<section id="d285745e92" identifier="/us/pl/113/27/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Helping Heroes Fly Act</shortTitle>”.</content></section>
<section id="d285745e102" identifier="/us/pl/113/27/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>OPERATIONS CENTER PROGRAM FOR SEVERELY INJURED OR DISABLED MEMBERS OF THE ARMED FORCES AND SEVERELY INJURED OR DISABLED VETERANS.</heading><subsection class="firstIndent0 fontsize10" id="yf7bc357c-e880-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/27/s2/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content><ref href="/us/usc/t49/ch449/schI">Subchapter I of chapter 449 of title 49, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><section class="centered fontsize12" id="yf7bc839d-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658165"><num class="fontsize12" value="44927">“§ 44927.</num><heading class="fontsize12"> Expedited screening for severely injured or disabled members of the Armed Forces and severely injured or disabled veterans</heading><subsection class="firstIndent0 fontsize10" id="yf7bc839e-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf7bc839f-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Passenger Screening</inline>.—</heading><content>The Assistant Secretary, in consultation with the Secretary of Defense, the Secretary of Veterans Affairs, and organizations identified by the Secretaries of Defense and Veteran Affairs that advocate on behalf of severely injured or disabled members of the Armed Forces and severely injured or disabled veterans, shall develop and implement a process to support and facilitate the ease of travel and to the extent possible provide expedited passenger screening services for severely injured or disabled members of the Armed Forces and severely injured or disabled veterans through passenger screening. The process shall be designed to offer the individual private screening to the maximum extent practicable.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf7bc83a0-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Operations Center</inline>.—</heading><content>As part of the process under subsection (a), the Assistant Secretary shall maintain an operations center to provide support and facilitate the movement of severely injured or disabled members of the Armed Forces and severely injured or disabled veterans through passenger screening prior to boarding a passenger aircraft operated by an air carrier or foreign air carrier in air transportation or intrastate air transportation.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf7bc83a1-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">“(c) </num><heading class="fontsize10"><inline class="smallCaps">Protocols</inline>.—</heading><chapeau>The Assistant Secretary shall—</chapeau><paragraph class="fontsize10" id="yf7bc83a2-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf7bc83a3-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Publication.</p><p class="leftAlign firstIndent0 fontsize8" id="xf7bc83a4-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Consultation.</p></sidenote><content>establish and publish protocols, in consultation with the Secretary of Defense, the Secretary of Veterans Affairs, and the organizations identified under subsection (a), under which a severely injured or disabled member of the Armed <page identifier="/us/stat/127/504">127 STAT. 504</page>
Forces or severely injured or disabled veteran, or the family member or other representative of such member or veteran, may contact the operations center maintained under subsection (b) and request the expedited passenger screening services described in subsection (a) for that member or veteran; and</content></paragraph>
<paragraph class="fontsize10" id="yf7bc83a5-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xf7bc83a6-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">Notification.</p></sidenote><content>upon receipt of a request under paragraph (1), require the operations center to notify the appropriate Federal Security Director of the request for expedited passenger screening services, as described in subsection (a), for that member or veteran.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="yf7bc83a7-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">“(d) </num><heading class="fontsize10"><inline class="smallCaps">Training</inline>.—</heading><content>The Assistant Secretary shall integrate training on the protocols established under subsection (c) into the training provided to all employees who will regularly provide the passenger screening services described in subsection (a).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf7bc83a8-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="e">“(e) </num><heading class="fontsize10"><inline class="smallCaps">Rule of Construction</inline>.—</heading><content>Nothing in this section shall affect the authority of the Assistant Secretary to require additional screening of a severely injured or disabled member of the Armed Forces, a severely injured or disabled veteran, or their accompanying family members or nonmedical attendants, if intelligence, law enforcement, or other information indicates that additional screening is necessary.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="yf7bc83a9-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="f">“(f) </num><heading class="fontsize10"><inline class="smallCaps">Report</inline>.—</heading><chapeau>Not later than 1 year after the date of enactment of this section, and annually thereafter, the Assistant Secretary shall submit to Congress a report on the implementation of this section. Each report shall include each of the following:</chapeau><paragraph class="fontsize10" id="yf7bc83aa-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>Information on the training provided under subsection (d).</content></paragraph>
<paragraph class="fontsize10" id="yf7bcaabb-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>Information on the consultations between the Assistant Secretary and the organizations identified under subsection (a).</content></paragraph>
<paragraph class="fontsize10" id="yf7bcaabc-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><content>The number of people who accessed the operations center during the period covered by the report.</content></paragraph>
<paragraph class="fontsize10" id="yf7bcaabd-e880-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>Such other information as the Assistant Secretary determines is appropriate.”</content></paragraph>

Code, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="insert">inserting</amendingAction> after the item relating to section 44926 the following new item:<?GPOvSpace 04?>
