<section id="d289927e102" identifier="/us/pl/113/212/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">World War I American Veterans Centennial Commemorative Coin Act</shortTitle>”.</content></section>
<section id="d289927e112" identifier="/us/pl/113/212/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>FINDINGS; PURPOSE.</heading><subsection class="firstIndent0 fontsize10" id="y028644c0-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Findings</inline>.—</heading><chapeau>The Congress finds the following:</chapeau><paragraph class="fontsize10" id="y028644c1-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s2/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The year 2018 is the 100th anniversary of the signing of the armistice with Germany ending World War I battlefield hostilities.</content></paragraph>
<paragraph class="fontsize10" id="y028644c2-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s2/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>On the 6th of April 1917, the United States of America entered World War I by declaring war against Germany.</content></paragraph>
<paragraph class="fontsize10" id="y028644c3-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s2/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Two million American soldiers served overseas during World War I.</content></paragraph>
<paragraph class="fontsize10" id="y028644c4-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s2/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>More than four million men and women from the United States served in uniform during World War I.</content></paragraph>
<paragraph class="fontsize10" id="y028644c5-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s2/a/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>The events of 1914 through 1918 shaped the world and the lives of millions of people for decades.</content></paragraph>
<paragraph class="fontsize10" id="y028644c6-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s2/a/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>Over 9 million soldiers worldwide lost their lives between 1914 and 1918.</content></paragraph>
<paragraph class="fontsize10" id="y028644c7-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s2/a/7" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">(7) </num><content>The centennial of America’s involvement in World War I offers an opportunity for people in the United States to commemorate the commitment of their predecessors.</content></paragraph>
<paragraph class="fontsize10" id="y028644c8-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s2/a/8" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="8">(8) </num><content>Frank Buckles, the last American veteran from World War I died on February 27, 2011.</content></paragraph>
<paragraph class="fontsize10" id="y028644c9-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s2/a/9" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="9">(9) </num><content>He was our last direct American link to the “war to end all wars”.</content></paragraph>
<paragraph class="fontsize10" id="y028644ca-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s2/a/10" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="10">(10) </num><content>While other great conflicts, including the Civil War, World War II, the Korean War, and the Vietnam War, have all been memorialized on United States commemorative coins, there currently exists no coin to honor the brave veterans of World War I.</content></paragraph>
<paragraph class="fontsize10" id="y028644cb-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s2/a/11" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="11">(11) </num><content>The 112th Congress established the World War I Centennial Commission to plan, develop, and execute programs, projects, and activities to commemorate the centennial of World War I.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y028644cc-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Purpose</inline>.—</heading><chapeau>The purpose of this Act is to—</chapeau><paragraph class="fontsize10" id="y028644cd-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>commemorate the centennial of America’s involvement in World War I; and<page identifier="/us/stat/128/2083">128 STAT. 2083</page></content></paragraph>
<paragraph class="fontsize10" id="y028644ce-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s2/b/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>honor the over 4 million men and women from the United States who served during World War I.</content></paragraph>
</subsection>
</section>
<section id="d289927e205" identifier="/us/pl/113/212/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>COIN SPECIFICATIONS.</heading><subsection class="firstIndent0 fontsize10" id="y028692ef-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">$1 Silver Coins</inline>.—</heading><chapeau>The Secretary of the Treasury (hereafter in this Act referred to as the “Secretary”) shall mint and issue not more than 350,000 $1 coins in commemoration of the centennial of America’s involvement in World War I, each of which shall—</chapeau><paragraph class="fontsize10" id="y028692f0-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>weigh 26.73 grams;</content></paragraph>
<paragraph class="fontsize10" id="y028692f1-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>have a diameter of 1.500 inches (38.1 millimeters); and</content></paragraph>
<paragraph class="fontsize10" id="y028692f2-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s3/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>contain 90 percent silver and 10 percent copper.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y028692f3-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Legal Tender</inline>.—</heading><content>The coins minted under this Act shall be legal tender, as provided in <ref href="/us/usc/t31/s5103">section 5103 of title 31, United States Code</ref>.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y028692f4-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s3/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Numismatic Items</inline>.—</heading><content>For purposes of sections 5134 and 5136 of <ref href="/us/usc/t31">title 31, United States Code</ref>, all coins minted under this Act shall be considered to be numismatic items.</content></subsection>

<section id="d289927e261" identifier="/us/pl/113/212/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>DESIGN OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y0286e115-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Design Requirements</inline>.—</heading><paragraph class="fontsize10" id="y0286e116-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s4/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The design of the coins minted under this Act shall be emblematic of the centennial of America’s involvement in World War I.</content></paragraph>
<paragraph class="fontsize10" id="y0286e117-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s4/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Designation and inscriptions</inline>.—</heading><chapeau>On each coin minted under this Act, there shall be—</chapeau><subparagraph class="fontsize10" id="y0286e118-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s4/a/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>a designation of the value of the coin;</content></subparagraph>
<subparagraph class="fontsize10" id="y0286e119-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s4/a/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>an inscription of the year “2018”; and</content></subparagraph>
<subparagraph class="fontsize10" id="y0286e11a-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s4/a/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>inscriptions of the words “Liberty”, “In God We Trust”, “United States of America”, and “E Pluribus Unum”.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y0286e11b-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Selection</inline>.—</heading><content>The design for the coins minted under this Act shall be selected by the Secretary based on the winning design from a juried, compensated design competition described under subsection (c).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y0286e11c-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Design Competition</inline>.—</heading><chapeau>The Secretary shall hold a competition and provide compensation for its winner to design the obverse and reverse of the coins minted under this Act. The competition shall be held in the following manner:</chapeau><paragraph class="fontsize10" id="y0286e11d-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s4/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>The competition shall be judged by an expert jury chaired by the Secretary and consisting of 3 members from the Citizens Coinage Advisory Committee who shall be elected by such Committee and 3 members from the Commission of Fine Arts who shall be elected by such Commission.</content></paragraph>
<paragraph class="fontsize10" id="y0286e11e-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s4/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>The Secretary shall determine compensation for the winning design, which shall be not less than $5,000.</content></paragraph>
<paragraph class="fontsize10" id="y0286e11f-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s4/c/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>The Secretary may not accept a design for the competition unless a plaster model accompanies the design.</content></paragraph>
</subsection>
</section>
<section id="d289927e340" identifier="/us/pl/113/212/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>ISSUANCE OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y02870830-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Quality of Coins</inline>.—</heading><content>Coins minted under this Act shall be issued in uncirculated and proof qualities.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y02870831-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Mint Facility</inline>.—</heading><content>Only one facility of the United States Mint may be used to strike any particular quality of the coins minted under this Act.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y02870832-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s5/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Period for Issuance</inline>.—</heading><content>The Secretary may issue coins under this Act only during the calendar year beginning on January 1, 2018.<page identifier="/us/stat/128/2084">128 STAT. 2084</page></content></subsection>
</section>
<section id="d289927e375" identifier="/us/pl/113/212/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>SALE OF COINS.</heading><subsection class="firstIndent0 fontsize10" id="y02875653-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s6/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Sale Price</inline>.—</heading><chapeau>The coins issued under this Act shall be sold by the Secretary at a price equal to the sum of—</chapeau><paragraph class="fontsize10" id="y02875654-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s6/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>the face value of the coins;</content></paragraph>
<paragraph class="fontsize10" id="y02875655-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s6/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>the surcharge provided in section 7 with respect to such coins; and</content></paragraph>
<paragraph class="fontsize10" id="y02875656-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s6/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>the cost of designing and issuing the coins (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping).</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y02875657-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s6/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Bulk Sales</inline>.—</heading><content>The Secretary shall make bulk sales of the coins issued under this Act at a reasonable discount.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y02875658-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s6/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Prepaid Orders</inline>.—</heading><paragraph class="fontsize10" id="y02875659-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s6/c/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>The Secretary shall accept prepaid orders for the coins minted under this Act before the issuance of such coins.</content></paragraph>
<paragraph class="fontsize10" id="y0287565a-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s6/c/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">Discount</inline>.—</heading><content>Sale prices with respect to prepaid orders under paragraph (1) shall be at a reasonable discount.</content></paragraph>

<section id="d289927e439" identifier="/us/pl/113/212/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>SURCHARGES.</heading><subsection class="firstIndent0 fontsize10" id="y02877d6b-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s7/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>All sales of coins issued under this Act shall include a surcharge of $10 per coin.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y02877d6c-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s7/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Distribution</inline>.—</heading><content>Subject to <ref href="/us/usc/t31/s5134/f">section 5134(f) of title 31, United States Code</ref>, all surcharges received by the Secretary from the sale of coins issued under this Act shall be paid by the Secretary to the United States Foundation for the Commemoration of the World Wars, to assist the World War I Centennial Commission in commemorating the centenary of World War I.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y02877d6d-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s7/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Audits</inline>.—</heading><content>The Comptroller General of the United States shall have the right to examine such books, records, documents, and other data of the United States Foundation for the Commemoration of the World Wars as may be related to the expenditures of amounts paid under subsection (b).</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y02877d6e-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s7/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Limitation</inline>.—</heading><content>Notwithstanding subsection (a), no surcharge may be included with respect to the issuance under this Act of any coin during a calendar year if, as of the time of such issuance, the issuance of such coin would result in the number of commemorative coin programs issued during such year to exceed the annual 2 commemorative coin program issuance limitation under <ref href="/us/usc/t31/s5112/m/1">section 5112(m)(1) of title 31, United States Code</ref>. The Secretary may issue guidance to carry out this subsection.</content></subsection>

<section id="d289927e488" identifier="/us/pl/113/212/s8" style="-uslm-lc:I658141"><num class="fontsize12" value="8">SEC. 8. </num><heading>FINANCIAL ASSURANCES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x0287a47f-e88a-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  The Secretary shall take such actions as may be necessary to ensure that—</chapeau><paragraph class="fontsize10" id="y0287a480-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s8/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>minting and issuing coins under this Act will not result in any net cost to the United States Government; and</content></paragraph>
<paragraph class="fontsize10" id="y0287a481-e88a-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/212/s8/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>no funds, including applicable surcharges, shall be disbursed to any recipient designated in section 7 until the total cost of designing and issuing all of the coins authorized by this Act (including labor, materials, dies, use of machinery, overhead expenses, marketing, and shipping) is recovered by <page identifier="/us/stat/128/2085">128 STAT. 2085</page>
the United States Treasury, consistent with sections 5112(m) and 5134(f) of <ref href="/us/usc/t31">title 31, United States Code</ref>.</content></paragraph>
