    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">Making further continuing appropriations for fiscal year 2020, and for other purposes.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,</enactingFormula>
        <section style="-uslm-dtd:section" identifier="/us/sComp/116/69/s1" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><heading style="-uslm-dtd:header">SHORT TITLE. </heading><content style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote">Further Continuing Appropriations Act, 2020, and Further Health Extenders Act of 2019</shortTitle>”.</content>
        </section>

        <division style="-uslm-dtd:division" identifier="/us/sComp/116/69/dA" styleType="OLC">
            <num style="-uslm-dtd:enum" value="A">DIVISION A—</num><heading style="-uslm-dtd:header">FURTHER CONTINUING APPROPRIATIONS ACT, 2020 </heading>
            <section style="-uslm-dtd:section" identifier="/us/sComp/116/69/dA/s101" styleType="OLC">
                <num style="-uslm-dtd:enum" value="101">SEC. 101. </num><chapeau style="-uslm-dtd:text">The Continuing Appropriations Act, 2020 (division A of Public Law 116-59)is amended—</chapeau>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/69/dA/s101/1" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">by striking the date specified in section 106(3) and inserting “<quotedText style="-uslm-dtd:quote">December 20, 2019</quotedText>”;</content>
                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/69/dA/s101/2" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">by striking section 122 and inserting the following:<quotedContent style="-uslm-dtd:quoted-block">
                    <section style="-uslm-dtd:section" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="122">“SEC. Sec. 122. </num><content style="-uslm-dtd:text"> Notwithstanding sections 101 and 104, amounts are provided for ‘Department of Commerce—Bureau of the Census—Periodic Censuses and Programs’ at a rate for operations of $7,284,319,000, of which not less than $90,000,000 is for the delivery of Mobile Questionnaire Assistance Centers: <i style="-uslm-dtd:italic">Provided</i>, That such amounts may be apportioned up to the rate for operations necessary to maintain the schedule and deliver the required data according to statutory deadlines in the 2020 Decennial Census Program: <i style="-uslm-dtd:italic">Provided further</i>, That the third proviso under such heading in  title I of Division C of Public Law 116-6 shall not apply during the period covered by this Act.””</content>

                </paragraph>
                <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/69/dA/s101/3" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">in section 136, by striking “<quotedText style="-uslm-dtd:quote">$18,397,500</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">$26,574,167</quotedText>” and by striking “<quotedText style="-uslm-dtd:quote">$631,000</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">$1,209,111</quotedText>”;</content>
                </paragraph>

                        <num style="-uslm-dtd:enum" value="146">“SEC. Sec. 146. </num><content style="-uslm-dtd:text"> Amounts made available by section 101 for ‘Department of Agriculture—Domestic Food Programs—Food and Nutrition Service—Commodity Assistance Program’ may be apportioned up to the rate for operations necessary to maintain the current program caseload for the Commodity Supplemental Food Program.</content>
                    </section>
                    <section style="-uslm-dtd:section" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="147">“SEC. Sec. 147. </num><heading style="-uslm-dtd:header">Adjustments for Certain Rates of Pay for the Uniformed Services </heading><chapeau style="-uslm-dtd:text">“Amounts made available in applicable accounts by section 101—</chapeau>
                        <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="1">“(1) </num><content style="-uslm-dtd:text">for monthly basic pay for members of the uniformed services under section 203(a) of title 37, United States Code, may be apportioned up to the rate for operations necessary to provide monthly pay consistent with section 4 of Executive Order 13866 of March 28, 2019; and</content>
                        </paragraph>
                        <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="2">“(2) </num><content style="-uslm-dtd:text">for monthly cadet or midshipmen pay for cadets or midshipmen under section 203(c) of title 37, United States Code, may be apportioned up to the rate for operations necessary to provide monthly pay consistent with section 4 of Executive Order 13866 of March 28, 2019.</content>
                        </paragraph>
                    </section>
                    <section style="-uslm-dtd:section" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="148">“SEC. Sec. 148. </num><content style="-uslm-dtd:text"> In addition to amounts provided in section 101, amounts are provided for the Payments in Lieu of Taxes program authorized by chapter 69 of title 31, United States Code, at a rate for operations of $400,000, to be used solely for administrative expenses.</content>
                    </section>
                    <section style="-uslm-dtd:section" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="149">“SEC. Sec. 149. </num><content style="-uslm-dtd:text"> Notwithstanding any other provision of this Act, there is hereby appropriated for fiscal year 2020 for payment to Maya M. Rockeymoore, widow of Elijah E. Cummings, late a Representative from the State of Maryland, $174,000.</content>
                    </section>
                    <section style="-uslm-dtd:section" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="150">“SEC. Sec. 150. </num><content style="-uslm-dtd:text"> Notwithstanding section 251(a)(1) of the Balanced Budget and Emergency Deficit Control Act of 1985 and the timetable in section 254(a) of such Act, the final sequestration report for fiscal year 2020 pursuant to section 254(f)(1) of such Act and any order for fiscal year 2020 pursuant to section 254(f)(5) of such Act shall be issued, for the Congressional Budget Office, 10 days after the date specified in section 106(3), and for the Office of Management and Budget, 15 days after the date specified in section 106(3).”</content>

            <num style="-uslm-dtd:enum" value="B">DIVISION B—</num><heading style="-uslm-dtd:header">HEALTH AND HUMAN SERVICES EXTENDERS AND OTHER MATTERS </heading>
            <title style="-uslm-dtd:title" identifier="/us/sComp/116/69/dB/tI" styleType="OLC">
                <num style="-uslm-dtd:enum" value="I">TITLE I—</num><heading style="-uslm-dtd:header">PUBLIC HEALTH EXTENDERS </heading>
                <section style="-uslm-dtd:section" identifier="/us/sComp/116/69/dB/tI/s1101" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1101">SEC. 1101. </num><heading style="-uslm-dtd:header">EXTENSION FOR COMMUNITY HEALTH CENTERS, THE NATIONAL HEALTH SERVICE CORPS, AND TEACHING HEALTH CENTERS THAT OPERATE GME PROGRAMS. </heading>
                    <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/116/69/dB/tI/s1101/a" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Community Health Centers.—</heading><chapeau style="-uslm-dtd:text">Section 10503(b)(1)(F) of the Patient Protection and Affordable Care Act (42 U.S.C. 254b-2(b)(1)(F)) is amended by—</chapeau>
                        <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/69/dB/tI/s1101/a/1" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">striking “<quotedText style="-uslm-dtd:quote">$569,863,014</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">$887,671,223</quotedText>”; and</content>
                        </paragraph>
                        <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/69/dB/tI/s1101/a/2" styleType="OLC">

                        <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/69/dB/tI/s1101/c/1" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">by striking “<quotedText style="-uslm-dtd:quote">$18,021,918</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">$28,072,603</quotedText>”; and</content>
                        </paragraph>

                        <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Application of Provisions.—</heading><content style="-uslm-dtd:text">Amounts appropriated pursuant to the amendments made by this section for the period beginning on October 1, 2019, and ending on December 20, 2019, shall be subject to the requirements contained in Public Law 115-245 for funds for programs authorized under sections 330 through 340 of the Public Health Service Act (42 U.S.C. 254 through 256).</content>
                    </subsection>
                    <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/116/69/dB/tI/s1101/e" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Conforming Amendment.—</heading><content style="-uslm-dtd:text">Paragraph (4) of section 3014(h) of title 18, United States Code, as amended by section 1101(e) of division B of Public Law 116-59, is amended by striking “<quotedText style="-uslm-dtd:quote">and section 1101(d) of division B of the Continuing Appropriations Act, 2020, and Health Extenders Act of 2019</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">, section 1101(d) of division B of the Continuing Appropriations Act, 2020, and Health Extenders Act of 2019, and section 1101(d) of the Further Continuing Appropriations Act, 2020, and Further Health Extenders Act of 2019</quotedText>”.</content>

                        <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><chapeau style="-uslm-dtd:text">The Justice for United States Victims of State Sponsored Terrorism Act (34 U.S.C. 20144) is amended—</chapeau>
                            <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/A" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="A">(A) </num><chapeau style="-uslm-dtd:text">in subsection (b)—</chapeau>
                                <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/A/i" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">in paragraph (1)(B), by striking “<quotedText style="-uslm-dtd:quote">section.</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">section, except that, during the 1-year period beginning on the date of enactment of the United States Victims of State Sponsored Terrorism Fund Clarification Act, the Special Master may utilize an additional 5 full-time equivalent Department of Justice personnel.</quotedText>”; and</content>
                                </clause>
                                <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/A/ii" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">in paragraph (2)(A), by striking “<quotedText style="-uslm-dtd:quote">Such notice is</quotedText>” and inserting the following:  “<quotedText style="-uslm-dtd:quote">Not later than 30 days after the date of enactment of the United States Victims of State Sponsored Terrorism Fund Clarification Act, the Special Master shall update, as necessary as a result of the enactment of such Act, such procedures and other guidance previously issued by the Special Master. Such notice and any updates to that notice or other guidance are</quotedText>”;</content>
                                </clause>
                            </subparagraph>
                            <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/B" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="B">(B) </num><chapeau style="-uslm-dtd:text">in subsection (c)—</chapeau>
                                <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/B/i" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">in paragraph (2)(B), by striking “<quotedText style="-uslm-dtd:quote">January 20, 1981</quotedText>” and all that follows through  “<quotedText style="-uslm-dtd:quote">Columbia</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">January 20, 1981</quotedText>”; and</content>
                                </clause>
                                <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/B/ii" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="ii">(ii) </num><chapeau style="-uslm-dtd:text">in paragraph (3)(A)—</chapeau>
                                    <subclause style="-uslm-dtd:subclause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/B/ii/I" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="I">(I) </num><content style="-uslm-dtd:text">in clause (i)(II), by striking the period at the end and inserting the following:  “<quotedText style="-uslm-dtd:quote">, except that any United States person with an eligible claim described in paragraph (2)(B) who did not have an eligible claim before the date of enactment of the United States Victims of State Sponsored Terrorism Fund Clarification Act shall have 90 days from the date of enactment of such Act to submit an application for payment.</quotedText>”; and</content>
                                    </subclause>
                                    <subclause style="-uslm-dtd:subclause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/B/ii/II" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="II">(II) </num><content style="-uslm-dtd:text">in clause (ii), by striking the period at the end and inserting the following:  “<quotedText style="-uslm-dtd:quote">, unless the final judgment was awarded to a 9/11 victim, 9/11 spouse, or 9/11 dependent before the date of enactment of the United States Victims of State Sponsored Terrorism Fund Clarification Act, in which case such United States person shall have 90 days from the date of enactment of such Act to submit an application for payment.</quotedText>”;</content>
                                    </subclause>
                                </clause>
                            </subparagraph>
                            <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/C" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="C">(C) </num><chapeau style="-uslm-dtd:text">in subsection (d)—</chapeau>
                                <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/C/i" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">in paragraph (3)(A), by striking clauses (i) and (ii) and inserting the following:<quotedContent style="-uslm-dtd:quoted-block">
                                    <clause style="-uslm-dtd:clause" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="i">“(i) </num><heading style="-uslm-dtd:header">Pro rata basis.—</heading><chapeau style="-uslm-dtd:text">Except as provided in subparagraph (B) and subject to the limitations  described in clause (ii), the Special Master shall carry out paragraph (1), by—</chapeau>
                                        <subclause style="-uslm-dtd:subclause" styleType="OLC">
                                            <num style="-uslm-dtd:enum" value="I">“(I) </num><content style="-uslm-dtd:text">dividing all available funds in half and allocating 50 percent of the available funds to non-9/11 related victims of state sponsored terrorism and the remaining 50 percent of the available funds to 9/11 related victims of state sponsored terrorism;</content>
                                        </subclause>
                                        <subclause style="-uslm-dtd:subclause" styleType="OLC">
                                            <num style="-uslm-dtd:enum" value="II">“(II) </num><content style="-uslm-dtd:text">further dividing the funds allocated to non-9/11 related victims of state sponsored terrorism on a pro rata basis, based on the amounts outstanding and unpaid on eligible claims, until such amounts have been paid in full or the Fund is closed; and</content>
                                        </subclause>
                                        <subclause style="-uslm-dtd:subclause" styleType="OLC">
                                            <num style="-uslm-dtd:enum" value="III">“(III) </num><content style="-uslm-dtd:text">further dividing the funds allocated to 9/11 related victims of state sponsored terrorism on a pro rata basis, based on the amounts outstanding and unpaid on eligible claims, until such amounts have been paid in full or the Fund is closed.</content>
                                        </subclause>
                                    </clause>
                                    <clause style="-uslm-dtd:clause" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="ii">“(ii) </num><heading style="-uslm-dtd:header">Limitations.—</heading><chapeau style="-uslm-dtd:text">The limitations described in this clause are as follows:</chapeau>
                                        <subclause style="-uslm-dtd:subclause" styleType="OLC">
                                            <num style="-uslm-dtd:enum" value="I">“(I) </num><content style="-uslm-dtd:text">In the event that a United States person has an eligible claim that exceeds $20,000,000, the Special Master shall treat that claim as if it were for $20,000,000 for purposes of this section.</content>
                                        </subclause>
                                        <subclause style="-uslm-dtd:subclause" styleType="OLC">
                                            <num style="-uslm-dtd:enum" value="II">“(II) </num><content style="-uslm-dtd:text">In the event that a non-9/11 related victim of state sponsored terrorism and the immediate family members of such person have claims that if aggregated would exceed $35,000,000, the Special Master shall, for purposes of this section, reduce such claims on a pro rata basis such that in the aggregate such claims do not exceed $35,000,000.</content>
                                        </subclause>
                                        <subclause style="-uslm-dtd:subclause" styleType="OLC">
                                            <num style="-uslm-dtd:enum" value="III">“(III) </num><content style="-uslm-dtd:text">In the event that a 9/11 victim, 9/11 spouse, or 9/11 dependent and the immediate family members of such person (who are also 9/11 victims, 9/11 spouses, or 9/11 dependents) have claims that if aggregated would exceed $35,000,000, the Special Master shall, for purposes of this section, reduce such claims on a pro rata basis such that in the aggregate such claims do not exceed $35,000,000.</content>
                                        </subclause>
                                        <subclause style="-uslm-dtd:subclause" styleType="OLC">
                                            <num style="-uslm-dtd:enum" value="IV">“(IV) </num><content style="-uslm-dtd:text">In the event that a 9/11 family member and the family members of such person (who are also 9/11 family members) have claims that if aggregated would exceed $20,000,000, the Special Master shall, for purposes of this section, reduce such claims on a pro rata basis such that in the aggregate such claims do not exceed $20,000,000.”</content>
                                        </subclause>
                                    </clause></quotedContent>; and</content>
                                </clause>
                                <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/C/ii" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="ii">(ii) </num><chapeau style="-uslm-dtd:text">in paragraph (4)—</chapeau>
                                    <subclause style="-uslm-dtd:subclause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/C/ii/I" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="I">(I) </num><content style="-uslm-dtd:text">by striking “<quotedText style="-uslm-dtd:quote">On</quotedText>” and inserting the following:<quotedContent style="-uslm-dtd:quoted-block">
                                        <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                            <num style="-uslm-dtd:enum" value="A">“(A) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">Except as provided in subparagraph (B), on”</content>
                                        </subparagraph></quotedContent>; and</content>
                                    </subclause>
                                    <subclause style="-uslm-dtd:subclause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/C/ii/II" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="II">(II) </num><content style="-uslm-dtd:text">by adding at the end the following:<quotedContent style="-uslm-dtd:quoted-block">
                                        <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                            <num style="-uslm-dtd:enum" value="B">“(B) </num><heading style="-uslm-dtd:header">Third round payments.—</heading><content style="-uslm-dtd:text">The Special Master shall authorize third-round payments to satisfy eligible claims under this section not earlier than 90 days, and not later than 180 days, after the date of enactment of the United States Victims of State Sponsored Terrorism Fund Clarification Act. The Special Master shall accept applications from eligible applicants (consistent with the deadlines for application submission prescribed in subsection (c)(3)) until the date that is 90 days after the date of enactment of the United States Victims of State Sponsored Terrorism Fund Clarification Act.”</content>
                                        </subparagraph></quotedContent>;</content>
                                    </subclause>
                                </clause>
                            </subparagraph>
                            <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/D" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="D">(D) </num><chapeau style="-uslm-dtd:text">in subsection (e)—</chapeau>
                                <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/D/i" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="i">(i) </num><chapeau style="-uslm-dtd:text">in paragraph (2)(A)(ii)—</chapeau>
                                    <subclause style="-uslm-dtd:subclause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/D/i/I" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="I">(I) </num><content style="-uslm-dtd:text">by striking “<quotedText style="-uslm-dtd:quote">One-half</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">Seventy-five percent</quotedText>”; and</content>
                                    </subclause>
                                    <subclause style="-uslm-dtd:subclause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/D/i/II" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="II">(II) </num><content style="-uslm-dtd:text">by striking “<quotedText style="-uslm-dtd:quote">one-half</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">seventy-five percent</quotedText>”; and</content>
                                    </subclause>
                                </clause>
                                <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/D/ii" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">in paragraph (6), by striking “<quotedText style="-uslm-dtd:quote">2026</quotedText>” each place the term appears and inserting “<quotedText style="-uslm-dtd:quote">2030</quotedText>”;</content>
                                </clause>
                            </subparagraph>
                            <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/E" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="E">(E) </num><chapeau style="-uslm-dtd:text">in subsection (f)(1)—</chapeau>
                                <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/E/i" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">by inserting “<quotedText style="-uslm-dtd:quote">representing a non-9/11 related victim of state sponsored terrorism</quotedText>” after  “<quotedText style="-uslm-dtd:quote">No attorney</quotedText>”; and</content>
                                </clause>
                                <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/E/ii" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">by adding at the end the following:  “<quotedText style="-uslm-dtd:quote">After the date of enactment of the United States Victims of State Sponsored Terrorism Fund Clarification Act, no attorney representing a 9/11 related victim of state sponsored terrorism shall charge, receive, or collect, and the Special Master shall not approve, any payment of fees and costs that in the aggregate exceeds 15 percent of any payment made under this section after the date of enactment of such Act.</quotedText>”; and</content>
                                </clause>
                            </subparagraph>
                            <subparagraph style="-uslm-dtd:subparagraph" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/F" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="F">(F) </num><chapeau style="-uslm-dtd:text">in subsection (j)—</chapeau>
                                <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/F/i" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">in paragraph (6), by striking “<quotedText style="-uslm-dtd:quote">(including payments from the September 11th Victim Compensation Fund (49 U.S.C. 40101 note))</quotedText>”; and</content>
                                </clause>
                                <clause style="-uslm-dtd:clause" identifier="/us/sComp/116/69/dB/tVII/s1701/b/1/F/ii" styleType="OLC">
                                    <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">by adding at the end the following:<quotedContent style="-uslm-dtd:quoted-block">
                                    <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="9">“(9) </num><heading style="-uslm-dtd:header">Non-9/11 related victim of state sponsored terrorism.—</heading><content style="-uslm-dtd:text">The term ‘<quotedText style="-uslm-dtd:quote">non-9/11 victim of state sponsored terrorism</quotedText>’ means a United States person who has an eligible claim under subsection (c) that is unrelated to the acts of international terrorism carried out on September 11, 2001.</content>
                                    </paragraph>
                                    <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="10">“(10) </num><heading style="-uslm-dtd:header">9/11 related victim of state sponsored terrorism.—</heading><content style="-uslm-dtd:text">The term ‘<quotedText style="-uslm-dtd:quote">9/11 related victim of state sponsored terrorism</quotedText>’ means a 9/11 victim, 9/11 spouse, 9/11 dependent, or 9/11 family member.</content>
                                    </paragraph>
                                    <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="11">“(11) </num><heading style="-uslm-dtd:header">9/11 dependent.—</heading><chapeau style="-uslm-dtd:text">The term ‘<quotedText style="-uslm-dtd:quote">9/11 dependent</quotedText>’ means a United States person who has an eligible claim under subsection (c) who at the time of a 9/11 victim’s death was—</chapeau>
                                        <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                            <num style="-uslm-dtd:enum" value="A">“(A) </num><content style="-uslm-dtd:text">a dependent, as defined in section 104.3 of title 28, Code of Federal Regulations, or any successor thereto, of the 9/11 victim; or</content>
                                        </subparagraph>
                                        <subparagraph style="-uslm-dtd:subparagraph" styleType="OLC">
                                            <num style="-uslm-dtd:enum" value="B">“(B) </num><content style="-uslm-dtd:text">the child of the 9/11 victim who has not, before the date of enactment of the United States Victims of State Sponsored Terrorism Fund Clarification Act, received payment from the Fund.</content>
                                        </subparagraph>
                                    </paragraph>
                                    <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="12">“(12) </num><heading style="-uslm-dtd:header">9/11 family member.—</heading><content style="-uslm-dtd:text">The term ‘<quotedText style="-uslm-dtd:quote">9/11 family member</quotedText>’ means the immediate family member of an individual described in section 405(c) of the Air Transportation Safety and System Stabilization Act (49 U.S.C. 40101 note) who is not a 9/11 dependent or a 9/11 spouse.</content>
                                    </paragraph>
                                    <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="13">“(13) </num><heading style="-uslm-dtd:header">9/11 spouse.—</heading><content style="-uslm-dtd:text">The term ‘<quotedText style="-uslm-dtd:quote">9/11 spouse</quotedText>’ means a United States person who has an eligible claim under subsection (c) who is a spouse, as defined in section 104.3 of title 28, Code of Federal Regulations, or any successor thereto, of an individual described in section 405(c) of the Air Transportation Safety and System Stabilization Act (49 U.S.C. 40101 note).</content>
                                    </paragraph>
                                    <paragraph style="-uslm-dtd:paragraph" styleType="OLC">
                                        <num style="-uslm-dtd:enum" value="14">“(14) </num><heading style="-uslm-dtd:header">9/11 victim.—</heading><content style="-uslm-dtd:text">The term ‘<quotedText style="-uslm-dtd:quote">9/11 victim</quotedText>’ means a United States person who has an eligible claim under subsection (c) who is an individual described in section 405(c)(2) of the Air Transportation Safety and System Stabilization Act (49 U.S.C. 40101 note).”</content>
                                    </paragraph></quotedContent>.</content>
                                </clause>
                            </subparagraph>
                        </paragraph>
                    </subsection>
                    <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/116/69/dB/tVII/s1701/c" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="c">(c) </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t34/s20144">34 U.S.C. 20144 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">Rule of Construction.—</heading><content style="-uslm-dtd:text">A determination by the Special Master before the date of enactment of the United States Victims of State Sponsored Terrorism Fund Clarification Act that an award or award determination under section 405 of the Air Transportation Safety and Stabilization Act (49 U.S.C. 40101 note) was controlling for purposes of the Fund (pursuant to subsection (d)(3)(A)(ii)(III) of the Justice for United States Victims of State Sponsored Terrorism Act (34 U.S.C. 20144(d)(3)(A)(ii)(III)), as such section was in effect on the day before the date of enactment of this Act) shall not prejudice a claim of a 9/11 victim, 9/11 spouse, or 9/11 dependent.</content>
                    </subsection>
                    <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/116/69/dB/tVII/s1701/d" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="d">(d) </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t34/s20144">34 U.S.C. 20144 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">Applicability.—</heading><content style="-uslm-dtd:text">This section and the amendments made by this section shall take effect on the date of enactment of this Act.</content>
                    </subsection>
                </section>
                <section style="-uslm-dtd:section" identifier="/us/sComp/116/69/dB/tVII/s1702" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1702">SEC. 1702. </num><heading style="-uslm-dtd:header">REPEAL OF RESCISSION. </heading>
                    <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/116/69/dB/tVII/s1702/a" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">Section 1438 of the FAST Act (Public Law 114-94; 129 Stat. 1432) is repealed.</content>
                    </subsection>
                    <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/116/69/dB/tVII/s1702/b" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Clerical Amendment.—</heading><content style="-uslm-dtd:text">The table of contents in section 1(b) of the FAST Act (Public Law 114-94; 129 Stat. 1312) is amended by striking the item relating to section 1438.</content>
                    </subsection>
                </section>
                <section style="-uslm-dtd:section" identifier="/us/sComp/116/69/dB/tVII/s1703" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1703">SEC. 1703. </num><heading style="-uslm-dtd:header">SUNSETS. </heading>
                    <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/116/69/dB/tVII/s1703/a" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="a">(a) </num><editorialNote style="-uslm-dtd:usc-reference" role="uscRef"><b>[</b><ref href="/us/usc/t50/s1805">50 U.S.C. 1805</ref><b>]</b> </editorialNote><content style="-uslm-dtd:text">Section 102(b)(1) of the USA PATRIOT Improvement and Reauthorization Act of 2005 (50 U.S.C. 1805 note) is amended by striking “<quotedText style="-uslm-dtd:quote">December 15, 2019</quotedText>” and inserting “<quotedText style="-uslm-dtd:quote">March 15, 2020</quotedText>”.</content>
                    </subsection>
                    <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/116/69/dB/tVII/s1703/b" styleType="OLC">

                <num style="-uslm-dtd:enum" value="VIII">TITLE VIII—</num><heading style="-uslm-dtd:header">BUDGETARY EFFECTS </heading>
                <section style="-uslm-dtd:section" identifier="/us/sComp/116/69/dB/tVIII/s1801" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1801">SEC. 1801. </num><heading style="-uslm-dtd:header">BUDGETARY EFFECTS. </heading>
                    <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/116/69/dB/tVIII/s1801/a" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Statutory Paygo Scorecards.—</heading><content style="-uslm-dtd:text">The budgetary effects of this division shall not be entered on either PAYGO scorecard maintained pursuant to section 4(d) of the Statutory Pay-As-You-Go Act of 2010.</content>
                    </subsection>
                    <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/116/69/dB/tVIII/s1801/b" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Senate Paygo Scorecards.—</heading><content style="-uslm-dtd:text">The budgetary effects of this division shall not be entered on any PAYGO scorecard maintained for purposes of section 4106 of H. Con. Res. 71 (115th Congress).</content>
                    </subsection>
                    <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/116/69/dB/tVIII/s1801/c" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Classification of Budgetary Effects.—</heading><chapeau style="-uslm-dtd:text">Notwithstanding Rule 3 of the Budget Scorekeeping Guidelines set forth in the joint explanatory statement of the committee of conference accompanying Conference Report 105-217 and section 250(c)(8) of the Balanced Budget and Emergency Deficit Control Act of 1985, the budgetary effects of this division shall not be estimated—</chapeau>
                        <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/69/dB/tVIII/s1801/c/1" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">for purposes of section 251 of such Act; and</content>
                        </paragraph>
                        <paragraph style="-uslm-dtd:paragraph" identifier="/us/sComp/116/69/dB/tVIII/s1801/c/2" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">for purposes of paragraph (4)(C) of section 3 of the Statutory Pay-As-You-Go Act of 2010 as being included in an appropriation Act.</content>
                        </paragraph>
                    </subsection>
                    <subsection style="-uslm-dtd:subsection" identifier="/us/sComp/116/69/dB/tVIII/s1801/d" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">PAYGO Annual Report.—</heading><content style="-uslm-dtd:text">For the purposes of the annual report issued pursuant to section 5 of the Statutory Pay-As-You-Go Act of 2010 (2 U.S.C. 934) after adjournment of the first session of the 116th Congress, and for determining whether a sequestration order is necessary under such section, the debit for the budget year on the 5-year scorecard, if any, and the 10-year scorecard, if any, shall be deducted from such scorecard in 2020 and added to such scorecard in 2021.</content>
