<section id="d356859e92" identifier="/us/pl/113/86/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">National Integrated Drought Information System Reauthorization Act of 2014</shortTitle>”.</content></section>
<section id="d356859e102" identifier="/us/pl/113/86/s2" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>NIDIS PROGRAM AMENDMENTS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xa4a6e788-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Section 3 of the National Integrated Drought Information System Act of 2006 (<ref href="/us/usc/t15/s313d">15 U.S.C. 313d</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="ya4a70e99-e873-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/86/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in subsection (a), by <amendingAction type="insert">inserting</amendingAction> before the period at the end the following: “<quotedText>to better inform and provide for more timely decisionmaking to reduce drought related impacts and costs</quotedText>”;</content></paragraph>
<paragraph class="fontsize10" id="ya4a70e9a-e873-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/86/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>by <amendingAction type="delete">striking</amendingAction> subsection (b) and <amendingAction type="insert">inserting</amendingAction> the following:<quotedContent><subsection class="indentDown1 firstIndent0 fontsize10" id="ya4a735ab-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">System Functions</inline>.—</heading><chapeau>The National Integrated Drought Information System shall—</chapeau><paragraph class="fontsize10" id="ya4a735ac-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><chapeau>provide an effective drought early warning system that—</chapeau><subparagraph class="fontsize10" id="ya4a735ad-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>collects and integrates information on the key indicators of drought and drought impacts in order to make usable, reliable, and timely forecasts of drought, including assessments of the severity of drought conditions and impacts; and</content></subparagraph>
<subparagraph class="fontsize10" id="ya4a735ae-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>provides such information, forecasts, and assessments on both national and regional levels;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ya4a735af-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><chapeau>communicate drought forecasts, drought conditions, and drought impacts on an ongoing basis to public and private entities engaged in drought planning and preparedness, including—</chapeau><subparagraph class="fontsize10" id="ya4a735b0-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>decisionmakers at the Federal, regional, State, tribal, and local levels of government;</content></subparagraph>
<subparagraph class="fontsize10" id="ya4a735b1-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>the private sector; and</content></subparagraph>
<subparagraph class="fontsize10" id="ya4a735b2-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>the public;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ya4a735b3-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><content>provide timely data, information, and products that reflect local, regional, and State differences in drought conditions;</content></paragraph>
<paragraph class="fontsize10" id="ya4a735b4-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>coordinate, and integrate as practicable, Federal research and monitoring in support of a drought early warning system;</content></paragraph>
<paragraph class="fontsize10" id="ya4a735b5-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">“(5) </num><content>build upon existing forecasting and assessment programs and partnerships, including through the designation of <page identifier="/us/stat/128/1016">128 STAT. 1016</page>
one or more cooperative institutes to assist with National Integrated Drought Information System functions; and</content></paragraph>
<paragraph class="fontsize10" id="ya4a735b6-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">“(6) </num><content>continue ongoing research and monitoring activities related to drought, including research activities relating to length, severity, and impacts of drought and the role of extreme weather events and climate variability in drought.”</content></paragraph>
</subsection>
</quotedContent>; and</content></paragraph>
<paragraph class="fontsize10" id="ya4a735b7-e873-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/86/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><subsection class="indentDown1 firstIndent0 fontsize10" id="ya4a783d8-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">“(e) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><paragraph class="fontsize10" id="ya4a783d9-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>Not later than 18 months after the date of enactment of the National Integrated Drought Information System Reauthorization Act of 2014, the Under Secretary shall transmit to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report that contains—</chapeau><subparagraph class="fontsize10" id="ya4a783da-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>an analysis of the implementation of the National Integrated Drought Information System program, including how the information, forecasts, and assessments are utilized in drought policy planning and response activities;</content></subparagraph>
<subparagraph class="fontsize10" id="ya4a783db-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>specific plans for continued development of such program, including future milestones; and</content></subparagraph>
<subparagraph class="fontsize10" id="ya4a783dc-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><chapeau>an identification of research, monitoring, and forecasting needs to enhance the predictive capability of drought early warnings that include—</chapeau><clause class="fontsize10" id="ya4a783dd-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>the length and severity of droughts;</content></clause>
<clause class="fontsize10" id="ya4a783de-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>the contribution of weather events to reducing the severity or ending drought conditions; and</content></clause>
<clause class="fontsize10" id="ya4a783df-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><content>regionally specific drought impacts.</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="ya4a783e0-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Consultation</inline>.—</heading><content>In developing the report under paragraph (1), the Under Secretary shall consult with relevant Federal, regional, State, tribal, and local government agencies, research institutions, and the private sector.”</content></paragraph>

<section id="d356859e274" identifier="/us/pl/113/86/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>AUTHORIZATION OF APPROPRIATIONS.</heading><content class="firstIndent0 fontsize10" id="xa4a7aaf1-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Section 4 of such Act (<ref href="/us/usc/t15/s313d">15 U.S.C. 313d note</ref>) <amendingAction type="amend">is amended</amendingAction> to read as follows:<quotedContent><section class="centered fontsize12" id="ya4a7aaf2-e873-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658141"><num class="fontsize12" value="4">“SEC. 4. </num><heading class="fontsize12">AUTHORIZATION OF APPROPRIATIONS.</heading><content class="indentUp0 firstIndent0 fontsize10" style="-uslm-lc:I658120">  “There are authorized to be appropriated to carry out this Act $13,500,000 for each of fiscal years 2014 through 2018.”</content></section>
