<section id="d295696e94" identifier="/us/pl/113/161/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Near East and South Central Asia Religious Freedom Act of 2014</shortTitle>”.</content></section>
<section id="d295696e104" identifier="/us/pl/113/161/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>SPECIAL ENVOY TO PROMOTE RELIGIOUS FREEDOM OF RELIGIOUS MINORITIES IN THE NEAR EAST AND SOUTH CENTRAL ASIA.</heading><subsection class="firstIndent0 fontsize10" id="y2f43b1e0-e892-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/161/s2/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x2f43b1e1-e892-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658180">President.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Appointment</inline>.—</heading><content>The President may appoint a Special Envoy to Promote Religious Freedom of Religious Minorities in the Near East and South Central Asia (in this Act referred to as the “Special Envoy”) within the Department of State. The Special Envoy shall have the rank of ambassador and shall hold the office at the pleasure of the President.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y2f43b1e2-e892-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/161/s2/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Qualifications</inline>.—</heading><content>The Special Envoy should be a person of recognized distinction in the field of human rights and religious freedom and with expertise in the Near East and South Central Asia.</content></subsection>

<section id="d295696e130" identifier="/us/pl/113/161/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>DUTIES.</heading><subsection class="firstIndent0 fontsize10" id="y2f440003-e892-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/161/s3/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>The Special Envoy shall carry out the following duties:</chapeau><paragraph class="fontsize10" id="y2f440004-e892-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/161/s3/a/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>Promote the right of religious freedom of religious minorities in the countries of the Near East and the countries of South Central Asia, denounce the violation of such right, and recommend appropriate responses by the United States Government when such right is violated.</content></paragraph>
<paragraph class="fontsize10" id="y2f440005-e892-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/161/s3/a/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>Monitor and combat acts of religious intolerance and incitement targeted against religious minorities in the countries of the Near East and the countries of South Central Asia.</content></paragraph>
<paragraph class="fontsize10" id="y2f440006-e892-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/161/s3/a/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>Work to ensure that the unique needs of religious minority communities in the countries of the Near East and the countries of South Central Asia are addressed, including the economic and security needs of such communities.</content></paragraph>
<paragraph class="fontsize10" id="y2f440007-e892-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/161/s3/a/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>Work with foreign governments of the countries of the Near East and the countries of South Central Asia to address laws that are discriminatory toward religious minority communities in such countries.</content></paragraph>
<paragraph class="fontsize10" id="y2f440008-e892-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/161/s3/a/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>Coordinate and assist in the preparation of that portion of the report required by sections 116(d) and 502B(b) of the <page identifier="/us/stat/128/1856">128 STAT. 1856</page>
Foreign Assistance Act of 1961 (<ref href="/us/usc/t22/s2151n/d">22 U.S.C. 2151n(d)</ref> and 2304(b)) relating to the nature and extent of religious freedom of religious minorities in the countries of the Near East and the countries of South Central Asia.</content></paragraph>
<paragraph class="fontsize10" id="y2f440009-e892-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/161/s3/a/6" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">(6) </num><content>Coordinate and assist in the preparation of that portion of the report required by section 102(b) of the International Religious Freedom Act of 1998 (<ref href="/us/usc/t22/s6412/b">22 U.S.C. 6412(b)</ref>) relating to the nature and extent of religious freedom of religious minorities in the countries of the Near East and the countries of South Central Asia.</content></paragraph>
</subsection>
<subsection class="firstIndent0 fontsize10" id="y2f44000a-e892-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/161/s3/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Coordination</inline>.—</heading><content>In carrying out the duties under subsection (a), the Special Envoy shall, to the maximum extent practicable, coordinate with the Assistant Secretary of State for Population, Refugees and Migration, the Ambassador at Large for International Religious Freedom, the United States Commission on International Religious Freedom, and other relevant Federal agencies and officials.</content></subsection>

<section id="d295696e196" identifier="/us/pl/113/161/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>DIPLOMATIC REPRESENTATION.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x2f44271b-e892-11f0-a1e4-69761a48a15a" style="-uslm-lc:I658120">  Subject to the direction of the President and the Secretary of State, the Special Envoy is authorized to represent the United States in matters and cases relevant to religious freedom in the countries of the Near East and the countries of South Central Asia in—</chapeau><paragraph class="fontsize10" id="y2f44271c-e892-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/161/s4/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>contacts with foreign governments, intergovernmental organizations, and specialized agencies of the United Nations, the Organization of Security and Cooperation in Europe, and other international organizations of which the United States is a member; and</content></paragraph>
<paragraph class="fontsize10" id="y2f44271d-e892-11f0-a1e4-69761a48a15a" identifier="/us/pl/113/161/s4/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>multilateral conferences and meetings relevant to religious freedom in the countries of the Near East and the countries of South Central Asia.</content></paragraph>

<section id="d295696e213" identifier="/us/pl/113/161/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>CONSULTATIONS.</heading><content style="-uslm-lc:I658120">  The Special Envoy shall consult with domestic and international nongovernmental organizations and multilateral organizations and institutions, as the Special Envoy considers appropriate to fulfill the purposes of this Act.</content></section>
<section id="d295696e220" identifier="/us/pl/113/161/s6" style="-uslm-lc:I658141"><num class="fontsize12" value="6">SEC. 6. </num><heading>SUNSET.</heading><content style="-uslm-lc:I658120">  This Act shall cease to be effective beginning on October 1, 2019.</content></section>
<section id="d295696e227" identifier="/us/pl/113/161/s7" style="-uslm-lc:I658141"><num class="fontsize12" value="7">SEC. 7. </num><heading>FUNDING.</heading><content style="-uslm-lc:I658120">  Of the amounts appropriated or otherwise made available to the Secretary of State for “Diplomatic and Consular Programs” for fiscal years 2015 through 2019, the Secretary of State is authorized to provide to the Special Envoy $1,000,000 for each such <page identifier="/us/stat/128/1857">128 STAT. 1857</page>
fiscal year for the hiring of staff, the conduct of investigations, and necessary travel to carry out the provisions of this Act.</content></section>
