<enactingFormula style="-uslm-lc:I658120"><i>  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</i></enactingFormula><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8b0bb31b-e876-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Alaska Native Tribal Health Consortium Land Transfer Act.</p></sidenote>
<section id="d365121e88" identifier="/us/pl/113/68/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Alaska Native Tribal Health Consortium Land Transfer Act</shortTitle>”.</content></section>
<section id="d365121e98" identifier="/us/pl/113/68/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>CONVEYANCE OF PROPERTY.</heading><subsection class="firstIndent0 fontsize10" id="y8b0c284c-e876-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/68/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section:</chapeau><paragraph class="fontsize10" id="y8b0c284d-e876-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/68/s2/a/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">ANTHC</inline>.—</heading><content>The term “<term>ANTHC</term>” means the Alaska Native Tribal Health Consortium.</content></paragraph>
<paragraph class="fontsize10" id="y8b0c284e-e876-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/68/s2/a/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Property</inline>.—</heading><content>The term “<term>property</term>” means the property described in subsection (d).</content></paragraph>
<paragraph class="fontsize10" id="y8b0c284f-e876-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/68/s2/a/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Secretary</inline>.—</heading><content>The term “<term>Secretary</term>” means the Secretary of Health and Human Services.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y8b0c2850-e876-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/68/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Conveyance</inline>.—</heading><content>As soon as practicable after the date of enactment of this Act, but not later than 90 days after that date, the Secretary shall convey to ANTHC all right, title, and interest of the United States in and to the property for use in connection with health and related programs. The Secretary’s conveyance of title by warranty deed under this section shall, on its effective date, supersede and render of no future effect any quitclaim deed to the property described in subsection (d) executed by the Secretary and ANTHC.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8b0c2851-e876-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/68/s2/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Conditions</inline>.—</heading><chapeau>The conveyance of the property under this Act—</chapeau><paragraph class="fontsize10" id="y8b0c2852-e876-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/68/s2/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>shall be made by warranty deed;</content></paragraph>
<paragraph class="fontsize10" id="y8b0c2853-e876-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/68/s2/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>shall not require any consideration from ANTHC for the property;</content></paragraph>
<paragraph class="fontsize10" id="y8b0c2854-e876-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/68/s2/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>shall not impose any obligation, term, or condition on ANTHC; and</content></paragraph>
<paragraph class="fontsize10" id="y8b0c2855-e876-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/68/s2/c/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>shall not allow for any reversionary interest of the United States in the property.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y8b0c2856-e876-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/68/s2/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Description of Property</inline>.—</heading><content>The property (including all improvements thereon and appurtenances thereto) to be conveyed under this Act is described as follows: Tract A-3A, Tudor Centre, according to plat no. 2013-43, recorded on June 20, 2013 in Anchorage recording district, Alaska.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y8b0c2857-e876-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/68/s2/e" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">(e) </num><heading class="fontsize10"><inline class="smallCaps">Environmental Liability</inline>.—</heading><paragraph class="fontsize10" id="y8b0c2858-e876-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/68/s2/e/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Notwithstanding any other provision of Federal law, ANTHC shall not be liable for any soil, surface water, groundwater, or other contamination resulting from the <page identifier="/us/stat/127/1206">127 STAT. 1206</page>
disposal, release, or presence of any environmental contamination, including any oil or petroleum product, any hazardous substance, hazardous material, hazardous waste, pollutant, toxic substance, solid waste, or any other environmental contamination or hazard as defined in any Federal or State law, on the property on or before the date on which the property was conveyed by quitclaim deed.</content></paragraph>
<paragraph class="fontsize10" id="y8b0c2859-e876-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/68/s2/e/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Easement</inline>.—</heading><content>The Secretary shall be accorded any easement or access to the property as may be reasonably necessary to satisfy any retained obligation or liability of the Secretary.</content></paragraph>
<paragraph class="fontsize10" id="y8b0c285a-e876-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/68/s2/e/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Notice of hazardous substance activity and warranty</inline>.—</heading><content>In carrying out this <sidenote><p class="leftAlign firstIndent0 fontsize8" id="x8b0c285b-e876-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Compliance.</p></sidenote>Act, the Secretary shall comply with subparagraphs (A) and (B) of section 120(h)(3) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (<ref href="/us/usc/t42/s9620/h/3">42 U.S.C. 9620(h)(3)</ref>).</content></paragraph>
