amount, not less than $5,000,000 shall be made available for reimbursable agreements with State and local law enforcement agencies and not less than $4,800,000 shall be available for protective transferred to “Department of Justice—United States Marshals Service—Salaries and Expenses” for the purpose of reimbursements for providing peer-to-peer and group counseling services to the Capitol described in section 7302 of Public Law 108-458: <compsdtd:italic> Provided</compsdtd:italic>, That of such amount, up to $9,096,000 is available to be used for reimbursement to the United States Capitol Police’s primary local law enforcement partners for mutual aid provided in response to the events of January 6, 2021: <compsdtd:italic> Provided further</compsdtd:italic>, That obligation of the funds made available under this heading in this Act be subject to notification to the Chairmen and Ranking Members of the Committees on Appropriations of both Houses of Congress, the Senate further</compsdtd:italic>, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Capitol Police shall be known and designated as the “Howard C. display-inline="yes-display-inline">Appropriate congressional committees defined.—</compsdtd:header><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">In this section, the term <compsdtd:quote>appropriate congressional committees</compsdtd:quote> means—</compsdtd:text><compsdtd:subparagraph id="PHA552D7FA0BC74AF4A6924E727E72AFEC" commented="no" type="subsequent" Representatives.</compsdtd:text></compsdtd:subparagraph></compsdtd:paragraph></compsdtd:subsection></compsdtd:section><compsdtd:section id="PH6852AA2E2475441783884E418AC5538F" style="OLC" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>402.</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">waiver of medical examination for afghan allies.</compsdtd:header><compsdtd:subsection id="PHAA91A24C3E034C11AA8F07021E8101DE" display-inline="yes-display-inline" commented="no" type="subsequent" in-effect="yes" style="OLC"><compsdtd:enum>(a)</compsdtd:enum><compsdtd:usc-reference>8 U.S.C. 1101 note</compsdtd:usc-reference><compsdtd:header bold="off" display-inline="yes-display-inline">Authorization.—</compsdtd:header><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">The Secretary of State and the Secretary of Homeland Security may jointly issue a blanket waiver of the requirement that aliens described in section 602(b)(2) of the Afghan Allies Protection Act of 2009 (8 U.S.C. 1101) undergo a medical exam under section 221(d) of the Immigration and Nationality Act (8 U.S.C. 1201(d)), or any other applicable provision of law, prior to issuance of an immigrant visa or admission to the United States.</compsdtd:text></compsdtd:subsection><compsdtd:subsection id="PH3E6B4B8299FF40A89965D6AF491A272D" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(b)</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">Duration.—</compsdtd:header><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">A waiver under subsection (a) shall be for a period of 1 year, and, subject to subsection (g), may be extended by the Secretary of State and Secretary of Homeland Security for additional periods, each of which shall not exceed 1 year.</compsdtd:text></compsdtd:subsection><compsdtd:subsection id="PH43F02B5263CB445486B18B7CFD4C245C" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(c)</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">Notification.—</compsdtd:header><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Upon exercising the waiver authority under subsection (a), or the authority to extend a waiver under subsection (b), the Secretary of State and the Secretary of Homeland Security shall notify the appropriate congressional committees.</compsdtd:text></compsdtd:subsection><compsdtd:subsection id="PH9E19BF3D4530460BA1282987121C7315" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(d)</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">Requirement for Medical Examination After Admission.—</compsdtd:header><compsdtd:paragraph id="PHE7FD21C7EE6E41DAB70D148B15C8B315" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(1)</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">In general.—</compsdtd:header><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">The Secretary of Homeland Security, in consultation with the Secretary of Health and Human Services, shall establish procedures to ensure, to the greatest extent practicable, that any alien who receives a waiver of the medical examination requirement under this section completes such an exam not later than 30 days after the date on which the alien is admitted to the United States.</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="PHCE6D309309A64A2C85C94C18F2D84FE9" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(2)</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">Conditional basis for status.—</compsdtd:header><compsdtd:subparagraph id="PH4254FE5A59EB491A93EB0471F1E99F1A" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(A)</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">In general.—</compsdtd:header><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Notwithstanding any other provision of law, an alien who receives a waiver of the medical examination requirement under this section shall be considered, at the time of admission to the United States, as an alien lawfully admitted for permanent residence on a conditional basis.</compsdtd:text></compsdtd:subparagraph><compsdtd:subparagraph id="PH99D6B7AB64224A3C8E8A691049EBD5A6" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(B)</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">Removal of conditions.—</compsdtd:header><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">The Secretary of Homeland Security shall remove the conditional basis of the alien’s status upon the Secretary’s confirmation that such alien has completed the medical examination and is not inadmissible under section 212(a)(1)(A) of the Immigration and Nationality Act (8 U.S.C. 1182(a)(1)(A)).</compsdtd:text></compsdtd:subparagraph></compsdtd:paragraph><compsdtd:paragraph id="PHBA49DC860E6B443F95302E511B09615D" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(3)</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">Report.—</compsdtd:header><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Not later than 1 year after the date on which the waiver authority under subsection (a) is exercised, or such waiver is extended under subsection (b), as applicable, the Secretary of Homeland Security, in consultation with the Secretary of Health and Human Services, shall submit to the appropriate congressional committees a report on the status of medical examinations required under paragraph (1), including—</compsdtd:text><compsdtd:subparagraph id="PH6A3E7EE06C7840D58144E0A86390CE49" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(A)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the number of pending and completed examinations; and</compsdtd:text></compsdtd:subparagraph><compsdtd:subparagraph id="PHCDE6069B4ADB494F86F7EC7DC61F1EB8" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(B)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the number of aliens who have failed to complete the medical examination within the 30-day period after the date of such aliens’ admission.</compsdtd:text></compsdtd:subparagraph></compsdtd:paragraph></compsdtd:subsection><compsdtd:subsection id="PHECCA44BBD8CB4C3E998541717C4427B6" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(e)</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">Appropriate Congressional Committees.—</compsdtd:header><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">The term <compsdtd:quote>appropriate committees of Congress</compsdtd:quote> means—</compsdtd:text><compsdtd:paragraph id="PHD630E765ACE14D63B9F999DF248AAF75" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(1)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the Committee on Armed Services, the Committee on the Judiciary, the Committee on Foreign Relations, and the  Committee on Homeland Security and Governmental Affairs of the Senate; and</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="PHBB5680254662426EBF2D1BFAF765D5B1" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(2)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the Committee on Armed Services, the Committee on the Judiciary, the Committee on Foreign Affairs, and the Committee on Homeland Security of the House of Representatives.</compsdtd:text></compsdtd:paragraph></compsdtd:subsection><compsdtd:subsection id="PHBF7D63067C054F1C8B20DD37D9F3C7AA" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(f)</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">Rule of Construction.—</compsdtd:header><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Nothing in this Act may be construed to prevent the Secretary of State, the Secretary of Homeland Security, the Secretary of Defense, or the Secretary of Health and Human Services from adopting appropriate measures to prevent the spread of communicable diseases, including COVID-19, to the United States.</compsdtd:text></compsdtd:subsection><compsdtd:subsection id="PH38D31E9A3912484AAF1D192AC4EF40BF" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(g)</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">Sunset.—</compsdtd:header><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">The authority under subsections (a) and (b) expires on the date that is 3 years after the date of enactment of this Act.</compsdtd:text></compsdtd:subsection><compsdtd:subsection id="PH30194F22C53F45A8A3E7C8E6329E1A45" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(h)</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">Emergency Requirement.—</compsdtd:header><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">The amount provided by this section is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.</compsdtd:text></compsdtd:subsection></compsdtd:section><compsdtd:section id="PH1E247C28974B41519D6E454CBD1ADBD5" style="OLC" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>403.</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">special immigrant status for certain surviving spouses and children.</compsdtd:header><compsdtd:subsection id="PHDFCBB4AEEDE443EFBD9E4CE849DF3C56" display-inline="yes-display-inline" commented="no" type="subsequent" in-effect="yes" style="OLC"><compsdtd:enum>(a)</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">Immigration and Nationality Act.—</compsdtd:header><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Section 101(a)(27)(D) of the Immigration and Nationality Act (8 U.S.C. 1101(a)(27)(D)) is amended—</compsdtd:text><compsdtd:paragraph id="PH622DC34963C64828870DC1659D952E23" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(1)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">by striking <compsdtd:quote>an immigrant employee</compsdtd:text></compsdtd:clause><compsdtd:after-quoted-block>; and</compsdtd:after-quoted-block></compsdtd:quoted-block></compsdtd:paragraph><compsdtd:paragraph id="PH2665D203BE864AB8AFC4518720D00CE0" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(2)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">by striking <compsdtd:quote>grant such status;</compsdtd:quote> and inserting</compsdtd:text><compsdtd:quoted-block                 <num style="-uslm-dtd:enum" value="602">SEC. 602. </num>
                <content style="-uslm-dtd:text" class="block">No part of any appropriation contained in this Act shall remain available for obligation beyond the current fiscal year unless expressly so provided herein.</content>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/117/31/tVI/s603" styleType="OLC">
                <num style="-uslm-dtd:enum" value="603">SEC. 603. </num>
                <content style="-uslm-dtd:text" class="block">Unless otherwise provided for by this Act, the additional amounts appropriated by this Act to appropriations accounts shall be available under the authorities and conditions applicable to such appropriations accounts for fiscal year 2021.</content>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/117/31/tVI/s604" styleType="OLC">
                <num style="-uslm-dtd:enum" value="604">SEC. 604. </num>
                <content style="-uslm-dtd:text" class="block">Except for funds used to restore amounts, either directly or through reimbursement, for obligations incurred prior to the date of the enactment of this Act, and notwithstanding any other provision of law, funds made available in this Act shall only be used for the purposes specifically described herein.</content>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/117/31/tVI/s605" styleType="OLC">
                <num style="-uslm-dtd:enum" value="605">SEC. 605. </num>
                <content style="-uslm-dtd:text" class="block">In this Act, the term “<quotedText style="-uslm-dtd:quote">coronavirus</quotedText>” means SARS-CoV-2 or another coronavirus with pandemic potential.</content>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/117/31/tVI/s606" styleType="OLC">
                <num style="-uslm-dtd:enum" value="606">SEC. 606. </num>
                <content style="-uslm-dtd:text" class="block">Each amount designated in this Act by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985 shall be available (or rescinded or transferred, if applicable) only if the President subsequently so designates all such amounts and transmits such designations to the Congress.</content>
            </section>
            <section style="-uslm-dtd:section" identifier="/us/sComp/117/31/tVI/s607" styleType="OLC">
                <num style="-uslm-dtd:enum" value="607">SEC. 607. </num>
                <content style="-uslm-dtd:text" class="block">Any amount appropriated by this Act, designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985 and subsequently so designated by the President, and transferred pursuant to transfer authorities provided by this Act shall retain such designation.</content>
