<num style="-uslm-dtd:enum" value="c">(c) </num><content style="-uslm-dtd:text">Any provision of any Act of Congress relating to the operation of or provision of assistance to a land grant college in the Virgin Islands or Guam shall apply to the land grant college in American Samoa, the Northern Mariana Islands, and the Trust Territory of the Pacific Islands (other than the Northern Mariana Islands) in the same manner and to the same extent.</content>
</subsection>
<subsection style="-uslm-dtd:subsection" identifier="/us/sComp/96/374/tXIII/ptG/s1361/d" styleType="OLC">
<num style="-uslm-dtd:enum" value="d">(d) </num><content style="-uslm-dtd:text">Nothing in this section shall be construed to interfere with or affect any of the provisions of the April 17, 1900 Treaty of Cession of Tutuila and Aunu'u Islands or the July 16, 1904 Treaty of Cession of the Manu'a Islands as ratified by the Act of February 20, 1929 (45 Stat. 1253) and the Act of May 22, 1929 (46 Stat. 4).</content>

<num style="-uslm-dtd:enum" value="1392">Sec. 1392. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t20/s1154">20 U.S.C. 1154</ref><b>]</b> </editorialNote><content style="-uslm-dtd:text">The authorization to enter into contracts or other obligations under the Act, as amended by this Act, shall be effective for fiscal year 1981 and any succeeding fiscal year only to the extent or in such amounts as are provided in advance in appropriation Acts.</content>

<num style="-uslm-dtd:enum" value="1393">Sec. 1393. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t20/s1001">20 U.S.C. 1001 note</ref><b>]</b> </editorialNote><subsection style="-uslm-dtd:subsection" identifier="/us/sComp/96/374/tXIII/ptI/s1393/a" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="a">(a) </num><content style="-uslm-dtd:text">Except as provided in subsection (b), this Act and the amendments made by this Act shall take effect on October 1, 1980.</content></subsection>
<subsection style="-uslm-dtd:subsection" identifier="/us/sComp/96/374/tXIII/ptI/s1393/b" styleType="OLC">
<num style="-uslm-dtd:enum" value="b">(b)</num><paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/96/374/tXIII/ptI/s1393/b/1" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">The amendment made by section 301 of this Act to title III of the Act shall take effect October 1, 1981.</content></paragraph>
<paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/96/374/tXIII/ptI/s1393/b/2" styleType="OLC" class="leftIndentDecrease1">
<num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">The amendment made by section 404(c)(4) of this Act to section 415C(b)(4) of the Act shall be effective October 1, 1979.</content>

<paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/96/374/tXIII/ptI/s1393/b/3" styleType="OLC" class="leftIndentDecrease1">
<num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">The amendment made by section 405 to subpart 4 of part A of title IV of the Act shall take effect October 1, 1981.</content>

<paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/96/374/tXIII/ptI/s1393/b/4" styleType="OLC" class="leftIndentDecrease1">
<num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">The amendments made by part B of title IV of this Act shall take effect, except as otherwise provided therein, on January 1, 1981, and to the extent such amendments make changes in such part B which affect student loans, such changes shall apply to outstanding loans as well as to loans made after the amendments take effect, except that the amendments made by section 415(b) shall apply with respect to any loan to cover the cost of instruction for any period of instruction beginning on or after January 1, 1981, to any student borrower who has no outstanding balance of principal or interest on any loan made, insured, or guaranteed under part B of title IV of the Higher Education Act of 1965 on the date on which the borrower enters into the note or other written evidence of the loan.</content>
</paragraph>
<paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/96/374/tXIII/ptI/s1393/b/5" styleType="OLC" class="leftIndentDecrease1">
<num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">The amendments made by part D of title IV of this Act shall apply to loans made under part E of the Act on or after October 1, 1980.</content>
</paragraph>
<paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/96/374/tXIII/ptI/s1393/b/6" styleType="OLC" class="leftIndentDecrease1">
<num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">The amendment made by section 701 of this Act adding section 731 of the Act shall apply to loans made under section 731 on or after October 1, 1980.</content>
