<enactingFormula style="-uslm-lc:I658120"><i>  Be it enacted by the Senate and House of Representa­tives of the United States of America in Congress assembled,</i></enactingFormula><sidenote><p class="leftAlign firstIndent0 fontsize8" id="x61daaf34-e898-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Collinsville Renewable Energy Production Act.</p><p class="leftAlign firstIndent0 fontsize8" id="x61daaf35-e898-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Connecticut.</p></sidenote>
<section id="d397003e90" identifier="/us/pl/113/122/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Collinsville Renewable Energy Production Act</shortTitle>”.</content></section>
<section id="d397003e100" identifier="/us/pl/113/122/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><heading>DEFINITIONS.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x61dad646-e898-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  In this Act:</chapeau><paragraph class="fontsize10" id="y61dad647-e898-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/122/s2/1" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><heading class="fontsize10"><inline class="smallCaps">Commission</inline>.—</heading><content>The term “<term>Commission</term>” means the Federal Energy Regulatory Commission.</content></paragraph>
<paragraph class="fontsize10" id="y61dad648-e898-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/122/s2/2" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><heading class="fontsize10"><inline class="smallCaps">License</inline>.—</heading><chapeau>The term “<term>license</term>” means—</chapeau><subparagraph class="fontsize10" id="y61dad649-e898-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/122/s2/2/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><content>the license for Commission project number 10822;</content></subparagraph>
<subparagraph class="fontsize10" id="y61dad64a-e898-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/122/s2/2/B" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">(B) </num><content>the license for Commission project number 10823; or</content></subparagraph>
<subparagraph class="fontsize10" id="y61dad64b-e898-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/122/s2/2/C" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">(C) </num><content>both.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="y61dad64c-e898-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/122/s2/3" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><heading class="fontsize10"><inline class="smallCaps">Town</inline>.—</heading><content>The term “<term>Town</term>” means the town of Canton, Connecticut.</content></paragraph>

<section id="d397003e149" identifier="/us/pl/113/122/s3" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>REINSTATEMENT, EXTENSION, AND TRANSFER OF EXPIRED LICENSES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="x61dafd5d-e898-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  Notwithstanding the termination of the license, the Commission may, at the request of the Town, in accordance with section 4(a), and after reasonable notice—</chapeau><paragraph class="fontsize10" id="y61dafd5e-e898-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/122/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>reinstate the licence;</content></paragraph>
<paragraph class="fontsize10" id="y61dafd5f-e898-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/122/s3/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>extend for 2 years after the date on which the license is reinstated the time period during which the licensee is required to commence the construction of the project subject to the license; and</content></paragraph>
<paragraph class="fontsize10" id="y61dafd60-e898-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/122/s3/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>subject to section 4, transfer the license to the Town.</content></paragraph>

<section id="d397003e172" identifier="/us/pl/113/122/s4" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>CONDITIONS OF TRANSFER.</heading><subsection class="firstIndent0 fontsize10" id="y61db4b81-e898-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/122/s4/a" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">(a) </num><heading class="fontsize10"><inline class="smallCaps">Application for Transfer</inline>.—</heading><content>The Town may request the reinstatement, extension, and transfer of the license by filing an application for approval of the transfer.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y61db4b82-e898-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/122/s4/b" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">(b) </num><heading class="fontsize10"><inline class="smallCaps">Contents of Application</inline>.—</heading><content>The application for approval of the transfer shall set forth in appropriate detail the qualifications of the Town to hold the license and to operate the property under license, which qualifications shall be the same as those required of applicants for the license.</content></subsection>
<subsection class="firstIndent0 fontsize10" id="y61db4b83-e898-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/122/s4/c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">(c) </num><heading class="fontsize10"><inline class="smallCaps">Commission Approval</inline>.—</heading><content>The Commission may approve the transfer on a showing that the transfer is in the public interest.<page identifier="/us/stat/128/1376">128 STAT. 1376</page></content></subsection>
<subsection class="firstIndent0 fontsize10" id="y61db4b84-e898-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/122/s4/d" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">(d) </num><heading class="fontsize10"><inline class="smallCaps">Terms and Conditions of Licenses</inline>.—</heading><chapeau>The Town shall be subject to—</chapeau><paragraph class="fontsize10" id="y61db4b85-e898-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/122/s4/d/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>all the conditions of the license and all the provisions and conditions of the Federal Power Act (<ref href="/us/usc/t16/s791a/etseq">16 U.S.C. 791a et seq.</ref>), as though the Town were the original licensee; and</content></paragraph>
<paragraph class="fontsize10" id="y61db4b86-e898-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/122/s4/d/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>any additional terms and conditions the Commission determines to be necessary, including conditions for the protection, mitigation, and enhancement of fish and wildlife and related habitat under sections 10(j) and 18 of the Federal Power Act (<ref href="/us/usc/t16/s803/j">16 U.S.C. 803(j)</ref>, 811).</content></paragraph>

<section id="d397003e234" identifier="/us/pl/113/122/s5" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>ADMINISTRATION.</heading><content style="-uslm-lc:I658120">  The Commission shall supplement the environmental impact statement or similar analysis required under the National Environmental Policy Act of 1969 (<ref href="/us/usc/t42/s4321/etseq">42 U.S.C. 4321 et seq.</ref>) prepared in connection with the issuance of the original license to examine all new circumstances and information relevant to environmental concerns and bearing on the reinstatement of the license or the impact of the license.</content></section>
