<enactingFormula style="-uslm-lc:I658120"><i>  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</i></enactingFormula>
<section id="d376161e85" identifier="/us/pl/113/256/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>FINDINGS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x19cab4aa-e883-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Congress makes the following findings:</chapeau><paragraph class="fontsize10" id="y19cab4ab-e883-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/256/s1/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>On October 12, 1919, Doris Miller was born in Waco, Texas.</content></paragraph>
<paragraph class="fontsize10" id="y19cab4ac-e883-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/256/s1/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>On September 16, 1939, Miller enlisted in the United States Navy as mess attendant, third class at Naval Recruiting Station, Dallas, Texas, to serve for a period of six years.</content></paragraph>
<paragraph class="fontsize10" id="y19cab4ad-e883-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/256/s1/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>On February 16, 1941, Miller received a change of rating to mess attendant, second class.</content></paragraph>
<paragraph class="fontsize10" id="y19cab4ae-e883-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/256/s1/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>On June 1, 1942, Miller received a change of rating to mess attendant, first class.</content></paragraph>
<paragraph class="fontsize10" id="y19cab4af-e883-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/256/s1/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>On June 1, 1943, Miller received a change of rating, to cook, third class.</content></paragraph>
<paragraph class="fontsize10" id="y19cab4b0-e883-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/256/s1/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>On November 25, 1944, Miller was presumed dead by the Secretary of the Navy a year and a day after being carried as missing in action since November 24, 1943, while serving aboard USS Liscome Bay when that vessel was torpedoed and sunk in the Pacific Ocean.</content></paragraph>
<paragraph class="fontsize10" id="y19cab4b1-e883-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/256/s1/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>Miller was awarded the Navy Cross Medal, Purple Heart Medal, American Defense Service Medal, Asiatic-Pacific Campaign Medal, and World War II Victory Medal.</content></paragraph>
<paragraph class="fontsize10" id="y19cab4b2-e883-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/256/s1/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>Miller’s citation for the Navy Cross said “for distinguished devotion to duty, extraordinary courage and disregard for his own personal safety during the attack on the Fleet in Pearl Harbor, Territory of Hawaii, by Japanese forces on December 7, 1941. While at the side of his Captain on the bridge, Miller, despite enemy strafing and bombing and in the face of a serious fire, assisted in moving his Captain, who had been mortally wounded, to a place of greater safety, and later manned and operated a machine gun directed at enemy Japanese attacking aircraft until ordered to leave the bridge.”.</content></paragraph>
<paragraph class="fontsize10" id="y19cab4b3-e883-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/256/s1/9" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><content>On June 20, 1973, the USS Miller (FF–1091), a Knox-class frigate, was named in honor of Doris Miller.</content></paragraph>

<section id="d376161e138" identifier="/us/pl/113/256/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>NAME OF DEPARTMENT OF VETERANS AFFAIRS MEDICAL CENTER, WACO, TEXAS.</heading><content style="-uslm-lc:I658120">  The Department of Veterans Affairs medical center in Waco, Texas, shall after the date of the enactment of this Act be known <page identifier="/us/stat/128/2923">128 STAT. 2923</page>
and designated as the “Doris Miller Department of Veterans Affairs Medical Center”. Any reference to such medical center in any law, regulation, map, document, record, or other paper of the United States shall be considered to be a reference to the Doris Miller Department of Veterans Affairs Medical Center.</content></section>
