The Secretary of the Treasury may spend the new or increased fee receipts to supplement appropriations made available to the Internal Revenue Service appropriations accounts in fiscal years 1995 and thereafter: Provided, That the Secretary shall base such fees on the costs of providing specified services to persons paying such fees: Provided further, That the Secretary shall provide quarterly reports to the Congress on the collection of such fees and how they are being expended by the Service.</compsdtd:text><compsdtd:omitted-text type="7" /></compsdtd:section></compsdtd:subaccount></compsdtd:account></foreign>

            <num style="-uslm-dtd:enum" value="VI">TITLE VI—</num><heading style="-uslm-dtd:header">GOVERNMENTWIDE GENERAL PROVISIONS </heading><foreign id="warning-d1590825e34" note="processing mode: unknown" role="passthroughContent"><compsdtd:account xmlns:compsdtd="http://schemas.gpo.gov/xml/comps-dtd" id="ID6F692F055FAF4685A6A50307E30857D6" commented="no" type="subsequent" in-effect="yes"><compsdtd:header bold="off" display-inline="yes-display-inline">Departments, Agencies, and Corporations</compsdtd:header><compsdtd:omitted-text type="7" /><compsdtd:section style="other" other-style="traditional-inline" id="IDF85E5439282A4F06B1127D38B12AB778" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>602.</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">No department, agency, or instrumentality of the United States receiving appropriated funds
under this or any other Act for fiscal year 1995 shall obligate or expend any such funds, unless
such department, agency, or instrumentality has in place, and will continue to administer in good
faith, a written policy designed to ensure that all of its workplaces are free from the illegal use,
possession, or distribution of controlled substances (as defined in the Controlled Substances Act)
by the officers and employees of such department, agency, or instrumentality.</compsdtd:text></compsdtd:section><compsdtd:section style="other" other-style="traditional-inline" id="ID36B3413913594AD3BA1354510661BA28" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>603.</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Notwithstanding 31 U.S.C. 1345, any agency, department or instrumentality of the United States
which provides or proposes to provide child care services for Federal employees may reimburse any
Federal employee or any person employed to provide such services for travel, transportation, and
subsistence expenses incurred for training classes, conferences or other meetings in connection with
the provision of such services: <compsdtd:italic>Provided,</compsdtd:italic> That any per diem allowance made pursuant
to this section shall not exceed the rate specified in regulations prescribed pursuant to section
5707 of title 5, United States Code.</compsdtd:text><compsdtd:omitted-text type="7" /></compsdtd:section><compsdtd:section style="other" other-style="traditional-inline" id="ID095BA7EC9E314C6CB823B2387C753245" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>613.</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">No part of any appropriation contained in this or any other Act shall be available for
interagency financing of boards, commissions, councils, committees, or similar groups (whether or
not they are interagency entities) which do not have a prior and specific statutory approval to
receive financial support from more than one agency or instrumentality.</compsdtd:text><compsdtd:omitted-text type="7" /></compsdtd:section><compsdtd:section style="other" other-style="traditional-inline" id="IDF1610748B6DF4CFB8E3A14C01450836F" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>618.</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">During the period in which the head of any department or agency, or any other officer or
civilian employee of the Government appointed by the President of the United States, holds office,
no funds may be obligated or expended in excess of $5,000 to furnish or redecorate the office of
such department head, agency head, officer or employee, or to purchase furniture or make
improvements for any such office, unless advance notice of such furnishing or redecoration is
expressly approved by the Committees on Appropriations of the House and Senate. For the purposes of
this section the word <compsdtd:quote>office</compsdtd:quote> shall include the entire suite of offices assigned to
the individual, as well as any other space used primarily by the individual or the use of which is
directly controlled by the individual.</compsdtd:text><compsdtd:omitted-text type="7" /></compsdtd:section><compsdtd:section style="other" other-style="traditional-inline" id="ID88A3B18DF9C949478423EE5EBB676062" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>619.</compsdtd:enum><compsdtd:subsection display-inline="yes-display-inline" id="ID21514FA5DE004B4BB8D8B03DBC55E9DE" commented="no" type="subsequent" in-effect="yes" style="OLC"><compsdtd:enum>(a)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Notwithstanding the provisions of sections 112 and 113 of title 3, United States Code, each
Executive agency detailing any personnel shall submit a report on an annual basis in each fiscal
year to the Senate and House Committees on Appropriations on all employees or members of the armed
services detailed to Executive agencies, listing the grade, position, and offices of each person
detailed and the agency to which each such person is detailed.</compsdtd:text></compsdtd:subsection><compsdtd:subsection id="IDE7781A50CD1B44319A9FE47300E59AB3" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(b)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">The provisions of this section shall not apply to Federal employees or members of the armed
services detailed to or from—</compsdtd:text><compsdtd:paragraph id="IDE5632D30671A4507BEDAC9110504B587" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(1)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the Central Intelligence Agency;</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="IDAE8D833D0B4F49118359F4E556239A90" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(2)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the National Security Agency;</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="ID00A7BA87D4BE42E1BC4A47C532F5758C" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(3)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the Defense Intelligence Agency;</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="ID3B1DE0F12DEF4DD1875D5EE2FE68ADF0" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(4)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the offices within the Department of Defense for the collection of specialized national
foreign intelligence through reconnaissance programs;</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="ID5410D21C8482427E8B4B0495839F7C05" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(5)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the Bureau of Intelligence and Research of the Department of State;</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="ID3D9913717264408E9880330B0C08CD34" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(6)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">any agency, office, or unit of the Army, Navy, Air Force, and Marine Corps, the Federal Bureau
of Investigation and the Drug Enforcement Administration of the Department of Justice, the
Department of the Treasury, the Department of Transportation, and the Department of Energy
performing intelligence functions; and</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="ID5540AFBE23194CBC9BA76277DD0AEA7E" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(7)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the Director of Central Intelligence.</compsdtd:text></compsdtd:paragraph></compsdtd:subsection><compsdtd:subsection id="IDBACAB77DA3714ABA86A3ECAE150E27FD" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(c)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">The exemptions in part (b) of this section are not intended to apply to information on the use
of personnel detailed to or from the intelligence agencies which is currently being supplied to the
Senate and House Intelligence and Appropriations Committees by the executive branch through budget
justification materials and other reports.</compsdtd:text></compsdtd:subsection><compsdtd:subsection id="ID0B3A5F7A2F3A479BA8292DFCB34272FC" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(d)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">For the purposes of this section, the term <compsdtd:term>Executive agency</compsdtd:term> has the same meaning
as defined under section 105 of title 5, United States Code (except that the provisions of section
104(2) of title 5, United States Code, shall not apply), and includes the White House Office, the
Executive Residence, and any office, council, or organizational unit of the Executive Office of the
President.</compsdtd:text></compsdtd:subsection></compsdtd:section><compsdtd:section style="other" other-style="traditional-inline" id="ID73A97FD48EF345CA89B9FA2143D38EA1" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>620.</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">No funds appropriated in this or any other Act for fiscal year 1995 may be used to implement
or enforce the agreements in Standard Forms 312 and 4355 of the Government or any other
nondisclosure policy, form or agreement if such policy, form or agreement does not contain the
following provisions:</compsdtd:text><compsdtd:quoted-block id="ID4413CE77275140C28C11BECAA49F7AB5" style="OLC" display-inline="no-display-inline"><compsdtd:section style="other" other-style="traditional-inline" section-type="undesignated-section" type="undesignated" id="ID7593EC7F267C4378849DA6DBE9141229" commented="no" in-effect="yes" display-inline="no-display-inline"><compsdtd:enum /><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">These restrictions are consistent with and do not supersede, conflict with or otherwise alter
the employee obligations, rights or liabilities created by Executive Order 12356; section 7211 of
title 5, United States Code (governing disclosures to Congress); section 1034 of title 10, United
States Code, as amended by the Military Whistleblower Protection Act (governing disclosure to
Congress by members of the military); section 2302(b)(8) of title 5, United States Code, as amended
by the Whistleblower Protection Act (governing disclosures of illegality, waste, fraud, abuse or
public health or safety threats); the Intelligence Identities Protection Act of 1982 (50 U.S.C. 421
et seq.) (governing disclosures that could expose confidential Government agents), and the statutes
which protect against disclosure that may compromise the national security, including sections 641,
793, 794, 798, and 952 of title 18, United States Code, and section 4(b) of the Subversive
Activities Act of 1950 (50 U.S.C. section 783(b)). The definitions, requirements, obligations,
rights, sanctions and liabilities created by said Executive Order and listed statutes are
incorporated into this Agreement and are controlling.</compsdtd:text></compsdtd:section><compsdtd:after-quoted-block>.</compsdtd:after-quoted-block></compsdtd:quoted-block><compsdtd:omitted-text type="7" /></compsdtd:section><compsdtd:section style="other" other-style="traditional-inline" id="IDB1B7910D7D524507BF21971D421C2E47" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>624.</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Notwithstanding section 1346 of title 31, United States Code, funds made available for fiscal
year 1995 by this or any other Act shall be available for the interagency funding of national
security and emergency preparedness telecommunications initiatives which benefit multiple Federal
departments, agencies, or entities, as provided by Executive Order Numbered 12472 (April 3,
1984).</compsdtd:text></compsdtd:section><compsdtd:section style="other" other-style="traditional-inline" id="ID9D3E12825538433791FDAF03690D2E7A" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>625.</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Notwithstanding any provisions of this or any other Act, during the fiscal year ending
September 30, 1995, any department, division, bureau, or office may use funds appropriated by this
or any other Act to install telephone lines, and necessary equipment, and to pay monthly charges, in
any private residence or private apartment of an employee who has been authorized to work at home in
accordance with guidelines issued by the Office of Personnel Management: <compsdtd:italic>Provided,
</compsdtd:italic>That the head of the department, division, bureau, or office certifies that adequate
safeguards against private misuse exist, and that the service is necessary for direct support of the
agency's mission.</compsdtd:text></compsdtd:section><compsdtd:section style="other" other-style="traditional-inline" id="ID438D5BD01E2C456BBFF282828FEAD2D9" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>626.</compsdtd:enum><compsdtd:subsection display-inline="yes-display-inline" id="ID5AD64A67481441C0B92252ECA889C30F" commented="no" type="subsequent" in-effect="yes" style="OLC"><compsdtd:enum>(a)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">None of the funds appropriated by this or any other Act may be obligated or expended by any
Federal department, agency, or other instrumentality for the salaries or expenses of any employee
appointed to a position of a confidential or policy-determining character excepted from the
competitive service pursuant to section 3302 of title 5, United States Code, without a certification
to the Office of Personnel Management from the head of the Federal department, agency, or other
instrumentality employing the Schedule C appointee that the Schedule C position was not created
solely or primarily in order to detail the employee to the White House.</compsdtd:text></compsdtd:subsection><compsdtd:subsection id="ID6968D6FD85ED4BF3B5E4CA801AB95862" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(b)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">The provisions of this section shall not apply to Federal employees or members of the armed
services detailed to or from—</compsdtd:text><compsdtd:paragraph id="ID2294A57FD54A46D8A60025BCE11BA4A9" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(1)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the Central Intelligence Agency;</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="IDD5AFFA4757D740BD81FF9DA48753E10E" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(2)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the National Security Agency;</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="ID2A6D59DA377E4A8292CD22A0F0879476" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(3)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the Defense Intelligence Agency;</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="ID1839DEADA60D48E5867AED6C7448070D" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(4)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the offices within the Department of Defense for the collection of specialized national
foreign intelligence through reconnaissance programs;</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="ID4D1F562C3AE54985A146A9C23ABF2E7B" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(5)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the Bureau of Intelligence and Research of the Department of State;</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="ID60150CC968424A5FB151F50C6A8F1CCD" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(6)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">any agency, office, or unit of the Army, Navy, Air Force, and Marine Corps, the Federal Bureau
of Investigation and the Drug Enforcement Administration of the Department of Justice, the
Department of Transportation, the Department of the Treasury, and the Department of Energy
performing intelligence functions; and</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="IDE2756FA6342D4EBCAB407EB418D3E1A9" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(7)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">the Director of Central Intelligence.</compsdtd:text><compsdtd:omitted-text type="7" /></compsdtd:paragraph></compsdtd:subsection></compsdtd:section><compsdtd:section style="other" other-style="traditional-inline" id="IDA0FFFE570D2249CE80B78B6FF23F265C" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>628.</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">No department, agency, or instrumentality of the United States receiving appropriated funds
under this or any other Act for fiscal year 1995 shall obligate or expend any such funds, unless
such department, agency or instrumentality has in place, and will continue to administer in good
faith, a written policy designed to ensure that all of its workplaces are free from discrimination
and sexual harassment and that all of its workplaces are not in violation of title VII of the Civil
Rights Act of 1964, as amended, the Age Discrimination in Employment Act of 1967, and the
Rehabilitation Act of 1973.</compsdtd:text></compsdtd:section><compsdtd:section style="other" other-style="traditional-inline" id="ID928A76DBB68841D89888C87619CC79DB" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>629.</compsdtd:enum><compsdtd:subsection display-inline="yes-display-inline" id="IDBD32ABBAD9134EA4978D14BA0CC4460B" commented="no" type="subsequent" in-effect="yes" style="OLC"><compsdtd:enum>(a)</compsdtd:enum><compsdtd:paragraph display-inline="yes-display-inline" id="ID16459E797E2540E1993781856C925752" commented="no" type="subsequent" in-effect="yes" style="OLC"><compsdtd:enum>(1)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Subchapter II of chapter 63 of title 5, United States Code, is amended by adding at the end
the following:</compsdtd:text><compsdtd:quoted-block id="IDF5C98D0ECBB442C4BF5A9AAC497BA9D6" style="OLC" display-inline="no-display-inline"><compsdtd:section style="USC" id="IDCF5AD794BB0F479FA4FB5D2B8AB13C27" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>6327.</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">Absence in connection with serving as a bone-marrow or organ donor</compsdtd:header><compsdtd:subsection id="ID60FB300879974BA7A8FF00045E5EB961" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(a)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">An employee in or under an Executive agency is entitled to leave without loss of or reduction
in pay, leave to which otherwise entitled, credit for time or service, or performance or efficiency
rating, for the time necessary to permit such employee to serve as a bone-marrow or organ
donor.</compsdtd:text></compsdtd:subsection><compsdtd:subsection id="ID6827DC9C26DE415586502A80BF27DBE6" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(b)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Not to exceed 7 days of leave may be used under this section by an employee in a calendar
year.</compsdtd:text></compsdtd:subsection><compsdtd:subsection id="ID5DE6FC39E1904A38A9348C0681E6450E" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(c)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">The Office of Personnel Management may prescribe regulations for the administration of this
section.</compsdtd:text></compsdtd:subsection></compsdtd:section><compsdtd:after-quoted-block>.</compsdtd:after-quoted-block></compsdtd:quoted-block></compsdtd:paragraph><compsdtd:paragraph indent="subsection" id="ID0A63C6D5571647EEBDCD6D28979A46AA" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(2)</compsdtd:enum><compsdtd:subparagraph display-inline="yes-display-inline" id="ID907F6CD5CC7547408D219565811CD0FB" commented="no" type="subsequent" in-effect="yes" style="OLC"><compsdtd:enum>(A)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Section 6129 of title 5, United States Code, is amended by inserting <compsdtd:quote>6327,</compsdtd:quote>
after <compsdtd:quote>6326,</compsdtd:quote>.</compsdtd:text></compsdtd:subparagraph><compsdtd:subparagraph indent="subsection" id="ID298DB1D95BCA4C79A721A52C17FBEFDD" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(B)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">The table of sections for chapter 63 of title 5, United States Code, is amended by adding
after the item relating to section 6326 the following:</compsdtd:text><compsdtd:quoted-block id="ID9E4292FED5A24612947A9A1209509BF2" style="OLC" display-inline="no-display-inline"><compsdtd:toc><compsdtd:toc-entry level="none" bold="off">6327. Absence in connection with serving as a bone-marrow or organ
donor.</compsdtd:toc-entry></compsdtd:toc><compsdtd:after-quoted-block>.</compsdtd:after-quoted-block></compsdtd:quoted-block></compsdtd:subparagraph></compsdtd:paragraph></compsdtd:subsection><compsdtd:subsection id="ID80DC4D54A28E455C96CD96E6B1FAA02F" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(b)</compsdtd:enum><compsdtd:paragraph display-inline="yes-display-inline" id="ID0606A91E95E04DB6B534831813BE69DA" commented="no" type="subsequent" in-effect="yes" style="OLC"><compsdtd:enum>(1)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Section 6307 of title 5, United States Code, is amended—</compsdtd:text><compsdtd:subparagraph indent="paragraph" id="ID05BD50F7C6E1479C944B7EFEA325EA4A" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(A)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">by redesignating subsection (c) as subsection (d);</compsdtd:text></compsdtd:subparagraph><compsdtd:subparagraph indent="paragraph" id="IDF00EC01B61CC4F509F76C94D35E5982D" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(B)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">by inserting after subsection (b) the following:</compsdtd:text><compsdtd:quoted-block id="IDB049C3F0D9A7416A9DE77BB99596FEEF" style="OLC" display-inline="no-display-inline"><compsdtd:subsection id="ID5B23CBD2D0FF4030BD6DA9998686EE6D" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(c)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Sick leave provided by this section may be used for purposes relating to the adoption of a
child.</compsdtd:text></compsdtd:subsection><compsdtd:after-quoted-block>; and</compsdtd:after-quoted-block></compsdtd:quoted-block></compsdtd:subparagraph><compsdtd:subparagraph indent="paragraph" id="ID605148EBE4D0430497CC0940FEDA8A33" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(C)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">in subsection (d) (as so redesignated by subparagraph (A)) by inserting <compsdtd:quote>or for purposes
relating to the adoption of a child,</compsdtd:quote> after <compsdtd:quote>ailment,</compsdtd:quote>.</compsdtd:text></compsdtd:subparagraph></compsdtd:paragraph><compsdtd:paragraph indent="subsection" id="IDB6474E3DAA5844CDB9E1A22F41BD9E4E" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(2)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Section 6129 of title 5, United States Code, is amended by striking <compsdtd:quote>6307 (a) and
(c),</compsdtd:quote> and inserting <compsdtd:quote>6307 (a) and (d),</compsdtd:quote>.</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph indent="subsection" id="ID38F22688F2AA4F77A7E347F8DF539349" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(3)</compsdtd:enum><compsdtd:subparagraph display-inline="yes-display-inline" id="ID3A77275183744207BC56D0BB413E2BFA" commented="no" type="subsequent" in-effect="yes" style="OLC"><compsdtd:enum>(A)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">The Office of Personnel Management shall prescribe regulations under which any employee who
used or uses annual leave for an adoption-related purpose, after September 30, 1991, and before the
date as of which sick leave first becomes available for such purpose as a result of the enactment of
this subsection may, upon appropriate written application, elect to have such employee's leave
accounts adjusted to reflect the amount of annual leave and sick leave, respectively, which would
remain had sick leave been used instead of all or any portion of the annual leave actually used, as
designated by the employee.</compsdtd:text></compsdtd:subparagraph><compsdtd:subparagraph indent="subsection" id="IDC80614B071534C12BB0FC06074719FE3" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(B)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">An application under this paragraph may not be approved unless it is submitted—</compsdtd:text><compsdtd:clause indent="paragraph" id="ID26E45303B9CA418FBBD148E2E39E86CF" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(i)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">within 1 year after the date of the enactment of this Act or such later date as the Office may
prescribe;</compsdtd:text></compsdtd:clause><compsdtd:clause indent="paragraph" id="IDBEE895E125DD489AB1A8325F121C5368" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(ii)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">in such form and manner as the Office shall require; and</compsdtd:text></compsdtd:clause><compsdtd:clause indent="paragraph" id="ID873D233C23B34E9DA9A52EC7F3787A47" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(iii)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">by an individual who is an employee as of the time of application.</compsdtd:text></compsdtd:clause></compsdtd:subparagraph><compsdtd:subparagraph indent="subsection" id="IDD210E229AE1944A6B2912338F24F6CA5" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(C)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">For the purpose of this paragraph, the term <compsdtd:term>employee</compsdtd:term> has the meaning given such
term by section 6301(2) of title 5, United States Code.</compsdtd:text></compsdtd:subparagraph></compsdtd:paragraph></compsdtd:subsection></compsdtd:section><compsdtd:section style="other" other-style="traditional-inline" id="IDDF7DEC35F1904CE7958AA6CE99F18B53" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>630.</compsdtd:enum><compsdtd:subsection display-inline="yes-display-inline" id="ID5424E02D5BF544948484E9D5136E6768" commented="no" type="subsequent" in-effect="yes" style="OLC"><compsdtd:enum>(a)</compsdtd:enum><compsdtd:paragraph display-inline="yes-display-inline" id="IDE4EE091671194B71996197C9085CAFD6" commented="no" type="subsequent" in-effect="yes" style="OLC"><compsdtd:enum>(1)</compsdtd:enum><compsdtd:legis-comment>5 U.S.C. 5303 nt</compsdtd:legis-comment><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">The adjustment in rates of basic pay for the statutory pay systems that takes effect in fiscal
year 1995 under section 5303 of title 5, United States Code, shall be an increase of 2
percent.</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph indent="subsection" id="ID84626D98506F4FE1BD0E0137DBC099D2" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(2)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">For purposes of each provision of law amended by section 704(a)(2) of the Ethics Reform Act of
1989 (5 U.S.C. 5318 note), no adjustment under section 5303 of title 5, United States Code, shall be
considered to have taken effect in fiscal year 1995 in the rates of basic pay for the statutory pay
systems.</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph indent="subsection" id="ID807832D3F76A4C1EB229EDAE6230F4F9" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(3)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">For purposes of this subsection, the term <compsdtd:term>statutory pay system</compsdtd:term> shall have the
meaning given such term by section 5302(1) of title 5, United States Code.</compsdtd:text></compsdtd:paragraph></compsdtd:subsection><compsdtd:subsection id="ID26E3772985844708A4890E2B8E85EFED" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(b)</compsdtd:enum><compsdtd:legis-comment>5 U.S.C. 5304 nt</compsdtd:legis-comment><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">For purposes of any locality-based comparability payments taking effect in fiscal year 1995
under subchapter I of chapter 53 of title 5, United States Code (whether by adjustment or
otherwise), section 5304(a) of such title shall be deemed to be without force or effect.</compsdtd:text></compsdtd:subsection><compsdtd:subsection id="ID64286E74CA104DD2B22F720764C1BC26" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(c)</compsdtd:enum><compsdtd:legis-comment>5 U.S.C. 5304 nt</compsdtd:legis-comment><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Notwithstanding section 5304(a)(3)(B) of title 5, United States Code, the annualized cost of
pay adjustments made under section 5304 of such title in calendar year 1995 shall be equal to 0.6
percent of the estimated aggregate fiscal year 1995 executive branch civilian payroll—</compsdtd:text><compsdtd:paragraph id="ID2092605BF89047DEAE8AFFDF0E053E49" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(1)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">as determined by the pay agent (within the meaning of section 5302 of such title); and</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="ID0176E8451CD14232B51CB7A305CE75F1" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(2)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">determined as if the rates of pay and comparability payments payable on September 30, 1994,
had remained in effect.</compsdtd:text><compsdtd:omitted-text type="7" /></compsdtd:paragraph></compsdtd:subsection></compsdtd:section><compsdtd:section style="other" other-style="traditional-inline" id="IDFB02A1DE11F74BD0A3AEFB3BAF5A0E8C" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" section-type="subsequent-section"><compsdtd:enum>632.</compsdtd:enum><compsdtd:legis-comment>3 U.S.C. 101 nt</compsdtd:legis-comment><compsdtd:subsection display-inline="yes-display-inline" id="ID35B2A2D666464B1091D145D74518E379" commented="no" type="subsequent" in-effect="yes" style="OLC"><compsdtd:enum>(a)</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">In General.—</compsdtd:header><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Hereafter, the employment of any individual within the Executive Office of the President shall
be placed on leave without pay status if the individual—</compsdtd:text><compsdtd:paragraph id="ID6E9AEBDF13F14DC08BD92988CFDC3EEA" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(1)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">has not, within 30 days of commencing such employment or by October 31, 1994 (whichever occurs
later), submitted a completed questionnaire for sensitive positions (SF–86) or equivalent form;
or</compsdtd:text></compsdtd:paragraph><compsdtd:paragraph id="ID74A482FFA36C4A18AABF30AFF509BB6F" commented="no" type="subsequent" in-effect="yes" display-inline="no-display-inline" style="OLC"><compsdtd:enum>(2)</compsdtd:enum><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">has not, within 6 months of commencing such employment or by October 31, 1994 (whichever
occurs later), had his or her background investigation, if completed, forwarded by the counsel to
the President to the United States Secret Service for issuance of the appropriate access
pass.</compsdtd:text></compsdtd:paragraph></compsdtd:subsection><compsdtd:subsection id="IDA15B7E86240E42C2BB069B30AEE0C4FA" commented="no" type="subsequent" in-effect="yes" style="OLC" display-inline="no-display-inline"><compsdtd:enum>(b)</compsdtd:enum><compsdtd:header bold="off" display-inline="yes-display-inline">Exemption.—</compsdtd:header><compsdtd:text display-inline="yes-display-inline" cross-reference-style="no">Subsection (a) shall not apply to any individual specifically exempted from such subsection by
the President or his designee.</compsdtd:text><compsdtd:omitted-text type="7" /></compsdtd:subsection></compsdtd:section></compsdtd:account></foreign>
