    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To provide security measures for banks and other financial institutions, and to provide for the appointment of the Federal Savings and Loan Insurance Corporation as receiver</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
</enactingFormula><section style="-uslm-dtd:section" styleType="OLC" role="undesignated-level" class="inline"><content style="-uslm-dtd:text">That this Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Bank Protection Act of 1968</shortTitle>”.</content></section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/90/389/s2" styleType="traditional-inline">
            <num style="-uslm-dtd:enum" value="2">Sec. 2. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t12/s1881">12 U.S.C. 1881</ref><b>]</b> </editorialNote><content style="-uslm-dtd:text">As used in this Act the term “<term style="-uslm-dtd:term">Federal supervisory agency</term>” means the appropriate Federal banking agency, as defined in section 3(q) of the Federal Deposit Insurance Act (12 U.S.C. 1813(q)).</content>

        <section style="-uslm-dtd:section" identifier="/us/sComp/90/389/s3" styleType="traditional-inline">
            <num style="-uslm-dtd:enum" value="3">Sec. 3. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t12/s1882">12 U.S.C. 1882</ref><b>]</b> </editorialNote><subsection style="-uslm-dtd:subsection" identifier="/us/sComp/90/389/s3/a" styleType="OLC" class="inline"><num style="-uslm-dtd:enum" value="a">(a) </num><content style="-uslm-dtd:text">Within six months from the date of this Act, each Federal supervisory agency shall promulgate rules establishing minimum standards with which each bank or savings association must comply with respect to the installation, maintenance, and operation of security devices and procedures, reasonable in cost, to discourage robberies, burglaries, and larcenies and to assist in the identification and apprehension of persons who commit such acts.</content></subsection>
            <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/90/389/s3/b" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><content style="-uslm-dtd:text">The rules shall establish the time limits within which banks and savings associations shall comply with the standards.</content>
            </subsection>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/90/389/s4" styleType="traditional-inline">
            <num style="-uslm-dtd:enum" value="4">Sec. 4. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t12/s1883">12 U.S.C. 1883</ref><b>]</b> </editorialNote><chapeau style="-uslm-dtd:text">The Federal supervisory agencies shall consult with<ref style="-uslm-dtd:footnote-ref" idref="ID58500E63A8C049F5AE3AC8BD9A62DAA2" class="footnoteRef">1</ref></chapeau><footnote id="ID58500E63A8C049F5AE3AC8BD9A62DAA2" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">1</sup><p style="-uslm-dtd:para; margin-left:1em">So in original.             <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/90/389/s4/1" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">insurers furnishing insurance protection against losses resulting from robberies, burglaries, and larcenies committed against financial institutions referred to in section 2, and</content>
            </paragraph>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/90/389/s4/2" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">State agencies having supervisory or regulatory responsibilities with respect to such insurers<ref style="-uslm-dtd:footnote-ref" idref="IDA60A4BAD1C6B45C4A88FAF2D9A4FD27B" class="footnoteRef">2</ref></content><footnote id="IDA60A4BAD1C6B45C4A88FAF2D9A4FD27B" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">2</sup><p style="-uslm-dtd:para; margin-left:1em">So in original.             </paragraph><continuation style="-uslm-dtd:continuation-text" role="section">to determine the feasibility and desirability of premium rate differentials based on the installation, maintenance, and operation of security devices and procedures. The Federal supervisory agencies shall report to the Congress the results of their consultations pursuant to this section not later than two years after the date of enactment of this Act.</continuation>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/90/389/s5" styleType="traditional-inline">
            <num style="-uslm-dtd:enum" value="5">Sec. 5. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t12/s1884">12 U.S.C. 1884</ref><b>]</b> </editorialNote><content style="-uslm-dtd:text">A bank or savings association which violates a rule promulgated pursuant to this Act shall be subject to a civil penalty which shall not exceed $100 for each day of the violation.</content>
