<section id="d387191e98" identifier="/us/pl/113/196/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xbb9a6a7a-e88c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t42/s201">42 USC 201 note</ref>.</p></sidenote><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Traumatic Brain Injury Reauthorization Act of 2014</shortTitle>”.</content></section>
<section id="d387191e113" identifier="/us/pl/113/196/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>CDC PROGRAMS FOR PREVENTION AND SURVEILLANCE OF TRAUMATIC BRAIN INJURY.</heading><subsection class="firstIndent0 fontsize10" id="ybb9a918b-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s2/a" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Prevention of Traumatic Brain Injury</inline>.—</heading><content>Section 393B(b)(3) of the Public Health Service Act (<ref href="/us/usc/t42/s280b–1c/b/3">42 U.S.C. 280b–1c(b)(3)</ref>) <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="delete">striking</amendingAction> “<quotedText>2010, commonly referred to as Healthy People 2010</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>2020, commonly referred to as Healthy People 2020</quotedText>”.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="ybb9a918c-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s2/b" role="instruction" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Authorization of Appropriations</inline>.—</heading><chapeau>Section 394A of the Public Health Service Act (<ref href="/us/usc/t42/s280b–3">42 U.S.C. 280b–3</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="ybb9a918d-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s2/b/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="delete">striking</amendingAction> the section heading and all that follows through “<quotedText>For the purpose</quotedText>” and <amendingAction type="insert">inserting</amendingAction> the following:<quotedContent><section class="indentUp1 firstIndent-2" id="ybb9ab89e-e88c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658144"><num class="bold" value="394A">“SEC. 394A. </num><heading class="bold">AUTHORIZATION OF APPROPRIATIONS.</heading><subsection class="indentDown2 firstIndent0 fontsize10" id="ybb9ab89f-e88c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>For the purpose”</content></subsection>

<section id="d387191e214" identifier="/us/pl/113/196/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>STATE GRANTS FOR PROJECTS REGARDING TRAUMATIC BRAIN INJURY.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xbb9adfb3-e88c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Section 1252 of the Public Health Service Act (<ref href="/us/usc/t42/s300d–52">42 U.S.C. 300d–52</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="ybb9adfb4-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in subsection (a), by <amendingAction type="delete">striking</amendingAction> “<quotedText>, acting through the Administrator of the Health Resources and Services Administration,</quotedText>”;</content></paragraph>

<section id="d387191e276" identifier="/us/pl/113/196/s4" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>STATE GRANTS FOR PROTECTION AND ADVOCACY SERVICES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xbb9b54e8-e88c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Section 1253 of the Public Health Service Act (<ref href="/us/usc/t42/s300d–53">42 U.S.C. 300d–53</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="ybb9b54e9-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s4/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>in subsection (a), by <amendingAction type="delete">striking</amendingAction> “<quotedText>, acting through the Administrator of the Health Resources and Services Administration (referred to in this section as the ‘Administrator’),</quotedText>”;</content></paragraph>
<paragraph class="fontsize10" id="ybb9b54ea-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s4/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>in subsections (c), (d)(1), (e)(1), (e)(4), (g), (h), and (j)(1), by <amendingAction type="delete">striking</amendingAction> “<quotedText>Administrator</quotedText>” each place it appears and <amendingAction type="insert">inserting</amendingAction> “<quotedText>Secretary</quotedText>”;</content></paragraph>

<subparagraph class="fontsize10" id="ybb9b54ef-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s4/3/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>by <amendingAction type="add">adding</amendingAction> at the end the following:<quotedContent><paragraph class="indentDown1 fontsize10" id="ybb9b54f0-e88c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Report by secretary</inline>.—</heading><content>Not later than 1 year after the date of enactment of the Traumatic Brain Injury Reauthorization Act of 2014, the Secretary shall prepare and submit to the appropriate committees of Congress a report describing the services and activities carried out under this section during the period for which the report is being prepared.”</content></paragraph>

<paragraph class="fontsize10" id="ybb9b54f1-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s4/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>in subsection (i), by <amendingAction type="delete">striking</amendingAction> “<quotedText>The Administrator of the Health Resources</quotedText>” and all that follows through “<quotedText>regarding</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>The Secretary shall facilitate agreements to coordinate the collection of data by agencies within the Department of Health and Human Services regarding</quotedText>”;</content></paragraph>
<paragraph class="fontsize10" id="ybb9b54f2-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s4/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>in subsection (k), by <amendingAction type="delete">striking</amendingAction> “<quotedText>subtitle C of the Developmental Disabilities Assistance and Bill of Rights Act of 2000</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>subtitle C of title I of the Developmental Disabilities Assistance and Bill of Rights Act of 2000 (<ref href="/us/usc/t42/s15041/etseq">42 U.S.C. 15041 et seq.</ref>)</quotedText>”;</content></paragraph>
<paragraph class="fontsize10" id="ybb9b54f3-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s4/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>in subsection (l), by <amendingAction type="delete">striking</amendingAction> “<quotedText>$5,000,000 for fiscal year 2001, and such sums as may be necessary for each the fiscal years 2009 through 2012</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>$3,100,000 for each of the fiscal years 2015 through 2019</quotedText>”; and</content></paragraph>

<section id="d387191e451" identifier="/us/pl/113/196/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>TRAUMATIC BRAIN INJURY COORDINATION PLAN.</heading><subsection class="firstIndent0 fontsize10" id="ybb9ba317-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s5/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xbb9ba318-e88c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Development of Plan</inline>.—</heading><chapeau>Not later than 18 months after the date of enactment of this Act, the Secretary of Health and Human Services shall develop a plan for improved coordination of Federal activities with respect to traumatic brain injury. Such plan shall—</chapeau><page identifier="/us/stat/128/2054">128 STAT. 2054</page>
<paragraph class="fontsize10" id="ybb9ba319-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s5/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>review existing interagency coordination efforts with respect to Federal activities related to traumatic brain injury, including services for individuals with traumatic brain injury;</content></paragraph>
<paragraph class="fontsize10" id="ybb9ba31a-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s5/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>identify areas for improved coordination between relevant Federal agencies and programs, including agencies and programs with a focus on serving individuals with disabilities;</content></paragraph>
<paragraph class="fontsize10" id="ybb9ba31b-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s5/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>identify each recommendation in the report required by section 393C(b) of the Public Health Service Act (<ref href="/us/usc/t42/s280b–1d/b">42 U.S.C. 280b–1d(b)</ref>) that has been adopted and each such recommendation that has not been adopted, and describe any planned activities to address each such recommendation that has not been adopted; and</content></paragraph>
<paragraph class="fontsize10" id="ybb9ba31c-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s5/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>incorporate, as appropriate, stakeholder feedback, including feedback from individuals with traumatic brain injury and their caregivers.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="ybb9ba31d-e88c-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/196/s5/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Submission to Congress</inline>.—</heading><content>The Secretary of Health and Human Services shall submit the plan developed under subsection (a) to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives.</content></subsection>

<section id="d387191e505" identifier="/us/pl/113/196/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>REVIEW OF BRAIN INJURY MANAGEMENT IN CHILDREN.</heading><content style="-uslm-lc:I658120">  The<sidenote><p class="leftAlign firstIndent0 fontsize8" id="xbb9bca2e-e88c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Consultation.</p></sidenote> Director of the Centers for Disease Control and Prevention, in consultation with the Director of the National Institutes of Health, shall conduct a review of the scientific evidence related to brain injury management in children, such as the restriction or prohibition of children from attending school or participating in athletic activities following a head injury, and identify ongoing and potential further opportunities for research.<sidenote><p class="leftAlign firstIndent0 fontsize8" id="xbb9bca2f-e88c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="xbb9bca30-e88c-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Reports.</p></sidenote> Not later than 2 years after the date of enactment of this Act, the Director of the Centers for Disease Control and Prevention shall submit to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives the results of such review.</content></section>
