<enactingFormula style="-uslm-lc:I658120"><i>  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</i></enactingFormula><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x6ca0e5d2-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Vietnam Veterans Donor Acknowledgment Act of 2013.</p><p class="leftAlign firstIndent0 fontsize8" id="x6ca0e5d3-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t16/s431">16 USC 431 note</ref>.</p></sidenote>
<section id="d386072e92" identifier="/us/pl/113/21/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Vietnam Veterans Donor Acknowledgment Act of 2013</shortTitle>”.</content></section>
<section id="d386072e102" identifier="/us/pl/113/21/s2" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>DONOR CONTRIBUTION ACKNOWLEDGMENTS AT THE VIETNAM VETERANS MEMORIAL VISITOR CENTER.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x6ca133f4-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  <ref href="/us/pl/96/297/s6/b">Section 6(b) of Public Law 96–297</ref> (<ref href="/us/usc/t16/s431">16 U.S.C. 431 note</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="y6ca133f5-e88a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/21/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in paragraph (4) by <amendingAction type="delete">striking</amendingAction> the “<quotedText>and</quotedText>” after the semicolon;</content></paragraph>
<paragraph class="fontsize10" id="y6ca133f6-e88a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/21/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><chapeau>in paragraph (5)—</chapeau><subparagraph class="fontsize10" id="y6ca133f7-e88a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/21/s2/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>by <amendingAction type="delete">striking</amendingAction> “<quotedText>2014</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>2018</quotedText>”; and</content></subparagraph>
<subparagraph class="fontsize10" id="y6ca133f8-e88a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/21/s2/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>by <amendingAction type="delete">striking</amendingAction> the period and <amendingAction type="insert">inserting</amendingAction> “<quotedText>; and</quotedText>”; and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y6ca133f9-e88a-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/21/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>by <amendingAction type="insert">inserting</amendingAction> at the end the following new paragraph:<quotedContent><paragraph class="indentUp0 fontsize10" id="y6ca1821a-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">“(6) </num><chapeau>notwithstanding <ref href="/us/usc/t40/s8905/b/7">section 8905(b)(7) of title 40, United States Code</ref>—</chapeau><subparagraph class="fontsize10" id="y6ca1821b-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>the Secretary of the Interior shall allow the Vietnam Veterans Memorial Fund, Inc. to acknowledge donor contributions to the visitor center by displaying, inside the visitor center, an appropriate statement or credit acknowledging the contribution;</content></subparagraph>
<subparagraph class="fontsize10" id="y6ca1821c-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>donor contribution acknowledgments shall be displayed in a form approved by the Secretary of the Interior and for a period of time commensurate with the level of the contribution and the life of the facility;</content></subparagraph>
<subparagraph class="fontsize10" id="y6ca1821d-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>the Vietnam Veterans Memorial Fund shall bear all expenses related to the display of donor acknowledgments;</content></subparagraph>
<subparagraph class="fontsize10" id="y6ca1821e-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">“(D) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x6ca1821f-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Plans.</p></sidenote><content>prior to the display of donor acknowledgments, the Vietnam Veterans Memorial Fund, Inc. shall submit to the Secretary for approval, its plan for displaying donor acknowledgments;</content></subparagraph>
<subparagraph class="fontsize10" id="y6ca18220-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="E">“(E) </num><content>such plan shall include the sample text and types of the acknowledgments or credits to be displayed and the form and location of all displays;</content></subparagraph>
<subparagraph class="fontsize10" id="y6ca18221-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="F">“(F) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x6ca18222-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p></sidenote><chapeau>the Secretary shall approve the plan, if the Secretary determines that the plan—</chapeau><clause class="fontsize10" id="y6ca18223-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>allows only short, discrete, and unobtrusive acknowledgments or credits;<page identifier="/us/stat/127/491">127 STAT. 491</page></content></clause>
<clause class="fontsize10" id="y6ca18224-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>does not permit any advertising slogans or company logos; and</content></clause>
<clause class="fontsize10" id="y6ca18225-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><content>conforms to applicable National Park Service guidelines for indoor donor recognition; and</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="y6ca18226-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="G">“(G) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x6ca18227-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Determination.</p></sidenote><chapeau>if the Secretary of the Interior determines that the proposed plan submitted under this paragraph, does not meet the requirements of this paragraph, the Secretary shall—</chapeau><clause class="fontsize10" id="y6ca18228-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x6ca18229-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><content>advise the Vietnam Veterans Memorial Fund, Inc. not later than 30 days after receipt of the proposed plan of the reasons that such plan does not meet the requirements; and</content></clause>
<clause class="fontsize10" id="y6ca1822a-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x6ca1822b-e88a-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Plans.</p></sidenote><content>allow the Vietnam Veterans Memorial Fund, Inc. to submit a revised donor recognition plan.”</content></clause>
