    <main style="-uslm-dtd:legis-body"><longTitle><docTitle style="-uslm-dtd:legis-type">AN ACT</docTitle><officialTitle style="-uslm-dtd:official-title">To require full disclosure of all entities and organizations receiving Federal funds.</officialTitle></longTitle><enactingFormula style="-uslm-dtd:enacting-clause">
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

        <section identifier="/us/sComp/109/282/s1" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="1">SECTION 1. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t31/s6101">31 U.S.C. 6101 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SHORT TITLE. </heading>
            <content class="block" style="-uslm-dtd:text">This Act may be cited as the “<shortTitle style="-uslm-dtd:quote"><inline style="-uslm-dtd:short-title">Federal Funding Accountability and Transparency Act of 2006</inline></shortTitle>”.</content>
        </section>
        <section identifier="/us/sComp/109/282/s2" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="2">SEC. 2. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t31/s6101">31 U.S.C. 6101 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">FULL DISCLOSURE OF ENTITIES RECEIVING FEDERAL FUNDING. </heading>
            <subsection identifier="/us/sComp/109/282/s2/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Definitions.—</heading><chapeau style="-uslm-dtd:text">In this Act:</chapeau>
                <paragraph identifier="/us/sComp/109/282/s2/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Director.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:term">Director</term>” means the Director of the Office of Management and Budget.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Entity.—</heading><chapeau style="-uslm-dtd:text">The term “<quotedText style="-uslm-dtd:quote">entity</quotedText>”—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s2/a/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><chapeau style="-uslm-dtd:text">includes, whether for profit or nonprofit—</chapeau>
                        <clause identifier="/us/sComp/109/282/s2/a/2/A/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">a corporation;</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s2/a/2/A/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">an association;</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s2/a/2/A/iii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="iii">(iii) </num><content style="-uslm-dtd:text">a partnership;</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s2/a/2/A/iv" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="iv">(iv) </num><content style="-uslm-dtd:text">a limited liability company;</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s2/a/2/A/v" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="v">(v) </num><content style="-uslm-dtd:text">a limited liability partnership;</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s2/a/2/A/vi" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="vi">(vi) </num><content style="-uslm-dtd:text">a sole proprietorship;</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s2/a/2/A/vii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="vii">(vii) </num><content style="-uslm-dtd:text">any other legal business entity;</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s2/a/2/A/viii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="viii">(viii) </num><content style="-uslm-dtd:text">any other grantee or contractor that is not excluded by subparagraph (B) or (C); and</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s2/a/2/A/ix" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ix">(ix) </num><content style="-uslm-dtd:text">any State or locality;</content>
                        </clause>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/a/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">on and after January 1, 2009, includes any subcontractor or subgrantee; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/a/2/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><chapeau style="-uslm-dtd:text">does not include—</chapeau>
                        <clause identifier="/us/sComp/109/282/s2/a/2/C/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">an individual recipient of Federal assistance; or</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s2/a/2/C/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">a Federal employee.</content>
                        </clause>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/a/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Federal
 agency.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:term">Federal agency</term>” has the meaning given
 the term “<term style="-uslm-dtd:term">Executive agency</term>” under section 105 of title 5, United
 States Code.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/a/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><heading style="-uslm-dtd:header">Federal award.—</heading><chapeau style="-uslm-dtd:text">The term “<quotedText style="-uslm-dtd:quote">Federal award</quotedText>”—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s2/a/4/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><chapeau style="-uslm-dtd:text">means Federal financial assistance and expenditures that—</chapeau>
                        <clause identifier="/us/sComp/109/282/s2/a/4/A/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">include grants, subgrants, loans, awards, cooperative agreements, and other forms of financial assistance;</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s2/a/4/A/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">include contracts, subcontracts, purchase orders, task orders, and delivery orders; and</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s2/a/4/A/iii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="iii">(iii) </num><content style="-uslm-dtd:text">includes other transaction agreements;</content>
                        </clause>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/a/4/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">does not include individual transactions below $25,000; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/a/4/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">before October 1, 2008, does not include credit card transactions.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/a/5" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">(5) </num><heading style="-uslm-dtd:header">Object
 class.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:term">object class</term>” means the category
 assigned for purposes of the annual budget of the President submitted under
 section 1105(a) of title 31, United States Code, to the type of property or
 services purchased by the Federal Government.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/a/6" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="6">(6) </num><heading style="-uslm-dtd:header">Program
 activity.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:term">program activity</term>” has the meaning
 given that term under section 1115(h) of title 31, United States
 Code.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/a/7" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="7">(7) </num><heading style="-uslm-dtd:header">Searchable website.—</heading><chapeau style="-uslm-dtd:text">The term “<quotedText style="-uslm-dtd:quote">searchable website</quotedText>” means a website that allows the public to—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s2/a/7/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">search and aggregate Federal funding by any element required by subsection (b)(1);</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/a/7/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">ascertain through a single search the total amount of Federal funding awarded to an entity by a Federal award described in paragraph (4)(A)(i), by fiscal year;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/a/7/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">ascertain through a single search the total amount of Federal funding awarded to an entity by a Federal award described in paragraph (4)(A)(ii), by fiscal year; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/a/7/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">download data included in subparagraph (A) included in the outcome from searches.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/a/8" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="8">(8) </num><heading style="-uslm-dtd:header">Secretary.—</heading><content style="-uslm-dtd:text">The term “<term style="-uslm-dtd:term">Secretary</term>” means the Secretary of the Treasury.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s2/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">In General.—</heading>
                <paragraph identifier="/us/sComp/109/282/s2/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Website.—</heading><chapeau style="-uslm-dtd:text">Not later than January 1, 2008, the Office of Management and Budget shall, in accordance with this section, section 204 of the E-Government Act of 2002 (Public Law 107-347; 44 U.S.C. 3501 note), and the Office of Federal Procurement Policy Act (41 U.S.C. 403 et seq.), ensure the existence and operation of a single searchable website, accessible by the public at no cost to access, that includes for each Federal award—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s2/b/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the name of the entity receiving the award;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/b/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">the amount of the award;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/b/1/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">information on the award including transaction type, funding agency, the North American Industry Classification System code or Catalog of Federal Domestic Assistance number (where applicable), program source, and an award title descriptive of the purpose of each funding action;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/b/1/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="D">(D) </num><content style="-uslm-dtd:text">the location of the entity receiving the award and the primary location of performance under the award, including the city, State, congressional district, and country;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/b/1/E" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="E">(E) </num><content style="-uslm-dtd:text">a unique identifier of the entity receiving the award and of the parent entity of the recipient, should the entity be owned by another entity;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/b/1/F" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="F">(F) </num><chapeau style="-uslm-dtd:text">the names and total compensation of the five most highly compensated officers of the entity if—</chapeau>
                        <clause identifier="/us/sComp/109/282/s2/b/1/F/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><chapeau style="-uslm-dtd:text">the entity in the preceding fiscal year received—</chapeau>
                            <subclause identifier="/us/sComp/109/282/s2/b/1/F/i/I" style="-uslm-dtd:subclause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="I">(I) </num><content style="-uslm-dtd:text">80 percent or more of its annual gross revenues in Federal awards; and</content>
                            </subclause>
                            <subclause identifier="/us/sComp/109/282/s2/b/1/F/i/II" style="-uslm-dtd:subclause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="II">(II) </num><content style="-uslm-dtd:text">$25,000,000 or more in annual gross revenues from Federal awards; and</content>
                            </subclause>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s2/b/1/F/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">the public does not have access to information about the compensation of the senior executives of the entity through periodic reports filed under section 13(a) or 15(d) of the Securities Exchange Act of 1934 (15 U.S.C. 78m(a), 78o(d)) or section 6104 of the Internal Revenue Code of 1986.<ref class="footnoteRef" idref="IDD8710069C85D44ECAA83B88B328A38A0" style="-uslm-dtd:footnote-ref">1</ref></content><footnote id="IDD8710069C85D44ECAA83B88B328A38A0" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">1</sup><p style="-uslm-dtd:para; margin-left:1em">So in law. The period at the end of subparagraph (F) probably should be “<quotedText style="-uslm-dtd:quote">; and</quotedText>”. </p></footnote>
                        </clause>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/b/1/G" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="G">(G) </num><content style="-uslm-dtd:text">any other relevant information specified by the Office of Management and Budget.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Scope of data.—</heading><content style="-uslm-dtd:text">The website shall include data for fiscal year 2007, and each fiscal year thereafter.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Designation of agencies.—</heading><content style="-uslm-dtd:text">The Director  is authorized to designate one or more Federal agencies to participate in the development, establishment, operation, and support of the single website. In the initial designation, or in subsequent instructions and guidance, the Director may specify the scope of the responsibilities of each such agency.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/b/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><heading style="-uslm-dtd:header">Agency responsibilities.—</heading><content style="-uslm-dtd:text">Federal agencies shall comply with the instructions and guidance issued by the Director  under paragraph (3), and shall provide appropriate assistance to the Director upon request, so as to assist the Director in ensuring the existence and operation of the single website.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s2/c" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Website.—</heading><chapeau style="-uslm-dtd:text">The website established under this section—</chapeau>
                <paragraph identifier="/us/sComp/109/282/s2/c/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">may use as the source of its data the Federal Procurement Data System, Federal Assistance Award Data System, and Grants.gov, if all of these data sources are searchable through the website and can be accessed in a search on the website required by this Act, provided that the user may—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s2/c/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">specify such search shall be confined to Federal contracts and subcontracts;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/c/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">specify such search shall be confined to include grants, subgrants, loans, awards, cooperative agreements, and other forms of financial assistance;</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/c/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">shall not be considered in compliance if it hyperlinks to the Federal Procurement Data System website, Federal Assistance Award Data System website, Grants.gov website, or other existing websites, so that the information elements required by subsection (b)(1) cannot be searched electronically by field in a single search;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/c/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">shall provide an opportunity for the public to provide input about the utility of the site and recommendations for improvements;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/c/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">shall be updated not later than 30 days after the award of any Federal award requiring a posting; </content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/c/5" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">shall provide for separate searches for Federal awards described in subsection (a) to distinguish between the Federal awards described in subsection (a)(2)(A)(i) and those described in subsection (a)(2)(A)(ii);</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/c/6" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">shall have the ability to aggregate data for the categories described in paragraphs (1) through (5) without double-counting data; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/c/7" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="7">(7) </num><chapeau style="-uslm-dtd:text">shall ensure that all information published under this section is available—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s2/c/7/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">in machine-readable and open formats;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/c/7/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">to be downloaded in bulk; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/c/7/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">to the extent practicable, for automated processing.</content>
                    </subparagraph>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s2/d" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Subaward Data.—</heading>
                <paragraph identifier="/us/sComp/109/282/s2/d/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Pilot program.—</heading>
                    <subparagraph identifier="/us/sComp/109/282/s2/d/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><heading style="-uslm-dtd:header">In general.—</heading><chapeau style="-uslm-dtd:text">Not later than July 1, 2007, the Director  shall commence a pilot program to—</chapeau>
                        <clause identifier="/us/sComp/109/282/s2/d/1/A/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">test the collection and accession of data about subgrants and subcontracts; and</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s2/d/1/A/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><chapeau style="-uslm-dtd:text">determine how to implement a subaward reporting program across the Federal Government, including—</chapeau>
                            <subclause identifier="/us/sComp/109/282/s2/d/1/A/ii/I" style="-uslm-dtd:subclause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="I">(I) </num><content style="-uslm-dtd:text">a reporting system under which the entity issuing a subgrant or subcontract is responsible for fulfilling the subaward reporting requirement; and</content>
                            </subclause>
                            <subclause identifier="/us/sComp/109/282/s2/d/1/A/ii/II" style="-uslm-dtd:subclause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="II">(II) </num><content style="-uslm-dtd:text">a mechanism for collecting and incorporating agency and public feedback on the design and utility of the website.</content>
                            </subclause>
                        </clause>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/d/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><heading style="-uslm-dtd:header">Termination.—</heading><content style="-uslm-dtd:text">The pilot program under subparagraph (A) shall terminate not later than January 1, 2009.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/d/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Reporting of subawards.—</heading>
                    <subparagraph identifier="/us/sComp/109/282/s2/d/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><heading style="-uslm-dtd:header">In general.—</heading><chapeau style="-uslm-dtd:text">Based on the pilot program conducted under paragraph (1), and, except as provided in subparagraph (B), not later than January 1, 2009, the Director —</chapeau>
                        <clause identifier="/us/sComp/109/282/s2/d/2/A/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">shall ensure that data regarding subawards are disclosed in the same manner as data regarding other Federal awards, as required by this Act; and</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s2/d/2/A/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><chapeau style="-uslm-dtd:text">shall ensure that the method for collecting and distributing data about subawards under clause (i)—</chapeau>
                            <subclause identifier="/us/sComp/109/282/s2/d/2/A/ii/I" style="-uslm-dtd:subclause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="I">(I) </num><content style="-uslm-dtd:text">minimizes burdens imposed on Federal award recipients and subaward recipients;</content>
                            </subclause>
                            <subclause identifier="/us/sComp/109/282/s2/d/2/A/ii/II" style="-uslm-dtd:subclause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="II">(II) </num><content style="-uslm-dtd:text">allows Federal award recipients and subaward recipients to allocate reasonable costs for the collection and reporting of subaward data as indirect costs; and</content>
                            </subclause>
                            <subclause identifier="/us/sComp/109/282/s2/d/2/A/ii/III" style="-uslm-dtd:subclause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="III">(III) </num><content style="-uslm-dtd:text">establishes cost-effective requirements for collecting subaward data under block grants, formula grants, and other types of assistance to State and local governments.</content>
                            </subclause>
                        </clause>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/d/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><heading style="-uslm-dtd:header">Extension of deadline.—</heading><content style="-uslm-dtd:text">For subaward recipients that receive Federal funds through State, local, or tribal governments, the Director  may extend the deadline for ensuring that data regarding such subawards are disclosed in the same manner as data regarding other Federal awards for a period not to exceed 18 months, if the Director determines that compliance would impose an undue burden on the subaward recipient.</content>
                    </subparagraph>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s2/e" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Exception.—</heading><content style="-uslm-dtd:text">Any entity that demonstrates to the Director  that the gross income, from all sources, for such entity did not exceed $300,000 in the previous tax year of such entity shall be exempt from the requirement to report subawards under subsection (d), until the Director determines that the imposition of such reporting requirements will not cause an undue burden on such entities.</content>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s2/f" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="f">(f) </num><heading style="-uslm-dtd:header">Construction.—</heading><content style="-uslm-dtd:text">Nothing in this Act shall prohibit the Office of Management and Budget from including through the website established under this section access to data that is publicly available in any other Federal database.</content>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s2/g" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="g">(g) </num><heading style="-uslm-dtd:header">Report.—</heading>
                <paragraph identifier="/us/sComp/109/282/s2/g/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">The Director  shall submit to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Government Reform of the House of Representatives an annual report regarding the implementation of the website established under this section.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/g/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Contents.—</heading><chapeau style="-uslm-dtd:text">Each report submitted under paragraph (1) shall include—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s2/g/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">data regarding the usage and public feedback on the utility of the site (including recommendations for improving data quality and collection);</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/g/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">an assessment of the reporting burden placed on Federal award and subaward recipients; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/g/2/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">an explanation of any extension of the subaward reporting deadline under subsection (d)(2)(B), if applicable.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/g/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Publication.—</heading><content style="-uslm-dtd:text">The Director  shall make each report submitted under paragraph (1) publicly available on the website established under this section.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s2/h" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="h">(h) </num><heading style="-uslm-dtd:header">Annual Report.—</heading><chapeau style="-uslm-dtd:text">Not later than 1 year after the date of enactment of the <inline style="-uslm-dtd:short-title">Stop Secret Spending Act of 2025</inline>, and annually thereafter, the Secretary, in consultation with the Director, shall post to the website established under this section a report that includes—</chapeau>
                <paragraph identifier="/us/sComp/109/282/s2/h/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">the total amount of Federal spending on Federal awards for which data has not been posted to the website; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s2/h/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><chapeau style="-uslm-dtd:text">the reason data on the Federal spending described in paragraph (1) has not been posted to the website, including whether the Federal spending was—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s2/h/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">national security-related or classified;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/h/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">a grant or contract awarded or entered into by a legislative or judicial branch agency; or</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s2/h/2/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">a subaward below a primary subaward.</content>
                    </subparagraph>
                </paragraph>
            </subsection>
        </section>
        <section identifier="/us/sComp/109/282/s3" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="3">SEC. 3. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t31/s6101">31 U.S.C. 6101 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">FULL DISCLOSURE OF FEDERAL FUNDS. </heading>
            <subsection identifier="/us/sComp/109/282/s3/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In General.—</heading><content style="-uslm-dtd:text">Not less frequently than monthly when practicable, and in any event not less frequently than quarterly, the Secretary (in consultation with the Director and, with respect to information described in subsection (b)(2), the head of the applicable Federal agency) shall ensure that updated information with respect to the information described in subsection (b) is posted on the website established under section 2.</content>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s3/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Information To Be Posted.—</heading>
                <paragraph identifier="/us/sComp/109/282/s3/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Funds.—</heading><chapeau style="-uslm-dtd:text">For any funds made available to or expended by a Federal agency or component of a Federal agency<ref class="footnoteRef" idref="ID2A522723DD37457B83173C8DAF96F25F" style="-uslm-dtd:footnote-ref">2</ref>, the information to be posted shall include—</chapeau><footnote id="ID2A522723DD37457B83173C8DAF96F25F" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">2</sup><p style="-uslm-dtd:para; margin-left:1em">Section 3(b)(1)(A)(i) of Public Law 119-106 provides for an amendment to subsection (b)(1), in the matter preceding subparagraph (A), by striking “<quotedText style="-uslm-dtd:quote">a Federal agency or component
of a Federal agency</quotedText>” and inserting    “<quotedText style="-uslm-dtd:quote">a Federal agency or a component of a Federal agency included on the list posted under subsection (e)(2)</quotedText>”. Paragraph (2) of  such section 3(b) provides the following: “<quotedText style="-uslm-dtd:quote">The amendments made by paragraph
(1)(A) shall take effect on the date on which the Secretary
publishes the first list under section 3(e)(2) of the Federal
Funding Accountability and Transparency Act of 2006 (31
U.S.C. 6101 note), as added by paragraph (1).</quotedText>”. </p></footnote>
                    <subparagraph identifier="/us/sComp/109/282/s3/b/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><chapeau style="-uslm-dtd:text">for each appropriations account, including an expired or unexpired appropriations account, the amount—</chapeau>
                        <clause identifier="/us/sComp/109/282/s3/b/1/A/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">of budget authority appropriated;</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s3/b/1/A/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">that is obligated;</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s3/b/1/A/iii" style="-uslm-dtd:clause" styleType="OLC">

                        <clause identifier="/us/sComp/109/282/s3/b/1/A/iv" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="iv">(iv) </num><content style="-uslm-dtd:text">of any other budgetary resources;</content>
                        </clause>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s3/b/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><chapeau style="-uslm-dtd:text">from which accounts and in what amount—</chapeau>
                        <clause identifier="/us/sComp/109/282/s3/b/1/B/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">appropriations are obligated for each program activity; and</content>

                    <subparagraph identifier="/us/sComp/109/282/s3/b/1/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="D">(D) </num><chapeau style="-uslm-dtd:text">for each program activity, the amount—</chapeau>
                        <clause identifier="/us/sComp/109/282/s3/b/1/D/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">obligated for each object class; and</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s3/b/1/D/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">of outlays made for each object class.</content>
                        </clause>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s3/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Budget justifications.—</heading>
                    <subparagraph identifier="/us/sComp/109/282/s3/b/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><heading style="-uslm-dtd:header">Definitions.—</heading><chapeau style="-uslm-dtd:text">In this paragraph—</chapeau>
                        <clause identifier="/us/sComp/109/282/s3/b/2/A/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">the term “<term style="-uslm-dtd:term">budget justification materials</term>” means the annual budget justification materials of a Federal agency, or a component of a Federal agency, that are submitted, in conjunction with the budget of the United States Government submitted under section 1105(a) of title 31, United States Code; and</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s3/b/2/A/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">the term “<term style="-uslm-dtd:term">open Government data asset</term>” has the meaning given that term in section 3502 of title 44, United States Code. </content>
                        </clause>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s3/b/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><heading style="-uslm-dtd:header">Information.—</heading><chapeau style="-uslm-dtd:text">The information to be posted<ref class="footnoteRef" idref="IDDE2A75C49170422DBF358B721D917A7B" style="-uslm-dtd:footnote-ref">3</ref>—</chapeau><footnote id="IDDE2A75C49170422DBF358B721D917A7B" style="-uslm-dtd:footnote"><sup style="-uslm-dtd:superscript">3</sup><p style="-uslm-dtd:para; margin-left:1em">Section 3(b)(1)(A)(ii) of Public Law 119-106 provides for an amendment to subsection (b)(2)(B), in the matter preceding clause (i), by striking “<quotedText style="-uslm-dtd:quote">to be posted</quotedText>” and inserting

                        <clause identifier="/us/sComp/109/282/s3/b/2/B/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><chapeau style="-uslm-dtd:text">shall include any budget justification materials—</chapeau>
                            <subclause identifier="/us/sComp/109/282/s3/b/2/B/i/I" style="-uslm-dtd:subclause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="I">(I) </num><content style="-uslm-dtd:text"> for the second fiscal year beginning after the date of enactment of this paragraph, and each fiscal year thereafter; and</content>
                            </subclause>
                            <subclause identifier="/us/sComp/109/282/s3/b/2/B/i/II" style="-uslm-dtd:subclause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="II">(II) </num><content style="-uslm-dtd:text">to the extent practicable, that were released for any fiscal year before the date of enactment of this paragraph; and</content>
                            </subclause>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s3/b/2/B/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">shall not include budget justification materials the disclosure of which is prohibited by law, that are classified, or that are exempt from disclosure under section 552(b) of title 5, United States Code.</content>
                        </clause>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s3/b/2/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><heading style="-uslm-dtd:header">Format.—</heading><chapeau style="-uslm-dtd:text">Budget justification materials shall be posted under subparagraph (B)—</chapeau>
                        <clause identifier="/us/sComp/109/282/s3/b/2/C/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">as an open Government data asset;</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s3/b/2/C/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">in a manner that enables users to download individual reports, download all reports in bulk, and download in bulk the results of a search, to the extent practicable; and</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s3/b/2/C/iii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="iii">(iii) </num><content style="-uslm-dtd:text">in a structured data format, to the extent practicable.</content>
                        </clause>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s3/b/2/D" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="D">(D) </num><heading style="-uslm-dtd:header">Deadline.—</heading><content style="-uslm-dtd:text">The budget justification materials required to be posted under subparagraph (B)(i) shall be posted not later than 2 weeks after the date on which the budget justification materials are first submitted to Congress.</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s3/b/2/E" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="E">(E) </num><heading style="-uslm-dtd:header">Rule of construction.—</heading><content style="-uslm-dtd:text">Nothing in this paragraph shall be construed to authorize a Federal agency, or a component of a Federal agency, to destroy any budget justification materials relating to a fiscal year before the fiscal year described in subparagraph (B)(i).</content>
                    </subparagraph>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s3/c" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Quality of Information.—</heading>
                <paragraph identifier="/us/sComp/109/282/s3/c/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">The Secretary and the Director, in consultation with the heads of Federal agencies, shall establish requirements to ensure that the information to be posted under subsection (b) that is posted by a Federal agency or component of a Federal agency is complete and accurate. </content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s3/c/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Federal agency responsibility.—</heading><content style="-uslm-dtd:text">The head of each Federal agency or component of a Federal agency posting data under subsection (b) shall ensure that the data is complete and accurate.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s3/c/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Authority to verify accuracy.—</heading><content style="-uslm-dtd:text">The Secretary and the Director may verify that the data posted under subsection (b) by a Federal agency or component of a Federal agency are complete, accurate, and consistent. </content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s3/d" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Display Standards.—</heading><content style="-uslm-dtd:text">The Secretary, in consultation with the Director, shall ensure that the heads of Federal agencies that post information under subsection (b) comply with display standards established by the Secretary.</content>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s3/e" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Agency Reporting Determination.—</heading><chapeau style="-uslm-dtd:text">Not later than 1 year after the date of enactment of the <inline style="-uslm-dtd:short-title">Stop Secret Spending Act of 2025</inline>, and not less frequently than once every 2 years thereafter, the Secretary, in coordination with the Director, shall—</chapeau>
                <paragraph identifier="/us/sComp/109/282/s3/e/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">assess and make a determination with respect to which Federal agencies and components of Federal agencies are required to post information under subsection (b);</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s3/e/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">publish a list of the Federal agencies and components of Federal agencies determined under paragraph (1) on the website established under section 2(b)(1); and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s3/e/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">provide to the head and inspector general of each Federal agency or component of a Federal agency included on the list published under paragraph (2) written notice of the inclusion of the Federal agency or component of a Federal agency on the list.</content>
                </paragraph>
            </subsection>
        </section>
        <section identifier="/us/sComp/109/282/s4" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="4">SEC. 4. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t31/s6101">31 U.S.C. 6101 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">DATA
		  STANDARDS. </heading>
            <subsection identifier="/us/sComp/109/282/s4/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In
		  General.—</heading>
                <paragraph identifier="/us/sComp/109/282/s4/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Establishment of standards.—</heading><content style="-uslm-dtd:text">The Secretary and the
		  Director, in consultation with the heads of Federal agencies, shall establish
			 Government-wide
		  financial data standards for	any Federal funds made available to or expended by
			 Federal agencies and entities receiving Federal funds.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s4/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Data elements.—</heading><content style="-uslm-dtd:text">The financial data standards established under paragraph (1) shall include common data
		  elements for	financial and payment information required to be reported by
		  Federal agencies and entities receiving Federal funds.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s4/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Requirements.—</heading><chapeau style="-uslm-dtd:text">The
		  data standards established under subsection (a) shall, to the extent reasonable
		  and practicable—</chapeau>
                <paragraph identifier="/us/sComp/109/282/s4/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><chapeau style="-uslm-dtd:text">incorporate
		  widely accepted common data elements, such as those developed and maintained
		  by—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s4/b/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">an international
		  voluntary consensus standards body;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s4/b/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">Federal agencies
		  with authority over contracting and financial assistance; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s4/b/1/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">accounting
		  standards organizations;</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s4/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">incorporate a
		  widely accepted, nonproprietary, searchable, platform-independent
		  computer-readable format;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s4/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">include
		  unique  identifiers for Federal awards and entities receiving
		  Federal awards that can be consistently applied Government-wide;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s4/b/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><content style="-uslm-dtd:text">be
		  consistent with and implement applicable accounting principles;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s4/b/5" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">(5) </num><content style="-uslm-dtd:text">be
		  capable of being continually upgraded as necessary;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s4/b/6" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="6">(6) </num><content style="-uslm-dtd:text">produce
		  consistent and comparable data, including across program activities; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s4/b/7" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="7">(7) </num><content style="-uslm-dtd:text">establish a
		  standard method of conveying the reporting period, reporting entity, unit of
		  measure, and other associated attributes.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s4/c" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Deadlines.—</heading>
                <paragraph identifier="/us/sComp/109/282/s4/c/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Guidance.—</heading><content style="-uslm-dtd:text">Not
		  later than 1 year after the date of enactment of the
		  <inline style="-uslm-dtd:short-title">Digital Accountability and Transparency Act of 2014</inline>, the Director and the Secretary shall issue guidance to
		  Federal agencies on the data standards established under subsection (a).</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s4/c/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Agencies.—</heading>
                    <subparagraph identifier="/us/sComp/109/282/s4/c/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">Except as provided in subparagraph (B), not
		  later than 2 years after the date on which the guidance under paragraph (1) is
		  issued, each Federal agency shall report financial and
		  payment information data in accordance with the data standards established
		  under subsection (a).</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s4/c/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><heading style="-uslm-dtd:header">Noninterference with auditability of department of defense financial statements.—</heading>
                        <clause identifier="/us/sComp/109/282/s4/c/2/B/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">Upon request by the Secretary of Defense, the Director may grant an extension of the deadline under
			 subparagraph (A) to the Department of Defense for a period of not more
			 than 6 months to report financial and
		  payment information data in accordance with the data standards established
		  under subsection (a).</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s4/c/2/B/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><heading style="-uslm-dtd:header">Limitation.—</heading><content style="-uslm-dtd:text">The Director may not grant more than 3 extensions to the Secretary of Defense under clause (i).</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s4/c/2/B/iii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="iii">(iii) </num><heading style="-uslm-dtd:header">Notification.—</heading><chapeau style="-uslm-dtd:text">The Director of the Office of Management and Budget shall notify the Committee on Homeland Security
			 and Governmental Affairs and the Committee on Armed Services of the Senate
			 and the Committee on Oversight and Government Reform and the Committee on
			 Armed Services of the House of Representatives of—</chapeau>
                            <subclause identifier="/us/sComp/109/282/s4/c/2/B/iii/I" style="-uslm-dtd:subclause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="I">(I) </num><content style="-uslm-dtd:text">each grant of an extension  under clause (i); and</content>
                            </subclause>
                            <subclause identifier="/us/sComp/109/282/s4/c/2/B/iii/II" style="-uslm-dtd:subclause" styleType="OLC">
                                <num style="-uslm-dtd:enum" value="II">(II) </num><content style="-uslm-dtd:text">the reasons for granting such an extension.</content>
                            </subclause>
                        </clause>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s4/c/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Website.—</heading><content style="-uslm-dtd:text">Not
		  later than 3 years after the date on which the guidance under paragraph (1) is
		  issued, the Director and the Secretary
		  shall ensure that the data standards established under
		  subsection (a) are applied to the data made available on the website
		  established under section 2.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s4/d" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="d">(d) </num><heading style="-uslm-dtd:header">Consultation.—</heading><content style="-uslm-dtd:text">The
		  Director and the Secretary shall consult with public and private stakeholders in
		  establishing data standards under this section.</content>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s4/e" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="e">(e) </num><heading style="-uslm-dtd:header">Other Transaction Agreement Data.—</heading><chapeau style="-uslm-dtd:text">Not later than 3 years after the date of enactment of the <inline style="-uslm-dtd:short-title">Stop Secret Spending Act of 2025</inline>, the Secretary shall ensure that, with respect to the website established under section 2, or any successor website—</chapeau>
                <paragraph identifier="/us/sComp/109/282/s4/e/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">data relating to other transaction agreements is automatically transmitted to the website, and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s4/e/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">a centralized view of the data described in paragraph (1) is available on the website.</content>
                </paragraph>
            </subsection>
        </section>
        <section identifier="/us/sComp/109/282/s5" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="5">SEC. 5. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t31/s6101">31 U.S.C. 6101 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">SIMPLIFYING
		  FEDERAL AWARD REPORTING. </heading>
            <subsection identifier="/us/sComp/109/282/s5/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">In
		  General.—</heading><chapeau style="-uslm-dtd:text">The Director, in
		  consultation with relevant Federal agencies, recipients of Federal awards,
		  including State and local governments, and institutions of higher education (as
		  defined in section 102 of the Higher Education Act of 1965 (20 U.S.C. 1002)),
		  shall review the information required to be reported by recipients of Federal
		  awards to identify—</chapeau>
                <paragraph identifier="/us/sComp/109/282/s5/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">common reporting
		  elements across the Federal Government;</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s5/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">unnecessary
		  duplication in financial reporting; and</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s5/a/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><content style="-uslm-dtd:text">unnecessarily
		  burdensome reporting requirements for recipients of Federal awards.</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s5/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Pilot
		  Program.—</heading>
                <paragraph identifier="/us/sComp/109/282/s5/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">Establishment.—</heading><chapeau style="-uslm-dtd:text">Not
		  later than 1 year after the date of enactment of the
		  <inline style="-uslm-dtd:short-title">Digital Accountability and Transparency Act of 2014</inline>, the Director, or a Federal agency designated by the Director, shall establish a pilot program (in
			 this section referred to as the “<quotedText style="-uslm-dtd:quote">pilot program</quotedText>”) with the participation of appropriate Federal agencies to
		  facilitate the development of recommendations for—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s5/b/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">standardized reporting
		  elements across the Federal Government;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s5/b/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">the elimination
		  of unnecessary duplication in financial reporting; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s5/b/1/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">the reduction of
		  compliance costs for recipients of Federal awards.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s5/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Requirements.—</heading><chapeau style="-uslm-dtd:text">The
		  pilot program shall—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s5/b/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">include a
		  combination of Federal contracts, grants, and subawards, the aggregate value of
		  which is not less than $1,000,000,000 and not more than $2,000,000,000;</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s5/b/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">include a diverse
		  group of recipients of Federal awards; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s5/b/2/C" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="C">(C) </num><content style="-uslm-dtd:text">to the extent
		  practicable, include recipients who receive Federal awards from multiple
		  programs across multiple agencies.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s5/b/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Data
		  collection.—</heading><content style="-uslm-dtd:text">The pilot program shall include data collected during
		  a 12-month reporting cycle.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s5/b/4" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="4">(4) </num><heading style="-uslm-dtd:header">Reporting and
		  evaluation requirements.—</heading><content style="-uslm-dtd:text">Each recipient of a Federal award
		  participating in the pilot program shall submit to the Office of Management and
		  Budget or the Federal agency designated under paragraph (1), as appropriate, any
			 requested reports of the selected Federal awards.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s5/b/5" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="5">(5) </num><heading style="-uslm-dtd:header">Termination.—</heading><content style="-uslm-dtd:text">The
		  pilot program shall terminate on the date that is 2 years after the date on
		  which the pilot program is established.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s5/b/6" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="6">(6) </num><heading style="-uslm-dtd:header">Report to
		  congress.—</heading><chapeau style="-uslm-dtd:text">Not later than 90 days after the date on which the pilot
		  program terminates under paragraph (5), the Director shall submit to the
			 Committee on Homeland Security and
		  Governmental Affairs and the Committee on the Budget of the Senate and the
		  Committee on Oversight and Government Reform and the Committee on the Budget of
		  the House of Representatives a report on the pilot program, which shall
		  include—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s5/b/6/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">a description of
		  the data collected under the pilot program, the usefulness of the data
		  provided, and the cost to collect the data from recipients; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s5/b/6/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><chapeau style="-uslm-dtd:text">a discussion of any legislative action required and recommendations
		  for—</chapeau>
                        <clause identifier="/us/sComp/109/282/s5/b/6/B/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">consolidating
		  aspects of Federal financial reporting to reduce the costs to recipients of
		  Federal awards;</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s5/b/6/B/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">automating
		  aspects of Federal financial reporting to increase efficiency and reduce the
		  costs to recipients of Federal awards;</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s5/b/6/B/iii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="iii">(iii) </num><content style="-uslm-dtd:text">simplifying the reporting requirements for
		  recipients of Federal awards; and</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s5/b/6/B/iv" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="iv">(iv) </num><content style="-uslm-dtd:text">improving
		  financial transparency.</content>
                        </clause>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s5/b/7" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="7">(7) </num><heading style="-uslm-dtd:header">Government-wide implementation.—</heading><chapeau style="-uslm-dtd:text">Not later than 1 year after the date on which the Director submits the report under paragraph (6),
			 the Director shall issue guidance to the heads of Federal agencies as to
			 how the Government-wide financial data standards established under
			 section 4(a) shall be applied to the information required to be reported
			 by
			 entities
			 receiving Federal awards to—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s5/b/7/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">reduce the burden of complying with reporting requirements; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s5/b/7/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">simplify the reporting process, including by reducing duplicative reports.</content>
                    </subparagraph>
                </paragraph>
            </subsection>
        </section>
        <section identifier="/us/sComp/109/282/s6" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="6">SEC. 6. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t31/s6101">31 U.S.C. 6101 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">ACCOUNTABILITY
		  FOR FEDERAL FUNDING. </heading>
            <subsection identifier="/us/sComp/109/282/s6/a" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="a">(a) </num><heading style="-uslm-dtd:header">Inspector
		  General Reports.—</heading>
                <paragraph identifier="/us/sComp/109/282/s6/a/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In
		  general.—</heading><chapeau style="-uslm-dtd:text">In accordance with paragraph (2), the Inspector General of each agency described in paragraphs (1) and (2) of section 901(b) of title 31, United States Code, in consultation with the Comptroller General of the United States, shall—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s6/a/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">review a statistically valid sampling of the spending data submitted under this Act by the agency; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s6/a/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">submit to Congress and make publically available a report assessing the completeness, timeliness, quality, and accuracy of the data sampled and the implementation and use of data standards by the agency.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s6/a/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Deadlines.—</heading><chapeau style="-uslm-dtd:text">The inspector general of each agency described in paragraphs (1) and (2) of section 901(b) of title 31, United States Code, shall submit to Congress and make publicly available a report described in paragraph (1)(B)—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s6/a/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">not later than 1 year after the date of enactment of the <inline style="-uslm-dtd:short-title">Stop Secret Spending Act of 2025</inline>; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s6/a/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">not less than frequently than once every 2 years after the date described in subparagraph (A) until the date that is 10 years after the date of enactment of the <inline style="-uslm-dtd:short-title">Stop Secret Spending Act of 2025</inline> on the date of submission of the report required under section 3521(f) or 9105(a)(3) of title 31, United States Code, for the applicable fiscal year.</content>
                    </subparagraph>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s6/b" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="b">(b) </num><heading style="-uslm-dtd:header">Comptroller
		  General Reports.—</heading>
                <paragraph identifier="/us/sComp/109/282/s6/b/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><content style="-uslm-dtd:text">In accordance with paragraph (2) and after a review of the reports submitted under subsection (a),
			 the Comptroller General of the United States shall submit
		  to Congress and make publically available a report assessing and comparing the
		  data completeness, timeliness, quality, and accuracy of the data submitted
		  under this Act by Federal agencies and the implementation and use of data
		  standards by Federal agencies.</content>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s6/b/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Deadlines.—</heading><content style="-uslm-dtd:text">Not later than 30 months after the date on which the Director and the Secretary issue guidance to
			 Federal agencies under section 4(c)(1), and every 2 years
			 thereafter until the date that is 4  years after the date on which the
			 first report is submitted under this subsection, the Comptroller General
			 of the United States shall submit and make publically available a report
			 as described in paragraph (1).</content>
                </paragraph>
            </subsection>
            <subsection identifier="/us/sComp/109/282/s6/c" style="-uslm-dtd:subsection" styleType="OLC">
                <num style="-uslm-dtd:enum" value="c">(c) </num><heading style="-uslm-dtd:header">Recovery Accountability and Transparency Board Data Analysis Center.—</heading>
                <paragraph identifier="/us/sComp/109/282/s6/c/1" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="1">(1) </num><heading style="-uslm-dtd:header">In general.—</heading><chapeau style="-uslm-dtd:text">The Secretary may establish a data analysis center or expand an existing service to
			 provide data, analytic tools, and data
			 management techniques to support—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s6/c/1/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><content style="-uslm-dtd:text">the
			 prevention and reduction of improper payments by Federal agencies; and</content>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s6/c/1/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">improving efficiency and transparency in Federal spending.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s6/c/2" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="2">(2) </num><heading style="-uslm-dtd:header">Data availability.—</heading><chapeau style="-uslm-dtd:text">The Secretary shall enter into memoranda of understanding with Federal agencies, including
			 Inspectors General and Federal law enforcement agencies—</chapeau>
                    <subparagraph identifier="/us/sComp/109/282/s6/c/2/A" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="A">(A) </num><chapeau style="-uslm-dtd:text">under which the Secretary may provide data from the data analysis center for—</chapeau>
                        <clause identifier="/us/sComp/109/282/s6/c/2/A/i" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="i">(i) </num><content style="-uslm-dtd:text">the purposes set forth under paragraph (1);</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s6/c/2/A/ii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="ii">(ii) </num><content style="-uslm-dtd:text">the identification, prevention, and reduction of waste, fraud, and abuse relating to Federal
			 spending; and</content>
                        </clause>
                        <clause identifier="/us/sComp/109/282/s6/c/2/A/iii" style="-uslm-dtd:clause" styleType="OLC">
                            <num style="-uslm-dtd:enum" value="iii">(iii) </num><content style="-uslm-dtd:text">use in the conduct of criminal and other investigations; and</content>
                        </clause>
                    </subparagraph>
                    <subparagraph identifier="/us/sComp/109/282/s6/c/2/B" style="-uslm-dtd:subparagraph" styleType="OLC">
                        <num style="-uslm-dtd:enum" value="B">(B) </num><content style="-uslm-dtd:text">which may require the Federal agency, Inspector General, or Federal law enforcement agency to
			 provide reimbursement to the Secretary for the reasonable cost of carrying
			 out the agreement.</content>
                    </subparagraph>
                </paragraph>
                <paragraph identifier="/us/sComp/109/282/s6/c/3" style="-uslm-dtd:paragraph" styleType="OLC">
                    <num style="-uslm-dtd:enum" value="3">(3) </num><heading style="-uslm-dtd:header">Transfer.—</heading><content style="-uslm-dtd:text">Upon the establishment of a data analysis center or the expansion of a service under paragraph (1),
			 and on or before the date on which the Recovery
			 Accountability and Transparency Board terminates, and
			 in addition to any other transfer that the Director determines is
			 necessary under section 1531 of title 31, United States Code, there are
			 transferred to the Department of the Treasury all assets identified by the
			 Secretary that support the
			 operations and activities of the Recovery Operations Center of the
			 Recovery Accountability and Transparency Board relating to
			 the detection of waste, fraud, and abuse in the use of Federal funds that
			 are in existence on the day before the transfer.</content>
                </paragraph>
            </subsection>
        </section>
        <section identifier="/us/sComp/109/282/s7" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="7">SEC. 7. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t31/s6101">31 U.S.C. 6101 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">CLASSIFIED AND
		  PROTECTED INFORMATION. </heading>
            <chapeau class="block" style="-uslm-dtd:text">Nothing
		  in this Act shall require the disclosure to the public of—</chapeau>
            <paragraph identifier="/us/sComp/109/282/s7/1" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="1">(1) </num><content style="-uslm-dtd:text">information
		  that would be exempt from disclosure under section 552 of title 5, United States
			 Code
		  (commonly known as the “<quotedText style="-uslm-dtd:quote">Freedom of Information Act</quotedText>”); or</content>
            </paragraph>
            <paragraph identifier="/us/sComp/109/282/s7/2" style="-uslm-dtd:paragraph" styleType="OLC">
                <num style="-uslm-dtd:enum" value="2">(2) </num><content style="-uslm-dtd:text">information
		  protected under section 552a of title 5, United States Code (commonly known as
		  the “<quotedText style="-uslm-dtd:quote">Privacy Act of 1974</quotedText>”), or section 6103 of the Internal
		  Revenue Code of
		  1986.</content>
            </paragraph>
        </section>
        <section identifier="/us/sComp/109/282/s8" style="-uslm-dtd:section" styleType="OLC">
            <num style="-uslm-dtd:enum" value="8">SEC. 8. </num><editorialNote role="uscRef" style="-uslm-dtd:usc-reference"><b>[</b><ref href="/us/usc/t31/s6101">31 U.S.C. 6101 note</ref><b>]</b> </editorialNote><heading style="-uslm-dtd:header">NO PRIVATE RIGHT OF ACTION. </heading>
            <content class="block" style="-uslm-dtd:text">Nothing in this Act shall be construed to create a private right of action for enforcement of any
			 provision of this Act.</content>
        </section>
