    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To amend the Federal Water Pollution Control Act to reauthorize the National Estuary Program, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section style="-uslm-dtd:section" identifier="/us/sComp/116/337/s1" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t33/s1251">33 U.S.C. 1251 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content style="-uslm-dtd:text" class="block">  This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Protect and Restore America’s Estuaries Act</shortTitle>”. </content>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/116/337/s2" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><heading style="-uslm-dtd:header">MANAGEMENT CONFERENCE. </heading>
            <content style="-uslm-dtd:text" class="block">  Section 320(a)(2)(B) of the Federal Water Pollution Control Act (33 U.S.C. 1330(a)(2)(B)) is amended by striking “<quotedText style="-uslm-dtd:quote">and Peconic Bay, New York</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">Peconic Bay, New York; Casco Bay, Maine; Tampa Bay, Florida; Coastal Bend, Texas; San Juan Bay, Puerto Rico; Tillamook Bay, Oregon; Piscataqua Region, New Hampshire; Barnegat Bay, New Jersey; Maryland Coastal Bays, Maryland; Charlotte Harbor, Florida; Mobile Bay, Alabama; Morro Bay, California; and Lower Columbia River, Oregon and Washington</quotedText>”. </content>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/116/337/s3" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><heading style="-uslm-dtd:header">PURPOSES OF CONFERENCE. </heading>
            <chapeau style="-uslm-dtd:text" class="block">  Section 320(b)(4) of the Federal Water Pollution Control Act (33 U.S.C. 1330(b)(4)) is amended— </chapeau>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/337/s3/1" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">by striking “<quotedText style="-uslm-dtd:quote">management plan that recommends</quotedText>” and inserting <quotedContent style="-uslm-dtd:quoted-block" class="inline"><chapeau style="-uslm-dtd:text">“management plan that—</chapeau>
                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">“(A) </num><content style="-uslm-dtd:text">recommends ”</content>
                </subparagraph></quotedContent>; and</content>
            </paragraph>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/337/s3/2" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">by adding at the end the following: <quotedContent style="-uslm-dtd:quoted-block">
                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">addresses the effects of recurring extreme weather events on the estuary, including the identification and assessment of vulnerabilities in the estuary and the development and implementation of adaptation strategies; and </content>
                </subparagraph>
                <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="C">“(C) </num><content style="-uslm-dtd:text">increases public education and awareness of the ecological health and water quality conditions of the estuary; ”</content>
                </subparagraph></quotedContent>.</content>
            </paragraph>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/116/337/s4" styleType="OLC">
            <num style="-uslm-dtd:enum" value="4">SEC. 4. </num><heading style="-uslm-dtd:header">MEMBERS OF CONFERENCE. </heading>
            <content style="-uslm-dtd:text" class="block">  Section 320(c)(5) of the Federal Water Pollution Control Act (33 U.S.C. 1330(c)(5)) is amended by inserting “<quotedText style="-uslm-dtd:quote">nonprofit organizations,</quotedText>” after  “<quotedText style="-uslm-dtd:quote">educational institutions,</quotedText>”. </content>
        </section>
        <section style="-uslm-dtd:section" identifier="/us/sComp/116/337/s5" styleType="OLC">
            <num style="-uslm-dtd:enum" value="5">SEC. 5. </num><heading style="-uslm-dtd:header">GRANTS. </heading>
            <chapeau style="-uslm-dtd:text" class="block">  Section 320(g)(4)(C) of the Federal Water Pollution Control Act (33 U.S.C. 1330(g)(4)(C)) is amended— </chapeau>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/337/s5/1" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">in the matter preceding clause (i)—</chapeau>
                <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/116/337/s5/1/A" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">by inserting “<quotedText style="-uslm-dtd:quote">, emerging,</quotedText>” after  “<quotedText style="-uslm-dtd:quote">urgent</quotedText>”; and </content>
                </subparagraph>
                <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/116/337/s5/1/B" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">by striking “<quotedText style="-uslm-dtd:quote">coastal areas</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">the estuaries selected by the Administrator under subsection (a)(2), or that relate to the coastal resiliency of such estuaries</quotedText>”; </content>
                </subparagraph>
            </paragraph>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/337/s5/2" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">by redesignating clauses (vi) and (vii) as clauses (viii) and (ix), respectively, and inserting after clause (v) the following: <quotedContent style="-uslm-dtd:quoted-block">
                <clause style="-uslm-dtd:clause" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="vi">“(vi) </num><content style="-uslm-dtd:text">stormwater runoff; </content>
                </clause>
                <clause style="-uslm-dtd:clause" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="vii">“(vii) </num><content style="-uslm-dtd:text">accelerated land loss; ”</content>
                </clause></quotedContent>; and</content>
            </paragraph>
            <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/337/s5/3" styleType="OLC">
                <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">in clause (viii), as so redesignated, by inserting “<quotedText style="-uslm-dtd:quote">, extreme weather,</quotedText>” after  “<quotedText style="-uslm-dtd:quote">sea level rise</quotedText>”. </content>
            </paragraph>

        <section style="-uslm-dtd:section" identifier="/us/sComp/116/337/s6" styleType="OLC">
            <num style="-uslm-dtd:enum" value="6">SEC. 6. </num><heading style="-uslm-dtd:header">AUTHORIZATION OF APPROPRIATIONS. </heading>
            <content style="-uslm-dtd:text" class="block">  Section 320(i)(1) of the Federal Water Pollution Control Act (33 U.S.C. 1330(i)(1)) is amended by inserting “<quotedText style="-uslm-dtd:quote">, and $50,000,000 for each of fiscal years 2022 through 2026,</quotedText>” after  “<quotedText style="-uslm-dtd:quote">2021</quotedText>”. </content>
