date of the enactment of this Act, the President shall submit to the appropriate congressional committees a report that includes—</chapeau><subparagraph class="fontsize10" id="ye87cf59c-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>a list of countries that support Hizballah or in which Hizballah maintains important portions of its global logistics networks;</content></subparagraph>
<subparagraph class="fontsize10" id="ye87cf59d-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a/1/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><chapeau>with respect to each country on the list required by subparagraph (A)—</chapeau><clause class="fontsize10" id="ye87cf59e-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a/1/B/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>an assessment of whether the government of the country is taking adequate measures to disrupt the global logistics networks of Hizballah within the territory of the country; and</content></clause>
<clause class="fontsize10" id="ye87cf59f-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a/1/B/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><chapeau>in the case of a country the government of which is not taking adequate measures to disrupt such networks—</chapeau><subclause class="fontsize10" id="ye87cf5a0-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a/1/B/ii/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>an assessment of the reasons that government is not taking such adequate measures; and</content></subclause>
<subclause class="fontsize10" id="ye87cf5a1-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a/1/B/ii/II" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">(II) </num><content>a description of measures being taken by the United States to encourage that government to improve measures to disrupt such networks;</content></subclause>

</subparagraph>
<subparagraph class="fontsize10" id="ye87cf5a2-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a/1/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>a list of countries in which Hizballah, or any of its agents or affiliates, conducts significant fundraising, financing, or money laundering activities;</content></subparagraph>
<subparagraph class="fontsize10" id="ye87cf5a3-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a/1/D" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">(D) </num><chapeau>with respect to each country on the list required by subparagraph (C)—</chapeau><clause class="fontsize10" id="ye87cf5a4-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a/1/D/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>an assessment of whether the government of the country is taking adequate measures to disrupt the fundraising, financing, or money laundering activities of Hizballah and its agents and affiliates within the territory of the country; and</content></clause>
<clause class="fontsize10" id="ye87cf5a5-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a/1/D/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><chapeau>in the case of a country the government of which is not taking adequate measures to disrupt such activities—</chapeau><subclause class="fontsize10" id="ye87cf5a6-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a/1/D/ii/I" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">(I) </num><content>an assessment of the reasons that government is not taking such adequate measures; and</content></subclause>

<subparagraph class="fontsize10" id="ye87cf5a8-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a/1/E" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">(E) </num><content>a list of methods that Hizballah, or any of its agents or affiliates, utilizes to raise or transfer funds, <page identifier="/us/stat/129/2212">129 STAT. 2212</page>
including trade-based money laundering, the use of foreign exchange houses, and free-trade zones.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ye87cf5a9-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Form</inline>.—</heading><content>The report required by paragraph (1) shall be submitted in unclassified form to the greatest extent possible, and may contain a classified annex.</content></paragraph>
<paragraph class="fontsize10" id="ye87cf5aa-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/a/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe87cf5ab-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Definition.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Global logistics networks of hizballah</inline>.—</heading><content>In this subsection, the term “<term>global logistics networks of Hizballah</term>”, “global logistics networks”, or “networks” means financial, material, or technological support for, or financial or other services in support of, Hizballah.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ye87cf5ac-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tII/s204/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Briefing on Hizballah’s Assets and Activities Related To Fundraising, Financing, and Money Laundering Worldwide</inline>.<sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe87d1cbd-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadlines.</p></sidenote>—</heading><content>Not later than 90 days after the date of the enactment of this Act, and every 180 days thereafter, the Secretary of State, the Secretary of the Treasury, and the heads of other applicable Federal departments and agencies shall provide to the appropriate congressional committees a briefing on the disposition of Hizballah’s assets and activities related to fundraising, financing, and money laundering worldwide.</content></subsection>

<section id="d353252e1056" identifier="/us/pl/114/102/tIII/s301" style="-uslm-lc:I658143"><num class="fontsize12" value="301">SEC. 301. </num><heading>RULE OF CONSTRUCTION.</heading><content style="-uslm-lc:I658120">  Nothing in this Act or any amendment made by this Act shall apply to the authorized intelligence activities of the United States.</content></section>
<section id="d353252e1063" identifier="/us/pl/114/102/tIII/s302" style="-uslm-lc:I658143"><num class="fontsize12" value="302">SEC. 302. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe87d1cc1-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">President.</p><p class="leftAlign firstIndent0 fontsize8" id="xe87d1cc2-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadlines.</p></sidenote><heading>REGULATORY AUTHORITY.</heading><subsection class="firstIndent0 fontsize10" id="ye87d43d3-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tIII/s302/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>The President shall, not later than 120 days after the date of the enactment of this Act, promulgate regulations as necessary for the implementation of this Act and the amendments made by this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ye87d43d4-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tIII/s302/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Notification to Congress</inline>.—</heading><content>Not less than 10 days before the promulgation of regulations under subsection (a), the President shall notify the appropriate congressional committees of the proposed regulations and the provisions of this Act and the amendments made by this Act that the regulations are implementing.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ye87d43d5-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tIII/s302/c" role="definitions" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Appropriate Congressional Committees Defined</inline>.—</heading><chapeau>In this section, the term “<term>appropriate congressional committees</term>” means—</chapeau><paragraph class="fontsize10" id="ye87d43d6-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tIII/s302/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the Committee on Foreign Affairs and the Committee on Financial Services of the House of Representatives; and</content></paragraph>

<section id="d353252e1113" identifier="/us/pl/114/102/tIII/s303" style="-uslm-lc:I658143"><num class="fontsize12" value="303">SEC. 303. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xe87d43d8-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">President.</p><p class="leftAlign firstIndent0 fontsize8" id="xe87d43d9-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Certification.</p></sidenote><heading>TERMINATION.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xe87d6aea-e870-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  This Act shall terminate on the date that is 30 days after the date on which the President certifies to Congress that Hizballah—</chapeau><paragraph class="fontsize10" id="ye87d6aeb-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tIII/s303/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>is no longer designated as a foreign terrorist organization pursuant to section 219 of the Immigration and Nationality Act (<ref href="/us/usc/t8/s1189">8 U.S.C. 1189</ref>); and</content></paragraph>
<paragraph class="fontsize10" id="ye87d6aec-e870-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/114/102/tIII/s303/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>is no longer designated for the imposition of sanctions pursuant to Executive Order 13224 (<ref href="/us/usc/t50/s1701">50 U.S.C. 1701 note</ref>; relating to blocking property and prohibiting transactions with persons who commit, threaten to commit, or support terrorism).</content></paragraph>
