<section id="d280291e88" identifier="/us/pl/113/289/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf04ba2c3-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180"><ref href="/us/usc/t22/s2151">22 USC 2151 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Senator Paul Simon Water for the World Act of 2014</shortTitle>”.</content></section>
<section id="d280291e103" identifier="/us/pl/113/289/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>SENSE OF CONGRESS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xf04bc9d4-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  It is the sense of Congress that—</chapeau><paragraph class="fontsize10" id="yf04bc9d5-e87d-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/289/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>water and sanitation are critically important resources that impact many other aspects of human life; and</content></paragraph>
<paragraph class="fontsize10" id="yf04bc9d6-e87d-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/289/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the United States should be a global leader in helping provide sustainable access to clean water and sanitation for the world’s most vulnerable populations.</content></paragraph>
</section>
<section id="d280291e120" identifier="/us/pl/113/289/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>CLARIFICATION OF ASSISTANCE TO PROVIDE SAFE WATER AND SANITATION TO INCLUDE HYGIENE.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xf04bf0e7-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Chapter 1 of part I of the Foreign Assistance Act of 1961 <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="yf04bf0e8-e87d-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/289/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> section 135 (<ref href="/us/usc/t22/s2152h">22 U.S.C. 2152h</ref>), as added by section 5(a) of the Senator Paul Simon Water for the Poor Act of 2005 (<ref href="/us/pl/109/121">Public Law 109–121</ref>; <ref href="/us/usc/t22/s2152h">22 U.S.C. 2152h note</ref>), as section 136; and</content></paragraph>
<paragraph class="fontsize10" id="yf04bf0e9-e87d-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/289/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>in section 136, as redesignated—</chapeau><subparagraph class="fontsize10" id="yf04bf0ea-e87d-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/289/s3/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>in the section heading, by <amendingAction type="delete">striking</amendingAction> “<quotedText>and sanitation</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>, sanitation, and hygiene</quotedText>”; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf04bf0eb-e87d-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/289/s3/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>in subsection (b), by <amendingAction type="delete">striking</amendingAction> “<quotedText>and sanitation</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>, sanitation, and hygiene</quotedText>”.</content></subparagraph>

<section id="d280291e178" identifier="/us/pl/113/289/s4" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>IMPROVING COORDINATION AND OVERSIGHT OF SAFE WATER, SANITATION AND HYGIENE PROJECTS AND ACTIVITIES.</heading><content class="firstIndent0 fontsize10" id="xf04c3f0c-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Section 136 of the Foreign Assistance Act of 1961, as redesignated and amended by this Act, is further amended by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><subsection class="firstIndent0 fontsize10" id="yf04cb43d-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">“(e) </num><heading class="fontsize10"><inline class="smallCaps">Coordination and Oversight</inline>.—</heading><paragraph class="fontsize10" id="yf04cdb4e-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">USAID global water coordinator</inline>.—</heading><subparagraph class="fontsize10" id="yf04cdb4f-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><heading class="fontsize10"><inline class="smallCaps">Designation</inline>.—</heading><content>The Administrator of the United States Agency for International Development (referred to in this paragraph as ‘USAID’) or the Administrator’s designee, who shall be a current USAID employee serving <page identifier="/us/stat/128/3284">128 STAT. 3284</page>
in a career or non-career position in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher, shall serve concurrently as the USAID Global Water Coordinator (referred to in this subsection as the ‘Coordinator’).</content></subparagraph>
<subparagraph class="fontsize10" id="yf04cdb50-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><heading class="fontsize10"><inline class="smallCaps">Specific duties</inline>.—</heading><chapeau>The Coordinator shall—</chapeau><clause class="fontsize10" id="yf04cdb51-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>provide direction and guidance to, coordinate, and oversee the projects and programs of USAID authorized under this section;</content></clause>
<clause class="fontsize10" id="yf04cdb52-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>lead the implementation and revision, not less frequently than once every 5 years, of USAID’s portion of the Global Water Strategy required under subsection (j);</content></clause>
<clause class="fontsize10" id="yf04cdb53-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><chapeau>seek—</chapeau><subclause class="fontsize10" id="yf04cdb54-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">“(I) </num><content>to expand the capacity of USAID, subject to the availability of appropriations, including through the designation of a lead subject matter expert selected from among USAID staff in each high priority country designated pursuant to subsection (h);</content></subclause>
<subclause class="fontsize10" id="yf04cdb55-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">“(II) </num><content>to implement such programs and activities;</content></subclause>
<subclause class="fontsize10" id="yf04cdb56-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="III">“(III) </num><content>to take advantage of economies of scale; and</content></subclause>
<subclause class="fontsize10" id="yf04cdb57-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="IV">“(IV) </num><content>to conduct more efficient and effective projects and programs;</content></subclause>
</clause>
<clause class="fontsize10" id="yf04cdb58-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">“(iv) </num><chapeau>coordinate with the Department of State and USAID staff in each high priority country designated pursuant to subsection (h) to ensure that USAID activities and projects, USAID program planning and budgeting documents, and USAID country development strategies reflect and seek to implement—</chapeau><subclause class="fontsize10" id="yf04cdb59-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">“(I) </num><content>the safe water, sanitation, and hygiene objectives established in the strategy required under subsection (j), including objectives relating to the management of water resources; and</content></subclause>
<subclause class="fontsize10" id="yf04cdb5a-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">“(II) </num><chapeau>international best practices relating to—</chapeau><item class="fontsize10" id="yf04cdb5b-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658130"><num class="fontsize10" style="-uslm-lc:emspace2" value="aa">“(aa) </num><content>increasing access to safe water and sanitation;</content></item>
<item class="fontsize10" id="yf04cdb5c-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658130"><num class="fontsize10" style="-uslm-lc:emspace2" value="bb">“(bb) </num><content>conducting hygiene-related activities; and</content></item>
<item class="fontsize10" id="yf04cdb5d-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658130"><num class="fontsize10" style="-uslm-lc:emspace2" value="cc">“(cc) </num><content>ensuring appropriate management of water resources; and</content></item>
</subclause>
</clause>
<clause class="fontsize10" id="yf04cdb5e-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="v">“(v) </num><content>develop appropriate benchmarks, measurable goals, performance metrics, and monitoring and evaluation plans for USAID projects and programs authorized under this section.</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf04cdb5f-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Department of state special coordinator for water resources</inline>.—</heading><subparagraph class="fontsize10" id="yf04cdb60-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><heading class="fontsize10"><inline class="smallCaps">Designation</inline>.—</heading><content>The Secretary of State or the Secretary’s designee, who shall be a current employee of the Department of State serving in a career or non-career position in the Senior Executive Service or at the level of a Deputy Assistant Secretary or higher, shall serve concurrently as the Department of State Special Advisor for Water Resources (referred to in this paragraph as the ‘Special Advisor’).<page identifier="/us/stat/128/3285">128 STAT. 3285</page></content></subparagraph>
<subparagraph class="fontsize10" id="yf04cdb61-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><heading class="fontsize10"><inline class="smallCaps">Specific duties</inline>.—</heading><chapeau>The Special Advisor shall—</chapeau><clause class="fontsize10" id="yf04cdb62-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>provide direction and guidance to, coordinate, and oversee the projects and programs of the Department of State authorized under this section;</content></clause>
<clause class="fontsize10" id="yf04cdb63-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>lead the implementation and revision, not less than every 5 years, of the Department of State’s portion of the Global Water Strategy required under subsection (j);</content></clause>
<clause class="fontsize10" id="yf04cdb64-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><content>prioritize and coordinate the Department of State’s international engagement on the allocation, distribution, and access to global fresh water resources and policies related to such matters;</content></clause>
<clause class="fontsize10" id="yf04cdb65-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">“(iv) </num><content>coordinate with United States Agency for International Development and Department of State staff in each high priority country designated pursuant to subsection (h) to ensure that United States diplomatic efforts related to safe water, sanitation, and hygiene, including efforts related to management of water resources and watersheds and the resolution of intra- and trans-boundary conflicts over water resources, are consistent with United States national interests; and</content></clause>
<clause class="fontsize10" id="yf04cdb66-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="v">“(v) </num><content>represent the views of the United States Government on the allocation, distribution, and access to global fresh water resources and policies related to such matters in key international fora, including key diplomatic, development-related, and scientific organizations.</content></clause>
</subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf04cdb67-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><heading class="fontsize10"><inline class="smallCaps">Additional nature of duties and restriction on additional or supplemental compensation</inline>.—</heading><content>The responsibilities and specific duties of the Administrator of the United States Agency for International Development (or the Administrator’s designee) and the Secretary of State (or the Secretary’s designee) under paragraph (2) or (3), respectively, shall be in addition to any other responsibilities or specific duties assigned to such individuals. Such individuals shall receive no additional or supplemental compensation as a result of carrying out such responsibilities and specific duties under such paragraphs.”</content></paragraph>

<section id="d280291e364" identifier="/us/pl/113/289/s5" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>PROMOTING THE MAXIMUM IMPACT AND LONG-TERM SUSTAINABILITY OF USAID SAFE WATER, SANITATION, AND HYGIENE-RELATED PROJECTS AND PROGRAMS.</heading><content class="firstIndent0 fontsize10" id="xf04d5098-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Section 136 of the Foreign Assistance Act of 1961, as redesignated and amended by this Act, is further amended by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><subsection class="firstIndent0 fontsize10" id="yf04e3af9-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">“(f) </num><heading class="fontsize10"><inline class="smallCaps">Priorities and Criteria for Maximum Impact and Long-Term Sustainability</inline>.—</heading><chapeau>The Administrator of the United States Agency for International Development shall ensure that the Agency for International Development’s projects and programs authorized under this section are designed to achieve maximum impact and long-term sustainability by—</chapeau><paragraph class="fontsize10" id="yf04e3afa-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><chapeau>prioritizing countries on the basis of the following clearly defined criteria and indicators, to the extent sufficient empirical data are available—</chapeau><subparagraph class="fontsize10" id="yf04e3afb-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>the proportion of the population using an unimproved drinking water source;<page identifier="/us/stat/128/3286">128 STAT. 3286</page></content></subparagraph>
<subparagraph class="fontsize10" id="yf04e3afc-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>the total population using an unimproved drinking water source;</content></subparagraph>
<subparagraph class="fontsize10" id="yf04e620d-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>the proportion of the population without piped water access;</content></subparagraph>
<subparagraph class="fontsize10" id="yf04e620e-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">“(D) </num><content>the proportion of the population using shared or other unimproved sanitation facilities;</content></subparagraph>
<subparagraph class="fontsize10" id="yf04e620f-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">“(E) </num><content>the total population using shared or other unimproved sanitation facilities;</content></subparagraph>
<subparagraph class="fontsize10" id="yf04e6210-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">“(F) </num><content>the proportion of the population practicing open defecation;</content></subparagraph>
<subparagraph class="fontsize10" id="yf04e6211-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="G">“(G) </num><content>the total number of children younger than 5 years of age who died from diarrheal disease;</content></subparagraph>
<subparagraph class="fontsize10" id="yf04e6212-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="H">“(H) </num><content>the proportion of all deaths of children younger than 5 years of age resulting from diarrheal disease;</content></subparagraph>
<subparagraph class="fontsize10" id="yf04e6213-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">“(I) </num><chapeau>the national government’s capacity, capability, and commitment to work with the United States to improve access to safe water, sanitation, and hygiene, including—</chapeau><clause class="fontsize10" id="yf04e6214-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>the government’s capacity and commitment to developing the indigenous capacity to provide safe water and sanitation without the assistance of outside donors; and</content></clause>
<clause class="fontsize10" id="yf04e6215-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><chapeau>the degree to which such government—</chapeau><subclause class="fontsize10" id="yf04e6216-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">“(I) </num><content>identifies such efforts as a priority; and</content></subclause>
<subclause class="fontsize10" id="yf04e6217-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">“(II) </num><content>allocates resources to such efforts;</content></subclause>
</clause>
</subparagraph>
<subparagraph class="fontsize10" id="yf04e6218-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="J">“(J) </num><content>the availability of opportunities to leverage existing public, private, or other donor investments in the water, sanitation, and hygiene sectors, including investments in the management of water resources; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf04e6219-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="K">“(K) </num><content>the likelihood of making significant improvements on a per capita basis on the health and educational opportunities available to women as a result of increased access to safe water, sanitation, and hygiene, including access to appropriate facilities at primary and secondary educational institutions seeking to ensure that communities benefitting from such projects and activities develop the indigenous capacity to provide safe water and sanitation without the assistance of outside donors;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf04e621a-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><chapeau>prioritizing and measuring, including through rigorous monitoring and evaluating mechanisms, the extent to which such project or program—</chapeau><subparagraph class="fontsize10" id="yf04e621b-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><chapeau>furthers significant improvements in—</chapeau><clause class="fontsize10" id="yf04e621c-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>the criteria set forth in subparagraphs (A) through (H) of paragraph (1);</content></clause>
<clause class="fontsize10" id="yf04e621d-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>the health and educational opportunities available to women as a result of increased access to safe water, sanitation, and hygiene, including access to appropriate facilities at primary and secondary educational institutions; and</content></clause>
<clause class="fontsize10" id="yf04e621e-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><content>the indigenous capacity of the host nation or community to provide safe water and sanitation without the assistance of outside donors;</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="yf04e621f-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><chapeau>is designed, as part of the provision of safe water and sanitation to the local community—</chapeau><clause class="fontsize10" id="yf04e6220-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>to be financially independent over the long term, focusing on local ownership and sustainability;</content></clause>
<clause class="fontsize10" id="yf04e6221-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>to be undertaken in conjunction with relevant public institutions or private enterprises;<page identifier="/us/stat/128/3287">128 STAT. 3287</page></content></clause>
<clause class="fontsize10" id="yf04e6222-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><content>to identify and empower local individuals or institutions to be responsible for the effective management and maintenance of such project or program; and</content></clause>
<clause class="fontsize10" id="yf04e6223-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">“(iv) </num><content>to provide safe water or expertise or capacity building to those identified parties or institutions for the purposes of developing a plan and clear responsibilities for the effective management and maintenance of such project or program;</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="yf04e6224-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>leverages existing public, private, or other donor investments in the water, sanitation, and hygiene sectors, including investments in the management of water resources;</content></subparagraph>
<subparagraph class="fontsize10" id="yf04e6225-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">“(D) </num><content>avoids duplication of efforts with other United States Government agencies or departments or those of other nations or nongovernmental organizations;</content></subparagraph>
<subparagraph class="fontsize10" id="yf04e6226-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">“(E) </num><content>coordinates such efforts with the efforts of other United States Government agencies or departments or those of other nations or nongovernmental organizations directed at assisting refugees and other displaced individuals; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf04e6227-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">“(F) </num><content>involves consultation with appropriate stakeholders, including communities directly affected by the lack of access to clean water, sanitation or hygiene, and other appropriate nongovernmental organizations; and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf04e6228-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><content>seeking to further the strategy required under subsection (j) after 2018.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf04e6229-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="g">“(g) </num><heading class="fontsize10"><inline class="smallCaps">Use of Current and Improved Empirical Data Collection and Review of New Standardized Indicators</inline>.—</heading><paragraph class="fontsize10" id="yf04e622a-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>The Administrator of the United States Agency for International Development is authorized to use current and improved empirical data collection—</chapeau><subparagraph class="fontsize10" id="yf04e622b-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>to meet the health-based prioritization criteria established pursuant to subsection (f)(1); and</content></subparagraph>
<subparagraph class="fontsize10" id="yf04e622c-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>to review new standardized indicators in evaluating progress towards meeting such criteria.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf04e622d-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Consultation and notice</inline>.—</heading><chapeau>The Administrator shall—</chapeau><subparagraph class="fontsize10" id="yf04e622e-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>regularly consult with the appropriate congressional committees; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf04e622f-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf04e6230-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><content>notify such committees not later than 30 days before using current or improved empirical data collection for the review of any new standardized indicators under paragraph (1) for the purposes of carrying out this section.</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="yf04e6231-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="h">“(h) </num><heading class="fontsize10"><inline class="smallCaps">Designation of High Priority Countries</inline>.—</heading><paragraph class="fontsize10" id="yf04e6232-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf04e6233-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="xf04e6234-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">President.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Initial designation</inline>.—</heading><chapeau>Not later than October 1, 2015, the President shall—</chapeau><subparagraph class="fontsize10" id="yf04e6235-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>designate, on the basis of the criteria set forth in subsection (f)(1) not fewer than 10 countries as high priority countries to be the primary recipients of United States Government assistance authorized under this section during fiscal year 2016; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf04e6236-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf04e6237-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Notification.</p></sidenote><content>notify the appropriate congressional committees of such designations.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf04e6238-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Annual designations</inline>.—</heading><page identifier="/us/stat/128/3288">128 STAT. 3288</page>
<subparagraph class="fontsize10" id="yf04e6239-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Except as provided in subparagraph (B), the President shall annually make new designations pursuant to the criteria set forth in paragraph (1).</content></subparagraph>

<subsection class="firstIndent0 fontsize10" id="yf04e623d-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><heading class="fontsize10"><inline class="smallCaps">Targeting of Projects and Programs to Areas of Greatest Need</inline>.—</heading><paragraph class="fontsize10" id="yf04e623e-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf04e623f-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="xf04e6240-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Notification.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Not later than 15 days before the obligation of any funds for water, sanitation, or hygiene projects or programs pursuant to this section in countries that are not ranked in the top 50 countries based upon the WASH Needs Index, the Administrator of the United States Agency for International Development shall notify the appropriate congressional committees of the planned obligation of such funds.</content></paragraph>
<paragraph class="fontsize10" id="yf04e6241-e87d-11f0-a1e4-69761a48a15a" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Defined term</inline>.—</heading><content>In this subsection and in subsection (j), the term ‘<term>WASH Needs Index</term>’ means the needs index for water, sanitation, or hygiene projects or programs authorized under this section that has been developed using the criteria and indicators described in subparagraphs (A) through (H) of subsection (f)(1).”</content></paragraph>

<section id="d280291e703" identifier="/us/pl/113/289/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>UNITED STATES STRATEGY TO INCREASE APPROPRIATE LONG-TERM SUSTAINABILITY AND ACCESS TO SAFE WATER, SANITATION, AND HYGIENE.</heading><subsection class="firstIndent0 fontsize10" id="yf04ed772-e87d-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/289/s6/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Section 136 of the Foreign Assistance Act of 1961, as redesignated and amended by this Act, is further amended by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><subsection class="firstIndent0 fontsize10" id="yf04f73b3-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="j">“(j) </num><heading class="fontsize10"><inline class="smallCaps">Global Water Strategy</inline>.—</heading><paragraph class="fontsize10" id="yf04f73b4-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf04f73b5-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadlines.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>Not later than October 1, 2017, October 1, 2022, and October 1, 2027, the President, acting through the Secretary of State, the Administrator of the United States Agency for International Development, and the heads of other Federal departments and agencies, as appropriate, shall submit a single government-wide Global Water Strategy to the appropriate congressional committees that provides a detailed description of how the United States intends—</chapeau><subparagraph class="fontsize10" id="yf04f73b6-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>to increase access to safe water, sanitation, and hygiene in high priority countries designated pursuant to subsection (h), including a summary of the WASH Needs Index and the specific weighting of empirical data and other definitions used to develop and rank countries on the WASH Needs Index;</content></subparagraph>
<subparagraph class="fontsize10" id="yf04f73b7-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>to improve the management of water resources and watersheds in such countries; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf04f73b8-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>to work to prevent and resolve, to the greatest degree possible, both intra- and trans-boundary conflicts over water resources in such countries.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf04f73b9-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Agency-specific plans</inline>.—</heading><chapeau>The Global Water Strategy shall include an agency-specific plan—<page identifier="/us/stat/128/3289">128 STAT. 3289</page></chapeau><subparagraph class="fontsize10" id="yf04f73ba-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><chapeau>from the United States Agency for International Development that describes specifically how the Agency for International Development will—</chapeau><clause class="fontsize10" id="yf04f73bb-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>carry out the duties and responsibilities assigned to the Global Water Coordinator under subsection (e)(1);</content></clause>
<clause class="fontsize10" id="yf04f73bc-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>ensure that the Agency for International Development’s projects and programs authorized under this section are designed to achieve maximum impact and long-term sustainability, including by implementing the requirements described in subsection (f); and</content></clause>
<clause class="fontsize10" id="yf04f73bd-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><content>increase access to safe water, sanitation, and hygiene in high priority countries designated pursuant to subsection (h);</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="yf04f73be-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><chapeau>from the Department of State that describes specifically how the Department of State will—</chapeau><clause class="fontsize10" id="yf04f73bf-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>carry out the duties and responsibilities assigned to the Special Coordinator for Water Resources under subsection (e)(2); and</content></clause>
<clause class="fontsize10" id="yf04f73c0-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><chapeau>ensure that the Department’s activities authorized under this section are designed—</chapeau><subclause class="fontsize10" id="yf04f73c1-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">“(I) </num><content>to improve management of water resources and watersheds in countries designated pursuant to subsection (h); and</content></subclause>
<subclause class="fontsize10" id="yf04f73c2-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">“(II) </num><content>to prevent and resolve, to the greatest degree possible, both intra- and trans-boundary conflicts over water resources in such countries; and</content></subclause>
</clause>
</subparagraph>
<subparagraph class="fontsize10" id="yf04f73c3-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>from other Federal departments and agencies, as appropriate, that describes the contributions of the departments and agencies to implementing the Global Water Strategy.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf04f73c4-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><heading class="fontsize10"><inline class="smallCaps">Individualized plans for high priority countries</inline>.—</heading><chapeau>For each high priority country designated pursuant to subsection (h), the Administrator of the United States Agency for International Development shall—</chapeau><subparagraph class="fontsize10" id="yf04f73c5-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><chapeau>develop a costed, evidence-based, and results-oriented plan that—</chapeau><clause class="fontsize10" id="yf04f73c6-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>seeks to achieve the purposes of this section; and</content></clause>
<clause class="fontsize10" id="yf04f73c7-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>meets the requirements under subsection (f); and</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="yf04f73c8-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>include such plan in an appendix to the Global Water Strategy required under paragraph (1).</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yf04f73c9-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><heading class="fontsize10"><inline class="smallCaps">First time access reporting requirement</inline>.—</heading><content>The Global Water Strategy shall specifically describe the target percentage of funding for each fiscal year covered by such strategy to be directed toward projects aimed at providing first-time access to safe water and sanitation.</content></paragraph>
<paragraph class="fontsize10" id="yf04f73ca-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">“(5) </num><heading class="fontsize10"><inline class="smallCaps">Performance indicators</inline>.—</heading><content>The Global Water Strategy shall include specific and measurable goals, benchmarks, performance metrics, timetables, and monitoring and evaluation plans required to be developed by the Administrator of the United States Agency for International Development pursuant to subsection (e)(1)(B)(v).<page identifier="/us/stat/128/3290">128 STAT. 3290</page></content></paragraph>
<paragraph class="fontsize10" id="yf04f73cb-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">“(6) </num><heading class="fontsize10"><inline class="smallCaps">Consultation and best practices</inline>.—</heading><chapeau>The Global Water Strategy shall—</chapeau><subparagraph class="fontsize10" id="yf04f73cc-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>be developed in consultation with the heads of other appropriate Federal departments and agencies; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf04f73cd-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>incorporate best practices from the international development community.</content></subparagraph>

</subsection>
<subsection class="firstIndent0 fontsize10" id="yf04f73ce-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="k">“(k) </num><heading class="fontsize10"><inline class="smallCaps">Definitions</inline>.—</heading><chapeau>In this section—</chapeau><paragraph class="fontsize10" id="yf04f73cf-e87d-11f0-a1e4-69761a48a15a" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><chapeau>the term ‘<term>appropriate congressional committees</term>’ means—</chapeau><subparagraph class="fontsize10" id="yf04f73d0-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>the Committee on Foreign Relations of the Senate;</content></subparagraph>
<subparagraph class="fontsize10" id="yf04f73d1-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>the Committee on Appropriations of the Senate;</content></subparagraph>
<subparagraph class="fontsize10" id="yf04f73d2-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>the Committee on Foreign Affairs of the House of Representatives; and</content></subparagraph>
<subparagraph class="fontsize10" id="yf04f73d3-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">“(D) </num><content>the Committee on Appropriations of the House of Representatives; and</content></subparagraph>

<paragraph class="fontsize10" id="yf04f73d4-e87d-11f0-a1e4-69761a48a15a" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>the term ‘<term>long-term sustainability</term>’ refers to the ability of a service delivery system, community, partner, or beneficiary to maintain, over time, any water, sanitation, or hygiene project that receives funding pursuant to the amendments made by the Senator Paul Simon Water for the World Act of 2014.”</content></paragraph>

<subsection class="firstIndent0 fontsize10" id="yf04f73d5-e87d-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/289/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf04f73d6-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Department of State Agency-Specific Plan</inline>.—</heading><content>Not later than 180 days after the date of enactment of this Act, the Secretary of State shall submit an agency-specific plan to the appropriate congressional committees (as defined in section 136(k) of the Foreign Assistance Act of 1961, as added by subsection (a)) that meets the requirements of section 136(j)(2)(B) of such Act, as added by subsection (a).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf04f9ae7-e87d-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/289/s6/c" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf04f9ae8-e87d-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Repeal.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Conforming Amendment</inline>.—</heading><content>Section 6 of the Senator Paul Simon Water for the Poor Act of 2005 (<ref href="/us/pl/109/121">Public Law 109–121</ref>; <ref href="/us/usc/t22/s2152h">22 U.S.C. 2152h note</ref>) is <amendingAction type="repeal">repealed</amendingAction>.</content></subsection>
