<section id="d398178e102" identifier="/us/pl/113/101/s1" style="-uslm-lc:I658146"><num class="bold" value="1">SECTION 1. </num><heading>SHORT TITLE.</heading><content style="-uslm-lc:I658120">  This Act may be cited as the “<shortTitle role="act">Digital Accountability and Transparency Act of 2014</shortTitle>” or the “<shortTitle role="act">DATA Act</shortTitle>”.</content></section>
<section id="d398178e115" identifier="/us/pl/113/101/s2" style="-uslm-lc:I658141"><num class="fontsize12" value="2">SEC. 2. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaaf98725-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t31/s6101">31 USC 6101 note</ref>.</p></sidenote><heading>PURPOSES.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xaaf9ae36-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  The purposes of this Act are to—</chapeau><paragraph class="fontsize10" id="yaaf9ae37-e89b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/101/s2/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>expand the Federal Funding Accountability and Transparency Act of 2006 (<ref href="/us/usc/t31/s6101">31 U.S.C. 6101 note</ref>) by disclosing direct Federal agency expenditures and linking Federal contract, loan, and grant spending information to programs of Federal agencies to enable taxpayers and policy makers to track Federal spending more effectively;</content></paragraph>
<paragraph class="fontsize10" id="yaaf9ae38-e89b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/101/s2/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>establish Government-wide data standards for financial data and provide consistent, reliable, and searchable Government-wide spending data that is displayed accurately for taxpayers and policy makers on USASpending.gov (or a successor system that displays the data);</content></paragraph>
<paragraph class="fontsize10" id="yaaf9ae39-e89b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/101/s2/3" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">(3) </num><content>simplify reporting for entities receiving Federal funds by streamlining reporting requirements and reducing compliance costs while improving transparency;</content></paragraph>
<paragraph class="fontsize10" id="yaaf9ae3a-e89b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/101/s2/4" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">(4) </num><content>improve the quality of data submitted to USASpending.gov by holding Federal agencies accountable for the completeness and accuracy of the data submitted; and</content></paragraph>
<paragraph class="fontsize10" id="yaaf9ae3b-e89b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/101/s2/5" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">(5) </num><content>apply approaches developed by the Recovery Accountability and Transparency Board to spending across the Federal Government.</content></paragraph>
</section>
<section id="d398178e157" identifier="/us/pl/113/101/s3" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="3">SEC. 3. </num><heading>AMENDMENTS TO THE FEDERAL FUNDING ACCOUNTABILITY AND TRANSPARENCY ACT OF 2006.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xaafb5bec-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  The Federal Funding Accountability and Transparency Act of 2006 (<ref href="/us/usc/t31/s6101">31 U.S.C. 6101 note</ref>) <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="yaafb5bed-e89b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/101/s3/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaafb5bee-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180"><ref href="/us/usc/t31/s6101">31 USC 6101 note</ref>.</p><p class="leftAlign firstIndent0 fontsize8" id="xaafb5bef-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Definitions.</p></sidenote><chapeau>in section 2—</chapeau><subparagraph class="fontsize10" id="yaafb5bf0-e89b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/101/s3/1/A" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">(A) </num><chapeau>in subsection (a)—</chapeau><clause class="fontsize10" id="yaafb5bf1-e89b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/101/s3/1/A/i" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">(i) </num><content>in the matter preceding paragraph (1), by <amendingAction type="delete">striking</amendingAction> “<quotedText>this section</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>this Act</quotedText>”;</content></clause>
<clause class="fontsize10" id="yaafb5bf2-e89b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/101/s3/1/A/ii" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">(ii) </num><content>by <amendingAction type="redesignate">redesignating</amendingAction> paragraphs (1), (2), and (3) as paragraphs (2), (4), and (7), respectively;<page identifier="/us/stat/128/1147">128 STAT. 1147</page></content></clause>

<paragraph class="indentDown2 fontsize10" id="yaafb8309-e89b-11f0-bc57-ad3ac4b1618c" role="definitions" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">“(6) </num><heading class="fontsize10"><inline class="smallCaps">Program activity</inline>.—</heading><content>The term ‘<term>program activity</term>’ has the meaning given that term under <ref href="/us/usc/t31/s1115/h">section 1115(h) of title 31, United States Code</ref>.”</content></paragraph>

<paragraph class="indentDown2 fontsize10" id="yaafbaa24-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">“(7) </num><chapeau>shall ensure that all information published under this section is available—</chapeau><subparagraph class="fontsize10" id="yaafbaa25-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>in machine-readable and open formats;</content></subparagraph>
<subparagraph class="fontsize10" id="yaafbaa26-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>to be downloaded in bulk; and</content></subparagraph>
<subparagraph class="fontsize10" id="yaafbaa27-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>to the extent practicable, for automated processing.”</content></subparagraph>

<quotedContent><section class="centered fontsize12" id="yaafda602-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658141"><num class="fontsize12" value="3">“SEC. 3. </num><heading class="fontsize12">FULL DISCLOSURE OF FEDERAL FUNDS.</heading><subsection class="indentDown1 firstIndent0 fontsize10" id="yaafda603-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaafda604-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadlines.</p><p class="leftAlign firstIndent0 fontsize8" id="xaafda605-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Consultation.</p><p class="leftAlign firstIndent0 fontsize8" id="xaafda606-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Web posting.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><content>Not later than 3 years after the date of enactment of the Digital Accountability and Transparency Act of 2014, and monthly when practicable but not less than quarterly thereafter, the Secretary, in consultation with the Director, shall ensure that the information in subsection (b) is posted on the website established under section 2.</content></subsection>
<subsection class="indentDown1 firstIndent0 fontsize10" id="yaafda607-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Information To Be Posted</inline>.—</heading><chapeau>For any funds made available to or expended by a Federal agency or component of a Federal agency, the information to be posted shall include—</chapeau><paragraph class="fontsize10" id="yaafda608-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><chapeau>for each appropriations account, including an expired or unexpired appropriations account, the amount—</chapeau><subparagraph class="fontsize10" id="yaafda609-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>of budget authority appropriated;</content></subparagraph>
<subparagraph class="fontsize10" id="yaafda60a-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>that is obligated;</content></subparagraph>
<subparagraph class="fontsize10" id="yaafda60b-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>of unobligated balances; and</content></subparagraph>
<subparagraph class="fontsize10" id="yaafda60c-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="D">“(D) </num><content>of any other budgetary resources;</content></subparagraph>

<paragraph class="fontsize10" id="yaafda60d-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><chapeau>from which accounts and in what amount—</chapeau><subparagraph class="fontsize10" id="yaafda60e-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>appropriations are obligated for each program activity; and</content></subparagraph>
<subparagraph class="fontsize10" id="yaafda60f-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>outlays are made for each program activity;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yaafda610-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><chapeau>from which accounts and in what amount—</chapeau><subparagraph class="fontsize10" id="yaafda611-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>appropriations are obligated for each object class; and</content></subparagraph>
<subparagraph class="fontsize10" id="yaafda612-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>outlays are made for each object class; and</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yaafda613-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><chapeau>for each program activity, the amount—</chapeau><subparagraph class="fontsize10" id="yaafda614-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>obligated for each object class; and</content></subparagraph>
<subparagraph class="fontsize10" id="yaafda615-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>of outlays made for each object class.</content></subparagraph>

<section class="centered fontsize12" id="yaafda616-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658141"><num class="fontsize12" value="4">“SEC. 4. </num><heading class="fontsize12">DATA STANDARDS.</heading><subsection class="indentDown1 firstIndent0 fontsize10" id="yaafda617-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><paragraph class="fontsize10" id="yaafda618-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaafda619-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Consultation.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Establishment of standards</inline>.—</heading><content>The Secretary and the Director, in consultation with the heads of Federal agencies, shall establish Government-wide financial data standards for any Federal funds made available to or expended by Federal agencies and entities receiving Federal funds.</content></paragraph>
<paragraph class="fontsize10" id="yaafda61a-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Data elements</inline>.—</heading><content>The financial data standards established under paragraph (1) shall include common data elements for financial and payment information required to be reported by Federal agencies and entities receiving Federal funds.</content></paragraph>
</subsection>
<subsection class="indentDown1 firstIndent0 fontsize10" id="yaafda61b-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Requirements</inline>.—</heading><chapeau>The data standards established under subsection (a) shall, to the extent reasonable and practicable—</chapeau><paragraph class="fontsize10" id="yaafda61c-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><chapeau>incorporate widely accepted common data elements, such as those developed and maintained by—</chapeau><subparagraph class="fontsize10" id="yaafda61d-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>an international voluntary consensus standards body;</content></subparagraph>
<subparagraph class="fontsize10" id="yaafda61e-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>Federal agencies with authority over contracting and financial assistance; and</content></subparagraph>
<subparagraph class="fontsize10" id="yaafda61f-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>accounting standards organizations;</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yaafda620-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>incorporate a widely accepted, nonproprietary, searchable, platform-independent computer-readable format;</content></paragraph>
<paragraph class="fontsize10" id="yaafda621-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><content>include unique identifiers for Federal awards and entities receiving Federal awards that can be consistently applied Government-wide;</content></paragraph>
<paragraph class="fontsize10" id="yaafda622-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><content>be consistent with and implement applicable accounting principles;</content></paragraph>
<paragraph class="fontsize10" id="yaafda623-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">“(5) </num><content>be capable of being continually upgraded as necessary;<page identifier="/us/stat/128/1149">128 STAT. 1149</page></content></paragraph>
<paragraph class="fontsize10" id="yaafda624-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">“(6) </num><content>produce consistent and comparable data, including across program activities; and</content></paragraph>
<paragraph class="fontsize10" id="yaafda625-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">“(7) </num><content>establish a standard method of conveying the reporting period, reporting entity, unit of measure, and other associated attributes.</content></paragraph>
</subsection>
<subsection class="indentDown1 firstIndent0 fontsize10" id="yaafda626-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">“(c) </num><heading class="fontsize10"><inline class="smallCaps">Deadlines</inline>.—</heading><paragraph class="fontsize10" id="yaafda627-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">Guidance</inline>.—</heading><content>Not later than 1 year after the date of enactment of the Digital Accountability and Transparency Act of 2014, the Director and the Secretary shall issue guidance to Federal agencies on the data standards established under subsection (a).</content></paragraph>
<paragraph class="fontsize10" id="yaafda628-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Agencies</inline>.—</heading><subparagraph class="fontsize10" id="yaafda629-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Except as provided in subparagraph (B), not later than 2 years after the date on which the guidance under paragraph (1) is issued, each Federal agency shall report financial and payment information data in accordance with the data standards established under subsection (a).</content></subparagraph>
<subparagraph class="fontsize10" id="yaafda62a-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><heading class="fontsize10"><inline class="smallCaps">Noninterference with auditability of department of defense financial statements</inline>.—</heading><clause class="fontsize10" id="yaafda62b-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaafda62c-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Time period.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>Upon request by the Secretary of Defense, the Director may grant an extension of the deadline under subparagraph (A) to the Department of Defense for a period of not more than 6 months to report financial and payment information data in accordance with the data standards established under subsection (a).</content></clause>
<clause class="fontsize10" id="yaafda62d-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><heading class="fontsize10"><inline class="smallCaps">Limitation</inline>.—</heading><content>The Director may not grant more than 3 extensions to the Secretary of Defense under clause (i).</content></clause>
<clause class="fontsize10" id="yaafda62e-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><heading class="fontsize10"><inline class="smallCaps">Notification</inline>.—</heading><chapeau>The Director of the Office of Management and Budget shall notify the Committee on Homeland Security and Governmental Affairs and the Committee on Armed Services of the Senate and the Committee on Oversight and Government Reform and the Committee on Armed Services of the House of Representatives of—</chapeau><subclause class="fontsize10" id="yaafda62f-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="I">“(I) </num><content>each grant of an extension under clause (i); and</content></subclause>
<subclause class="fontsize10" id="yaafda630-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658128"><num class="fontsize10" style="-uslm-lc:emspace2" value="II">“(II) </num><content>the reasons for granting such an extension.</content></subclause>

<paragraph class="fontsize10" id="yaafda631-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaafda632-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Applicability.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Website</inline>.—</heading><content>Not later than 3 years after the date on which the guidance under paragraph (1) is issued, the Director and the Secretary shall ensure that the data standards established under subsection (a) are applied to the data made available on the website established under section 2.</content></paragraph>
</subsection>
<subsection class="indentDown1 firstIndent0 fontsize10" id="yaafda633-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="d">“(d) </num><heading class="fontsize10"><inline class="smallCaps">Consultation</inline>.—</heading><content>The Director and the Secretary shall consult with public and private stakeholders in establishing data standards under this section.</content></subsection>

<section class="centered fontsize12" id="yaafda634-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658141"><num class="fontsize12" value="5">“SEC. 5. </num><heading class="fontsize12">SIMPLIFYING FEDERAL AWARD REPORTING.</heading><subsection class="indentDown1 firstIndent0 fontsize10" id="yaafda635-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaafda636-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Consultation.</p><p class="leftAlign firstIndent0 fontsize8" id="xaafda637-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Review.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In General</inline>.—</heading><chapeau>The Director, in consultation with relevant Federal agencies, recipients of Federal awards, including State and local governments, and institutions of higher education (as defined in section 102 of the Higher Education Act of 1965 (<ref href="/us/usc/t20/s1002">20 U.S.C. 1002</ref>)), shall review the information required to be reported by recipients of Federal awards to identify—</chapeau><page identifier="/us/stat/128/1150">128 STAT. 1150</page>
<paragraph class="fontsize10" id="yaafda638-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>common reporting elements across the Federal Government;</content></paragraph>
<paragraph class="fontsize10" id="yaafda639-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>unnecessary duplication in financial reporting; and</content></paragraph>
<paragraph class="fontsize10" id="yaafda63a-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><content>unnecessarily burdensome reporting requirements for recipients of Federal awards.</content></paragraph>
</subsection>
<subsection class="indentDown1 firstIndent0 fontsize10" id="yaafda63b-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Pilot Program</inline>.—</heading><paragraph class="fontsize10" id="yaafda63c-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaafda63d-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Establishment</inline>.—</heading><chapeau>Not later than 1 year after the date of enactment of the Digital Accountability and Transparency Act of 2014, the Director, or a Federal agency designated by the Director, shall establish a pilot program (in this section referred to as the ‘pilot program’) with the participation of appropriate Federal agencies to facilitate the development of recommendations for—</chapeau><subparagraph class="fontsize10" id="yaafda63e-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>standardized reporting elements across the Federal Government;</content></subparagraph>
<subparagraph class="fontsize10" id="yaafda63f-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>the elimination of unnecessary duplication in financial reporting; and</content></subparagraph>
<subparagraph class="fontsize10" id="yaafda640-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>the reduction of compliance costs for recipients of Federal awards.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yaafda641-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Requirements</inline>.—</heading><chapeau>The pilot program shall—</chapeau><subparagraph class="fontsize10" id="yaafda642-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>include a combination of Federal contracts, grants, and subawards, the aggregate value of which is not less than $1,000,000,000 and not more than $2,000,000,000;</content></subparagraph>
<subparagraph class="fontsize10" id="yaafda643-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>include a diverse group of recipients of Federal awards; and</content></subparagraph>
<subparagraph class="fontsize10" id="yaafda644-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="C">“(C) </num><content>to the extent practicable, include recipients who receive Federal awards from multiple programs across multiple agencies.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yaafda645-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><heading class="fontsize10"><inline class="smallCaps">Data collection</inline>.—</heading><content>The pilot program shall include data collected during a 12-month reporting cycle.</content></paragraph>
<paragraph class="fontsize10" id="yaafda646-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="4">“(4) </num><heading class="fontsize10"><inline class="smallCaps">Reporting and evaluation requirements</inline>.—</heading><content>Each recipient of a Federal award participating in the pilot program shall submit to the Office of Management and Budget or the Federal agency designated under paragraph (1), as appropriate, any requested reports of the selected Federal awards.</content></paragraph>
<paragraph class="fontsize10" id="yaafda647-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="5">“(5) </num><heading class="fontsize10"><inline class="smallCaps">Termination</inline>.—</heading><content>The pilot program shall terminate on the date that is 2 years after the date on which the pilot program is established.</content></paragraph>
<paragraph class="fontsize10" id="yaafda648-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="6">“(6) </num><heading class="fontsize10"><inline class="smallCaps">Report to congress</inline>.—</heading><chapeau>Not later than 90 days after the date on which the pilot program terminates under paragraph (5), the Director shall submit to the Committee on Homeland Security and Governmental Affairs and the Committee on the Budget of the Senate and the Committee on Oversight and Government Reform and the Committee on the Budget of the House of Representatives a report on the pilot program, which shall include—</chapeau><subparagraph class="fontsize10" id="yaafda649-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>a description of the data collected under the pilot program, the usefulness of the data provided, and the cost to collect the data from recipients; and</content></subparagraph>
<subparagraph class="fontsize10" id="yaafda64a-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><chapeau>a discussion of any legislative action required and recommendations for—</chapeau><clause class="fontsize10" id="yaafda64b-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>consolidating aspects of Federal financial reporting to reduce the costs to recipients of Federal awards;</content></clause>
<clause class="fontsize10" id="yaafda64c-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>automating aspects of Federal financial reporting to increase efficiency and reduce the costs to recipients of Federal awards;<page identifier="/us/stat/128/1151">128 STAT. 1151</page></content></clause>
<clause class="fontsize10" id="yaafda64d-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><content>simplifying the reporting requirements for recipients of Federal awards; and</content></clause>
<clause class="fontsize10" id="yaafda64e-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iv">“(iv) </num><content>improving financial transparency.</content></clause>

<paragraph class="fontsize10" id="yaafda64f-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="7">“(7) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaafdcd60-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Deadline.</p><p class="leftAlign firstIndent0 fontsize8" id="xaafdcd61-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Guidance.</p><p class="leftAlign firstIndent0 fontsize8" id="xaafdcd62-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Applicability.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Government-wide implementation</inline>.—</heading><chapeau>Not later than 1 year after the date on which the Director submits the report under paragraph (6), the Director shall issue guidance to the heads of Federal agencies as to how the Government-wide financial data standards established under section 4(a) shall be applied to the information required to be reported by entities receiving Federal awards to—</chapeau><subparagraph class="fontsize10" id="yaafdcd63-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>reduce the burden of complying with reporting requirements; and</content></subparagraph>
<subparagraph class="fontsize10" id="yaafdcd64-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>simplify the reporting process, including by reducing duplicative reports.</content></subparagraph>

<section class="centered fontsize12" id="yaafdcd65-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658141"><num class="fontsize12" value="6">“SEC. 6. </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaafdcd66-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Public information.</p></sidenote><heading class="fontsize12">ACCOUNTABILITY FOR FEDERAL FUNDING.</heading><subsection class="indentDown1 firstIndent0 fontsize10" id="yaafdcd67-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="a">“(a) </num><heading class="fontsize10"><inline class="smallCaps">Inspector General Reports</inline>.—</heading><paragraph class="fontsize10" id="yaafdcd68-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaafdcd69-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Consultation.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>In accordance with paragraph (2), the Inspector General of each Federal agency, in consultation with the Comptroller General of the United States, shall—</chapeau><subparagraph class="fontsize10" id="yaafdcd6a-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaafdcd6b-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Review.</p></sidenote><content>review a statistically valid sampling of the spending data submitted under this Act by the Federal agency; and</content></subparagraph>
<subparagraph class="fontsize10" id="yaafdcd6c-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>submit to Congress and make publically available a report assessing the completeness, timeliness, quality, and accuracy of the data sampled and the implementation and use of data standards by the Federal agency.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yaafdcd6d-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Deadlines</inline>.—</heading><subparagraph class="fontsize10" id="yaafdcd6e-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><heading class="fontsize10"><inline class="smallCaps">First report</inline>.—</heading><content>Not later than 18 months after the date on which the Director and the Secretary issue guidance to Federal agencies under section 4(c)(1), the Inspector General of each Federal agency shall submit and make publically available a report as described in paragraph (1).</content></subparagraph>
<subparagraph class="fontsize10" id="yaafdcd6f-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><heading class="fontsize10"><inline class="smallCaps">Subsequent reports</inline>.—</heading><content>On the same date as the Inspector General of each Federal agency submits the second and fourth reports under sections 3521(f) and 9105(a)(3) of <ref href="/us/usc/t31">title 31, United States Code</ref>, that are submitted after the report under subparagraph (A), the Inspector General shall submit and make publically available a report as described in paragraph (1). The report submitted under this subparagraph may be submitted as a part of the report submitted under section 3521(f) or 9105(a)(3) of <ref href="/us/usc/t31">title 31, United States Code</ref>.</content></subparagraph>
</paragraph>
</subsection>
<subsection class="indentDown1 firstIndent0 fontsize10" id="yaafdcd70-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="b">“(b) </num><heading class="fontsize10"><inline class="smallCaps">Comptroller General Reports</inline>.—</heading><paragraph class="fontsize10" id="yaafdcd71-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><content>In accordance with paragraph (2) and after a review of the reports submitted under subsection (a), the Comptroller General of the United States shall submit to Congress and make publically available a report assessing and comparing the data completeness, timeliness, quality, and accuracy of the data submitted under this Act by Federal agencies and the implementation and use of data standards by Federal agencies.</content></paragraph>
<paragraph class="fontsize10" id="yaafdcd72-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><heading class="fontsize10"><inline class="smallCaps">Deadlines</inline>.—</heading><content>Not later than 30 months after the date on which the Director and the Secretary issue guidance to Federal agencies under section 4(c)(1), and every 2 years thereafter until the date that is 4 years after the date on which <page identifier="/us/stat/128/1152">128 STAT. 1152</page>
the first report is submitted under this subsection, the Comptroller General of the United States shall submit and make publically available a report as described in paragraph (1).</content></paragraph>
</subsection>
<subsection class="indentDown1 firstIndent0 fontsize10" id="yaafdcd73-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120"><num class="fontsize10" style="-uslm-lc:emspace2" value="c">“(c) </num><heading class="fontsize10"><inline class="smallCaps">Recovery Accountability and Transparency Board Data Analysis Center</inline>.—</heading><paragraph class="fontsize10" id="yaafdcd74-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><heading class="fontsize10"><inline class="smallCaps">In general</inline>.—</heading><chapeau>The Secretary may establish a data analysis center or expand an existing service to provide data, analytic tools, and data management techniques to support—</chapeau><subparagraph class="fontsize10" id="yaafdcd75-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><content>the prevention and reduction of improper payments by Federal agencies; and</content></subparagraph>
<subparagraph class="fontsize10" id="yaafdcd76-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>improving efficiency and transparency in Federal spending.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yaafdcd77-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><sidenote><p class="leftAlign firstIndent0 fontsize8" id="xaafdcd78-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658180">Memorandum.</p></sidenote><heading class="fontsize10"><inline class="smallCaps">Data availability</inline>.—</heading><chapeau>The Secretary shall enter into memoranda of understanding with Federal agencies, including Inspectors General and Federal law enforcement agencies—</chapeau><subparagraph class="fontsize10" id="yaafdcd79-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="A">“(A) </num><chapeau>under which the Secretary may provide data from the data analysis center for—</chapeau><clause class="fontsize10" id="yaafdcd7a-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="i">“(i) </num><content>the purposes set forth under paragraph (1);</content></clause>
<clause class="fontsize10" id="yaafdcd7b-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="ii">“(ii) </num><content>the identification, prevention, and reduction of waste, fraud, and abuse relating to Federal spending; and</content></clause>
<clause class="fontsize10" id="yaafdcd7c-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658126"><num class="fontsize10" style="-uslm-lc:emspace2" value="iii">“(iii) </num><content>use in the conduct of criminal and other investigations; and</content></clause>
</subparagraph>
<subparagraph class="fontsize10" id="yaafdcd7d-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658124"><num class="fontsize10" style="-uslm-lc:emspace2" value="B">“(B) </num><content>which may require the Federal agency, Inspector General, or Federal law enforcement agency to provide reimbursement to the Secretary for the reasonable cost of carrying out the agreement.</content></subparagraph>
</paragraph>
<paragraph class="fontsize10" id="yaafdcd7e-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="3">“(3) </num><heading class="fontsize10"><inline class="smallCaps">Transfer</inline>.—</heading><content>Upon the establishment of a data analysis center or the expansion of a service under paragraph (1), and on or before the date on which the Recovery Accountability and Transparency Board terminates, and in addition to any other transfer that the Director determines is necessary under <ref href="/us/usc/t31/s1531">section 1531 of title 31, United States Code</ref>, there are transferred to the Department of the Treasury all assets identified by the Secretary that support the operations and activities of the Recovery Operations Center of the Recovery Accountability and Transparency Board relating to the detection of waste, fraud, and abuse in the use of Federal funds that are in existence on the day before the transfer.</content></paragraph>
</subsection>
</section>
<section class="centered fontsize12" id="yaafdcd7f-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658141"><num class="fontsize12" value="7">“SEC. 7. </num><heading class="fontsize12">CLASSIFIED AND PROTECTED INFORMATION.</heading><chapeau class=" fontsize10" style="-uslm-lc:I658120">  “Nothing in this Act shall require the disclosure to the public of—</chapeau><paragraph class="indentUp0 fontsize10" id="yaafdcd80-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">“(1) </num><content>information that would be exempt from disclosure under <ref href="/us/usc/t5/s552">section 552 of title 5, United States Code</ref> (commonly known as the ‘Freedom of Information Act’); or</content></paragraph>
<paragraph class="indentUp0 fontsize10" id="yaafdcd81-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">“(2) </num><content>information protected under <ref href="/us/usc/t5/s552a">section 552a of title 5, United States Code</ref> (commonly known as the ‘Privacy Act of 1974’), or section 6103 of the Internal Revenue Code of 1986.</content></paragraph>

<section class="centered fontsize12" id="yaafdcd82-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658141"><num class="fontsize12" value="8">“SEC. 8. </num><heading class="fontsize12">NO PRIVATE RIGHT OF ACTION.</heading><content class="indentUp0 firstIndent0 fontsize10" style="-uslm-lc:I658120">  “Nothing in this Act shall be construed to create a private right of action for enforcement of any provision of this Act.”</content></section>

<section id="d398178e1202" identifier="/us/pl/113/101/s4" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="4">SEC. 4. </num><heading>EXECUTIVE AGENCY ACCOUNTING AND OTHER FINANCIAL MANAGEMENT REPORTS AND PLANS.</heading><content style="-uslm-lc:I658120">  <ref href="/us/usc/t31/s3512/a/1">Section 3512(a)(1) of title 31, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction> by <amendingAction type="insert">inserting</amendingAction> “<quotedText>and make available on the website described under section 1122</quotedText>” after “<quotedText>appropriate committees of Congress</quotedText>”.</content></section>
<section id="d398178e1218" identifier="/us/pl/113/101/s5" role="instruction" style="-uslm-lc:I658141"><num class="fontsize12" value="5">SEC. 5. </num><heading>DEBT COLLECTION IMPROVEMENT.</heading><chapeau class="indentUp0 firstIndent0 fontsize10" id="xaafdf493-e89b-11f0-bc57-ad3ac4b1618c" style="-uslm-lc:I658120">  <ref href="/us/usc/t31/s3716/c/6">Section 3716(c)(6) of title 31, United States Code</ref>, <amendingAction type="amend">is amended</amendingAction>—</chapeau><paragraph class="fontsize10" id="yaafdf494-e89b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/101/s5/1" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="1">(1) </num><content>by <amendingAction type="insert">inserting</amendingAction> “<quotedText>(A)</quotedText>” before “<quotedText>Any Federal agency</quotedText>”;</content></paragraph>
<paragraph class="fontsize10" id="yaafdf495-e89b-11f0-bc57-ad3ac4b1618c" identifier="/us/pl/113/101/s5/2" style="-uslm-lc:I658122"><num class="fontsize10" style="-uslm-lc:emspace2" value="2">(2) </num><content>in subparagraph (A), as so designated, by <amendingAction type="delete">striking</amendingAction> “<quotedText>180 days</quotedText>” and <amendingAction type="insert">inserting</amendingAction> “<quotedText>120 days</quotedText>”; and</content></paragraph>
